Collaboration in Agrotourism Development: The Role of Local Government in Yeongdong County, Chungcheongbuk Province, Korea

  • Background and objective: There are many theories related to the development of agrotourism, and each stakeholder has its own role and function. If it is based on organizational functions, stakeholders need to be coordinated, and the state plays a major administrative role. But in the successful case of Yeongdong County, Chungcheongbuk province, the Republic of Korea, the government played an important role in the development of tourism, which grants us another perspective on the role of the government in promotion and development agrotourism activities. Methods: This article aims to examine the development of agrotourism through a cooperative approach, by clarifying the role of the local authorities in the Yeongdong region in the management and operation of the local agrotourism activities. The qualitative research method is based on a field survey conducted in Yeongdong County in 2019. Results: The study's findings show that in situations where conflicts of interest among stakeholders are prone to occur, the development of local tourism has a limited impact on the cooperative culture, and local governments play an important role. Accordingly, the local governments must actively formulate strategies to maintain and develop traditional agricultural industries and at the same time develop agrotourism activities. The government's ability to coordinate, cooperate, and participate reasonably is a key factor for the success of the sustainable development of the tourism industry. Conclusion: Based on coordination between stakeholders and a reasonable strategic direction, Yeongdong's agrotourism is being effectively deployed. The development of Yeongdong's agrotourism industry has achieved impressive results through an effective strategy, highlighting the important role of localgovernment in the consensus of local communities and collaboration with stakeholders. The role of outstanding local governments has been clearly demonstrated, especially in promoting, establishing, and contacting different organizations to effectively deploy agrotourism in the region.

  • The purpose of this study is to find out how to empower the community in developing Unique Javanese Agro Tourism in the Klaten regency, Central Java Indonesia. Community economic empowerment is carried out by 1) conservation-based development, namely the pattern of community development while maintaining the authenticity of ecosystems by seeking to preserve natural, historical, cultural, and recreational natural resources. Community development can be done in stages, that is, carried out before the area becomes an object of agro-tourism and after the area becomes an object of agro tourism, 2) Community empowerment in the development of unique Javanese agro-tourism can be done with the development of community-based agro-tourism, intended to pattern community development that places agrotourism as empowering farmers to obtain good value from agricultural products as well as from tourist visits; the dual effect of absorption of agricultural products by tourism businesses and developers of agro-tourism areas/regions; by the government as an area to develop agrotourism; synergy between communities; and the role of tourism institutions and agricultural institutions in fostering agro-tourism so that this can enhance the aesthetic value and beauty of nature.

A Study on the Development of Fruit Tree Experience Programs Based on User Segmentation

  • Fruit trees are a key part of agriculture in rural areas and have recently been a part of ecotourism or agrotourism. This study analyzes user segmentation based on user motivation to determine characteristics of potential customers in fruit tree farms, and thereby develop fruit tree experience and educational programs. We conducted a survey of 253 potential customers of fruit tree experience programs in September 2017. Data were evaluated using factor and cluster analyses. The results of the cluster analysis identified four distinct segments based on potential customers' motivations, that is, activity-oriented, learning-oriented, leisure-oriented, and purchase-oriented. These clusters showed that significant differences in the preference of potential customers exist. Different markets were segmented based on the benefits sought by users. The segments' characteristics were identified and activities relevant to each segment were proposed for rural tourism. Lastly, this study suggests directions for development of fruit tree farm experience and educational programs.
