Directions for Revision of Rural Development Law (농촌진흥법 개정방향)

  • This study aimed at exploring new directions for revision of the Rural Development Law. Research and development for environmentally friendly agricultural technologies and localization of the extension offices and staffs were some of the important challenges to agricultural extension services in Korea. The study suggested new directions for revision of the Rural Development Law should consider new development and environmental concerns of agricultural sciences, and needs of farmers, local and central government. Some of major focus of the revised Rural Development Law should include the following; 1) Rural development programs should cover extended areas of newly developed concerns and target groups, 2) County and city administration should provide proper administrative and financial support for local agricultural extension center. 3) Areas for agricultural research and development should be extended to meet the needs of newly developed technologies and sustainable environment system at local level, 4) Monitoring and evaluation of extension efforts should be performed annually to support financially and to strengthen proper systematic linkage between national and local extension services.

  • The decentralization of local extension authority is due to several aspect of improper law on extension. First, extension authority has not treated the extension law properly though it has many local office in province, counties, villages. Second, the authority concentrated too much on the service ignoring the local offices are under the improper law. Third, the authority lost their dignity when other institutions argue for their work on the extension services, Extension Institution should change, but the change should come with proper law environment.

Efficient Occurrence Monitoring by Yellow Sticky Traps for Major Flying Pests in Strawberry Greenhouses (시설딸기 주요 비행해충의 황색끈끈이트랩 이용 효율적인 발생예찰)

  • Sampling plan using yellow sticky traps for the major strawberry flying pests - western flower thrips Frankliniella occidentalis adults, cotton aphid Aphis gossypii alate and greenhouse whitefly Trialeurodes vaporarium adults was developed to determine the initial occurrence time. The analyzed trap data were obtained from three commercial strawberry greenhouses for the whole growing season (September to May of the following year) during 2013 to 2017 in Jeju province. Three flying pests showed the aggregated distribution patterns resulted from commonly used regression techniques - Taylor's power law and Iwao's patchiness regression. Taylor's power law was better description of mean-variance relationship of the western flower thrips and the cotton aphid than Iwao's patchiness regression, otherwise greenhouse whitefly was better described by Iwao's patchiness regression. There were highly significant correlated among mean density per trap, maximum density and proportion of traps with more than 10 individuals. To estimate 4.0 heads of mean density per trap, the minimum number of traps were required 13 traps for western flower thrips, 11 traps for cotton aphid and 10 traps for greenhouse whitefly. The sequential sampling plans at the fixed precision level 0.25 were developed using parameters of Taylor's power law for western flower thrips and cotton aphid, and of Iwao's patchiness regression for greenhouse whitefly.

Livestock price change after anti-corruption law using VAR

  • The Anti-corruption Law has been enforced since Sep. 28, 2016 to prevent public servants from colluding with people for political favors and financial gain by giving bribes to public servants. Generally, most people in Korea think that the law has had a positive effect on society. Under this law, people believe that our society has become more transparent. However, domestic producers think the law has had negative effects on the Korean livestock industry. Statistics from the domestic livestock industry show that the Hanwoo price has dropped after the law was enforced. This study attempts to show how livestock prices in the Korean livestock industry have changed after the enactment of the law. We chose three important livestock industries, Hanwoo, pork, and chicken, to determine and compare the effects of the law on them. For the analysis, we used a time-series model, VAR, to incorporate the interactions of the three industries. We selected the average wholesale prices of these industries. Daily prices during the last 5 years were used to estimate and forecast the impacts of the law. The results show that the price of Hanwoo decreased after the enforcement of the law; however, the other livestock prices did not decrease. Additionally, we clearly saw this negative effect on the Hanwoo industry during the high demand season and New Year's Day (solar and lunar together).

Analysis of Wind Velocity Profile for Calculation of Wind Pressure on Greenhouse (온실의 풍압력 산정을 위한 풍속의 수직분포 분석)

  • To provide the data necessary to determine the design wind speed for calculating the wind load acting on a greenhouse, we measured the wind speed below 10m height and analyzed the power law exponents at Buan and Gunwi. A wind speed greater than $5m{\cdot}s^{-1}$ is appropriate for calculating the power law exponent necessary to determine the wind speed distribution function according to height. We observed that the wind speed increased according to a power law function with increased height at Buan, showing a similar trend to the RDC and JGHA standards. Therefore, this result should be applied when determining the power law function for calculating the design wind speed of the greenhouse structure. The ordinary trend is that if terrain roughness increases the value of power law exponent also increases, but in the case of Gunwi the value of power law exponent was 0.06, which shows contrary value than that of the ordinary trend. This contrary trend was due to the elevations difference of 2m between tower installed and surrounding area, which cause contraction in streamline. The power law exponent started to decrease at 7 am, stopped decreasing and started to increase at 3 pm, and stopped increasing and remained constant at 12 pm at Buan. These changes correspond to the general change trends of the power law exponent. The calculated value of the shape parameter for Buan was 1.51, confirming that the wind characteristics at Buan, a reclaimed area near the coast, were similar to those of coastal areas in Jeju.

The Effects of Family Relationship of Women Immigrants on Satisfaction with life (여성 결혼이민자의 가족관계가 삶의 만족에 미치는 영향)

  • This study was done to investigate the effects of family relationship on satisfaction with life in women immigrants. The participants were 346 women immigrants in S city, Chungnam province. The data were collected through self-reported questionnaires which were constructed to include such scales as satisfaction with life and family relationship. First, satisfaction with family relationship ranked in order of couple, parents-in-law, and brothers-in-law and sisters-in-law. Second, as the women immigrants were younger, and their wedding time was shorter, satisfaction with couple was higher. Third, when women immigrants were between 20 and 30 years old in age, and between 2006 and 2010 in wedding year, satisfaction with parents-in-law were higher. Fourth, when women immigrants were between 20 and 30 years old in age, and 2006 and 2010 in wedding year, satisfaction with brothers-in-law and sisters-in-law were higher. Fifth, satisfaction with life was higher for women immigrants with younger age, lower educational level, and shorter residence and wedding time. Sixth, curve term more accounted for relationship between satisfaction with parents-in-law and life. Seventh, significant predictors influencing satisfaction with life were satisfaction with couple, and brothers-in-law and sisters-in-law.

Effect of Temperature Change on the Respiration Characteristics of Vegetables

  • The effect of fluctuating temperature on the respiration of vegetables has been investigated. Spinach was selected as the experimental material because of its high respiratory activity and kept under the condition that temperature changed alternately at low and high levels every 4 hours. The low-high level temperature combination was set in $1-10^{\circ}C,{\;}1-20^{\circ}C{\;}and{\;}1-30^{\circ}C$. Respiration was evaluated in terms of quantity of $CO_2$ evolved from spinach. The evolution rate of $CO_2$ was determined by a change in its concentration. The evaluation rate of $CO_2$ followed closely the temperature change. In the temperature combinations at $1-10^{\circ}C{\;}and{\;}1-20^{\circ}C$, the relationship between $CO_2$ evolution rate and temperature was found to be able to express by Arrhenius law, while at $1-30^{\circ}C$, it did not obey the law.

  • The objectives of this study were 1) to review legal status of local agricultural extension services during the last fifty years, 2) to propose enacting the new law for local agricultural extension services in Korea. Since Rural Development Act was established, the legal status of extension services was weakened in spite of the most important factor affecting agricultural extension services. It would be necessary to enact the new law prescribed organizational structures and objectives and missions, financial supporting, professional pesonnel management, etc., for development of local extension services after localization.

Development of Sequential Sampling Plan for Bacterial Leaf Blight of Garlic by Cluster Sampling (클러스터 조사에 의한 마늘 세균점무늬병의 축차표본조사법 개발)

  • Bacterial leaf blight caused by Pseudomonas syringae pv. porri is one of the major bacterial diseases of garlic (Allium sativum). In South Korea, the disease has only been observed in garlic-growing regions of Jeju island. The spatial distribution pattern of the disease was analyzed by binary power law, in which the natural logarithm of the observed variance is regressed on the natural logarithm of the binomial variance. The estimated slope (b=1.361) of the regression was greater than 1 which meant that the diseased plants were aggregated. The sequential sampling plans were developed for estimating the mean incidence rate ($p_m$) and classifying the mean incidence as being below or above the critical incidence rate ($p_t$). These results could be used on more efficient and higher precisive sampling for bacterial blight of garlic compared to fixed sample sized sampling.

An Estimation of River bed Profile of the Stream System based on the Potential Energy Concept (位置에너지 槪念에 依한 水系의 河川縱斷 推定)

  • The stream morphological characteristics of a basin have important influence upon the analysis of runoff. In this study, the laws of stream morphology-the law of average stream fall and the law of least rate of potential energy expenditure-which were derived based on the analogy of entropy in thermodynamics are introduced and their validity is analysised with the data taken from the topographic maps covering the whole Geum River system. The first law is the Law of Average Stream Fall which states that under the dynamic equilibrium condition the ratio of average fall between any two different order stream in the same river basin in unity. The second law is the law of least rate of energy expenditure which states that all natural streams are intended to choose their own course of flow such that the rate of potential energy loss per unit mass of water this course is a minimum. The parameters representing the morphological characteristics of 13 tributaries in the Geum River system such as stream bifurcation ratio and stream concavity were Computed from the Horton-Strahler's laws and are used to check the law of average stream fall. The result showed that the law of average stream fall agrees reasonably well with law of Horton-Strahler. Concavity of a river basin is shown to be the determinative factor to the formation of a stream system. Based on Horton's Law and the law of average stream fall, longitudinal stream profiles can be calculated.
