농식품 수출조직화 방안에 대한 수출업체 의식 연구 (The exporter's attitude on the coordination of agro-food export in Korea)

  • The purpose of this study is to provide basic information on exporter's coordination methods from the attitude of agro-food exporters. The implications are; Firstly, most of exporters believe that the agro-food export raises farmer's competitiveness rather than it does the farmhouse's income increase. Secondly, The stabilization of the farm-gain income by exporting agricultural products are most important in order to reinforce the cohesion between farmers and exporters. Thirdly, the exporters intend to participate in establishing and operating a large-scale producers' organization and marketing company under export polices. So, it is necessary that the government drive to coordinate the exporters and producers.

  • Decision-makings or the related policies regarding domestic grape production heavily depends upon the known market price data and official statistics periodically announced by government, at national level. However, usual adaption of the 'simple means' from these data may bring seriously biased decision-makings when the original data are biased, especially when the data are not convinced to be normal distributions to decision makers. In this regards, this study employs Monte Carlo simulation technique to overcome the limitations, based on the decision makers' subjective assumptions on the known data, and, tries to come up with flexible range of business information regarding grape-producing farm income. The approach used in this study also provides possibility that it may be useful when adapting subjective assumptions from various statistical distributions.

서울시 친환경무상급식의 사회적·환경적 효과 분석 (An Analysis of Social Effect and Environmental Effect of Eco-Friendly Free School Food in Seoul)

  • This study aimed to analyze socioeconomic effect of eco-friendly free school food supply system by Seoul, which has been consistently extended since 2011. To do so, effect of eco-friendly free school food supply system on the beneficiaries, Seoul citizens, was analyzed by using 'labor & income panel', while that on rural society was analyzed by using the surveys on the eco-friendly agricultural product supply performance by the 'Eco-friendly Agricultural Products Retail Center' as well as for students, school parents, nutrition teachers and nutritionists. The results of analysis showed that eco-friendly school food supply system contributes to income redistribution among the Seoul citizens to a certain extent, provides the eco-friendly agricultural product producers in the rural society with the stable market, and positively influences them to secure stable incomes. In addition, eco-friendly free school food reduced the amount of carbon emissions through the use of environmentally friendly agricultural products resulting in environmental improvements and economic benefits. Considering such effects, free school food supply using the eco-friendly agricultural products needs to be consistently maintained in the future without politic change by political ideology and to be extended to middle school level in medium and short-term.

벼 유기재배 농법별 경영성과 분석 (Analysis of Economic Effects for Organic Cultivation Agriculture in Rice)

  • In this study, of currently being implemented organic cultivation in rice, the economic effects of snail agriculture, natural circulation agriculture, stevia agriculture and art nature agriculture were compared and analyzed. Analysis results showed that the economic effects of selling price per 10a, gross margin and agricultural income were increased, compared to those of previous agricultural techniques. In addition, the comparison results of economic effects by agricultural techniques showed that the agricultural income per 10a of organic cultivation were increased from the national average, compared to that of conventional cultivation. These economic effects analysis by agricultural techniques can help in the decisionmaking of farmers for the adoption of agricultural techniques in the future.

Current Status and the Future of Occupational Safety and Health Legislation in Low- and Middle-Income Countries

  • This article addresses three key issues. First, the commonalities, differences, strengths, and limitations of existing occupational safety and health (OSH) legislation of low- and middle-income countries were determined. Second, required revisions were identified and discussed to strengthen the laws in accordance with the best international practice. Finally, proposals for additional OSH laws and interventions were suggested. A literature search of OSH laws of 10 selected low- and middle-income countries was carried out. The laws were subjected to uniform review criteria. Although the agricultural sector employs more than 70% of the population, most of the reviewed countries lack OSH legislation on the sector. Existing OSH laws are gender insensitive, fragmented among various government departments, insufficient, outdated, and nondeterrent to perpetrators and lack incentives for compliance. Conclusively, the legal frameworks require reformation and harmonization for the collective benefit to employees, employers, and regulatory authorities. New OSH legislation for the agricultural sector is required.

Does Village Fund Transfer Address the Issue of Inequality and Poverty? A Lesson from Indonesia

  • This study investigates the impact of fiscal transfer, specifically the Village Fund Transfer, on rural income inequality and rural poverty. Studies on fiscal transfer offers contrasting outcomes, some argues that fiscal transfer suppresses wealth disparity, while others argue that it tends to widen disparity. This study employs descriptive analysis in estimating the elasticity of income inequality and poverty rate before and after the Village Fund Transfer. It develops multiple regressions model on panel datasets of 33 provinces in Indonesia before and after the implementation of Village Fund Transfer. This study suggests that the elasticity of income inequality is higher after the implementation of village fund transfer. Rural poverty tends to decline annually, however, the elasticity changes is lower after the implementation of village fund transfer. Furthermore, this study suggests that village fund transfer is insignificant in coping with the issue of income inequality, while education and the level of labor productivity of agricultural sector appears to be the determinant factor in tackling the issue of income inequality in the rural areas. This study further reveals the significance of village fund transfer in suppressing the rural poverty rate. This study also highlights the significance of human resources quality and agricultural sector in reducing poverty rate in rural areas.

Digital Technologies in the Innovative and Structural Transformation of Low- and Middle-Income Economies

  • While in high-income countries the development of digital technology began in the 1970s, in low- and middle-income countries it began in the 1990s and even after 2005, due to the political regime that constrained economic development and innovation. At the same time, there are no studies of the relationship between technological development and structural changes through innovation in low- and middle-income countries. The article aims to quantify the relationship of the introduction of digital technologies on innovation, structural transformation of low- and middle-income economies. The industrial-agrarian economy of Uzbekistan with an authoritarian regime is in a state of transition to a market economy, while in Ukraine, there are active processes of Europeanization and integration into the EU. Ukraine's economy is commodity-based (the export of raw materials of industries and the agricultural sector in developed countries predominates) and industrial-agrarian. Digital technologies and the service sector are little developed in Uzbekistan. On the other hand, Ukraine has a more developed ICT sector. Uzbekistan is gradually undergoing an innovative and structural transformation of the economy: the productivity of the agricultural, industrial, and service sectors is growing, but the ICT sector is virtually undeveloped. In comparison, in Ukraine, there are no significant structural transformations due to a significant drop in productivity of the industrial sector, with stable growth of productivity of the agricultural sector due to technology and a slight increase in productivity of the service sector. It is revealed that Ukraine and Uzbekistan have undergone structural transformations of the economy in favor of the service sector, while the agricultural and industrial sectors produce less and less. If Uzbekistan remains the industrial-agrarian country with an aggregate share of the added value of these sectors 59% in 2019, Ukraine transits to the post-industrial type of economy where the added value of the service sector in GDP grows (55% compared to agrarian and industrial sectors at 42%).

A study on the classification of consumer types based on food safety attitudes: focusing on the Fukushima nuclear accident

  • The purposes of this study were to classify consumer types and to analyze purchase behavior depending on food safety attitudes related to the Fukushima nuclear accident. Based on the consumer survey data, factor analysis and cluster analysis were done to classify consumer types. Applying factor analysis, six factors with a total variance of 73.4% were extracted from 22 basic variables. The 6 factors were termed 'anxiety from ingesting agricultural and fishery products after the nuclear accident', 'importance of food safety when purchasing food', 'reduced rate of purchases of agricultural and fishery products after the accident', 'importance of food prices', 'socio-demographic characteristics' and 'family composition'. Using cluster analysis, consumers were classified into 5 types using the factor scores of 6 factors. The main results are as follows. For every consumer type, the anxiety about imported agricultural and fishery products was higher than that for domestic products after the nuclear accident. The food safety attitudes of consumers were mainly formed by the socio-demographic characteristics. Consumer types with high-education and high-income responded flexibly to the food safety concerning the accident; especially, the consumer type with a high-income and kids under 19 responded very reasonably to the accident. However, consumer types with a low-income and aged over 50 or less than 30 years were the least responsive to the accident, mainly due to financial restrictions. Thus, we suggest some food safety strategies and policy implications based on consumer type for food safety after the accident.

지역경제 활성화를 위한 문 닫은 학교 활용 방안 (Utilization of Abolished School Planning for Reinvigorating the Rural Economy)

  • The aim of this study is to make abolished school utilized to be served for promotion of off-farm incomes, vitality of agriculture and rural communities' economic, i.e. directly related in inhabitants' income. The methods of this study was to classify the types of utilization via analysis of abolished school data base which served by Ministry of Education & Human Resources Development. Moreover, we tried to derive problems of management and the existing system via interview survey of the nation's best 100 executives who utilize abolished school and present active factors of abolished school utilization and improvement directions. Then, we classified types of the idle agricultural land utilization into categories and selected the survey site which were the best on the idle agricultural land. Then, we suggests utilization and improvement directions to the use and management of idle agricultural land for increasing inhabitants' income, vitality of agriculture and rural communities' economic.

유형별 농가경제 실태와 이행 경로 분석 (Farm Economy Status and Transitional Trajectories by Farm Types)

  • This study aims at shedding light on two questions: 1) how livelihood strategies hired by heterogeneous farm households differ and in what aspect, and 2) would the strategy change over time or remain identical across farm types? Using 2013-2017 Farm Economy Survey panel data, we divide the sample farms into 4 sub-groups based on income level and sources. Key findings are as follows. First, regardless of farm types, strong path dependency has been observed. That is, lots of farms are likely (enforced) to maintain the livelihood strategies, accounting for why many farms fail to response to market and/or policy signals. Second, along with compounding risks, farms are more vulnerable to specific sorts risks. Third, based on the findings, we made policy suggestions.
