  • In Korea, the developmental gap is deep between rural and urban areas in spacial aspect and, or between agricultural and industrial side. So there are much room for improvement in agri. development in national standpoint as well as in individual farmer's level. In this respect, agricultural financing is requisitive to speed up the pace of agricultural development and in result, to contribute to improvement of farm income. By the way, farmers' credit demands are always in excess-demand status and they rely on private money-lenders in the burden of high interest rate. In agricultural financing market, there are two kinds of credit ; institutional credit and non-institutional credit market, that is private money-lending. In institutional credit, there are mutual credit system operating by the primary coops and policy credit system by NACF financed by Government in part. Here, in this paper, I venture to study on the improvements of the policy credit system to increase and activate the supply function of agri. policy credit into farmers to enhance their socio-economic status.

한·중 FTA와 한국 농식품의 중국 수출확대 방안 (The Korea·China FTA and the Export Promotion Strategies for Korean Agri-Food to China)

  • The Korea China FTA was signed on June 1 2015. It includes some concessions regarding major export items in the manufacturing sector for the protection of primary industries and preferential tariffs for a number of products produced in the Kaesong Industrial Complex. Primary industries are what the Korean government paid the greatest attention to. Rice was excluded from the negotiations from the get go, and was joined by 548 other food items including pork, apples, pears, beef, chili, garlic etc. These foodstuffs account for about one-third of the agricultural and livestock products that Korea produces, and are not going to be subject to tariff elimination. The results of the study are as follows: Korean government policy is to maintain of agri-food export support system, eliminate of agri-food non-tariff barriers, foster of agri-food export SMEs and expand of investment of foreign agri-food company. Korean firms strategy is to establish of regional marketing strategy, ensure of high quality agri-food and develop of food packaging technologies, establish of agri-food export logistics center and take advantage of the FTA preferential tariff.

농촌관광기반의 지속가능한 마을정비 유형의 설정 (A study on sustainable development scheme of rural villages considering infrastructure for rural tourism)

  • This study aims to suggest a rural village development policy considering tourists' stay pattern and villages' resources which can be infrastructure for green-tourism. For this purpose, a relationship table between amenity resources and the stay pattern was developed as a guide line to combine a set of several facilities fer village renewal. The amenity resources system was classified into three sub-classes(social, industrial, and natural/cultural/historical resources) and a relationship diagram between three classes and tourists' behavior was also defined. The table and diagram were applied to make renewal plan for 40 rural villages of the study area, Bukmyun, Cheonan, Chungnam province, so that the development scheme for the villages was suggested reasonably by the new findings of this study.

  • The article proposes a methodical approach to assessing the innovative capacity of agri-food enterprises. This approach is based on the calculation of personnel, investment, technical and technological, information components of the ability of agri-food enterprises to innovate. The algorithm of search of production, intellectual, financial, information resources reserves, which are necessary for functioning of the enterprises of agro-food sphere, is defined. The approach developed by the authors, in contrast to the existing ones in the scientific world, allows the tools of mathematical modeling to identify shortcomings in the development of agri-food enterprises, to forecast the development of these enterprises and on this basis to form different models of market stakeholders. The method proposed by the authors to assess the innovative capacity of agri-food enterprises allows market participants to assess the current state of agri-food enterprises and form the necessary management levers to influence its activities to eliminate market failures and pitfalls.

농수산물 유통정책의 위기관리에 따른 커뮤니케이션전략에 관한 연구 - 유통정책 갈등해소에 대한 스캐닝, 모니터링을 중심으로 (A Study on the Communication Strategy to Risk Management of Agri-marine Products Distribution Policy)

  • The present study attempted to explore effective scanning and monitoring in process of risk management on agri-marine products distribution policy. The interest public's group interests clash in accordance with theme for issue on marking policy. For executing a better systematic scanning and monitoring on actual affairs of marketing, selecting information personnel, gathering and analysing information, issue and risk management and their valuation with ongoing and simultaneously. Especially, In order to explore effective scanning and monitoring as a model of risk management, the study attempted to analyze within and without environment of marketing, to analyze issue management strategy, to evaluate issue activity for likelihood and impact, risk cycle analysis, interest public's group concerned, grade of interest public's group threatened(power, legitimacy, willingness), rapport(staying close, credibility, meeting expectation). And the study make an ongoing observation progress of subjects, and the serious subjects need have made an close observation. The study suggested to establish friendly relationship between organization and interest public's group, and to regularly accomplish two-way symmetric communication.

친환경농산물 학교급식의 발전과정 및 추진방향 (Development Process and Strategies for School Lunch Program using Environmentally Friendly Agri-products)

  • The objectives of this study were to find development process and strategies for school lunch program using environmentally friendly agri-products (EFA). In order to improve the quality of school lunch program from elementary school to high school, the demand of EFA is increasing step by step such as a parent's association and the citizen group. For that reason, establishment by regional ordinance for school lunch program using EFA is rapidly expanded throughout the country. To develop school lunch program using EFA, we have to consider WTO regulations and product reliable EFA under the demand-supply stabilization. Moreover, environmentally friendly agri-policy to be more focused on the promotion the consumer's interests and food safety need.

지역농산물의 성장 유망 작목의 선정을 위한 연구 - 울산시를 중심으로 - (A Study of Selection of the Growth Potential Agricultural Products in Ulsan City)

  • 본 연구는 울산 지역에서 성장 잠재력이 높은 농작물을 선정하고자 농작물의 재배면적 및 농업생산액에 대한 2000, 2005 및 2007년의 공식통계자료와 행정자료를 사용하여 특화계수분석과 지역성장률시차 분석을 하였다. 재배면적과 농업생산액에 의한 특화계수분석에 따르면, 쌀, 배, 감 등은 모든 분석시점에서 특화작목으로 분류되고 있다. 이들 작목들은 지역 내에서 차지하는 비중이 상대적으로 높아서 중요하기 때문에 지역농업인들의 영농활동지원 차원에서 단기적인 정책에 반영하는 것이 유용할 것이다. 2000~2007년의 농업생산액을 기준으로 한 지역성장률시차분석결과에 의하면, 딸기, 감, 감자, 옥수수, 고구마 등이 성장작목으로, 배가 경쟁우위작목으로 분류되고 있다. 재배면적 기준에서는, 딸기, 감자, 옥수수 등이 성장작목으로, 고구마가 경쟁우위작목으로 분류되었다. 이들 작목은 시장의 선호도와 생산자의 의지를 반영한 전국적인 추세와 지역의 생산 활동을 고려한 시계열 분석이라는 차원에서 지방자치단체는 중장기 농업정책 수립에 활용하는 것이 유익할 것이다.

농식품클러스터 네트워크의 조정 메커니즘에 관한 연구 -무안황토고구마클러스터를 중심으로- (A Study on the Coordination Mechanism of Agri-food Cluster Network -A Case Study on Muan Loess Sweet Potato Cluste-)

  • 정부는 지난 10년 동안 67개의 농식품클러스터를 조성하였다. 그러나 최근 일부 농식품클러스터 사업단의 사업중단과 시행착오로 비판이 증대되고 있다. 본 연구는 무안황토고구마클러스터 사례분석을 통해서 농식품클러스터 네트워크에서 사업단의 역할과 거버넌스 특징에 대한 정책적 함의를 얻고자 하였다. 분석틀은 네트워크와 공급망을 결합한 네트체인 개념을 활용하였다. 무안황토고구마클러스터는 생산의 공간적 집적은 형성되어 있으나 생산조직이 통합되지 못하고 있으며 사업단 역시 영향력을 발휘하지 못하고 있다. 또한 클러스터 내 구성원 간, 구원성과 네트워크간, 네크워크 간 갈등이 발생하고 있으나 조정 메커니즘이 형성되지 못하고 있다. 농식품클러스터의 지속적인 성장을 위해서는 클러스터의 핵심조직인 사업단의 사업역량과 조정 메커니즘 형성능력이 중요하다. 클러스터의 발전단계에 따라 사업단의 역할과 거버넌스 조정양식도 달라져야 한다. 또한 네트워크 형성과 조정에 지자체의 적극적인 참여와 장기적 개발의지가 필요하다.

해외 주요국가의 농·식품 R&D 투자 정책 및 동향 (Investment policy and trends of agri-food R&D in major overseas countries)

  • 농·식품 분야의 중장기 연구개발 계획 수립과 관련해서, 해외 주요국가의 R&D 정책 및 투자 동향을 파악하여 기초자료로 제공하고자 한다. 해외 주요국의 동향을 살펴본 결과, 선진국을 중심으로 농·식품 분야 R&D에 대한 지속적인 정부 지원과 함께 효율적인 자원관리의 중요성을 강조하고 있다. 미국이나 유럽의 경우 농산업 생산성에 대한 공공투자를 줄이고, 기후변화·식량안보·식품안전·국민건강·자연환경 등의 사회문제 부각에 따라 지속가능성 측면에서 경제와 환경 간의 조화, 인체영양과 건강뿐만 아니라 동식물 건강, 통합적 생태계 접근 등을 강조하고 있다. 특히 식품 분야는 식품안전, 영양과 건강을 중심으로 공공부문이, 식품가공, 제조는 민간부문이 주로 투자하는 편이다. 한편 일본이나 중국의 경우에는 민간투자보다 공공부문에서의 투자가 크게 앞서고 있으며, 정부가 중장기 연구방향을 제시하는 등 연구개발혁신을 주도하는 입장이다. 비록 국가마다 시급한 현안사항과 대응방안이 다르지만, 농·식품 분야 연구개발혁신 및 발전전략의 효율성을 제고하기 위해 공공과 민간의 상호보완적 역할 분담을 바탕으로 긴밀한 협력활동이 이루어지고 있다.

Towards water-efficient food systems: assessing the impact of dietary change and food waste reduction on water footprint in Korea

  • Globally, agriculture is one of the largest consumers and polluters of water resources, contributing to the unsustainable use of limited water resources. To reduce the resource use and environmental footprints associated with current and future food systems, researchers and policy makers have recommended the transition to sustainable and healthier diets and the reduction of food loss and waste along the food supply chain. However, there is limited information on the synergistic effects and trade-offs of adopting the two measures. In this study, we assessed the water-saving potential of the two measures in South Korea using environmentally extended input-output relying on the EXIOBASE database for the reference year 2020, along with scenario analysis to model the potential outcomes. Specifically, we analyzed scenarios where meat consumption was reduced by 30% and 50% and in combination with a 50% reduction in food waste at the consumption stage for each scenario. According to our findings, by considering individual measures of dietary change and food waste reduction, shifting to a diet with 30% and 50% less meat consumption could lead to reduction in water footprint by 6.9% and 7.5%, respectively, while 50% reduction in food waste at the consumption stage could save about 14% of water footprint. However, the synergistic effects of the two measures such as 30% less meat consumption and 50% food waste reduction, and 50% less meat consumption and 50% food waste reduction result to 20% and 24% reductions in water footprint, respectively. Moreover, our findings also showed that increasing food consumption with high environmental impacts could promote resources use inefficiency when waste occurs. Thus, policy strategies that address synergistic effects of both dietary change and food waste reduction should be strengthened to achieve sustainable food system. International and national policies can increase resource efficiency by utilizing all available reduction potentials while considering strategies interactions.
