  • The domestic smart factory is being built and spread rapidly, mainly by mid-sized companies and large enterprises according to the government's active introduction and support policy. But these factories only promote production system and efficiency, so harmfulness and risk factors are not considered. Therefore, to derive harmful risk factors in terms of industrial safety for 12,983 government-supported smart factory workplaces from 2014 to 2019, industrial accident status analysis compared workplaces with automation facilities and government-supported workplaces with automation facilities. Also, to reduce risks associated with domestic smart factory processes, twenty government-supported workplaces with automation facilities underwent analysis, evaluating risks through a status survey using the process evaluation table. In addition, the status survey considered region, size, industry, construction level, and accident rate; the difference in risk according to the structure of the process was confirmed. Based on the smart factory process evaluation results, statistical analysis confirmed that serial, parallel, and hybrid structures pose different risk levels and that the risks of mixed structures are greater. Finally, safety control system application was presented for risk assessment and reduction in the smart factory process, reflecting the results of disaster analysis and actual condition investigation.

  • The basic structure for assessment of potential health risks from environmental chemicals is widely agreed upon, but many of the details of risk assessment procedures differ among practitioners. Government regulatory agencies typically have guidelines or standard procedures for their risk assessments, established to ensure consistency and comparability, to set standards for adequacy, and to embody underlying tenets. In setting and updating such guidelines, each agency takes into account not only the prevailing thinking about appropriate procedures, but also its own goals and responsibilities and the precedents it has set for itself in past analyses. This results in variations in methods, and consequently in characterization of risks, among regulatory assessments, even when they are based on the same data. As a result, adopting existing assessments from a variety of regulatory bodies needs to be done with caution. This paper examines some of the variants in risk assessment approaches among American federal regulatory agencies and relates them to the variations in regulatory responsibilities of those groups. Comparisons to international practices are also drawn. The impact on development of world-wide risk standards is discussed.

  • Objectives: Diesel engine exhaust (DE) accounts for a significant percentage of air pollutants that are associated with various health outcomes including mortality, asthma, chronic bronchitis, respiratory tract infection, etc. In June, 2012, the International Agency for Research on Cancer (IARC) released the assessment results that classified DE as "carcinogenic to humans" (Group 1). This review is therefore focused on the lung cancer risks of DE. Methods: Literatures were searched using PubMed with key words of "diesel exhaust", "lung cancer", and other related terms for the period between 1990 and 2012. A total of 295 articles were searched and sixteen epidemiologic studies were identified as potentially relevant. Results: Sixteen epidemiologic studies about the lung cancer risks of workers exposed to DE in various occupations were summarized in two tables, 1) retrospective cohort studies and 2) case-control studies. Increased lung cancer risk, although not always smoking adjusted, was observed in 6 out of 8 retrospective cohort studies and 4 of 8 case-control studies. Conclusions: Diesel fuel is widely used in Korea. Exposure to DE is confirmed to be a human carcinogen by IARC. Noncancer health risks of DE also need careful attention as DE is a major source of fine-particle pollution. Along with the efforts for reducing the DE emission through improvements of diesel engines and fuel, and the use of alternative fuels, comprehensive health risk assessment of DE should be conducted to minimize the adverse health effects.

  • Background: Young male and female workers are over-represented in statistics concerning negative outcomes of poor work environment and risky work. Young workers often have low awareness of risk, a lack of safety training, and inadequate introduction to the work. The aim of this study was to identify the knowledge and experiences of pupils of vocational schools concerning potential work environment risks in their future work. Methods: The study design was a dual one, and included a questionnaire and focus group interviews. The study group consisted of 239 pupils from 10 upper secondary schools, who were graduating pupils in four vocational programs: the Industrial Technology Programme, the Restaurant Management and Food Programme, the Transport Programme, and the Handicraft Programme (in which students specialize in wood products). The upper secondary schools were located in the central region of Sweden. Results: The pupils had limited knowledge that employers must, by law, conduct risk analyses and prevent risks. Many felt that they themselves are mainly responsible for performing their tasks safely. Pupils in all programs mentioned acute risk as the greatest risk at work. The theoretical education about safety at work was provided in the $1^{st}$ year of the 3-year vocational programs. Conclusion: A systematic approach to pupils' training in work environment, which is a basis for a safe and healthy workplace, is lacking. The study findings indicate that pupils are offered knowledge far from that intended by laws and by state-of-the-art occupational health risk research.

  • Objectives: This paper presents the framework and protocol design for a construction industry risk management toolbox. The construction industry needs a comprehensive, systematic approach to assess and control occupational risks. These risks span several professional health and safety disciplines, emphasized by multiple international occupational research agenda projects including: falls, electrocution, noise, silica, welding fumes, and musculoskeletal disorders. Yet, the International Social Security Association says, "whereas progress has been made in safety and health, the construction industry is still a high risk sector." Methods: Small- and medium-sized enterprises (SMEs) employ about 80% of the world's construction workers. In recent years a strategy for qualitative occupational risk management, known as Control Banding (CB) has gained international attention as a simplified approach for reducing work-related risks. CB groups hazards into stratified risk 'bands', identifying commensurate controls to reduce the level of risk and promote worker health and safety. We review these qualitative solutions-based approaches and identify strengths and weaknesses toward designing a simplified CB 'toolbox' approach for use by SMEs in construction trades. Results: This toolbox design proposal includes international input on multidisciplinary approaches for performing a qualitative risk assessment determining a risk 'band' for a given project. Risk bands are used to identify the appropriate level of training to oversee construction work, leading to commensurate and appropriate control methods to perform the work safely. Conclusion: The Construction Toolbox presents a review-generated format to harness multiple solutions-based national programs and publications for controlling construction-related risks with simplified approaches across the occupational safety, health and hygiene professions.

  • In addition to physical risks such as electrical, chemical, and mechanic ones in the workplace, psychosocial risks are also raising as an important issue in recent years in connection with human rights and work-life balance policies. The purpose of this study is to confirm the degree of effect of the psychosocial risk management plan at the workplace on workers through logistic regression analysis. Input data for logistic regression analysis is the results of a survey of 4,558 people conducted by the Institute for Occupational Safety and Health were used. There are 9 independent variables, including the change a workplace and confidential counseling, and the dependent variable is whether the worker feels the effect on the psychosocial risk management plan. As a result of this study, changes in work organization, dispute resolution procedures, provision of education program, notification of the impact of psychosocial risks on safety and health, and the persons in charge of solving psychosocial problems are shown effective in reducing worker's psychosocial risks. This study drives which of the management plans implemented to reduce the psychosocial risk of workers in the workplace are effective, so it can contribute to the development of psychosocial risk management plans in the future.

  • Background: The risk observatory (RO) of the German Social Accident Insurance (DGUV) provides strategic support to the German Social Accident Insurance Institutions (GSAII) in proactive prevention. It does so by identifying future challenges and opportunities for occupational safety and health (OSH) resulting from new trends and developments that affect employees as well as children in elementary education, pupils, and students. Methods: The core of the RO is an online survey that relies on a pool of new trends and developments identified via internet and literature research. 865 prevention experts of the GSAII and the DGUV participated in the survey. They rated trends and developments regarding their sector-specific risks and opportunities for OSH in the 5 years to come. Results: Sector-specific and over-all results show that besides well-known OSH risks such as musculoskeletal stress and noise, developments relevant for OSH come to the fore that do not have their origin in work itself, but are strongly influenced by political, social, economic, environmental, or technical developments that accident insurance can only peripherally influence. Shortage of skilled staff was identified as a threat to OSH in almost all sectors. Conclusions: Prevention must find ways to address repercussions of such OSH risks. Cooperation and political awareness are therefore gaining in importance. Also, implementing a prevention culture in society and strengthening individuals' health and safety literacy, e.g., by target-group-specific communication and sensitization, as well as early safety and health education, help to counteract those OSH risks.

  • Objectives: We investigated the status of accidents and deaths caused by chemical leakage and skin contact in Korea. The purpose of this study was to produce and provide technical reference data for the efficient management of accidents and the rational management of accidental chemicals. Methods: Accidents and deaths caused by chemical leakage and skin contact in industry were investigated. Based on 68 accident reports related to chemical leakage and skin contact, the causes of accidental deaths were analyzed. In addition, we investigated the chemical substances and articles that caused these accidents and deaths. Based on the results of the investigation, the causes of accidents caused by chemical leakage and skin contact were identified and practical management measures for the chemicals were suggested. Results and Conclusions: In 2018, 372 people suffered from chemical leaks and skin contact, up by 123 (about 49.4%) from the previous year. The number of accident deaths was 14, an increase of five (about 55.6%) from the previous year. In the last three years (2016-2018), 91 chemical substances and article groups were involved in accidents caused by chemical leakage and skin contact. There were 16 chemical substance and article groups involved in accidental deaths. There were ten cases of accidents involving two or more casualties due to chemical leakage and skin contact, and 23 deaths occurred. Most of these accidental deaths were caused by subcontractor workers outsourcing risks. Therefore, there is an apparent need to strengthen the responsibility for safety and health among subcontractors.
