공학인증에 대비한 학부 GIS 교과과정 분석 (Analysis of the undergraduate GIS course for Accreditation)

  • 급속하게 발전하는 GIS분야의 사회적 수요와 대학교육간의 괴리를 해소하고 관련 분야의 미래지향적 인재를 양성하고, 공학인증제의 도입에 따른 GIS분야의 대응방안이 필요한 시기이다. 이를 위하여 본 논문에서는 서울시립대학교를 비롯한 국내외 학부과정의 GIS교과과정을 분석하였다. GIS분야의 공학인증 도입의 타당성을 분석하기 위하여 국내 공학인증의 현황과 문제점을 분석하고, 해외의 GIS관련 인증사례 분석을 통하여 바람직한 방안을 제시하였다. 아울러 해외 선진국에서 제시한 GIS분야의 핵심교과과정과 지식체계(Body of Knowledge)의 분석을 통하여 공간정보 표준교과과정(안)을 제시하였다. 이를 효과적으로 수행하기 위한 정책적 대안으로 측량 및 GIS관련학회를 중심으로 한 산학협력 포럼이나 협의체의 구성과 논의가 필요하다.

정주외국인의 피선거권 도입 가능성에 관한 연구 (A Study on the Possibility of Introducing Electoral Eligibility for Permanent Alien Residents)

  • 오늘날 우리의 경제규모 확대와 세계화의 흐름에 의해서 국내에 장기 거주하는 외국인이 날로 증가하고 있다. 장기거주외국인들은 본국의 국적을 그대로 가지면서 생활하지만 체류국의 정치적 결정에 의해 생활에 중대한 영향을 받고 있다. 외국인에게 참정권이 인정되지 않는 것은 국민주권의 원리상 당연한 것으로 치부되어 왔지만 국민주권원리의 동요, 선진외국의 동향, 국가와 지방자치단체의 성질상의 차이, 혹은 외국인의 실태 등을 근거로 해서 외국인이기 때문에 참정권이 부정된다는 주장에 대해 반론이 꾸준히 제기되어 왔다. 지방선거에서 외국인에게 선거권을 허용한 이상 피선거권만을 제한하는 현행 공직선거법의 태도는 특별한 이유 없이 선거권과 피선거권을 차별하는 불합리한 입법태도라고 지적할 수 있다. 선거권과 피선거권을 달리 취급해야 할 합리적 이유가 없는 데도 외국인에게 피선거권은 부여하지 않는 것은 불합리한 차별이다. 본고에서는 외국인에 대한 참정권부여를 둘러싸고 벌어지는 헌법적 논점에 관하여 서술하고 일본을 비롯한 유럽각국의 입법례를 살펴본 다음 외국인 참정권 중에서 피선거권을 중심으로 우리 공직선거법에의 도입가능성을 검토해 보고자 한다.

국내 사례로 살펴보는 국방체계 개발의 신뢰성을 높이기 위한 시험평가 방안 (Effective Test and Evaluation Approaches for Reliable Defense Systems Development examined through Domestic Defense Cases)

  • This paper presents practical issues for test and evaluation(T&E) methods to develop defense systems. Our argument is motivated by several domestic defense cases and the cases lead us to discuss two main factors for reliable defense systems development: 1) statistical approaches and 2) technical schemes. Specifically, statistical approaches enable to provide credible interpretations about T&E results in the decision-making process. With practical T&E results of the “Red Shark” torpedo, we performed statistical hypothesis tests and suggest a minimum sample size to accept the hypothesis. Next, technical schemes have more direct effects on improving reliability of developed defense systems and we shortly introduce tools development for systems verification that is required to integrate several sub-systems, e.g., combat, sensor, weapon, and communication systems, within a defense system. We additionally summary some domain cases using modeling and simulation techniques for successful T&E. In closing, we expect that the paper shows empirical investigation and lessons learned with these two practical issues, which provides a guide those who desire to make decisions about reliable defense systems development.

The Place of Action from David Mamet's Concept for Performer Training

  • This thesis explores the place and role of a performer's action from a perspective of a director and playwright David Mamet's concept for performer training. This thesis takes inspiration from the idea of Mamet's simple and practical investigation specifically in text-based approach with a performer's bodily function on stage. For Mamet, the writings and practices of many different body-centered training are not rooted in the principle and nature of acting/performance. Reconsidering complicated approaches particularly psychological-oriented theory, practice, and assumption draw on several practitioners takes us beyond the field of visible and/or outer appearance of a performer which in turn leads the performer's body to be as abstract therefore not to being in the moment on stage. Arming the points, we argue that whatever disciplines and/or methods necessarily need to meet the principles and demands of acting/performance/theatre to connect to the materials, an action/objective given by a specific playwright which the performer must inhabit through his/her body. Out of the context, any 'method' serves no purpose. That is, the mechanics of an action is an extension of addressing what a performer's specific needs which shifts his/her body to respond appropriately to the theatrical demands. Taking this argument further, we claim that the purpose of performer training should not be understood as learning and improving techniques or skills for his/her self-perfection. The research finding shows that this resembles to the phenomenon that the visible very often precedes the invisible where the performer's body lose a clarity with no more chance to happen and/or change the event(s). Rather, it is a process of learning what/how to learn which in turn brings us back to the central question of why we do training for what purpose in this contemporary era. Exploring and answering these questions is not only a way to employ the key materials applicable to the theatrical demands but also to achieve the identify as a professional performer/doer on stage.

초소형위성체계 운용을 위한 위성궤도요소 분석 및 위성군 배치기법에 대한 고찰 (Analysis of Satellite Orbit Elements and Study of Constellation Methods for Micro-satellite System Operation)

  • 본 연구는 국가 초소형위성체계가 운용개념에 맞게 효과적으로 임무를 수행하기 위한 위성궤도요소 별 고려사항을 분석하고, 통상적으로 활용되고 있는 워커 기법 대비 지상반복궤적 궤도의 위성배치 기법에 대한 성능을 비교한다. 위성궤도요소 분석에서는 초소형 위성군의 고도후보군, 동결궤도를 통한 궤도 이심율 및 근지점 경도의 활용, 적절한 궤도 경사각 선정의 필요성, 동일한 지상반복궤적을 비행하기 위한 위성군 배치 규칙 등을 제안한다. 이러한 분석 결과를 기반으로 지상반복궤적 궤도의 위성군 배치는 워커 기법과 비교하여 재방문 성능 분석, 글로벌 커버리지 특성, 궤도 일관성 측면에서 우월성이 검증된다.

합리성의 추구와 수학교육 (The Persuit of Rationality and the Mathematics Education)

  • For any thought and knowledge, its growth and development has close relation with the society where it is developed and grow. As Feuerbach says, the birth of spirit needs an existence of two human beings, i. e. the social background, as well as the birth of body does. But, at the educational viewpoint, the spread and the growth of such a thought or knowledge that influence favorably the development of a society must be also considered. We would discuss the goal and the function of mathematics education in relation with the prosperity of a technological civilization. But, the goal and the function are not unrelated with the spiritual culture which is basis of the technological civilization. Most societies of today can be called open democratic societies or societies which are at least standing such. The concept of rationality in such societies is a methodological principle which completes the democratic society. At the same time, it is asserted as an educational value concept which explains comprehensively the standpoint and the attitude of one who is educated in such a society. Especially, we can considered the cultivation of a mathematical thinking or a logical thinking in the goal of mathematics education as a concept which is included in such an educational value concept. The use of the concept of rationality depends on various viewpoints and criterions. We can analyze the concept of rationality at two aspects, one is the aspect of human behavior and the other is that of human belief or knowledge. Generally speaking, the rationality in human behavior means a problem solving power or a reasoning power as an instrument, i. e. the human economical cast of mind. But, the conceptual condition like this cannot include value concept. On the other hand, the rationality in human knowledge is related with the problem of rationality in human belief. For any statement which represents a certain sort of knowledge, its universal validity cannot be assured. The statements of value judgment which represent the philosophical knowledge cannot but relate to the argument on the rationality in human belief, because their finality do not easily turn out to be true or false. The positive statements in science also relate to the argument on the rationality in human belief, because there are no necessary relations between the proposition which states the all-pervasive rule and the proposition which is induced from the results of observation. Especially, the logical statement in logic or mathematics resolves itself into a question of the rationality in human belief after all, because all the logical proposition have their logical propriety in a certain deductive system which must start from some axioms, and the selection and construction of an axiomatic system cannot but depend on the belief of a man himself. Thus, we can conclude that a question of the rationality in knowledge or belief is a question of the rationality both in the content of belief or knowledge and in the process where one holds his own belief. And the rationality of both the content and the process is namely an deal form of a human ability and attitude in one's rational behavior. Considering the advancement of mathematical knowledge, we can say that mathematics is a good example which reflects such a human rationality, i. e. the human ability and attitude. By this property of mathematics itself, mathematics is deeply rooted as a good. subject which as needed in moulding the ability and attitude of a rational person who contributes to the development of the open democratic society he belongs to. But, it is needed to analyze the practicing and pursuing the rationality especially in mathematics education. Mathematics teacher must aim the rationality of process where the mathematical belief is maintained. In fact, there is no problem in the rationality of content as long the mathematics teacher does not draw mathematical conclusions without bases. But, in the mathematical activities he presents in his class, mathematics teacher must be able to show hem together with what even his own belief on the efficiency and propriety of mathematical activites can be altered and advanced by a new thinking or new experiences.

신자유주의 사회개혁으로서의 일본 공적개호보험: 시행 5년간의 사회적 결과를 중심으로 (The Introduction of the Japanese Public Long-Term Care Insurance as a Neo-Liberal Social Reform)

  • 1990년대 동안 일본사회를 뜨겁게 달구었던 공적개호보험이 2000년 4월 1일 마침내 시행되었다. 이 새로운 사회보험의 도입은 사회정책 연구자들에게 흥미로운 연구주제를 던져준다. 왜냐하면, 세계화의 진전에 따라 대부분의 선진 산업국가에서 복지부문의 축소 내지는 현상유지가 진행 중인 가운데 복지후진국인 일본에서는 복지확대정책이 시행된 것으로 보이기 때문이다. 이것은 세계화의 압력에 직면하여 모든 복지국가들의 축소가 목격될 것이라는 복지국가 연구자들의 일반적인 예상과 반대되는 것이다. 이 연구의 일차적인 목적은 공적개호보험의 도입이 복지국가 연구자들에게 던져준 수수께끼를 푸는데 있다. 이 연구의 가정은 공적개호보험이 사회보험의 외양을 갖고 있음에도 불구하고 기본적으로는 국가복지의 축소를 지향하며 장기간병서비스분야에서 국가의 책임감소와 개인의 책임증가를 가져온다고 하는 것이다. 이러한 가정이 경험적으로 입증된다면, 공적개호보험의 도입은 일본의 전통적인 축소지향 사회정책이나 현재 세계적으로 진행되고 있는 복지국가 위축의 추세를 충실히 따르는 것으로 해석될 수 있다. 이를 위해서 이 연구는 공적개호보험이 초래한 다양한 결과들에 대한 종단적인 비교분석을 시도한다. 이 연구의 주요 관심대상은 사회보험으로서의 공적개호보험의 소득재분배 효과, 공적개호보험의 도입으로 인해 촉발된 장기간병서비스 분야의 상업화 경향, 공적개호보험 도입에 따른 장기간병 관련 사회보장제도의 재정에 대한 주체별 부담 변화의 추이 등이다. 이 연구는 일본의 장기간병 관련 사회보장제도의 성격이 공적개호보험의 도입을 전후하여 어떻게 변화하였는가를 몇 가지 지표를 통해 분석함으로써 공적개호보험의 신자유주의적 성격을 뚜렷하게 보여줄 것이다.

공동체 형성에 있어서 뉴미디어아트의 사회적 역할에 대한 고찰 (The Social Implication of New Media Art in Forming a Community)

  • This paper focuses on the social implication of new media art, which has evolved with the advance of technology. To understand the notion of human-computer interactivity in media art, it examines the meaning of "cybernetics" theory invented by Norbert Wiener just after WWII, who provided "control and communication" as central components of his theory of messages. It goes on to investigate the application of cybernetics theory onto art since the 1960s, to which Roy Ascott made a significant contribution by developing telematic art, utilizing the network of telecommunication. This paper underlines the significance of the relationship between human and machine, art and technology in transforming the work of art as a site of communication and experience. The interactivity in new media art transforms the viewer into the user of the work, who is now provided free will to make decisions on his or her action with the work. The artist is no longer a godlike figure who determines the meaning of the work, yet becomes another user of his or her own work, with which to interact. This paper believes that the interaction between man and machine, art and technology can lead to various ways of interaction between humans, thereby restoring a sense of community while liberating humans from conventional limitations on their creativity. This paper considers the development of new media art more than a mere invention of new aesthetic styles employing advanced technology. Rather, new media art provides a critical shift in subverting the modernist autonomy that advocates the medium specificity. New media art envisions a new art, which would embrace impurity into art, allowing the coexistence of autonomy and heteronomy, embracing a technological other, thereby expanding human relations. By enabling the birth of the user in experiencing the work, interactive new media art produces an open arena, in which the user can create the work while communicating with the work and other users. The user now has freedom to visit the work, to take a journey on his or her own, and to make decisions on what to choose and what to do with the work. This paper contends that there is a significant parallel between new media artists' interest in creating new experiences of the art and Jacques Ranci$\grave{e}$re's concept of the aesthetic regime of art. In his argument for eliminating hierarchy in art and for embracing impurity, Ranci$\grave{e}$re provides a vision for art, which is related to life and ultimately reshapes life. Ranci$\grave{e}$re's critique of both formalist modernism and Jean-Francois Lyotard's postmodern view underlines the social implication of new media art practices, which seek to form "the common of a community."

체간부 장기 손상을 동반한 외상성 체간부 동맥 손상 환자의 치료 방침 (Therapeutic Plan for Traumatic Truncal Arterial Injury Associated with Truncal Organ Injury)

  • Purpose: The appropriate management of traumatic truncal arterial injury is often difficult to determine, particularly if the injury is associated with severe additional truncal lesions. The timing of repair is controversial when patients arrive alive at the hospital. Also, there is an argument about surgery versus stent-graft repair. This study's objective was to evaluate the appropriate method and the timing for treatment in cases of truncal abdominal injury associated with other abdominal lesions. Methods: The medical records at Ajou University Medical Center were reviewed for an 8-year period from January 1, 2001, to December 31, 2008. Twelve consecutive patients, who were diagnosed as having had a traumatic truncal arterial injury, were enrolled in our study. Patients who were dead before arriving at the hospital or were not associated with abdominal organ injury, were excluded. All patients involved were managed by using the ATLS (Advanced Trauma Life Support) guideline. Data on injury site, the timing and treatment method of repair, the overall complications, and the survival rate were collected and analyzed. Results: Every case showed a severe injury of more than 15 point on the ISS (injury severity score) scale. The male-to-female ratio was 9:3, and patients were 41 years old on the average. Sites of associated organ injury were the lung, spleen, bowel, liver, pelvic bone, kidney, heart, vertebra, pancreas, and diaphragm ordered from high frequency to lower frequency. There were 11 cases of surgery, and one case of conservative treatment. Two of the patients died after surgery for truncal organ injury: one from excessive bleeding after surgery and the other from multiple organ failure. Arterial injuries were diagnosed by using computed tomography in every case and 9 patients were treated by using an angiographic stent-graft repair. There were 3 patients whose vessels were normal on admission. Several weeks later, they were diagnosed as having a truncal arterial injury. Conclusion: In stable rupture of the truncal artery, initial conservative management is safe and allows management of the major associated lesions. Stent grafting of the truncal artery is a valuable therapeutic alternative to surgical repair, especially in patients considered to be a high risk for a conventional thoracotomy.

북한의 신라 고고학 연구 현황과 특징 (A Review of Archaeological Research on Silla in North Korea)

  • 본고는 북한에서 이루어진 신라(통일신라) 고고학 연구 현황을 정리하고 그 특징 검토를 목적으로 하였다. 주요 자료가 남한에 있어 그동안 우리 학계는 북한의 신라 고고학에 대한 관심이 부족했다. 이에 향후 북한 자료를 다루기 위한 기초 연구로써 북한 학계의 연구를 검토하였다. 연구 현황은 우리가 주로 다루는 고고학 주제에 맞춰 무덤, 성곽, 왕경, 토기, 와전, 장신구, 무구, 마구로 나누어 살펴보았다. 그 결과 연구 특징을 네 가지로 정리하였다. 첫 번째는 주체사상이 북한 학계의 삼국통일 해석에 큰 영향을 끼쳤다는 것이다. 1955년에 처음 제기된 '주체'는 사대주의의 반대 개념으로 중소 분쟁의 틈바구니에서 주창되었다. 이에 따라 신라의 삼국통일을 외세와 결탁한 사건으로 보고 더 이상 인정하지 않게 되었는데, 이러한 변화는 1962년 자료부터 확인된다. 두 번째, 반사대주의의 영향으로 삼국문화의 '고유성'과 '단일성'을 증명하려 하였다. 한반도의 문화가 중국과는 다른 고유성을 가지며, 삼국의 문화는 상호간에 공통점이 많다는 것이다. 세 번째, '단일성'의 원천은 고구려의 '우수한' 선진 문화이며, 백제와 신라, 가야에 전파되어 '민족 문화의 단일성'이 형성되었음을 증명하려는 것이다. 고구려의 선진 문물이 발해와 '후기신라(통일신라)'에까지 전해지고 다시 고려로 이어져 민족 문화의 진정한 통일이 일어났다고 설명한다. 네 번째는 남한 학계에 비해 신라의 무덤이나 유물의 연대를 상당히 올려 보는 점이다. '조선의 유구한 역사'를 강조하는 입장에서 신라의 건국을 1세기 초·중엽으로 설정했기 때문에 국가 형성을 보여주는 고고학적 증거의 연대를 올려 볼 수밖에 없다. 또한 고구려 석실분이 신라에 직접적인 영향을 주었다고 설명하기 위해서도 신라 석실분 연대의 상향이 필수적이다. 1960년대에 형성된 연구 특징은 지금까지도 북한 학계가 반드시 준수해야 할 기본 지침이 되었다.
