Increasingly, systems analysts are expected to have behavioral and administrative skills as well as technical skills. This paper presents the results of 739 information systems (IS) mangers (220 responses) regarding the importance of various skills needed by systems analysts. The survey instrument skill items were gathered from those reported in previous similar studies.

이 연구는 $\ulcorner$도서관법$\lrcorner$ 개정에 따른 정책 환경의 변화를 공공도서관의 현주소와 연계 분석한 다음에 공통의 현안과 과제를 제시하는데 목적이 있다. 이를 위하여 도서관발전종합계획의 수정 보완, 도서관 행정체계의 정비, 지방 도서관 정보정책시스템의 제도화, 직무분석과 사서직제의 개선, 인프라 확충과 각종 기준의 개정, 경영평가 및 통계시스템의 표준화, 도서관 유관기관과의 연계성 강화를 정책적 과제로 설정하고 추진방향과 개선안을 제시하였다.

최근들어 CTI(Computer Telephony Integration) 기술은 영상 회의, 파일 전송, 음성 사서함, 자동 메시지 전송, 자동 재다이얼 기능 등의 전통적인 분야에서부터 통합 메시징 및 네트워크 팩스 분야에 이르기까지 다양한 분야에 걸쳐서 활용되고 있다. 본 논문에서는 전화망을 이용한 CTI 응용분야로 대학에서 입시기간동안 수험생들의 전화 과중에 따른 업무와 학사 행정 서비스를 개선할 수 있는 CTI를 이용한 응용 시스템에 대하여 연구한다. 구현된 시스템은 최근 주목받고 있는 객체 모델링 기법(Object Modeling Technique)을 이용하여 데이터베이스를 설계하고, CTI 호출 제어 시스템을 이용하여 합격자 확인 자동 호출(Automatic Calling System), 합격자 발표 자동 안내(Automatic Response System) 등을 지원하도록 개발한다. 특히 합격자 자동 호출 시스템 구현시 합격 여부를 통지해 줄 때의 음성처리를 위하여 TTS(Text To speech) 모듈을 설계 구현한다.

The knowledge substitutes the traditional factors of production - land, labor, and capital - and has become one of the most important new resources. The Internet Knowledge Society is where the knowledge is the major source of development and competition. Now more than 350mi11ion computers are connected to internet servers and the internet users are more than 250mi11ion. The purpose of this paper is to propose some key factors for implementing the Police Knowledge Management System(PKMS) based on Intranet. With Information Technology(IT), the police administrative system will be much more efficient. Introducing the If into the system is critical for restructuring the police administrative system. This paper concludes as follows : ■ Knowledge is divided into tacit and explicit one. Knowledge process is divided into acquisition, accumulation, distribution and creation of knowledge. ■ The IntraNet is composed of Web server, FTP server, electric-mail server, and is constructed security system to safety. ■ All policemen are bound to serve as a new knowledge worker. ■ Police organization needs to operate data management system. The organization also needs to the Police Knowledge Management Center(PKMC). And the Police Chief Knowledge Officers(PCKO) needs to be appointed to manage the PKMC. ■ An information and knowledge infrastructure(various databases are the most important factor) should be established within the organization to promote the self-directed management, the interactive communication, and the learning ability of the members.

공공 부문의 정보시스템 의존도가 점차 높아지면서 행정정보 시스템에 축적되는 데이터세트 기록의 관리와 활용에 관한 다양한 방안이 모색되고 있다. 행정정보 데이터세트를 아카이브 시스템이나 공유서버로 이관할 때 데이터 보정이나 품질 개선의 요구가 발생할 수 있다. 이 논문의 목적은 데이터웨어하우스 구축을 위해 데이터를 추출하여 변형 후 전송하는 절차와 방법을 참조하여 이관하는 행정정보 데이터세트 기록의 보정 및 품질 개선 방법을 제시하는 것이다. 이 논문에서는 데이터세트 기록 이관 시 검토할 필요가 있는 전형적인 데이터 보정 및 품질 개선 사례로 (1)추출 시 데이터세트 수량과 유효값 확인, (2)일관된 코드값의 부여를 위한 코드 변환, (3)복합정보의 컴포넌트화, (4)날짜데이터의 정밀도 결정, (5)데이터 표준화, (6)코드값의 설명정보 (7)메타데이터 확보 등 7가지를 제시하고 각각의 처리방법을 제안하고 있다. 데이터세트 기록 이관 시 적용하는 데이터 보정 및 품질 개선 기준은 데이터세트를 생산하는 행정정보시스템의 데이터 품질요건으로 활용할 수 있다.

공공기관에서 생산된 기록물이 제대로 활용하기 위해서는 기록물 공개가 우선되어야 한다. 어떤 기록물이 어떤 시점에 공개되어야 하는지를 판단하는 것은 매우 까다롭고, 무엇보다 이러한 판단에는 다양한 이해관계가 얽혀 있기 때문에 관련 규정과 운영현황을 재검토해 볼 필요가 있다. 이를 위해 본 연구에서는 기록물 활용단계별 공개제도의 특성을 토대로 현재 운영하고 있는 공개제도의 문제점을 살펴보고, 국내외 공개제도 분석을 통해 보다 전문적으로 효율적인 서비스 제공을 위한 우리나라 공개제도 운영 개선방안을 제안하였다. 특히 통합형 공개제도 운용과 분리형 공개제도 운영의 장단점 분석을 통해 우리나라에 적합한 공개제도 운영모델을 구상하는 데 초점을 두었다.

국내 공공기관에서 행정정보 데이터세트는 체계적인 관리가 필요한 전자기록물로 인식된다. 이와 관련해 최근 국가기록원과 학계를 중심으로 기록관리 실행을 위한 구체적인 방안이 논의되고 있다. 본 연구의 목적은 향후 공공기관의 기록관리 실무 현장에서 데이터세트 평가선별 시 고려할 사항과 행정정보 데이터세트의 가치를 효과적으로 파악할 수 있는 평가지표의 개선방안을 도출하는 것이다. 본 논문은 이론적 배경 및 데이터세트의 평가선별 현황을 분석하여 데이터세트 평가선별에 필요한 고려사항을 도출하고, 기존 연구에서 제시된 평가지표의 개선방안을 제안하였다. 본 연구의 결과가 향후 공공기관 데이터세트 관리체계 정비와 관리 프로세스 보완에 관한 논의 활성화로 이어지기를 기대한다.

In order to understand China's internet governance, this paper examined 1,931 Internet policies of China by bibliometric techniques. Specifically, the bibliometric techniques include simple document counting, co-word analysis, collaboration network analysis and citation analysis. The findings include: (1) China's Internet legislations mainly emphasized e-commerce and Internet governance, and, to some extent, neglected personal data protection; (2) China's Internet is under intensive multiple regulatory controls by central government. A large number of government agencies are involved in Internet policy-making. The Propaganda Department of the Central Committee of the Communist Party of China and the State Information Leading Group of the State Council, enforced fewer policy documents, but occupy higher positions in the Internet governance hierarchy; (3) China's Internet legislation system is primarily composed of industry-specific administrative rules, rather than laws or administrative regulations. Nevertheless, laws and administrative regulations received significantly more citations owing to their superior force. This paper also discussed current gaps in China's internet governance and how the country's internet policies are situated in the broader global context.

오픈 데이터는 전세계적으로 많은 관심을 받고 있다. 우리나라 정부는 데이터 개방에 많은 노력을 기울이고 있다. 그러나, 공공 데이터의 양적 증가에도 불구하고 데이터에 대한 부족함이 여전히 지적되고 있다. 본 논문은 공공 데이터를 의미적으로 연결해 데이터 공유 및 활용을 향상시키기 위한 방법을 제안한다. 첫째, 대한민국 행정구역의 정의와 행정구역 사이의 관계를 의미적으로 표현하기 위한 지식 모델을 제안한다. 행정구역은 국가의 영역을 국가 행정상의 목적에 따라 구분한 단위이다. 행정구역 지식모델은 지방자치법을 기준으로 행정구역체계의 구조, 행정단위별 관계를 정의한다. 둘째, 대한민국 행정구역 데이터에 대한 지식그래프를 소개한다. 공공 데이터를 의미적 수준에서 연결시키는 기준정보로써 행정구역 지식그래프의 특징과 이기종 공공데이터 연계 및 데이터 품질 개선을 위한 방법을 소개한다. 마지막으로 행정기관 데이터의 연계 결과를 통해 행정구역 지식그래프의 응용 방법을 살펴본다. 행정기관 명칭은 기관별로 상이하게 활용하고 있기 때문에 행정구역 그래프를 통한 데이터 식별 및 정제와 더불어 데이터 품질 개선에 효과적인 접근 방안으로 고려할 수 있다.
