본 연구는 '남북정상회담 회의록 삭제' 사건에 대한 법원의 판결문을 분석하여, 기록의 성립요건, 개념, 범위 등이 재판에서 어떻게 적용되고 있는지 파악하고, 앞으로의 과제를 정리하는 것을 목적으로 한다. 판결에서 기록의 성립 시점으로 밝히고 있는 '결재설'이 어떤 의미를 갖고 있는지, 결재의 의미를 어떻게 판단했는지 분석한다. 분석을 통해 기록의 성립 시점이 공공기록 관리에 어떤 영향을 미치는지 살펴본다. 판결의 의미를 명확히 이해하기 위해 e지원시스템과 온나라 시스템을 차이점도 분석하였다. 또 형법 제141조 '공용전자기록등 손상죄'가 기록관리에 어떤 영향을 미치는지 분석한다. 이러한 종합적인 판례 분석을 토대로 국가기록원, 행정안전부 등 행정기관이 어떤 과제를 수행해야 하는지 제안한다. 먼저 기록의 성립과 관련해 기록의 개념을 분화해서 명확히 사용해야 함을 주장한다. 판례로 형성된 기록의 생산시점인 '결재'에 대해서도 행정협업 및 효율에 관한 규정 등을 종합적으로 검토하여 명확히 해야 함을 역설하였다. 또한 행정정보데이터세트 등 새로운 유형의 기록에 대한 성립요건 등을 결정하는 일도 시급하다고 보았다.

본 연구에서는 지적재조사사업을 비롯하여 다양한 지적업무를 효과적으로 추진하기 위해 필요한 지적정보를 서비스하기 위한 모바일 애플리케이션 시스템을 개발하였다. 먼저 스마트폰이나 태블릿 PC 등의 모바일 기반 지적정보시스템을 구현하기 위해 BlackPoint-Xr을 공간 클라이언트 엔진으로 선정하였다. 모바일 지적정보 시스템은 항공사진, 지적도, 행정구역도, DEM 등의 공간정보를 기반으로 GPS를 통한 위치 찾기, 주소와 지번을 통한 필지 검색 그리고 필지에 대한 주소, 지목, 공시지가 등의 토지대장 정보를 확인할 수 있는 기능이 포함되어 있다. 특히 본 연구에서는 건설공사나 토지정비사업 등에 활용하기 위해 필지에 대한 거리, 면적, 경사 그리고 횡단면도 등을 분석할 수 있는 기능도 개발하였다. 본 시스템은 현장에서 다양한 지적정보를 사용자들에게 서비스해 줌으로서 지적업무와 건설공사 등을 효과적으로 지원할 수 있고 디지털 지적정보 분야에도 응용될 수 있을 것으로 판단된다.

최근 전세계적으로 지진, 홍수, 화재 등 재난재해로 인한 인명피해가 늘어나면서 골든타임을 확보하기 위한 기술연구가 활발히 이루어지고 있다. 본 논문에서는 골든타임 확보를 위해 IoT 기술들을 사용해 재난 재해 발생 시 실제 발생원의 사용자를 최우선으로 찾아 전파하며, 주변지역 사용자로 차츰 범위를 확산시켜 전파하는 모델을 연구하였다. 국가 재난 재해 정보는 기상청 OPEN API를 사용하였으며, 해당지역의 세밀한 정보획득을 실시간 수집하기 위해 Crowd Sensing 기술과 BLE (Bluetooth Low Energy) Beacon 기술을 통합 연계한 시스템을 구축하였다. 특히 기존까지 기지국 기반 CBS를 사용하였다면 본 논문에서는 Beacon을 이용한 사용자 위치와 국가행정주소체계 네가지를 통합한 DB를 설계하여 맵핑함으로써 지역 사용자를 추정할 수 있게 되었다. 실험은 사용자의 수를 1천명씩 증가하는 방식을 통해 정보 확산 알고리즘의 정확도와 속도를 측정하였으며, 최종 2만명의 인원까지 1초 이내 연산하여 위험 전파 알림이 가능함을 확인하였다.

지하공간통합지도는 지하안전관리 강화를 목표로 한 「지반침하 예방대책」의 일환으로 '15년 시범구축사업부터 현재까지 구축을 지속하고 있다. 구축된 지하공간통합지도는 행정망 기반의 지하정보 활용시스템을 통한 지자체 담당자 제공, 도면 기반의 지도추출을 통한 지하안전영향평가 전문기관 제공 등으로 활용이 이루어지고 있다. 그러나 별도의 갱신사업이 추진되지 않아 구축된 당시의 정보로만 제공되고 있어 활용에 한계가 있다. 이러한 문제를 해결하고자 「지하안전관리에 관한 특별법」제42조제2항에서는 변동, 갱신이 발생하는 지하정보에 대한 준공도서 제출 의무화에 대한 내용이 명시되어 있으나, 제출 창구가 행정망 기반으로 운영되어, 제출이 미흡한 실정이다. 이에, 국토교통부에서는 온라인 기반의 준공도서제출시스템 구축을 추진하여, 지하개발사업자가 직접 준공도서를 제출하는 형태로의 변화를 꾀하였다. 본 연구에서는 제출되는 준공도서 기반의 갱신자동화 체계 구현을 위해 준공도서 제출에 대한 표준DB를 설계·적용하였으며, 향후, 지하구조물까지 범위를 확대할 예정이다.

Medical information is one of significant private information that includes in-dividual's own diverse information. Once opened, it exposes one's health condition and medical history to a third party, which could bring about serious troubles. On this account, the third parties are of much concerns about the information. If medical information collected through various routes is used with another purpose, oilier than the initial intention, it might cause serious results beyond one's control. Thus, it is essential to keep the information confidential. Also, the discrimination based on the medical information ought to be banned because it is likely to happen that exposed information socially stigmatizes a person, being discriminated in a work place or a school when he/she is employed or gets an insurance. In the current system, only medical institutions are responsible for protecting or securing medical records. Despite the information technology development and the increased interests in medical information, there are quite a few limitations in legal, technical, and administrative aspects. All kinds of organizations, involved in collecting and using the information, as well as medical institutions primarily producing and managing it should share the responsibilities.

The present paper discusses some problem areas in supplying information. As the world advances in civilization, we need exact and rapid information exchange, it may be said in this connection that we also feel keenly the necessity of the industrialization of the information. In accordance with the industrialization of the information, we can find the following phenomena: 1. Increase of present potentiality users. 2. Demand of high level information in accordance with the improvement of education level, 3. Increase of demand in the information materials in accordance with growth of research and development. 4. Contraction of the existing knowhow and degeneration of special field technique, 5. Increase of information concerned person for policy making in the government and in the industry. In the meantime, the information problem occurs for efficient management of information materials, in addition to numerical increase of various kinds, increase of users crate control and standardization problem, so it is needed to improve a mode of expression, structure, file and methods of usage. The librarian, as a information processor, should recognize that the information is national resources and improve the marketability of information industry. We need an administrative system of national level for the development of library in accordance with increase of an administrator who is engaged in information activities.

현재 운영 중인 대부분의 온라인 모니터링 시스템은 유선망과 근거리 무선망 중심으로 데이터 프로토콜 변환 동기화, 측정 장치의 유연한 운용 요구, 유지보수 등 관리 비용의 증가를 발생시킨다. 따라서 이런 문제점을 해결하기 위해 본 논문에서는 유무선 통신망과 효과적으로 연동 운용 가능한 CDMA 통신망 기반의 환정정보 모니터링 시스템 구축방안과 특히, 복수개의 자료수집 장치에 대해 효과적인 운용이 가능한 SMS 데이터 송수신 프로토콜을 제안한다. 그리고 제안된 프로토콜의 운용성과 안전성을 입증하고 SMS를 이용한 데이터 전송 및 운용 효율성을 분석한다.

In the past, the Ministry of Agriculture, Food, and Rural Affairs (MAFRA) conducted research into and production of agricultural statistics. As a result of organizational changes, these responsibilities were transferred to Statistics Korea in 1998 and 2008. So, the MAFRA managed data without a formal system for managing data and statistical information. The demand for a foundation to improve the usefulness of agri-food statistics has recently increased due to the necessity for basic data representing the realities of rural and agricultural areas. This is especially true for field-oriented agricultural administration. This study aims to propose a strategy for the systematically integrated administration of dispersed data and statistical information. It served as the foundation for the integrated management of distributed administrative and statistical data.

The purpose of this study was to design and implementation of database for school health activity. This database system was designed stand-alone application for college school health center without a hospital affiliation and the database system was made of relational database management system, Microsoft access 2000 to be made GUI (Graphic user interface) type design and made up 7 tables: patients. symptoms. departments, income and outgo. medical cures. and medicine. The construction of this database system was patient management. code management. medicine management. and statistics management. The results of the database system were as follows; 1) This database system could be used for college school health center. 2) This database system could be made correct statistic data. 3) This database system could be managed income and outgo. 4) This database system could be changed for the better activity of community health service. 5) This database system could be simply attired administrative system. This database system will be used for students and employees to protect and promote health to measure for health level and quality of health service. In conclusion. this database system can be applied for unit health center to manage the college school health activity and advanced data management can be applied for health profession to do quality improvement. cost containment. management information system. and decision support system.

State information policy is an important component of foreign and domestic policy of the country and covers all spheres of society. The rapid development of the information sphere is accompanied by the emergence of fundamentally new threats to the interests of the individual, society, state and its national security. The article considers the components of the state information policy to ensure information security of the country and identifies the main activities of public authorities in this area. Internal and external information threats to the national security of Ukraine and ways to guarantee the information security of the country are analyzed. Information security is seen as a component of national security, as well as a global problem of information protection, information space, information sovereignty of the country and information support of government decisions. Approaches to ensure the process of continuity of the information security system of the state in order to monitor new threats, identify risks and levels of their intensity are proposed.
