A Study on Security Management Methods for Information System of Educational Institutions (교육기관의 정보시스템 보안관리 방안 연구)

  • The damage caused by information spill, forgery, falsification, and deletion by cyber infringement in educational institutions and universities is very large. In this study, we analyzed the types, causes, and problems of cyber infringement in educational administrative institutions and universities. As a result, administrative, physical and technical information protection activities were weak. In this paper, we propose a security enhancement method for each domain by dividing them into Internet zone, network-neutral zone (DMZ: Demilitarized Zone), general server zone, internal server zone (Server Farm), and user zone so that these vulnerabilities can be easily identified, supplemented or security enhanced. In addition, we have proposed a method to apply security information system architecture and information protection technology correctly for educational administration institutions and universities. This study is meaningful not to provide conceptual guidance but to suggest specific action and procedure oriented security management plan.

  • Slope failures during heavy rainfall have resulted in death of life and economic loss. In recent years, the research on slope damage assessment using Geographical Information System(GIS) has been actively carried out by researchers of several goverment organizations and schools. The researchers in Highway and Transportation Technology Institute (HTTI) of Korea Highway Corporation has developed the GIS database(DB), including highway, rainfalls, soil or rock geometry, types of damage, etc. and have been working on the damage assessment of highway slopes. The DB has been established and summarized in two different ways, such as highway routes and administrative districts. Grid of rainfall intensity generated by maximum rainfalls of each administrative district has been devloped. It shows good correlation of slope damage with heavy rainfalls. Most of damaged slopes were found in the amount of 100 mm to 300 mm rainfalls.

  • National Education Information System (NEIS) is an ambitious reform project in the field of education, which is launched mainly by government initiative and is to link administrational work of between schools and their senior administration offices via internet. NEIS is introduced to lighten the teachers' overburden, to standardize the work process and to bring better quality education to each classroom and make it possible for those involved in education to resolve any related educational problem on line. This paper aims to construct a hierarchy model consisting of key factors such as administrative and technological factors for the effective use of NEIS and to evaluate the relative importance among key factors using multiple decision-making technique. Eventually, the analysis results can be utilized to develop the future improvement strategy of NEIS and to satisfy the users.

A Study of the Employee's Attitude Toward Operation of the Hospital Material Requirements Planning System(HMRPS) in University Hospitals (병원 종합 물류시스템 운영에 대한 관련직원들의 인식)

  • The purpose of this study is to identify influencing factors for successful introduction, implementation and management of HMRPS through assessment of the employees attitude toward HMRPS in technical, administrative, and organization behavioral areas. Data were collected from 157 HMRPS employee members' self-reporting questionnaire in three university hospitals in the city of Seoul and Kyonggi Province from November 5 to November 10, 1997. Relevant literature on industry company MPR system theory was reviewed to develop the theoretical framework. The results were as follows: The employee's recognition of tangible benefit were more significantly influenced success than intangible benefit for successful operation relating the HMRPS. Concerning the employee's recognition of the successful HMRPS and the factor of influenced success was significantly positive correlation between tangible and intangible benefits and success factor in technical, administrative, and organizational behavior area. This study showed that major factor affecting the employee's recognition of tangible and intangible benefit for successful HMRPS. For tangible benefits; Success factors in the technical areas were quality of the data and information, efficiency of inventory management and rescheduling of operation plan. Success factors in the administrative areas were: role of top management. Success factors in the organization behavioral areas were; simplicity of the HMRPS, human resistance to change. For intangible benefits; Success factors in the organization behavioral areas were; user involvement, simplicity of HMRPS, human resistance to change. Futhermore as the exact evaluation of successful factors of HMRPS implement is needed, research for the development of systemic variables of physical distribution system control, methods, capacity of system, duration and other environment in many of 30 hospitals or more, and for the empirical study for HMRPS.

  • The medical industries are integrated with information technology with mobile devices and wireless communication. The advent of mobile healthcare systems can benefit patients and hospitals, by not only providing better quality of patient care, but also by reducing administrative and medical costs for both patients and hospitals. Security issues present an interesting research topic in wireless and pervasive healthcare networks. As information technology is developed, many organizations such as government agencies, public institutions, and corporations have employed an information system to enhance the efficiency of their work processes. For the past few years, healthcare organizations throughout the world have been adopting health information systems (HIS) based on the wireless network infrastructure. As a part of the wireless network, a mobile agent has been employed at a large scale in hospitals due to its outstanding mobility. Several vulnerabilities and security requirements related to mobile devices should be considered in implementing mobile services in the hospital environment. Secure authentication and protocols with a mobile agent for applying ubiquitous sensor networks in a healthcare system environment is proposed and analyzed in this paper.

  • With the obligation of information system supervision and an increase in supervision demands, the quality improvement in information system supervision has been of significance, and the supervision system has been enhanced in the way of preventing information systems from being poorly established. In the meantime, recently the supervision industry has received administrative punishment due to violation of supervision guidelines and false reports. As a result, the introduction of the responsible supervision of information systems to strengthen the rights and duties of supervisors and supervision corporations has been discussed by supervision corporations. Therefore, this work was intended to propose success factors to introduce responsible supervision in the information system supervision sector, and thereby contribute to the introduction of responsible supervision system that plays a successful role in preventing poor supervision and establishing information system business. The success factors of the responsible supervision of information systems, proposed in this work, were categorized into legal system, standardization of supervision work, those concerned with supervision. And, detailed success factors of each category were proposed, and on the basis of that, the success model to introduce responsible supervision successfully was proposed.

  • As a result of establishing the regional self-government system, regional residents came to take more interest in their land ownership rights and relevant areas. The administrative bodies in South Korea are trying their best to meet the complicated and diversified demands of the residents regarding land and construction administration. However, governmental agencies are having difficulties identifying land characteristics on the field as part of standard lands change every year. Also, the vague boundaries of agricultural and mountainous land areas are causing surveyors problems in spotting the right areas. Thus, this study intends to provide information and guidance on an accurate land price calculation system in connection between the land information system and PDA technology for distribution of accurate information regarding lands and their management.

A study on the status and administrative supports for domestic marine biotechnology industry (해양생명공학 산업의 현황과 정부지원 방안에 관한 연구)

  • Marine biotechnology is one of the promising frontier of scientific exploration and commercial utilization for the next century. Compared with the terrestrial environment, the oceans of the world remain largely unexplored and include a major portion of bio-resources. Using the tools of biotechnology, the vast and diverse marine resources can be applied to produce new products and foods. Marine biotechnology has the characteristics of pro-environment, saying energy, and intensive knowledge. Therefore, we can take advantage of the marine biotechnology industry under our situation with the poor natural resources. The study focuses on the current status and administrative supports on marine biotechnology industry for upgrading the economic value of output. The status of our marine biotechnology industry is beginning stage in the economic aspects. Manpower and the level of most technologies are weaker than the ones of the advanced countries. More investment and recruiting skilled specialists are necessary because the improvement of marine biotechnology is depend on the technology and scientists. This study suggests the ways of administrative supports for domestic marine biotechnology: Efficient information network and supporting system for the development of marine biotechnology should be interrelated with other technical and scientific fields; The government should provide sustainable fund for the long-term research project and the infrastructure in the marine biotechnology.

  • The purpose of this study is to propose effective countermeasures against the regulation and supervision of unique identification information for financial institutions and present the present problems and future directions. In financial institutions, it is investigated that DB system of many personal information processing systems is in order to comply with the law, and additional measures such as encryption are required for data files containing unique identification information in many other application systems. In this paper, the conclusions of institutional, administrative, and technological feasibility are presented.

  • In this study, analysis of disaster relief-related laws and regulations, analysis of disaster relief system, and investigate the inter-governmental relations in disaster relief system through analysis of major disaster relief case. As a result of the analysis, the central government has adjust and coordinate disaster relief activities of the local government, it has been found that you are managing director through the support of the administrative and financial. However, it was found that by weighting the administrative and financial burden on local government in disaster relief activities. In addition, the division of roles between the relief agencies and relief aid agencies of relief supplies transmission on disaster-related laws and regulations have not been specifically explicitly. It was found that has brought the waste of non-efficiency and resources by the duplication provision there is no mutual exchange of information relief supplies transmission situation.
