Bandwidth Adjustment Techniques for MMOG in a Cloud-P2P Hybrid Architecture (클라우드와 P2P 하이브리드 구조의 MMOG를 위한 대역폭 조정 기법)

  • In a hybrid architecture that combines the technological advantages of P2P(peer-to-peer) and cloud computing, it is possible to efficiently supply resources and allocate loads. In other words, by appropriately utilizing the processing power of the players constituting P2P as well as the server in the cloud computing environment, MMOG(Massively Multiplayer Online Game) can be configured that considers the scale of economic cost and service quality. In fact, the computing power and communication bandwidth of servers in the cloud are important demand-based resources. The more it is used when renting, the higher the cost, while the quality of service improves. On the other hand, if the player's processing power is utilized a lot, the quality of service deteriorates relatively while the economic cost decreases. In this paper, a bandwidth adjustment technique between servers and players for MMOG based on this hybrid structure is described. When the number of players running at the same time increases, the players' actions are appropriately distributed to servers and players to effectively utilize the server's computing power and communication volume. Simulation results show that in the MMOG based on cloud and P2P hybrid architecture, the bandwidth of the server is proportionally decreased as the bandwidth directly handled by players is increased.

Development of safety-Based Guidelines for Cost-Effective Utility Pole Treatment along Highway Rights-of-Way

  • This study was conducted to develop a methodology to predict utility pole accident rates and to evaluate cost-effectiveness for safety improvement for utility pole accidents. The utility pole accident rate prediction model was based on the encroachment rate approach introduced in the Transportation Research Board Special Report 214. The utility pole accident rate on a section of highway depends on the roadside encroachment rate and the lateral extent of encroachment. The encroachment rate is influenced by the horizontal and vertical alignment of the highway as well as traffic volume and mean speed. The lateral extent of encroachment is affected by the horizontal and vertical alignment, the mean speed and the roadside slope. An analytical method to generate the probability distribution function for the lateral extent of encroachment was developed for six kinds of encroachment types by the horizontal alignment and encroachment direction. The encroachment rate was calibrated with the information on highway and roadside conditions and the utility pole accident records collected on the sections of 55mph speed limit of the State Trunk Highway 12 in Wisconsin. The encroachment rate on a tangent segment was calibrated as a function of traffic volume with the actual average utility pole accident rates by traffic volume strategies. The adjustment factors for horizontal and vertical alignment were then derived by comparing the actual average utility pole accident rates to the estimations from the model calibrated for tangent and level sections. A computerized benefit-cost analysis procedure was then developed as a means of evaluating alternative countermeasures. The program calculates the benefit-cost ratio and the percent of reduction of utility pole accidents resulting from the implementation of a safety improvement. This program can be used to develop safety improvement: alternatives for utility pole accidents when a predetermined performance level is specified.

Reforming the Rural Health Insurance Programs in Korea (농촌의료보험의 당면과제와 개선방향)

  • Despite its universal coverage of health insurance, the rural health insurance program(RHIP) stands at the crossroads in Korea. The RHIP has weaknesses in stability of financing, problems of inequities in the provision of health services and has suffered from high cost of running the program. The author has analyzed these problems from the perspective of health insurance policy and presented several options for improvement. First of all, this study urged the importance of a firm Governmental commitment of RHIP with the 50% subsidization of contributions as the Government had promised, instead of the current 40%. This can be justified from the 20% subsidization by the Government for the contributions of private school teachers and their dependents, who belong to richer segments of the population. Second, various cost containment measures ought to be sought curbing the rising demand for medical through strengthening health education and increasing individual responsibility, and tightening the claim review process. Third, this study requires the Government to run a demonstration project on the introduction of case payment system for primary health care. Fourth introducing an income-related cost sharing scheme is another possibility. Reforming the cost sharing formula for large medical expenditures is recommendable for a beginning. This measure can take the form of tax credit for medical expenditures of the poor. Fifth, the degree of financial adjustment among health insurance plans should be levelled up for enhancing stability of RHIP and social solidarity. Sixth, health policy should be redirected toward development of rural health resources and higher priority should be put on relieving difficulties in access to care. Seventh. the insurance plan owned-hospital needs to be developed or provision of health services in the medically underserved areas, and the need of such facilities is particularly acute for geriatric care, rehabilitation and renal dialysis, etc. Eighth, more generous insurance benefits are required of the elderly who are suffering the most : elimination of the maximum 180 days of benefit period and provision of glasses and artificial dentures, etc. Ninth. the economies of scale principle is working for the operating expenses of regional self-employed insurance plan. Thus, measures should be instituted to pursue an optimum size of health insurance plans. Lastly, excessive dependence on exclusion items is an evil so that some radical remedies are urgently required to cut them.

Pharmacoeconomics Evaluation of Morphine, MS Contin and Oxycodone in the Treatment of Cancer Pain

  • Objective: To analyze cost-effectiveness of morphine, MS contin and oxycodone in the treatment of cancer pain, providing guidance for rational drug use in the clinic. Methods: Confirmed by histology, a total of 171 patients with various cancers who required analgesic treatment were selected and divided into 3 groups, 57 cases for each group, given morphine, MS contin and oxycodone, respectively. If there appeared a poor short-term effect or aggravated sudden pain during the treatment, a short-acting morphine injection was given and adverse reactions were processed by symptomatic treatment. The pain relief rate and adverse reactions of groups were observed and pharmacoeconomics evaluation was undertaken. Results: The pain relief rates with morphine, MS contin and oxycodone were 89.5%(51/57), 91.2%(52/57) and 93.0%(53/57), respectively, with no difference samong groups (${\chi}^2=4.4489$, P=0.6162). The occurrence rates of adverse reactions were 59.7%(34/57), 54.4%(31/57) and 43.9%(25/57), again with no significant variation (P>0.05). The ratios of cost-effectiveness (C/E) for the 3 groups were $14.6{\pm}7.21$, $15.0{\pm}7.44$ and $16.1{\pm}8.10$. When the price of 3 kinds of analgesics was reduced by 10%, the ratios of cost-effectiveness were $12.2{\pm}6.53$, ($13.4{\pm}6.08$ and $14.5{\pm}6.74$ but there was no differences when compared with before the price adjustment (t=1.86, P=0.0651; t=1.30, P=0.1948; t=1.17, P=0.2453). Conclusion: Morphine, MS contin and oxycodone give similar pain relief and adverse reaction rates but of all, morphine is the preferred drug for the treatment of cancer pain from the perspective of pharmacoeconomics.

  • This study was conducted to suggest resonable quality measurement methods of asphalt pavements to be used in the Pay adjustment. The Pay adjustment is a method to adjust the construction cost according to the pavement quality based on the statistic theories. Many U.S states use Pay adjustment and the PWL(Percent with in Limit) is calculated using their quality index tables. In this study, the application of PWL in Korea was evaluated by comparing the PWL South Carolina with the probability theories. The probability values and the PWL obtained using the data collected from the test roads were used to determine the pay factors suggested by AASHTO and the pay factors between them were closed to each other. In addition, the PWL was very similar to the probability obtained using the predicted average of the population when calculating the Z-values. The pay factors were obtained using artificial data whose average satisfied the codes and whose standard deviation was large. The pay factors were less than 100% in the quality measurements can be performed using the PWL methods, and with the development of the korea quality index table, the PWL methods can be applied in korea.

  • This paper aims to investigate the potential use of cempedak durian peel (CDP) from Negara Brunei Darussalam, which is low-cost, locally available, eco-friendly and highly efficient to remove methyl violet (MV) dye from aqueous solutions. The time required for equilibrium to be reached is 2.0 h with no adjustment of pH necessary. FTIR analysis was indicative of the involvement of -COOH and C=O functional groups in adsorption process. The Langmuir model provided the best fit with maximum adsorption capacity of $0.606mmol\;g^{-1}$. Thermodynamics data indicate that the adsorption is spontaneous, feasible and endothermic in nature. Best regeneration of CDP's adsorption ability is achieved by base solution, showing about 95% removal efficiency of MV even after 5 cycles, indicating that CDP can be regenerated and reused. This, together with its high adsorption capacity, makes CDP a potential adsorbent for the removal of MV in wastewater.

A Fast Vision-based Head Tracking Method for Interactive Stereoscopic Viewing

  • In this paper, the problem of a viewer's head tracking in a desktop-based interactive stereoscopic display system is considered. A fast and low-cost approach to the problem is important for such a computing environment. The system under consideration utilizes a shuttle glass for stereoscopic display. The proposed method makes use of an image taken from a single low-cost video camera. By using a simple feature extraction algorithm, the obtained points corresponding to the image of the user-worn shuttle glass are used to estimate the glass center, its local 'yaw' angle, as measured with respect to the glass center, and its global 'yaw' angle as measured with respect to the camera location. With these estimations, the stereoscopic image synthetic program utilizes those values to interactively adjust the two-view stereoscopic image pair as displayed on a computer screen. The adjustment is carried out such that the so-obtained stereoscopic picture, when viewed from a current user position, provides a close-to-real perspective and depth perception. However, because the algorithm and device used are designed for fast computation, the estimation is typically not precise enough to provide a flicker-free interactive viewing. An error concealment method is thus proposed to alleviate the problem. This concealment method should be sufficient for applications that do not require a high degree of visual realism and interaction.

The Sociopolitical Economics of Marine Ranching Program in Korea

  • This paper aims at overviewing Korean fisheries profile with a view on why Korean fisheries need marine ranching program as a new fisheries paradigm - a community-based co-management approach and drawing some policy implications from the advanced experience in fisheries. The aims of community-based co-management approach as a planned approach can be set out under the planning objectives of efficiency and equity. In this context Tongyeong marine ranching program is an important government-sponsored pilot enterprise. Experiences in the advanced fisheries such as Canadian Snow-Crab case suggest that in order to be successful for marine ranching be successful it is necessary that (i) there should be high-value species, (ii) property right should be established, (iii) there should be the reasonable number of participants involved, (iv) the participants and the government should be able to share resource enhancement/management/utilization responsibilities and associated fisheries management expenses. Among these, management cost sharing based on the practical partnership between fishing communities and government is of particular importance because the government must have a full responsibility for all ranching program expenditure unless revenues sufficient to guarantee reasonable income and to share management cost are generated from the ranching business.

Corrosion Behavior of Cr-bearing Corrosion Resistant Rebar in Concrete with Chloride Ion Content

  • Conventional studies have focused on the reduction in the water-cement ratio, the use of various admixtures, etc., to ensure the durability of reinforced concrete structures against such deterioration factors as carbonation and chloride attack. However, improvement in the concrete quality alone is not considered sufficient or realistic for meeting the recent demand for a service life of over 100 years. This study intends to improve the durability of reinforced concrete structures by improvement in the reinforcing steel, which has remained untouched due to cost problems, through subtle adjustment of the steel components to keep the cost low. As a fundamental study on the performance of Cr-bearing rebars in steel reinforced concrete structures exposed to corrosive environments, The test specimens were made by installing 8 types of rebars in concretes with a chloride ion content of 0.3, 0.6, 1.2, 2.4 and $24kg/m^3$. Corrosion accelerated curing were then conducted with them. The corrosion resistance of Cr-bearing rebars was examined by measuring crack widths, half-cell potential, corrosion area and weight loss after 155 cycles of corrosion-accelerating curing. The results of the study showed that the corrosion resistance increased as the Cr content increased regardless of the content of chloride ions, and that the Cr-bearing rebars with a Cr content of 5% and 9% showed high corrosion resistance in concretes with a chloride ion content of 1.2 and $2.4kg/m^3$, respectively.
