This research emphasizes the necessity of the understanding and cooperation among focal governments to preserve the water quality of the Nak-dong river that runs through four local governments. First, this research considers the status of water-pollution in the Nakdong river, describes and finds problems within the central government's. "Clean Water Supply Plan" and local governments' water quality-related policies. Second, it deals with the conflict among local governments concerning the planning and building of "Wicheon Industrial Complex" in the middle-upstream of the Nakdong river which has triggered the opposition movement of the local governments and residents of the river's downstream area. With stressing the necessity of the understanding and cooperation among local governments, this research emphasizes roles of central government, of academic experts, and of local news-media in preserving the water quality. Key words : the Nakdong river, water quality policy, the conflict among local governments, the activation of local autonomy, Wicheon Industrial Complex, the cooperation among local governments.

Blackboard architecture was designed as a means for dealing with ill-defined and complex problems. In order to improve the efficiency of the systems using blackboard architecture, this paper proposes a mechanism for fast detection of knowledge source activations which can contribute potentially to the problem solving of blackboard systems, whenever the state of blackboard is changed. The proposed mechanism uses a Rete network generated from the activation conditions subscribed by all knowledge sources to process the pattern matching between blackboard data and the activation conditions efficiently.

Activation products generated by photoneutrons in concrete shielding wall around electron linac were estimated for a high energy X-ray container cargo inspection system. Monte carlo code, MCNPX2.5.0 was used for reference system of 9MeV fixed type dual-direction container cargo inspection system installed at major harbors in Korea. Activation products inventory generated by photoneutron (n,$\gamma$) reaction are estimated, and then radiation dose rate is calculated from the results.

The neural bases underlying within or between-language picture naming was investigated by using event-related fMRI. The present suudy explorered the following two goals: The first is to compare cortical activation areas relevant to naming process in native and foreign language, and to decide whether the activation pattern of the foreign word will be the same as native words or not. The next is to find the cerebral areas involved only in alternating language switching between native and foreign language condition. Differential activation patterns were observed for language switching against one-language. Both naming tasks all activated the left inferior frontal gyrus (LIFG) as expected. However the differences in naming between languages were reflected in the activation amount of the LIFG, namely more activation in naming the native language than the foreign language. Especially, naming of the foreign word from English showed the similar area and size in activation with native language suggesting that the process of borrowed noun resembles that of native common noun. And the language switching between languages newly activated the right middle frontal gyrus as well as the left inferior frontal areas. The right middle frontal gyrus engagement in switching conditions obviously identified that right hemisphere is recruited in code switching possibly with respect to meta-cognition controlling language index at a subconscious level.

The main purpose of this study is to explore the factors related to the performance of industry-university cooperation and determine methods for improving activation of industry-university cooperation. The data was collected by questionnaire survey mailed to the participating researcher and university professors which executed the university-industry cooperation projects. We determined cronbach Alpha Coefficient, pearson's correlation coefficient and multiple regression analysis. According to multiple regression analysis, reflect of mutual needs and local industry construction have statistically significant relationships with general satisfaction of university. Knowledge and working ability of industry-university cooperation, activeness of industry-university cooperation activity, Local economy scale and local industry construction have statistically significant relationships with general satisfaction of industry. In relation continuity, activeness of industry-university cooperation activity and information exchange have statistically significant relationships with relation continuity of university. Knowledge and working ability of industry-university cooperation and activeness of industry-university cooperation activity have statistically significant relationships with relation continuity of industry. In outcome utilization, knowledge and working ability of industry-university cooperation, research establishment and apparatus have statistically significant relationships with outcome utlization of university. In conclusion, capability factors, cooperative factors, political factors and external environment factors affected industry-universiry cooperation. Knowledge and working ability of industry-university cooperation will be able to upgrade on general satisfaction, relation continuity and outcome utilization.

In this paper, we describe the effect of the regularization method and the network with identity mapping on the performance of the activation functions in deep convolutional neural networks. The activation functions act as nonlinear transformation. In early convolutional neural networks, a sigmoid function was used. To overcome the problem of the existing activation functions such as gradient vanishing, various activation functions were developed such as ReLU, Leaky ReLU, parametric ReLU, and ELU. To solve the overfitting problem, regularization methods such as dropout and batch normalization were developed on the sidelines of the activation functions. Additionally, data augmentation is usually applied to deep learning to avoid overfitting. The activation functions mentioned above have different characteristics, but the new regularization method and the network with identity mapping were validated only using ReLU. Therefore, we have experimentally shown the effect of the regularization method and the network with identity mapping on the performance of the activation functions. Through this analysis, we have presented the tendency of the performance of activation functions according to regularization and identity mapping. These results will reduce the number of training trials to find the best activation function.

We studied an activation plan for utilizing eco-friendly agricultural products from agricultural producers' perspective through delphi techniques. Certification types of eco-friendly agricultural products held by producers were low-pesticide 26.1%, no-pesticide 39.1% and organic 52.2%. The major problems in handling the eco-friendly agricultural products were as follows: 'consumer distrust', 'lack of reliable and continuous shipping quantity' and 'lack of storage facilities, such as cold storage'. The major benefits of direct transactions between producers of eco-friendly agricultural products and processed food manufacturers including HMR processing companies were 'obtaining fresh food ingredients for processing' and 'confidence-building and income stabilization'. Regarding requirements for cooperation of eco-friendly agricultural producers and processed food manufacturers including HMR processing companies, the most common answers was 'multi-year contract based on trust'. When asked about governmental support for efficient cooperation between eco-friendly agricultural producers and processed food manufacturers including HMR processing companies, the most common answer was 'supporting plan for small producers' and 'arrangement for appropriate potential consumers'.

In Korea, various community investment renewable project models are being implemented to increase community acceptance of renewable energy. An important factor for enhancing local acceptance is that renewable energy projects have a positive effect on revitalizing the local economy such as income increase or job creation for residents and local companies. To maximize the local economic effect of large-scale community investment renewable energy projects, this study developed an evaluation index for local economy activation, whose indicators are the local return on investment, local companies' participation, local job creation, regional cooperation, transparency, and governance. Analysis of existing evaluation indicators and current renewable projects, financial analysis, and expert interviews were used in this research. The pilot evaluation determined that, the local economic effect was high in the following order: a fund investment wind project (Gangwon), benefit-sharing wind project (Jeju), and general wind project. In particular, residents' investment amount, the number of participating residents, and the amount and transparency of the regional cooperation fund were key factors to expand the effect of local economy activation. This evaluation index could be used in public bidding for renewable energy projects such as offshore wind zoning areas of local government.
