A Review on the Direction of the Framework Act on Resource Circulation for Establishing a Resource Circulation Society (자원순환사회 형성을 위한 "자원순환기본법"이 나아가야 할 방향)

  • The framework act on resource circulation was got through the Korea National Assembly in May, 2016. It is the most important to analyze and understand its purpose, main contents, and policy direction of the framework act because this act will lead the resource circulation policy. Korea government is going to enact subordinate statutes such as its enforcement decree and regulation to enforce the act in January, 2018. No later than enforcement of the act, its subordinate statutes should be studied indepth and consulted without any bias in order to satisfy the intent - promotion of transition toward a resource circulation society - of the act. Therefore, in this study, the points in dispute in the act are indicated and the issues and specific directions of key articles are reviewed. The ideas to maximize the effectiveness of its subordinate statutes are also suggested.

Variability in physical therapy protocols following total shoulder arthroplasty

  • Background: Physical therapy (PT) plays an important role in the recovery of function following anatomic total shoulder arthroplasty (aTSA). While several PT protocols have been published for these patients, there is no standardized protocol for aTSA rehabilitation. This lack of standardization may lead to confusion between patients and physicians, possibly resulting in suboptimal outcomes. This study examines how PT protocols provided by academic orthopedic surgery programs vary regarding therapeutic goals and activities following aTSA. Methods: PT protocols for aTSA available online from the Accreditation Council for Graduate Medical Education accredited orthopedic surgery programs were included for review. Each protocol was analyzed to evaluate it for differences in recommendation of length of immobilization, range of motion (ROM) goals, start time for and progression of therapeutic exercises, and timing for return to functional activity. Results: Of 175 accredited programs, 25 (14.2%) had protocols publicly available, programs (92%) recommended sling immobilization outside of therapy for an average of 4.4±2.0 weeks. Most protocols gave recommendations on starting active forward flexion (24 protocols, range 1-7 weeks), external rotation (22 protocols, range 1-7 weeks), and internal rotation (18 protocols, range 4-7 weeks). Full passive ROM was recommended at 10.8±5.7 weeks, and active ROM was 13.3±3.9 weeks, on average. ROM goals were inconsistent among protocols, with significant variations in recommended ROM and resistance exercise start times. Only 13 protocols (52%) gave recommendations on resuming recreational activities (mean, 17.4±4.4 weeks). Conclusions: Publicly available PT protocols for aTSA rehabilitation are highly variable.   • In knowledge based society of 21c, engineers require not only their own speciality but also engineering basic competency such as creative thinking, the ability of working together, the ability of communication. Engineering colleges responsible for educating engineers consider developing curriculum including Engineering Basic Competency which is reflecting the needs of the times. By utilizing the accreditation programs of engineering education, UK-SPEC of UK Engineering Council, EA(Engineering Australia) standards/handbook of the Institute of Engineers Australia, O*NET of U.S. Occupational Network, this study generates core elements of engineering basic competency to prove the capability of engineering basic competency required to desired engineers. Core constituents derived from the study were categorized into 3 major areas of the basic engineering literacy in Humanities and Social Sciences(HSS), the ability of Creativity Engineering Design, Career development and each category and constituents were surveyed and checked by engineers in the field to deduce engineering basic competency that should be educated in the engineering college.
