본 연구에서는 2000년 저작권법 개정 이후부터 최근까지 저작권관련 법규의 변화 추이를 중심으로 대학도서관을 중심으로 도서관계가 저작권법을 준수하면서 동시에 정보서비스를 위축시키지 않고 지속적으로 발전시킬 수 있는 방안을 모색하는 데에 연구의 목적을 두고자 한다. 이러한 연구목적을 달성하기 위해 본 연구에서는 세부적으로 다음과 같은 사항을 다루고자 한다. 첫째, 저작권 관련법규의 제 개정과 시행으로 인한 도서관정보 서비스 제공 문제를 살펴본다. 둘째, 저작권 관련법규 가운데 도서관 관련 조항의 제정과 개정 추이를 고찰한다. 셋째, 저작권 관련법규 적용에 대한 도서관계의 다양한 의견 개진과 대응 내용을 조사 분석한다. 넷째, 이를 바탕으로 대학도서관계의 저작권 관련법규 수용과 함께 대응 전략을 마련하여 제시하고자 한다.

This paper provides an overview of the emergence of resource discovery systems and services, along with their advantages, best practices, and current landscapes. It outlines some of the key services and functionalities of a comprehensive discovery model suitable for academic libraries in developing countries. The proposed model (VuFind as a discovery tool) performs like other existing web-scale resource discovery systems, both commercial and open-source, and is capable of providing information resources from different sources in a single-window search interface. The objective of the paper is to provide seamless access to globally distributed subscribed as well as open access resources through its discovery interface, based on a unified index. This model uses Koha, DSpace, and Greenstone as back-ends and VuFind as a discovery layer in the front-end and has also integrated many enhanced search features like Bento-box search, Geodetic search, and full-text search (using Apache Tika). The goal of this paper is to provide the academic community with a one-stop shop for better utilising and integrating heterogeneous bibliographic data sources with VuFind (https://vufind.org/vufind).

본 연구에서는 연구자의 데이터 기반 R&D를 효율적으로 지원하기 위해 새로운 학술정보유형과 데이터셋을 발굴하고, 학술정보서비스의 방향을 제시하기 위한 선행 연구로서 연구자가 필요한 학술정보와 데이터 요구사항을 분석하였다. 이를 위해 관련 연구자 5인의 탐색적 사례 연구와 ScienceON 이용자의 온라인 설문을 통해 데이터 기반 R&D 행태 및 정보·데이터 요구사항을 도출하였다. 그 결과 데이터 기반 연구를 수행하는 연구자들은 학술논문을 많이 활용하며 데이터셋이나 소프트웨어 정보 또한 학술논문이나 학술회의자료로부터 참조하는 것으로 나타났다. 또한 주제 분야별로 활용하는 데이터 확보 방법, 획득 경로와 활용 데이터 유형이 차이가 있으며, 연구자들은 필요한 데이터셋이나 학습모델과 같은 소프트웨어가 어디에 있고 어떻게 확보해야할지 모르는 경우가 많아 연구를 수행하는데 애로사항이 많은 것으로 나타났다. 향후 데이터 기반 R&D를 지원하기 위해 주제별로 데이터셋을 체계적으로 구축해야할 필요가 있으며, 학술논문과 연계하여 데이터셋과 관련 소프트웨어 정보를 별도로 추출·요약해서 제공하는 방안을 고려해야 할 것으로 분석하였다.

자신의 연구성과를 발표하고 평가받는 학회의 이용자인 연구자는 수시로 발생되는 학회 정보 즉, 논문투고 일정, 학술대회 정보, 학회지 발간 정보, 논문 정보, 공지사항, 최신 연구소식 등 일련의 정보를 얻기 위해서 일일이 학회별 홈페이지를 방문하여 공지사항의 정보를 읽거나 또는 논문지의 최신 정보를 검색하고 조회하는 노력을 필요로 한다. 이와 반대로, 학술지를 발행하는 학회는 학회에서 수시로 발생하는 최신 정보를 알리기 위해 학회 회원들에게 메일을 보내거나 학회 홈페이지의 게시판에 공지사항을 기재하는 정도로 만족하고 있는 실정이다. 일반 연구자는 수많은 학회로부터 수시로 발생하는 정보를 한번의 클릭만으로 한눈에 파악할 수 있고, 학회는 한번의 공지를 통해서 학회 정보를 보고자하는 이용자 누구에게나 빠르고 쉽게 전달될 수 있는 체제가 필요한 시점이다. 본 연구에서는 RSS 서비스 사이트의 국내외 현황을 살펴보고, 개인화 추세에 있는 웹 이용자의 개인적 취향을 맞추기 위한 접근 방법으로서 학회정보 개인화 지원을 위한 RSS기반 유통 모델을 제시하고자 한다.

학술정보 분석 서비스는 학술정보 온톨로지를 사용하여 연구과제의 심사자 선정과 연구자의 연구성과 분석에 필요한 정보를 제공해 주는 서비스이다. 연구과제의 심사자 추천 서비스에서는 과제의 신청 분야와 심사자의 전공 분야, 과제 신청자와 심사자의 관계, 심사자의 해당 분야에 대한 전문도를 고려하여 정확하고 공정한 심사자 추천이 이루어져야 한다. 연구성과 분석 서비스에서는 전공 분야별/기관별 연구성과물 현황, 전공 분야별 전문가 현황, 연구자 네트워크 등을 사용해서 연구자의 연구 현황 정보 제공은 물론 기관, 지역별 연구 성과 현황 정보도 제공되어야 한다. 본 연구에서는 학술정보 분석 서비스를 제공하기 위해 학술정보를 온톨로지로 구축하고, OntoFrame 기반의 추론 시스템을 적용하여 학술정보를 저장하고 지식 확장 과정을 수행한 후 심사자 추천 서비스와 연구성과 분석 서비스에 필요한 정보를 제공하였다. 본 논문에서는 학술정보 온톨로지의 구성과 OntoFrame 기반의 학술정보 시스템의 구성 및 서비스 방법을 제시하였고, 이를 통해 효과적인 학술정보 분석 서비스를 제공하였다.

시맨틱 웹 기술을 기반으로 한 정보서비스 시스템인 $OntoFrame^{(R)}$은 연구자가 원하는 정보를 쉽고 정확하게 제공하는 학술정보 분석${\cdot}$융합 서비스 프레임워크를 목표로 한다. 본 시스템은 현재 학술정보를 지식 체계로 표현한 온톨로지와 이에 맞게 학술정보를 관리하고 가공하여 지식화하는 $OntoURI^{(R)}$, 이 지식을 기반으로 추론을 수행하고 고속의 탐색 기능을 제공하는 $OntoReasoner^{(R)}$로 구성되어 있다. 단순 검색 서비스를 제공하는 기존의 검색 시스템과는 달리 본 시스템은 시맨틱 웹 기술을 바탕으로 학술정보에 대한 연도별 토픽 경향, 연관 토픽, 토픽별 연구자와 연구기관, 연구자 네트워크, 통계 정보, 지역적 분포 등과 같은 보다 의미적인 분석 서비스를 제공한다.

최근 온라인상에 게시된 학회정보가 급증함으로써 주제에 따른 학회정보의 자동분류는 연구자들에게 효율적인 관련 학회 탐색을 가능하게 한다. 그러나 대부분의 학회 목록 제공 서비스에서는 학회명칭, 날짜, 위치, URL 등의 정보만 제공하기 때문에 학회 주제를 파악할 수 있는 정보는 학회명칭에 국한된다. 따라서 본 연구에서는 URL을 통한 학회 웹사이트의 토픽정보를 추출함으로써 학회정보량의 부족문제를 해결하고, 동시에 양질의 정보로 학습의 성능을 향상시키는 기법을 제안한다. 구체적으로는 웹사이트 URL을 통해 수집한 HTML 문서로부터 주요 콘텐츠를 추출하고, 학회명칭과 유사한 토픽 키워드 정보를 선정하여 추가 가중치를 부여한다. 실 데이터를 활용한 실험 결과, 제안된 방법인 추가적인 웹 콘텐츠 정보의 사용은 주제에 따른 학회 분류의 성능을 성공적으로 향상시킬 수 있음을 확인하였다. 추후 연구에서는 웹 사이트의 구조를 고려한 토픽 정보추출을 통해 분류의 정확성을 더욱 향상시킬 계획이다.

The aim of this paper was to determine the utilization of online information resources by undergraduate students in the University of Nigeria, Nsukka. It was undertaken specifically with the objectives of identifying the online information resources used; academic purposes for their use, extent, problems and strategies for improving the academic use of the resources by undergraduate students. Descriptive survey was used as the research design. The population of this study comprises of all 25,657 regular registered undergraduate students in University of Nigeria, Nsukka. The sample for this study comprises 2500 students which is 10% of the population. The results of the study shows that most of the online information resources are not used by the undergraduate students. Just a few of them are highly used. Some of the academic purposes for the use of the resources include to do course assignment and project works and to stay up-to-date on social events. The major problems responsible for the low utilisation of the resources include incessant power failure, limited available computers in the university library, and server's low bandwidth. Based on the findings, maintenance of uninterrupted power supply, provision of enough computers in the library; constant upgrade of server's bandwidth and many more were recommended as the strategies for improving the use of online information resources by undergraduate students in UNN. The implication of this study lies in the fact that solutions to the problems raised would be helpful to the university management, librarians and students in ensuring maximum and adequate provision and effective utilisation of online information a resources in the library.

이 연구는 내용 중심 한국어 교육을 위해 학술어휘를 어떻게 교육할 것인지에 대한 방안으로 온라인 학술어휘 사전을 개발할 것을 제안한다. 학문 목적 한국어 학습자가 대학 수학 과정에서 접하게 되는 내용 중심 한국어 교육을 위한 학술적 텍스트에는 다양한 학술어휘가 존재한다. 학술어휘를 모르고서는 학문적 내용을 이해하거나 생산할 수 없다. 따라서 그들이 처한 교육적 환경을 고려하여 그들에게 가장 적합한 방식으로 학술어휘를 교육해 교육적 효율성을 높이는 것이 한국어 교육의 과제 중 하나가 되었다. 이에 대한 대안으로 본고는 온라인 학술어휘 사전 개발에 앞서 온라인 학술어휘 사전에는 어떠한 내용이 어떠한 방식으로 담겨야 하는지에 대한 기초 연구를 수행하고자 한다. 온라인 학술어휘 사전은 교실 안으로 한정되어 있던 교육을 교실 안팎으로 자연스럽게 연결하게 해 교육 현장이 갖는 어휘 교육의 한계를 극복하고 교육적 효과를 극대화할 수 있다.

Information technology will inevitably and profoundly alter every aspect of university life. New information technologies are creating new patterns in the research and teaching, with networks enhancing information sharing and data transmission. The revolution in information technology requires that universities integrate information technology with their traditional missions of teaching, research, and public service. Enhanced mode of information access and changing information-seeking behaviors suggest the need for new library services. New technologies have opened up many new services options for libraries. The nature of and potential for new information services suggest that libraries should become better connected with other campus units. Some of these issues will no doubt be addressed by the a n.0, pplication of new technologies and by building campus information infrastructure. An important element of the needed change for enhancing the library information services is the integration of the libraries and computing centers. Libraries and computing centers deal with the same commodity-information and delivering information. For the sake of scholarship and research, the two must devise an integrated a n.0, pproach to delivering the common commodity. Computing centers have special skills in system development and telecommunications. Libraries have good human interface skills and skills for organizing knowledge. Together they could be a particularly productive team. Noting this, some universities have created new information service units which unify the present-day computing, library and telecommunication functions. Existing models range from true merging to situations where some cooperative activities are being conducted. The purpose of this study is to suggest the direction in developing of information services in academic libraries by examining the changing information environment and trends of integrating libraries and computing centers. This paper inquires into the changing information environment, the impact of imformation technology on universities and libraries, some casses of integration of academic libraries and computing centers, and effects of integration of two and suggests the developing direction of information services in academic libraries.
