Starting from 2005, as the new city paradigm, the term 'u-City' was created in Korea. U-City service, as defined in "u-City law", is a service that connects and intermediates among government, traffic, welfare, environment, disaster mitigation, etc., and their data based on ubiquitous city technology and infrastructure. According to the survey executed by local governments, the improvements in the standard of living of citizens have in turn increased the needs for anti-mitigation services. Such trend is bolstered with the recent disasters such as the conflagration of Korean Soong-rae Gate and the devastating earthquake of Sichuan province. This article describes a concept of the u-City disaster prevention service and looks into the activities and planning of u-City disaster prevention service of local governments. This paper also briefly looks into the law and policies to derive the needs of u-City disaster prevention service as well as the current technologies and u-City disaster prevention services of local governments. Ultimately, this paper offers the strategic direction of developing u-Disaster Prevention City.

In this short note we prove new differential Harnack inequalities interpolating those for the static surface and for the Ricci flow. In particular, for 0 ≤ 𝜀 ≤ 1, α ≥ 0, 𝛽 ≥ 0, 𝛾 ≤ 1 and u being a positive solution to $${\frac{{\partial}u}{{\partial}t}}={\Delta}u-{\alpha}u\;{\log}\;u+{\varepsilon}Ru+{\beta}u^{\gamma}$$ on closed surfaces under the flow ${\frac{\partial}{{\partial}t}}g_{ij}=-{\varepsilon}Rg_{ij}$ with R > 0, we prove that $${\frac{\partial}{{\partial}t}}{\log}\;u-{\mid}{\nabla}\;{\log}\;u{\mid}^2+{\alpha}\;{\log}\;u-{\beta}u^{{\gamma}-1}+\frac{1}{t}={\Delta}\;{\log}\;u+{\varepsilon}R+{\frac{1}{t}{}\geq}0$$.

Let G = (V, E) be a connected graph. The eccentric connectivity index of G is defined by ��C (G) = ∑u∈V (G) deg(u)e(u), where deg(u) and e(u) denote the degree and eccentricity of the vertex u in G, respectively. In this paper, we introduce a new formulation of ��C that will be called the distance eccentric connectivity index of G and defined by $${\xi}^{De}(G)\;=\;{\sum\limits_{u{\in}V(G)}}\;deg^{De}(u)e(u)$$ where degDe(u) denotes the distance eccentricity degree of the vertex u in G. The aim of this paper is to introduce and study this new topological index. The values of the eccentric connectivity index is calculated for some fundamental graph classes and also for some graph operations. Some inequalities giving upper and lower bounds for this index are obtained.

Im Mittelpunkt der vorliegenden Arbeit steht die Untersuchung der Dynamik im System des deutschen Passivs mit dem $R\"{u}ckblick$ auf das Genuanische. Dabei steht es vorrangig im Zusammenhang mit der Grammatikalisierung der $Verbalf\"{u}gungen$ 'werden + PP' und 'sein + PP'. Und im heutigen deutschen Passivsystem ist zwar die $F\"{u}gung$ 'werden + PP' unmarkiert, aber im Genuanischen $\"{u}berwiegt\;die\;F\"{u}gung$ 'sein + PP'. Das Partizip der Kombination 'werden/sein + PP' wird im Gotischen $ausschlie{\ss}lich$ und im Althochdeutschen noch stellenweise flektiert. Hieraus darf geschlossen werden, dass im $Fr\"{u}hdeutschen$ das Verb finita und das Partizip als relativ $unabh\"{a}ngige$ Glieder einander $gegen\"{u}ber$ stehen und in einer Konstruktion verkettet werden, die einfach den Status der neuhochdeutschen periphrastischen Konstruktion aufweist. Die aspektuelle Bedeutung der $Passivf\"{u}gungen\;l\"{a}sst$ sich da als $bin\"{a}re$ Opposition von kategoriellen Merkmalen 'mutativ' (= Zustandswechel) und 'statal' (= Zustand), verteilt auf die F\"{u}gungen$ 'werden + PP' und 'sein + pp', beschreiben. Diese Merkmale kommt jeweils aus dem inchoativen bzw. durativen Verbalaspekt der Verba 'werden' bzw. 'sein' heraus. Diese Opposition unterscheidet sich von der neuhochdeutschen $Gegen\"{u}berstellung$ vom Vorgangspassiv und Zustandspassiv. Die Eigenbedeutung der Verben 'werden' und 'sein' $l\"{o}st$ sich nun, insbesondere im $Sp\"{a}talthochdeutschen$ in der Semantik der ganzen $F\"{u}gungen$ weitgehend auf, was seinerseits den Verlust der aspektualen Markiertheit der Passiv-Periphrasen mit den Verben finiten verursacht und ihre Entwicklung in Richtung auf die Paradigmatisierung der beiden $F\"{u}gungen\;erm\"{o}glicht$. Die weiter Entwicklung von $Passivf\"{u}gungen$ zeichnet sich durch eine zunehmende Expansion der $F\"{u}gung$ 'werden+PP' in die ursprungliche aspektuale $Sph\"{a}re$ der sein-Konstruktion aus. Dieser Prozess, der zur Auxilialisierung des Verbums finitum $f\"{u}hrt$, setzt schon im $Sp\"{a}talthochdeutschen$ ein und gelangt im Mittelhochdeutschen zur vollen $Auspr\"{a}gung$. Die Konkurrenz der beiden Passivkonstruktionen $f\"{u}hrt$ nun zur $allm\"{a}hlichen$ Verengung des aspektualen Bereichs der $F\"{u}gung$ '.sein+PP', $f\"{u}r$ die nun nur das Resultivum $\"{u}brig$ bleibt.

도시공간에 구현되는 새로운 미래도시 상으로서 유비쿼터스 서비스, 인프라, 기반기술 및 도시 관리 차원이 총체적으로 융합된 U-City는 범국가적 비즈니스 모델로 정부와 개별 지방자치단체에 의해 추진되고 있다. 하지만 정부 및 개별 지방자치단체가 추진한 U-City를 평가하고 그 파급효과를 측정할 명확한 체계가 구축되고 있지 못한 실정이다. U-City의 효율적이고 체계적인 성과측정은 U-City 비전 및 정책 목표의 달성을 지원하며, 성과기반의 예산 편성 및 자원의 효율적 관리를 지원할 것이다. 본 연구에서는 U-City 운영에 관한 사업의 성과를 평가하기 위한 객관적이고 종합적인 성과측정체계를 개발하고자 하였다. 문헌연구와 전문가 인터뷰를 이용한 탐색적 연구를 통하여 U-City 서비스, 인프라, 기술, 관리 등의 성과측정 영역 및 각 영역별 핵심성공요소(CSF)와 핵심성과지표(KPI)를 도출하였다. 전문가 인터뷰를 통해 지표 분류 체계와 내용에 대한 타당성을 검증하였고 AHP 기법을 이용하여 지표간의 전략적 실행우선순위를 위한 가중치를 도출하였다. 이를 이용하여 'U-City성과 전략맵 도출' 단계에서는 성과측정 영역 및 핵심성공요소를 대상으로 해당 U-City의비전 및 목표를 성취하는데 최단경로를 제시할 수 있는 인과관계를 도식화 하게 된다. 향후 도출된 U-City 성과측정체계를 실제 U-City에 적용시켜 검증함으로써 완성도를 높여 나감 은 물론, 유용성을 가시화할 수 있겠다.

In this paper, a functional central limit theorem is derived for a stationary m-dimensional linear process ${\mathbb{X}}_t$ of the form ${\mathbb{X}_t}={\sum}_{u=0}^{\infty}A_u{\mathbb{Z}_{t-u}}$, where $\{\mathbb{Z}_t,\;t=0,\;{\pm}1,\;{\pm}2,\;{\cdots}\}$ is a stationary sequence of linearly positive quadrant dependent m-dimensional random vectors with $E({\mathbb{Z}_t})={{\mathbb{O}}$ and $E{\parallel}{\mathbb{Z}_t}{\parallel}^2<{\infty}$.

In this paper, we introduce and study the u-S-weak global dimension u-S-w.gl.dim(R) of a commutative ring R for some multiplicative subset S of R. Moreover, the u-S-weak global dimensions of factor rings and polynomial rings are investigated.

Validity of the stationary bootstrap of Politis and Romano (1994) is proved for U-statistics under strong mixing. Weak and strong consistencies are established for the stationary bootstrap of U-statistics. The theory is applied to a symmetry test which is a U-statistic regarding a kernel density estimator. The theory enables the bootstrap confidence intervals of the means of the U-statistics. A Monte-Carlo experiment for bootstrap confidence intervals confirms the asymptotic theory.

For two vertices u and v of an oriented graph D, the set I(u, v) consists of all vertices lying on a u-v geodesic or v-u geodesic in D. If S is a set of vertices of D, then I(S) is the union of all sets 1(u, v) for vertices u and v in S. The geodetic number g(D) is the minimum cardinality among the subsets S of V(D) with I(S) = V(D). In this paper, we give a partial answer for the conjecture by G. Chartrand and P. Zhang and present some results on orient able geodetic number.

In this paper we will study cyclic codes over some special rings: $\mathbb{F}_q[u]/(u^i)$, $\mathbb{F}_q[u_1,{\ldots},u_i]/(u^2_1,u^2_2,{\ldots},u^2_i,u_1u_2-u_2u_1,{\ldots},u_ku_j-u_ju_k,{\ldots})$, and $\mathbb{F}_q[u,v]/(u^i,v^j,uv-vu)$, where $\mathbb{F}_q$ is a field with $q$ elements $q=p^r$ for some prime number $p$ and $r{\in}\mathbb{N}-\{0\}$.
