Flexible Zoning and Mixed Use in Seoul, Korea Planning Implications of Seoul's Zoning Model

  • Zoning has long been criticized for its negative effects and has been taken for granted that zoning works as a hurdle to urban diversity. Responses in the US have emphasized more fine-grained zoning approaches that plan mixed use. This paper introduces and evaluates Seoul's zoning system as a possible alternative. While US zoning regulations have relied on distinguishing ever larger numbers of land use zoning categories, Seoul has opted to integrate new land uses into existing classifications, allowing for greater flexibility of use in each zone. Using municipal building records to evaluate land use in three mid-density residential districts, this paper demonstrates that Seoul's flexible zoning is capable of producing diverse mixed use neighborhoods. It then highlights the potential downside of this approach, showing that flexibility allows for the commercialization and sectoral gentrification of residential districts. It concludes by suggesting that a combination of flexible zones and more fine-grained plans would capture the advantages of both US and Korean planning.

  • This study discusses that the US zoning system came from "progressive movement" in the early 20th century. The US progressive movement was closely related with the scientific management movement in terms of efficiency. In that context, the ontological significance of zoning is found in realizing public interests by blocking external effects based on the value-neutral expertise. Another aspect of the US zoning system is the political one. It is closely related to progressive movement in common with efficiency. The zoning system was introduced as a measure to prevent the racial and class mixture resulting from the influx of immigrants. Today, the racial aspect of zoning is succeeded to exclusionary zoning. This study examines the fact that exclusive interests of US mainstream society have served as more important background than the fundamental aspect preventing external effects in the introduction and evolution of the zoning system.

Mineralogical Characteristics and Formation Processes of Zonal Textures in Hydrothermal Epidote from the Bobae Sericite Deposit (보배 견문모 광상에서 산출하는 녹염석의 누대구조의 특징과 발달과정)

  • Zoned epidotes formed by the propylitic alteration of the Bobae sericite deposit in western Pusan show complex compositional zoning patterns, such as multiple growth zoning, oscillatory zoning, patchy zoning and irregular zoning. The complex zoned epidote, in general, shows AI-rich cores and Fe-rich rims. Pistacite component (Ps) in the epidote ranges from 18.5 to 74.3 mot.%. Remnant textures in multiple growth zoning indicate that the earlier zone was partially resorbed prior to growth of later one. Multiple growth zoning and oscillatory zoning suggest that hydrothermal system underwent rapid changes and fluctuations in fluid chemistry, redox condition, or temperature.

  • Zoning data such as national land use planning map, urban land use planning map, agricultural promotion zoning ap, forest land zoning map has a relationship each other in law and spatial context. But difficulties in data share and the lack of accuracy of manual work makes serious inconsistence son zoning data relationship. This causes many trial and error in land use. For resolving this problem the data modellingmethod is presented as a technical solution.

Establishment and Application of Computer-Assisted Environmental Information System for Land Use Zoning and Environmental Analysis of Natural Park (자연공원의 환경분석 및 용도지역설정을 위한 전산환경정보체계의 수립과 적용)

  • The importance of urban and regional natural park increases because of the needs for preserving the natural resources and providing with natural recreation space in nature. This planning of natural park management should be established based on the research of the various natural resources in the park. But for the lack of effective data synthesizing methods and concepts, only some restricted factors for zoning plan are considered even though GIS computer system for large complex simulation is used. Therefore, in this study three ecological zoning models such as Basic Factor Model (BFM), Visual Landscape Model (VLM) and Comprehensive Ecological Model (CEM) are proposed and applied to Byounsan Peninsula Nature Park(BPNP) for comparison with the current natural park zoning. The BFM has three components -elevation, slope and vegetation. The VLM has applied with six components -elevation, slope, vegetation, road type, and the visual distance. Finally the CEM's modelling factors have included all of BFM, VLM components are added with the land use type, nature and historic resource factors. The zoning concept of BPNP was based on "Minimization" focused on the specific factors. But introduced modelling concept is "Optimization" based on the total ecological environment. So the result of the modelling has larger area for preservation and development zoning compared with the current zoning whose characteristics are ambiguous which allows the environmental destruction. The future study issues will be the determination of the weighting factor, component reconsideration based on the ground truth data and the agriculture residential area zoning.

  • Task based modeling is essential in a construction operation simulation modeling. It allows dealing with local variables or delay factors that affect productivity and improves the reusability of existing operation models. An operation model can secure reality only if it reflects the real construction processes by effectively dealing with zoning issue. However, system users have some difficulties in modeling a construction operation that is consisted of several processes having different production units. Zoning is a major modeling issue when the task based modeling method is implemented using the existing discrete event simulation systems. This paper highlights the difficulty and presents a new method that complements the zoning issues attributed to different production units. The method is described in detail by presenting the flow of entities. It is confirmed that the zoning method effectively deals with the unbalance of production units between processes and facilitates to model an operation model having processes with different production units. The "Zoning module" contributes to increasing accuracy of simulation result.

A Study on the Phenomenon of Natural Zoning under COL Storage Policy

  • In this paper, we first examine the stochastic behavior associated with storage/retrieval process under COL policy, and give analytical results such as the limiting distributions of the number of items in the system and the expected travel distance. We also investigate the phenomenon of natural zoning, that is, the tendency of similar items to group themselves together, when two types of items with different turnover rates are stored and retrieved. Natural zoning refers to this grouping occurring under the seemingly unbiased policy COL. We show that zoning can occur naturally with batch arrivals to the storage system.

  • The study is to provide the guidelines for the classification of residential zoning System in Seoul which reflect district characteristics. To this end, we first identify the problems the residential areas of Seoul are facing, and set up the policy goals and guidelines for refinding the zoning system for residential areas. Also, this study reviewed density control in he classification of residential zoning system, based on the guidelines of density, which included height, ratio of total floor to ground area, and land distribution.

  • The purpose of this study is to introduce the case of advancement of rural zoning system in a local government of Japan. The Matzgawa county, one of the local governments in Japan, sets up a new zoning system which advanced in using rural resources. In order to develop and revitalize rural region, it is necessary to use all kinds of rural resources, including agricultural as well as non-agricultural resources comprehensively. Also, the classification of agricultural land use should be reformed. The zoning on rural land should be changed to include not only agricultural use but also non-agricultural use, so as to manage comprehensively agricultural land use and its conversions. Furthermore, the land use regulation should be applied to each zone of the agricultural land.

  • An inappropriate space zoning plan causes the unnecessary transportation of construction material and equipment among work areas and increases the disorder of work space. Space zoning is an essential operation management technique which contributes to reduce the process and/or operation idle-time. This paper introduces a method that computes the idle-times between construction operations (or processes) by using Web-CYCLONE. It allows computing with idle-times that affect the construction productivity. Using the idle time between operations and between processes, it computes the optimal number of zones and finds the optimal combination of zones that minimize the idle times. The method contributes to minimize the idle times relative to the operation schedule using complete enumeration. This paper presents the system prototype in detail. A case study is presented to demonstrate the system and verifies the validity of the model. It allows a project manager to establish space zoning plan that effectively segregates a project into optimal number of construction zones and to assign the constrained resources (e.g., laborer, equipment).
