A Study on Zero Pay Image Recognition Using Big Data Analysis

  • The 2018 Seoul Zero Pay is a policy actively promoted by the government as an economic stimulus package for small business owners and the self-employed who are experiencing economic depression due to COVID-19. However, the controversy over the effectiveness of Zero Pay continues even after two years have passed since the implementation of the policy. Zero Pay is a joint QR code mobile payment service introduced by the government, Seoul city, financial companies, and private simple payment providers to reduce the burden of card merchant fees for small business owners and self-employed people who are experiencing economic difficulties due to the economic downturn., it was attempted in the direction of economic revitalization for the return of alleyways[1]. Therefore, this study intends to draw implications for improvement measures so that the ongoing zero-pay can be further activated and the economy can be settled normally. The analysis results of this study are as follows. First, it shows the effect of increasing the income of small business owners by inducing consumption in alleyways through the economic revitalization policy of Zero Pay. Second, the issuance and distribution of Zero Pay helps to revitalize the local economy and contribute to the establishment of a virtuous cycle system. Third, stable operation is being realized by the introduction of blockchain technology to the Zero Pay platform. In terms of academic significance, the direction of Zero Pay's policies and systems was able to identify changes in the use of Zero Pay through big data analysis. The implementation of the zero-pay policy is in its infancy, and there are limitations in factors for examining the consumer image perception of zero-pay as there are insufficient prior studies. Therefore, continuous follow-up research on Zero Pay should be conducted.

Detecting Protest Responses (지불거부응답의 판별)

  • This study analyzes ways to detect protest responses (hereafter, PR zero-bid) in the contingent valuation method (CVM). In order to distinguish PR zero-bids from true zero-bids (non-PR zero bids), this study adopts the concept of the implicit willingness to pay employing the Hicksian compensating surplus and the Taylor's 1st order approximation. When a respondent proposes a zero-bid (i.e., WTP=0) and chooses a PR filtering item to indicate that her implicit WTP is not necessary zero, her response is identified as a PR zero bid. PR filtering items falling into the PR zero bids category include the uncertainty of information, distrust in the government and project achievement, disagreement to project plans, discontent with the fairness of public works and their payment method and animosity against the CVM itself. The empirical analysis shows that PR zero bids take place systematically in particular respondent groups: respondents who have never used similar facilities before nor plans to use the facility provided by the public project, the employed, and low income groups. In conclusion, the study suggests that a CVM questionnaire needs to be designed carefully to minimize problems associated with PR zero bids and the potential risks of having sample selection bias should be concerned.

A Comparison of Estimation Methods for Willingness to Pay Amount in Constructed Oceans and Fisheries Resources Market by Contingent Valuation Method (해양수산자원 가상시장의 지불의사금액 추정방법 비교)

  • This study is to compare and evaluate the estimating method of WTP(willingness to pay) for the valuation of oceans and fisheries resources with non-market goods characteristics using contingent valuation method. In general, when estimating parameters of the WTP function, we should take into account the assumption of probability distribution, inclusion of covariates, method of inducement of payment, and the treatment of 0 payment intention and resistance responses. This study utilizes survey data that was used to estimate the value of fisheries resource protection zones, with a total of 1,200 samples. The main results of this study are summarized as follows: First, the final willness to pay amount is estimated at a statistical significance of less than 1 percent, and the distribution of the final willness to pay amount is from \6,926 of the double bounded dichotomous model to \10,721 of the spike model. Second, the willness to pay amount based on assumptions about the normal and logistic probability distributions are estimated to be \9,429 and \9,370 respectively, so there was no significant difference. Third, the willness to pay amount of the single bounded dichotomous model and the double bounded dichotomous model are estimated to be \8,951 and \6,926 respectively, making a relatively large difference. Fourth, the willness to pay amount of the model without covariates and the model with covariates are estimated to be \9,429 and \8,951, respectively, so the willness to pay amount is underestimated when the covariates are included. Fifth, the Spike model that considers zero payment intention and resistance response estimates \10,405 as the highest payment in this study. Finally, the CVM analysis guidelines proposed by the Korea Development Institute (KDI) are estimated to be \9,749 and \10,405 respectively, depending on including no covariates and with covariates. Compared to other models, the final willness to pay amount is not estimated underestimated. Therefore this study suggests the use of KDI's guidance under government public policy projects. In view of these results, the estimating model for willness to pay amount model will be selected by considering the sample size, the suitability of the model, the sign of the estimated coefficient, the statistical significance, the ratio of the zero payment intention and the payment rejection. And, for CVMs on government public policy projects, it is desirable to estimate by the method proposed by the KDI.

A Study on Consumers' Perception and Willingness to Pay for Fruits and Vegetables Using Renewable Energy (신재생에너지 이용 과채류에 대한 소비자 인식 및 지불의사에 관한 연구)

  • This study investigated consumers' perceptions and willingness to pay (WTP) for fruit and vegetables grown using renewable energy such as solar power, geothermal, waste heat from incinerators, hot water from thermal power plants. To this end, this study conducted an online survey of 1,050 consumers in Seoul, Gyeonggi, and the six metropolitan cities, and the main findings are as follows. First, most of the consumers perceived climate change as a serious problem, and 82.8% recognized the government's declaration of carbon zero was appropriate, which means that the government's active response to climate change is important. Second, on the pros and cons of the use of renewable energy when cultivating fruits and vegetables, opinions in favor of solar power were the highest, followed by geothermal heat, waste heat from waste incineration plants, and thermal power generation hot drainage. Third, at least 28.0% to 41.7% of consumers were willing to purchase fruits and vegetables using renewable energy more expensive than fruits grown using fossil energy such as kerosene. This means that the fruit and vegetable market using renewable energy is valuable as a niche market.

  • 2018년 12월 20일부터 '제로페이' 시범 서비스를 시작했으며, 2019년 3월 이후 본격적으로 정식 서비스를 시작해 전국으로 확대한다는 방침이다. 이론적 배경으로부터 도출된 가설을 검정하기 위해서 제로페이 사용자를 대상으로 편의표본추출법을 채택하여 설문 조사를 진행할 예정이다. 실증분석에서는 제시된 가설들의 영향 관계를 분석하고 이전 측정항목의 신뢰성과 타당성을 확보하기 위해 신뢰성 분석 및 타당성 분석을 실시한다. 또한 각 변수들 사이의 판별타당성과 변수간의 방향의 정도를 확인하기 위하여 상관관계분석을 실시하고, 경로모형과 가설을 검정한다. 본 연구를 통해 사용자들의 제로페이의 수용에 대한 결정요인을 보다 명확하게 이해할 수 있을 것이며, 관련 연구자나 실무자들은 물론 제로페이 서비스 기업들이 활용할 수 있는 마케팅 전략방안을 제시하고자 한다.

A Comparison of Parametric and Non-parametric Approaches Dealing with Zero Responses in CVM Research (조건부 가치측정법에서 영(0)의 응답처리를 위한 모수적 추정법과 비모수적 추정법의 비교연구)

  • There has been some debates about zero willingness to pay in contingent valuation method research. Therefore, this paper tries to estimate and compare the results of various models to handle zero willingness to pay responses. For this purpose, we have employed parametric estimation such as the mixed model and the spike model, as well as non-parametric estimations. As a result, these models derived WTP estimate different from conventional model, but they also show some weakness. Therefore, in future research, more conservative estimate of the model should be to use rather than specific model.

Assessment of Economic Value of Sangkwan Multi-Purpose Reservoir (I): Benefits of Environmentally-Enhancing Water (상관 다기능 저류지 조성의 경제적 편익 평가(I): 환경개선용수 공급편익을 중심으로)

  • This study attempts to estimate the benefits of environmentally-enhancing water ensuing from Sangkwan multi-purpose reservoir. To this end, we apply a survey technique, the contingent valuation (CV) method to elicit the public willingness to pay (WTP). Two CV surveys of randomly selected households were administrated to on-site and off-site areas. As it happens, a number of respondents reported zero WTPs for the environmentally- enhancing water. To deal with the zero WTPs, this study employs a spike model. The results show that average household's WTP for the environmentally-enhancing water ensuing from Sangkwan multi-purpose reservoir is estimated to be 1,393.7 won for on-site area and 2,237.7 won for off-site area per year. The benefits of environmentally-enhancing water ensuing from Sangkwan multi-purpose reservoir amount to about 38.3 billion won per year. Our findings are expected to contribute to determining an appropriate level of investment and making management policies with regard to the benefits of environmentally-enhancing water.

Housing Costs of Young College Graduate Renters in Capital Region Reflected in the 2012 Korea Housing Survey

  • This study examined housing costs and housing affordability of young college graduate renters in the Capital Region of Korea using microdata of the 2012 Korea Housing Survey (KHS). A licensed microdata set of 2012 KHS was obtained on September 29, 2012 from the official KHS Website and analyzed statistically. I selected 93,795 young college graduate renters between 20 and 29 years of age in the Capital Region and compared their housing costs across income levels and tenure type. Major findings were as follows: (1) Jeon-se deposit was on average 3.1 times the annual household income and monthly renters' deposit was 7.1 times the monthly household income; (2) households in higher income groups tended to pay a larger deposit and/or monthly rent; however, households with a lower income were found to pay a greater proportion of income to housing costs than households with a relatively higher income; (3) a total of 64% of all young college graduate renters had housing cost burdens to pay 30% or more of their income for housing, and more than 78% of the low-income households were found burdened; and (4) after housing cost payments, low-income households had less than one million KRW left to spend on other needs and savings; in addition, some low-to mid-income households had zero or even minus income left after housing cost payments.

The Non-Market Value of Science Museum (과학관 시설의 비시장적 가치)

  • As a scientific educational facility, the role of science museum has been enlarged. However there are few study to evaluate the public value of science museum. This paper applies a conjoint analysis to measuring the public value of science museum. At first, this paper chose the attributes of science museum and derived the marginal willingness to pay, As a result, the choice works for selecting a preferred option among three alternatives were within respondents' ability and the derived marginal willingness-to-pay estimates were statistically different from zero. This paper contributes to complementing the existing valuation methods by estimating the attributes of science museum and providing policy-makers with useful methodological framework and quantitative information in the decision-making process related to the policy of cultural facilities.

An Economic Value for Construction of Ecological Stream in Hong Cheon Area, Korea (홍천강 생태하천 복원사업의 경제적 가치)

  • The goal of this study is to estimate economic benefit of restoring ecological stream of Hong Cheon river. The benefit is determined by estimating willingness-to-pay for the value of Hong Cheon river because it is a non-market good which is difficult to be measured in terms of monetary value. Specifically, the spike model, one of the contingent valuation methods, is used to distinguish respondents having zero willingness-to-pay for Hong Cheon river. The results show that a household located near the Hong Cheon river is willing to pay 3,300~4,628 Korean Won per year, while a household not located near the Hong Cheon river is willing to pay 1,308~2,929 Korean Won per year. Thus, total benefit of restoring ecological stream of Hong Cheon river is estimated as 97.6~216.3 billion Korean Won.
