Purpose: The problem of housing poverty among young people is a very important problem for the nation. Therefore, the main purpose of this paper is to identify the problems of the government's housing support policy for young people. And it is in presenting specific solutions by fully reflecting the opinions of experts. Research design, data and methodology: This study consisted of analyzing the following three research topics: 1) the differences of youth residential support housing policy impact on young adults' housing stability, 2) the problems and solutions of youth housing support policy, and 3) the differences of experts' opinions on the impact of government policy on youth housing stability. The subject of this study is the government's seven housing policies for young people. The targets include Happy Public Rental Housing (Happiness Housing), Station Area Rental Housing for youth (Station Area 2030), Public Dormitory for College Students (Public Dormitory & Hope Dormitory), Jeonse Rental Housing for College Students (Subject Lease Rental Housing for College Students), Social Housing for Young People, and Share House. The data was organized through expert surveys from 1st to 30th June 2020. The experts surveyed include professors & researchers, public officer & public institutions staff, and private developers of young adults' housing. The methodology of analysis on the problem and the solution of government policy was Frequency analysis. And analysis methods on differences of experts' opinion were ANOVA, Levene' test, and Schefe test. Results: Problems in Government's youth residential support housing policy include high rents, lack of supply, difficulty in acquiring rental housing, inconvenience in using shared spaces, conflicts with cohabitants, and invasion of privacy. Solutions include expanding supply to urban areas, establishing long-term plans, securing privacy, diversifying business methods, establishing platforms for rental housing transactions, and expanding various public support (financial support, etc). Conclusions: There was a difference in perception among groups of experts on the impact of public rental housing (called 'happiness housing') in youth housing stability. It is very urgent to come up with the most reasonable policy to support youth housing. This requires in-depth discussions by experts to narrow their differences.

본 연구의 목적은 한국 청년 세대의 청년정책에 대한 복지태도에 영향을 미치는 요인을 확인하는 것이다. 분석결과, 한국 청년들의 72.1%가 청년의 자립지원에 대한 책임이 정부에 있다고 인식하고 있었고, 상당수 청년들이 청년지원정책(49.5%)과 일자리지원정책(59.7%)에 대한 지출이 현재수준보다 확대되어야 한다는 태도를 보였으며, 청년수당 제공에 대해서는 24.1%만이 찬성했다. 청년자립지원에 대한 정부책임, 일자리지 원정책에 대한 지출확대에 대해서는 청년 내 집단별 인식 차이가 크지 않은 데 반해, 청년지원정책에 대한 지출확대와 특히 청년수당 지원에 대한 태도에서는 집단별 차이가 상당했다. 청년들은 연령대, 교육수준, 고용상태, 주거형태 등에 따라 상이한 정책 욕구와 인식을 보였다. 한국청년들은 대체로 우리사회가 불평등하다고 인식했는데, 불평등인식수준이 높을수록 청년지원에 대한 욕구와 선호가 높았다. 따라서 향후 청년 정책 수립 시, 청년들이 처한 구체적 삶의 현실과 청년 내부의 이질적 욕구 및 인식수준을 반영한 촘촘한 정책설계가 필요하다.

This study aimis to identify policy priorities for promoting youth activities through the Importance-Performance Analysis (IPA). IPA is used to identify policy priorities for promoting local youth activities. The IPA tabulated result is presented in a two-dimensional grid to showing for promoting local youth activities, The require concentrate support part is divided into 3 parts. Problem solve supporting at work development of leisure activities programs, leisure activities programs developing and development of leisure-related professionals. And leisure-related professionals developing. The next parts that require continuous management were divided into four parts. The next parts that require continuous management is divided into four parts. Creating rental housing for young people, support for housing expenses supporting, loans supporting, and Holiday guaranteed. Based on the factors that support youth activities that make up the IPA matrix, the implications of revitalizing local youth activities is presented as below. First, ensuring employment of local youth and efforts to create sustainable jobs. Second, continuous efforts to improve the housing conditions of local youth, and third, policy support is needed for local youth to do various leisure activities.

본 연구는 가출 후 청소년의 거리생활 경험에 관하여 조사하고, 거리생활로 인한 범죄의 영향력 등에 대해서 살펴봄으로써 효과적인 융복합적 지원정책에 대해서 탐색하였다. 본 연구조사는 청소년쉼터 이용청소년과 아웃리치 사업에서 만난 거리청소년을 대상으로 설문조사하였으며, 최종적으로 259부를 분석하였다. 연구결과는 다음과 같다. 첫째, 청소년가출 연령과 거리생활 연령을 비교해 볼 때에 가출 후에 적절한 서비스를 통한 개입과 지원이 이루어지지 못할 때에 가출청소년은 거리생활로 이어질 수 있다. 둘째, 거리청소년에 대한 정책은 청소년쉼터에 찾아온 아이들을 대상으로 서비스를 지원하였다. 그러나 이제는 청소년 지원 정책이 청소년 삶의 현장을 찾아가는 서비스와 욕구를 기반으로 문제해결을 돕는 융복합적 정책의 필요하다. 셋째, 거리생활 후에 비행행동이 높아짐을 알 수 있다. 거리청소년은 거리생활을 위해서는 비행에 가담할 수밖에 없는 상황에 놓이게 된다. 마지막으로 거리생활 청소년은 생활비, 주거시설, 일자리 소개, 취업기술 훈련 등의 자립지원에 관한 서비스 욕구가 높게 나타났다. 결과적으로 거리생활 경험 청소년의 개입은 주거, 노동, 교육, 복지 등의 융복합적 지원이 필요하다.

The purpose of this study is to propose policy implications of youth facilities that will be expanded by analysing at the current status of youth facilities in Seoul. The study was conducted as a process of improvement directions through prior researches and analysis of policy, survey of cases and analysis of status. First, the appearance background and status of youth facilities were analyzed for the study. It also looked at research institutes and Seoul Metro Government's policies and systems. Second, the space composition of 10 youth facilities operated by the Seoul Metropolitan Government was analyzed according to local characteristics, programs and policies. Third, based on this, the policy implications of youth facilities were derived. As a result of the study, the following results were derived : First, the need to link youth facilities with policies to "live" solutions, secondly, DB of information and connection to youth facilities and jobs and thirdly, connection with major public institutions and facilities to promote active use, and finally, development of space provision and support systems and programs considering characteristics of local governments.

The purpose of this study was to establish the effective model for community-centered youth development in Korea. The research methods used the extensive review of related literatures and consultation with a panel of experts in this field. Based on the major results, the implications and suggestions were as follows. First, community youth development will need to provide the opportunities of competencies and a full complement of positive connections to youth activities. Second, communities promote to engage youth as partners with adults in the process of positive youth development. Third, youth development organizations operate to support the programs to prevent or treat specific problems in terms of community youth contexts. Finally, collaboration and network are necessarily required among youth, adults, home, school, organizations within the community.

본 연구는 지원정책이 청년창업에 미치는 영향을 분석하고 지원정책의 효율성을 강화코자 하는데 목적을 두고, 창업자의 교육수준과 창업기업의 성과와 창업지원에 관한 실증적 연구를 통해서 창업지원프로그램에 의한 지원성과를 실증 연구하고자 한다. 본 연구는 창업지원이 성공창업패키지에 참가하는 청년창업자 또는 청년예비창업자들에 의해 지원성과에 미치는 영향을 달리할 것으로 보고 지원정책을 연구하는데 초점을 두고 있으며, 본 연구의 목적을 달성하기 위해 청년창업자들의 특성과 창업지원 정책에 관련된 국내외 문헌을 고찰하고, 정부의 지원정책을 조사하여 이를 기초로 연구모형을 설정하였다. 이 연구모형을 검증하기 위해 전국 창업프로그램 교육을 받은 대학생들을 대상으로 설문조사를 실시하였으며, 실질적인 기술창업이 가능한 공대생을 중심으로 기간은 2012년 6월 1일부터 6월 15일까지 하였으며, 자료 수집의 방법은 창업프로그램에 참가하였던 공대학생들을 대상으로 직접 설문하였으며, 157부를 각각 수집하여 실증분석을 하였다.

본 연구는 중도입국 청소년의 학습권 보장과 관련하여 교육 관련 종사자와 학부모의 인식 고찰을 목적으로 한다. 특히, 중도입국 청소년의 학교 교육기회와 적응 실태를 분석하고 그에 따른 정책적 제언을 하고자 하였다. 이를 위해 연구참여자를 대상으로 일대일 심층면접을 실시하여 자료 수집 및 분석을 하였다. 연구결과, 초기정착, 기본권으로서 사회보장 지원, 학습권 보장, 심리지원의 4개의 범주와 7개의 하위범주가 도출되었다. 이러한 연구결과를 통해 첫째, 중도입국 청소년의 학습지원을 위한 법적 근거 마련, 둘째, 학교 부적응 중도입국 청소년을 위한 교육과정 구성, 셋째, 개별 맞춤형 지원 제도 수립, 넷째, 정보제공 등 지원 제도의 적극적인 홍보, 마지막, 심리적 안정을 위하여 제도의 다변화를 제안하였다.

The purpose of this study is to suggest some policy and theoretical implications for the youth's internet game addiction by analyzing the moderating effects of social support in the relationship of Oiettolie propensity and game addiction behaviors. For the purpose of this study, this study set a research model about the causal relationships among the study variables by reviewing previous studies and surveyed high school students for this research. The analytical results of this study are the followings. First, lack of communication and impulsivity have significant influences on Oiettolie propensity. Second, Oiettolie propensity has a significant influence on youth's game addiction. Third, social support moderates the relationship between Oiettolie propensity and youth's internet game addition. This study suggests some implications for the youth internet game addiction.

최근 우리 사회의 전 영역에 걸쳐 청년 세대의 문제가 대두되고 있다. 이들은 생애 주기 과정상 독립, 취업, 혼인 등 다양한 이행기에 있어 다차원적이며 중첩된 문제에 놓여 있으며 특히, 가장 체감할 수 있는 주거분야에서 주거독립의 관점에서 살펴보았다. 사회적 자본이 충분하지 않은 상태에서의 독립은 주거독립 중단의 가능성이 높고 불안정한 독립일 가능성이 높다. 그럼에도 많은 청년들은 자의든 타의든 주거독립으로 인해 어려운 환경에 놓여 있다. 이에 청년가구와 같은 취약계층의 자립 용이성 측면에서 자신에 대한 이해와 지지체계의 중요성을 감안하여 분석을 하였다. 분석 결과, 청년의 일반적 특성에 국한하기보다 내재적 다양성 및 이질성을 고려한 정책이 요구된다. 또한 일시적 주거비 부담 완화와 같은 단편적 정책보다 실질적으로 자립을 이행할 수 있는 장기적 정책이 필요하며 이와 더불어 청년 일자리, 고용 안정 등의 복합적 지원도 필요하다. 청년가구의 주거독립에 미치는 주요 영향요인으로 대중교통 이용과 문화시설 등에 대한 생활 인프라의 요구를 확인할 수 있었다. 한정된 재원인 정책자금의 효율성 및 효과성을 동시에 고려하기 위해서는 입지 선정을 세심하게 고려해야 한다. 또한 주거독립을 위한 다양한 주택유형 및 점유형태를 제공하여 청년의 이행기 및 생애 주기 관점에서의 선택권을 확대할 필요가 있다. 청년의 이행기 지연은 개인의 생애 주기 단절, 만혼, 저출생 등 사회 전체적인 측면에서의 손실로 이어질 수밖에 없다. 이러한 점에 비추어 가장 체감할 수 있는 주거상황에 대해 보다 포괄적인 차원에서 통합적인 노력이 필요하다. 나아가 미래세대의 주요 구성원으로써 자립할 수 있도록 전향적인 사회적 공감대와 지지가 필요하다.
