Introduction of Child and Adolescent Mental Health Services in Korea and Their Role During the COVID-19 Pandemic: Focusing on the Ministry of Education Policy

  • This study aimed to discuss mental health services for children and adolescents that are being implemented as initiatives of the Korean government and to review the functions and roles of these projects during the COVID-19 pandemic. Three government departments are in charge of providing mental health services for children and adolescents: Ministry of Education, Ministry of Gender Equality and Family, and Ministry of Health and Welfare. The Ministry of Education has implemented several policies to facilitate the early detection of mental health issues among school students (from preventive interventions to selective interventions for high-risk students). The Ministry of Gender Equality and Family additionally serves out-of-school children and adolescents by facilitating early identification of adolescents in crises and providing temporary protection or emergency assistance (as required) through the Community Youth Safety-Net Project. Furthermore, the Ministry of Health and Welfare operates relevant mental health agencies for individuals of all ages including children and adolescents. Any high-risk students who have been screened through the projects of the Ministry of Education are supported through referrals to the following institutions for appropriate treatment of their symptoms: specialized hospitals, the Youth Counseling and Welfare Center operated by the Ministry of Gender Equality and Family, the National Youth Healing Center, the Mental Health Welfare Center operated by the Ministry of Health and Welfare, the Suicide Prevention Center, and the Child Welfare Center. To assist students who are facing any psychological difficulties because of the COVID-19 pandemic, the Ministry of Education has established a psychiatric support group for providing emergency mental health care; furthermore, schools are promoting psychological surveillance (e.g., provision of non-face-to-face counseling services that are centered around the Wee Center). The Ministry of Education, Ministry of Gender Equality and Family, and Ministry of Health and Welfare have provided varied mental health support services in order to address the challenges faced by children and adolescents during the pandemic. Nevertheless, the mental health services operated by each ministry do show some limitations because their service provision system is insufficiently collaborative. The present study discussed the positive effects of each initiative as well as its limitations; furthermore, it suggested improvements for facilitating the healthy development of children and adolescents' mental health.

Kogan's Attitude Toward Old People: Evaluation of validity and reliability assessment among nursing students in Thailand, Myanmar, and Indonesia

  • Background: Asia is on track to become the region with the most elderly people in the world. The elderly population will reach 922.7 million by the middle of this century. Therefore, they will be cared for by the today's youth. Negative attitudes toward older people can make adolescents more uncomfortable relating to them. Objectives: The objective of this study was to evaluate validity and reliability of Kogan's attitude toward old people among nursing students in Thailand, Myanmar, and Indonesia. Methods: Content validation of the 34-item Kogan's attitude toward old people was examined by three geriatric nursing experts. The reliability was evaluated on 600 nursing students, from nursing colleges in Thailand (200), Myanmar (200), and Indonesia (200). Findings: The attitude scores towards the elderly ranged from 34 to 238. All of the 34 items were found to have significant item-to-total correlations (p< .05). The reliability results were as follows: In Thailand, Cronbach's alpha was .70 for the total scale, .72 for the positive scale, and .68 for the negative scale. In Myanmar, Cronbach's alpha was .68 for the total scale, .65 for the positive scale, and .66 for the negative scale. In Indonesia, Cronbach's alpha was .66 for the total scale, .71 for the positive scale, and .72 for the negative scale. Conclusions: These findings suggest that Kogan's attitude toward old people is reliable and valid for nursing students from Thailand, Myanmar, and Indonesia. However, Kogan's attitude toward old people should be revised by these countries, including changing wording on all items for better reliability. The revised version must then be tested for reliability and validity.

1920년대 초반의 신문불매운동 연구 (Audience's Boycott Movement to the Korean Press in the Early 1920s)

  • 이 논문은 일제 초기 민간지를 대상으로 독자들이 집단적으로 불매운동을 벌였던 두 개의 사례들을 분석하였다. 일제기 언론사에서 벌어졌던 첫 번째 불매운동은 1922년 2월 운양 김윤식의 사회장 문제를 둘러싸고 반대 세력들이 $\ulcorner$동아일보$\lrcorner$에 대해서 펼쳤던 불매운동이다. 두 번째는 1923년 3월 전조선청년당대회에서 $\ulcorner$동아일보$\lrcorner$ 불매운동을 결의했던 사례이다. 이 두 사례는 모두 1920년대 초 민족운동 진영 내에서 민족주의 세력과 사회주의 세력이 보여 주었던 대립과 갈등의 맥락에서 이루어졌다. 당시 두 세력은 민족운동에 대한 기본 입장을 달리하면서 주도권 확보를 위해 여러 측면에서 경쟁과 대립 양상을 보여 주었다. 그 과정에서 사회주의 세력들이 민족주의 진영을 대변하던 $\ulcorner$동아일보$\lrcorner$에 대해 불매운동을 결의하고 실행하였던 것이다. 이러한 분석을 통해 우리는 일제기 민간지 초기부터 수용자들이 신문에 대해 상당히 비판적인 인식을 가지고 있었으며 이를 바탕으로 적극적인 행동까지 이루어졌음을 알 수 있다.

한국의 북극 생물다양성 국제협력사업 참여 전략 (Korea's Strategy for Participating in Arctic Biodiversity International Cooperation Projects)

  • 북극 이사회 산하 "북극동식물보전 워킹그룹"은 북극 생물다양성을 보전하고 생물자원의 지속가능성을 보장하기 위해 모니터링, 평가, 정책, 전문가 그룹 활동을 수행하고 그 결과를 정부들과 북극원주민들에게 전달한다. 북극 동식물보전 워킹그룹의 주요업무는 모니터링, 평가, 전략 사업으로 구성되어 있다. 주요 모니터링 사업은 "환북극 생물다양성 모니터링 (해양, 담수, 육상, 연안) 프로그램", 평가 사업은 "북극생물다양성평가", 전략 사업은 "북극철 새이니셔티브"이다. 우리나라는 2013년 북극 이사회 옵서버 국가 지위 획득 후 2015년부터 북극철새이니셔티브 사업에 직접 참여하고 있다. 북극철새이니셔티브는 북극에서 번식하는 철새들이 이용하는 전 세계 이동경로 상의 서식지를 보전하고 불법 사냥을 방지하는 것이 목적이다. 따라서, 철새 이동경로상의 옵서버 국가들이 직접적으로 사업에 참여하고 있다. 우리나라는 2030년까지 북극협력사업 참여를 위한 우선순위 선정 시 기존에 참여하고 있는 북극 철새이니셔티브와 국내 공공기관들이 운영 중인 북극 관련 아카데미 프로그램을 활용해 "CAFF 청년 프로그램" 참여 방안을 고려할 필요가 있다.

시설보호청소년의 자아정체감 증진을 위한 치료적 노래만들기 사례 (A Case Study of Therapeutic Song Making to Enhance the Self-identity of Adolescents in Residential Treatment Facility)

  • 본 연구는 시설에 거주하는 청소년의 자아정체감 향상을 목적으로 한 노래만들기 활동의 개별 음악치료 사례연구로 연구 대상자는 쉼터에 거주하는 만 16~18세 남자 청소년 3명이다. 노래만들기 프로그램은 각 대상자별 자아정체감을 구성하는 하위요인 중 낮은 영역을 중심으로 선율과 가사 등의 음악적 요소를 활용하여 구성되었다. 프로그램은 주 1회, 각 회기별 60분씩 총 13회기에 걸쳐 진행되었고 자발적으로 참여의사를 밝힌 대상자들에게 시행되었다. 자료분석은 자아정체감 척도에 따른 하위영역별 사전, 사후 검사 결과와 회기별 언어적, 음악적 반응에 따른 변화, 사후 대상자들의 언어적 반응을 분석하는 평가 방법을 사용하였다. 연구 결과 대상자 A를 제외한 대상자 B, 대상자 C는 자아정체감 사전 척도 검사 결과에 비해 사후 결과가 향상하였으며 하위영역 별로 대상자 B는 친밀성이, 대상자 C는 주도성이 가장 많이 향상되었다. 회기별 언어적, 음악적 반응에서 참여 대상자 모두 자아 탐색 과정을 통해 주체성이 향상되었으며 이는 긍정적 자아상 확립에 기여하였다. 또한 사후 언어적 반응에서 대상자 3명 모두 '나'를 주제로 한 창작곡이 자아를 탐색하고 자아정체감을 확립하는 데 실질적으로 도움이 되었다고 표현하였다. 결과적으로 치료적 노래만들기는 시설보호청소년의 자아정체감 확립에 긍정적 영향을 미치는 것으로 사료된다.

Digital Barrier-Free and Psychosocial Support for Students with Disabilities in Distance Learning Environments

  • The article clarifies the conditions for information, digital and educational accessibility for higher education seekers with disabilities in terms of distance learning caused by quarantine restrictions. It is established that such conditions are regulated by international and Ukrainian legal documents (The Standard Rules on the Equalization of Opportunities for Persons with Disabilities, Convention on the Rights of Persons with Disabilities, Sustainable Development Goals, Law of Ukraine "On Education", Law of Ukraine "On Higher Education", Strategy for the Development of Higher Education in Ukraine 2021-2031, Development Strategy areas of innovation for the period up to 2030, Development strategy of the sphere of innovation activity for the period up to 2030). As a part of information barrierlessness, Higher Education Institutions (HEI) should provide access to information in various formats and using technologies, in particular Braille script, large-type printing, audio description (audio descriptive commenting), sign language interpretation, subtitling, a format suitable for reading by screen access programs, formats of simple speech, easy-to-read formats, means of alternative communication. The experience of Pavlo Tychyna Uman State Pedagogical University is described. In particular, special attention is paid to the study of sign language: in view of this, the initiative group implemented the project "Learning to hear and overcome social isolation together" with the financial support of the British Council in Ukraine. Within the framework of digital accessibility, the official website of the Faculty of Social and Psychological Education has been adapted for the visually impaired in accordance with WCAG 2.0 World Standards. In 2021, Pavlo Tychyna Uman State Pedagogical University implemented the project "Cultural, Recreational and Tourist Cherkasy Region: Inclusive Social 3D Map" funded by the Ukrainian Cultural Foundation; a site with available content for online travel in the region to provide barrier-free access to the historical and cultural heritage of Cherkasy region was created. Educational accessibility is achieved by increasing the number of people with special educational needs, receiving education in inclusive groups; activities of the Center for Social and Educational Integration and Inclusive Rehabilitation Social Tourism "Bez barieriv" ("Without barriers"); implementation of a research topic for financing the Ministry of Education and Science of Ukraine: "Social and psychological rehabilitation of children and youth with special educational needs by means of inclusive tourism"; implementation of the project "Social inclusion of distance educational process"; development of information campaigns to popularize the ideas of accessibility, the need for its implementation, ongoing training programs and competitions, etc.
