Housing Costs of Young College Graduate Renters in Capital Region Reflected in the 2012 Korea Housing Survey

  • This study examined housing costs and housing affordability of young college graduate renters in the Capital Region of Korea using microdata of the 2012 Korea Housing Survey (KHS). A licensed microdata set of 2012 KHS was obtained on September 29, 2012 from the official KHS Website and analyzed statistically. I selected 93,795 young college graduate renters between 20 and 29 years of age in the Capital Region and compared their housing costs across income levels and tenure type. Major findings were as follows: (1) Jeon-se deposit was on average 3.1 times the annual household income and monthly renters' deposit was 7.1 times the monthly household income; (2) households in higher income groups tended to pay a larger deposit and/or monthly rent; however, households with a lower income were found to pay a greater proportion of income to housing costs than households with a relatively higher income; (3) a total of 64% of all young college graduate renters had housing cost burdens to pay 30% or more of their income for housing, and more than 78% of the low-income households were found burdened; and (4) after housing cost payments, low-income households had less than one million KRW left to spend on other needs and savings; in addition, some low-to mid-income households had zero or even minus income left after housing cost payments.

한국 청년 임차가구의 주거관 군집에 따른 가구 및 주거 특성 (Household and Housing Characteristics of Young Renters in South Korea in Relation to Housing Value Clusters)

  • The purpose of this study was to explore housing value clusters of young renters in South Korea and their relationships to household and housing characteristics reflected in the 2012 Korea Housing Survey (KHS). The 2012 KHS microdata was used as secondary data. Among the households included in the microdata, 1,196,144 young renter households (between 20 and 34 years of age) in private rental units were analyzed. The main findings are as follows. Ten rating scale items measured housing values. Eight of them were grouped into three value factors: Investment, Affordability and Cost Increase. Using these three value factors and perception of homeownership, households were classified into four clusters: Prospective Home Investor, Settled Renter, Homeowner Wannabe, and Support Needed. The current tenure types, income and expectation for next tenure types of four housing value clusters of young renters reflected Korea's tenure ladder which has home ownership at top followed by Jeon-se rental, monthly rental with deposit and monthly rental without deposit. The households in Prospective Home Investor and Homeowner Wannabe clusters would consider home purchase in the near future. Finally, households in Support Needed Cluster would be the main target to consider in development and implementation of housing welfare policies and programs to resolve housing problems of young renters, including beginning-stage professionals.

수도권 사회진출초기 임차자의 주거비 실태 (Housing Costs of Beginning-stage Career Young Renters in Seoul Metropolitan Area)

  • This study was aimed to explore housing costs and housing cost burdens of early-career young renter households in Seoul Metropolitan area. Between March 10 and April 24, 2014, an online questionnaire survey was conducted to young professionals in Seoul Metropolitan area living apart from their parents. Among the responses collected, this study analyzed 476 useable responses from renter households. Major findings were as follows: (1) Jeon-se renters' deposit was average 2.24 times their annual income; deposit of monthly renters with deposit was average 6.7 times their monthly income and their monthly rent was 18.6 percent of their monthly income; and monthly rent of monthly renters without deposit was about 23 percent of their monthly income; (2) thirty percent of the respondents were found to have housing cost burden paying 25 percent or more of their income for rental costs; and (3) about 55 percent received parental supports to pay current housing costs. The study findings implies that it is critical to extend provision of affordable housing units with small or no deposit for beginning-stage professionals.

2021년 주거실태조사에 나타난 중년 임차가구의 주거만족도 영향요인 (Influences on the Housing Satisfaction of Middle-Aged Households Reflected in the Korea Housing Survey 2021)

  • In research on housing welfare policy, there has been little interest in middle-aged households compared with young or elderly households. The purpose of this study was to explore influences on the housing satisfaction of middle-aged renter households using microdata from the Korea Housing Survey 2021. A statistical analysis of data was performed on a total of 2,709,152 middle-aged (aged between 40 and 64 years) Jeonse (lumpsum housing lease) renters and monthly renters with deposits, living in private rental housing units. The major findings were as follows. Firstly, there were significant differences in housing unit satisfaction and residential environment satisfaction among renter groups by age and rental type. Early-middle-aged Jeonse renters displayed the highest satisfaction with both housing units and the residential environment, while semielderly monthly renters with deposits displayed the lowest satisfaction. Secondly, living in aged structures or in apartment units exerted the strongest influences on housing satisfaction, which implies the need for residential area regeneration programs that consider the situation of rental households. Thirdly, living in Incheon and Gyeonggi-do was found to have a negative influence on housing satisfaction. Fourthly, upward filtering on tenure types or lease renewal of the current house did not necessarily have a positive influence on the housing satisfaction of middle-aged renters. Based on the findings, suggestions were made to improve the housing situation of middle-aged renter households.

  • The purpose of this study was to investigate housing characteristics of young renter households by locations using licensed microdata of the 2012 Korea Housing Survey. There were 1,020,216 renter households (weighted count) headed by persons between 20 and 34 years of age, and their housing characteristics were compared statistically across their residential locations (Capital Region, metropolitan cities, other areas). Major findings are as follows: (1) Capital Region young renters had the worst housing quality to have the greatest proportion of households living in units failed to meet national minimum housing standards, and/or in basement or semi-basement units; (2) Capital Region young renters had the greatest proportion of households that had housing cost burdens; and (3) 37.3% of young renter households in metropolitan areas and 33.5% in Capital Region were found to receive family support in order to afford current rental costs.

  • This study explored housing situation and expectations of young (age between 20 and 34 years) single-person Jeon-se renters and monthly renters with deposit in relation with their family support and own housing cost burden status. Major findings from the analysis of 1,695,729 households were as follows: (1) Among subjects, 27.4% received family supports to pay their rent deposit, and 39.4% had more 'own housing cost burdens' to have housing costs minus the amount supported by their family be 30% or more of their income. (2) More than 11% were found to be 'more burdened' despite receipt of family supports. (3) Family support status was found to be related to formation of first-time households and tenure changes, while own housing cost burden was found to be related to current housing situation and previous and next housing size changes. (4) Households received family supports showed a greater proportion of first-time households or households experienced tenure upgrades. (5) 'Less burdened' households tended to expect housing size upgrade in their next move more positively. Based on the study findings, it was suggested to extend supply of rental housing and housing subsidy targeting young renters in conjunction with programs to encourage their savings.

비수도권 지역에 독립 거주 중인 미혼 청년 가구의 월세 부담 및 거주성 비교 분석 (Incongruence Between Housing Affordability and Residential Environment Quality of Young Renters Living Independently in Non-Seoul Metropolitan Area)

  • 본 연구는 독립된 주거생활을 영위하는 비수도권 지역의 청년(19-34세) 월세 가구를 대상으로 거주지 2곳으로 나뉘어 거주실태와 주거소비수준을 비교하였다. 조사대상 주거 독립 청년은 대체로 20대 중반의 대졸 이상 고학력 임금근로자로 1인 가구였고, 특・광역시에 거주하는 청년 가구 중 고학력자가 많은 반면 비특・광역시에서 임금근로 자가 많았다. 청년 가구는 원룸형의 아파트가 아닌 주택에 2년 미만 거주해 오는 무부채 가구로 주거복지서비스를 이용하지 않았다. 극소수만 이용 중인 주거복지서비스는 주로 공공임대주택과 주거복지 상담 및 정보 이용 서비스에 편향되었다. 또한 지역 주택시장의 차이로 비특・광역시보다 특・광역시 가구가 2배 더 많은 보증금과 약간 더 높은 임대료를 부담하였다. 주거비 지표 중 슈바베지수와 소득대비주거비에서 두 지역 모두 기준선(25%) 이상의 과부담 가구가 다수였고, RIR 30% 이상인 주거빈곤층도 상당수였다. 주거비 지표의 영향 변인으로 소득 증가와 주거 복지서비스 이용이 슈바베지수와 소득대비주거비를 감소시켰고, 추가로 비특・광역시에서 주택만족도를 증가시켰다. 한편 거주환경의 세부 요소들은 생활환경과 편의시설 요인으로 대별되었고, 생활환경 요인 중 치안 및 방범 상태, 주변 도로의 보행 안전, 대기오염 정도, 이웃과의 관계 4가지 요소만 지역 간 차이를 보여 특・광역시보다 비특・광역시에서 더 높은 만족도를 보였다. 아울러 거주환경 지표로 주택 및 전체 주거환경 만족도는 생활환경과 편의시설에 만족할수록 상승하였으며, 공통 설명 변인으로 주택 만족도에서 주택규모와 노후주택 거주, 전체 주거환경에서 주택만족도가 추가되었다. 이처럼 주거 독립한 비수도권 청년에게 주거사다리의 첫 진입 단계인 월세 거주는 주거비 부담을 현저히 키우므로 이를 경감시키는 지원과 함께 생활환경과 편의시설을 개선하는 거주성 확보가 동시에 이루어져야 할 것이다.

청년층 가구의 주거실태 변화에 관한 종단 분석 (A Longitudinal Analysis of Residential Environment Quality and Housing Expense of Young Households)

  • 본 연구는 청년층 가구의 주거실태 변화를 종단적으로 분석하고 이를 전국 가구와 비교하고자 한국복지패널(Korea Welfare Panel Study, KoWePS) 5차 웨이브(2010년)와 15차 웨이브(2020년)을 활용하였다. 분석 결과를 요약하면, 청년층 가구 수는 조사 기간 중 절반 수준으로 급감하였고, 청년층 가구의 가구주는 주로 대졸 이상의 고학력 30대 초반 기혼한 남성 임금근로자였다. 10년 간 고학력자와 임금근로자의 비율이 크게 늘어나면서 소득도 향상되었으나 여성 가구주와 미혼 1인 가구의 증가가 두드러지면서 전국 평균 소득과의 격차가 줄어들었다. 청년층 가구는 대체로 비수도권 지역에 거주하였고, 침실 2실을 갖춘 중형 공동주택의 임차인이었다. 특히 아파트 외 공동주택에서 월세로 거주하는 가구 비율이 높아지면서 주거비 부담은 전국 평균을 웃돌았고, 주거비를 25% 이상 부담하는 가구의 증가율이 전국 평균보다 높았다. 다만 청년층 가구의 수도권 거주 비율이 전국 평균을 상회하고, 조사 기간 동안 전국 가구에서 월세 거주 가구가 차지하는 비율에 변화가 없는 것과 달리 청년층 월세 가구 비율이 현저히 상승함에 따라 실제 청년층 차가 가구의 실질적인 주거비 부담은 더욱 커졌다. 또한 전국 평균을 밑도는 청년층 자가 비율과 함께 조사 기간 중 전국 자가 비율의 플러스 성장과 달리 마이너스 성장률을 보인 청년층 자가율의 변화폭은 주거사다리의 진입이 어려워진 청년층 가구에게 비우호적인 주택시장 여건을 보여준다. 따라서 청년층 친화적인 주택시장 여건 조성을 위한 시책들이 마련되어야 할 것이다.

미국 20-30대 1-2인가구의 주거비 부담 실태 (Housing Cost Burden of Single- or Two-person Households in Their 20s and 30s in the United States)

  • The purpose of this study was to explore housing cost burden of young single- or two-person households in the United States who have recently moved for job-related reasons. Total 580 households were selected from 2009 American Housing Survey public-use microdata for data analysis. The findings are as follows: (1) Targeted single-person households were characterized as younger households with higher educational attainment, lower household income, and greater proportion of renters, multifamily housing residents and households with housing cost burden than other households; (2) two-person households showed a higher income level and lower housing cost burden; (3) characteristics that showed significant influences on housing cost burden were household size, householder's age, gender, race and educational attainment, household income level and tenure type; and (4) a linear combination of household size, household income, whether or not a low-income household, residency in metropolitan area, and home structural type were found to be most efficient to predict a single- or two-person household's housing cost burden regardless of the household size.

서울시 임차가계의 임대료부담과 가계경제문제지각 (A Study on Rent burden and Family Economic Problem Perception - Focus on Seoul City's Rental Households -)

  • The objectives of this study are : to measure the level of rent burden. to examine the independent influences of the variables related to rent burden. to measure the level of family economic problem perception. to examine the differences in the level of family economic problem perception due to rent burden, household characteristics, housing characteristics and rent incresing. For these purpose, a survey is conducted using questionaires. The data used in this study included 369 renters living in Seoul. Statistics uses for data analysis were Frequency Distribution. Percentile, men, Pearson's Correlation, Partial Correlation, One-way ANOVA, Breakdown and Multiple Regression Analysis. Major findings are as follows : The average score of rent burden was 35.87, Therefore rent burden of large cities, rental households is very heavy. Family income, housing facility quality, rent type, and rent incresing have independent influences on rent burden. The average of family economic problem perception is above the mid-point of the scale. The level of family economic problem perception differs due to rent burden, family income, family life cycle, family size, occupation of household head, education leval of household head and homemaker, rent type, housing type, housing size, housing facility quality and rent increases. If the level of rent burden is below 25, family economic problem perception is adequate.
