협업 설계관리를 통한 건설 프로젝트 기대효과에 관한 연구 (A Study On Construction Project Expected Effect Collaboration Business Design Management)

  • 최근 들어 건설사업관리에서 설계관리에 대한 중요성이 증대되면서 협업업체간의 협업설계관리에 대한 필요성이 중요시 되고 있다. 이에 따라 본 연구에서는 첫째, 건축 설계업무 능력 향상을 위하여 설계관리 업무에 관련된 설계 프로세스의 흐름에 대한 파악, 관리요소 도출하는 것에 목적을 두었으며, 둘째, 현업에서의 협업설계에 대한 문제점 파악 및 설계 프로세스 관리요소를 바탕으로, 공기의 최소화, 각 회사 간의 협업부족에 따른 도서간의 불일치, 설계 변경 시 설계정보 추적 어려움등의 개선을 통하여 설계 최적화를 목적으로 한 협업 설계 관리의 대안을 제시하였다. 따라서 본 논문은 협업설계에 관한 체계적인 활용을 통해서 협업 설계관리를 통한 건설 프로젝트의 기대효과를 제시하고자 한다.

원활한 농장승계와 합리적 농장경영을 위한 교육·훈련과정 개발연구 (The Study on development of Education and Training for smooth succession and rational farm management of family farm)

  • This study is to find the causes of the current situations of conflict between generations in regards to succession of their family farm, for the target group of graduates Korea National Agricultural College of the year 2008 and their parents. This study aims at finding a way of controlling and solving the conflicts, and of developing a course of education and training, so that through this process they can come to a rational conclusion to the conflicts that arise regarding succession of the farm, in a climate of harmony and peace. It is found that communication between parents and graduates has normally gone on well, but specific problems related to management of the farm are often present. Furthermore, there is often lack of trust and promise between the parties which often causes difficulties in preparation for the succession of the farm. On the basis of these observation, we have designed and implemented an education workshop and training, as a program in which parents and their successors participated. As a result, we found it to be very effective, but it was also found to be in need of some changes. The workshop is to be implemented in two separate stages. The first stage should focus on communication and trust between family members. Firstly, they are given the opportunity to share the list of concerns withone another, as an ice breaking activity. Secondly, they can present their own hopes or wishes. And lastly, they can communicate with one another in an effort to find resolutions that will be keep both parties satisfied. The second stage should be aimed at establishing agreements concerning succession of the farm in a harmonious and peaceful manor; the second stage is also an opportunity to discuss 'Farm management and succession'. The Korea National Agricultural College (KNAC) is in the pursuit of fostering agricultural CEO's for the future of Korea. KNAC is currently implementing a very unique system of interviews in which parents participate together with students, in order to help them make a plan for rational management of their farm and smooth succession of the farm. Although KNAC now has students present a blueprint of their own unique business plans as a graduation thesis, it is necessary for KNAC to complement this system with education and training regarding the succession of family farms. Furthermore, KNAC should also develop an education and training program that is separate for this purpose, and make it a regular course of study of KNAC in the future.

觀光開發を核としたむらづくりと住民の組織的活動 -大間間町小平集落を事例として- (A Report of a Rural Construction with Sight-seeinng Development as Leading Project and Methodical Activities of Inhabitants -The Case of Odaira Hamlet, Oomama Town, Gumma Prefecture-)

  • It is a important problem that the adjustment of a rural settlementas a unit of rural community, and many number of researcher tackled its. The aim of this paper is to verificate the process of rural con-struction, that is applied the regional resources, and to introduce the situation of attending inhabitants, and their employments as a results of this planning. We chose Odaira hamlets in Oomama town, it is located in Gunma prefecture as an object of this study. Odaira is a small village in the mauntain, and it is composed only 135 families. Odaira is an underpopulated hamlet. It is engaged no lively farming and forestry. Most of inhabitants are commuting to the cities around here. Inhabitants of Odaira who are conscious of the conditions of declining hamlet organized a group to improve it. This group have investigated all around the hamlet as a system of workshop. And they found the resources for sight-seeing, crops as the regional products, and other resources for rural planning under three keywords ; resources for the sight-seeing, the rigional products, and theimprovement of environments. In many resources, most important thing was the existens of a stalactite cave come down as a legend from old time. Local government of Oomama town and the inhabitants tried to explorate of stalactite cave and succesed to excavate it. They have constructed two facilities for management, parkaround the stalactite cave and these have been a new place of work for inhabitants. Arrangement of the rural constructions developed to other items schemed acording to the master plan, like as a camping ground, bungalows, a wet botanical garden, and a park beside a river. These also produced the new places of work for 54 people as a result of this rural planning. The most of them were the aged peoples and the women of farmer. The highest age was 83 years old, he is working at the camping ground. In the employment system at Odaira, people who desire to work and desire to employ both registrate to a commission of management of Odaira, and this commission arrange them in case of needs.

  • 최근 건설공사에 있어서의 VALUE ENGINEERING 적용에 대한 관심이 높아지고 있으며 VE WORK-SHOP 을 통한 많은 효과가 현대건설의 사례에서 입증이 되고 있음에도 신문매체 등에 발표되는 VE 관련 논고가 일반론적 기고에 국한되어 있어 VE에 대한 이해에 큰 도움은 되지만 갈증을 해소하기에는 어려운 실정이며 우리사회에 전문성을 가진 리더군이 많지 않음을 반증하는 것도 되기에 향후 좀더 많은 VE 경험을 토대로 한 리더군이 형성되어 다양한 주제를 기사화한 실무적인 VE 기법의 소개가 필요하다고 본다. VE 적용은 그 기법이 매우 다양하므로 해당 공사의 시기와 특성, 제약요소 팀원 구성의 전문성 등 다양한 요소를 종합적으로 고려하여 가장 적합한 형태의 VE가 추진될 수 있도록 VE 계획 시 추진 팀의 방향설정과 역할분담이 필요하고 준비되어야 한다. 특히 WORK-SHOP 형태의 VE는 현장 테마 중임의 ITEM VE에 비하여 적은 투입으로 많은 효과를 거둘 수 있지만 팀원의 전문성이 결여시 VE 작업결과의 시행에 따른 신뢰도가 떨어질 수 있는 가능성을 내포하고 있으므로 추진팀의 입장에서는 보다 세심하고 조직적으로 접근 할 필요가 있다. 성공적인 VE 작업을 하기 위하여서는 특히 WORK-SHOP 개념의 새로운 기법을 설계 및 시공초기에 단계적으로 적용하고 VE 팀 리더의 효과적인 VE 작업을 위한 절차의 명확한 이해와 선진 기법의 이해를 바탕으로 한 팀원의 교육과 가이드가 점점 중요한 요소가 되고 있다. 실제 건설공사에 있어 효과적인 VE를 적용하기 위한 핵심요소를 VE 교육을 진행하고 있는 담당 실무자 입장에서 정리하여 보았으며 기회가 허락되면 한 두 차례의 추가 연재를 통하여 상세히 논하고자 한다.

설계 VE 프로세스 개선을 위한 VE Idea-DataBank System 구축에 관한 연구 - 한국도로공사 고속도로 건축공사를 대상으로 - (A Study on the Improvement of the Design VE Process using VE Idea-DataBank System)

  • 건설 VE는 표준화된 작업계획에 의한 정규 워크샵이 아닌 단기간 설계검토 형식으로 업무가 수행되고 있으며, 활용되는 기법 또한 제한적이다. 이로 인해, VE 결과에 따라 기법의 내용을 역으로 맞추는 형태로 과업이 수행되고 있으며, VE의 핵심기법인 기능분석은 생략되거나 형식적으로 진행되는 경우가 많다. 또한, VE 수행시간 및 예산부족, VE 절차 및 기법의 이해부족 등으로 인해 VE 결과에 대한 큰 성과를 기대하기 어려우며, 특히, VE 수행과정상 창출되는 수많은 아이디어 정보를 축적 및 활용하는 방법이 체계적이지 못한 실정이다. 타 기관에 비해 비교적 체계적인 VE 수행으로 많은 성과를 내고 있는 한국도로공사에서도 상기 언급한 문제들이 발견되고 있다. 따라서 본 연구는 설계 VE 생산성을 향상시키기 위한 일환으로 국내 건설 VE 실무의 한계와 고속도로 시설 VE가 갖는 특성을 파악하여 기존 VE 프로세스를 개선하고, 다양한 VE 정보를 효율적으로 축적 및 활용할 수 있는 방안을 제안하였다.

흙막이공의 리스크 분석을 통한 리스크 요인별 대응 방안에 관한 연구 (A Study on Countermeasures for Risk Factors Through Risk Analysis of Earthwork)

  • 최근의 연구에 의하면 국내 대부분의 건설사는 리스크 관리를 효과적으로 하고 있지 못하며, 리스크 관리 시스템의 개선이 필요한 것으로 판단된다. 또한 리스크 관련 연구도 대부분 거시적인 관점에서의 리스크를 다루고 있으며 프로젝트 시공단계에서의 공정리스크를 다룬 연구는 거의 없는 실정이다. 따라서 본 연구에서는 공정리스크 중 흙막이공에서 발생할 수 있는 리스크 요인의 분석 및 분류를 통해 리스크 대응 방안을 제시하고자 하였다. 이를 위하여 리스크 전문가를 대상으로 워크숍을 실시하여 아파트 흙막이공 시공 중에 발생할 수 있는 리스크를 식별 및 분석하였다. 연구 결과 95 % 신뢰구간에서 49.7억 원의 절감이 가능할 것으로 예상되었으며, 최대 발생 가능한 비용은 150억 원에서 100억 원가량으로 줄어들었다. 리스크 저감 비율 기준으로 별다른 투입비용 없이 리스크를 저감할 수 있는 리스크, 리스크 대응 시 효과가 큰 리스크와 효과가 미미한 리스크로 구분하여 나타났다. 따라서 본 연구에서 제시한 유형들과 리스크 요인들을 지침으로 삼아 현장 여건에 맞는 적절한 대응 전략을 갖추고 체계적으로 대응할 경우 프로젝트를 성공적으로 운영하는 데 도움이 될 것으로 기대한다.

1930년대 중국 문서당안 행정개혁론의 이해 (The Records and Archives Administrative Reform in China in 1930s)

  • Historical interest in China in 1930s has been mostly focused on political characteristic of the National Government(國民政府) which was established by the KMT(中國國民黨) as a result of national unification. It is certain that China had a chance to construct a modern country by the establishment of the very unified revolutionary government. But, it was the time of expanding national crises that threatened the existence of the country such as the Manchurian Incident and the Chinese-Japanese War as well as the chaos of the domestic situation, too. So it has a good reason to examine the characteristic and pattern of the response of the political powers of those days. But, as shown in the recent studies, the manifestation method of political power by the revolutionary regime catches our attention through the understanding of internal operating system. Though this writing started from the fact that the Nationalist Government executed the administrative reform which aimed at "administrative efficiency" in the middle of 1930s, but it put stress on the seriousness of the problem and its solution rather than political background or results. "Committee on Administrative Efficiency(行政效率委員會)", the center of administrative reform movement which was established in 1934, examined the plan to execute the reform through legislation by the Executive Council(行政院) on the basis of the results of relevant studies. They claimed that the construction of a modern country should be performed by not political revolution anymore but by gradual improvement and daily reform, and that the operation of the government should become modern, scientific and efficient. There were many fields of administrative reform subjects, but especially, the field of records and archives adminstration(文書檔案行政) was studied intensively from the initial stage because that subject had already been discussed intensively. They recognized that records and archives were the basic tool of work performance and general activity but an inefficient field in spite of many input staff members, and most of all, archival reform bring about less conflicts than the fields of finance, organization and personnel. When it comes to the field of records adminstration, the key subjects that records should be written simply, the process of record treatment should be clear and the delay of that should be prevented were already presented in a records administrative meeting in 1922. That is, the unified law about record management was not established, so each government organization followed a conventional custom or performed independent improvement. It was through the other records administrative workshop of the Nationalist Government in 1933 when the new trend was appeared as the unified system improvement. They decided to unify the format of official records, to use marker and section, to unify the registration of receipt records and dispatch records and to strengthen the examination of records treatment. But, the method of records treatment was not unified yet, so the key point of records administrative reform was to establish a unified and standard record management system for preventing repetition by simplifying the treatment procedure and for intensive treatment by exclusive organizations. From the foundation of the Republic of China to 1930s, there was not big change in the field of archives administration, and archives management methods were prescribed differently even in the same section as well as same department. Therefore, the point at issue was to centralize scattered management systems that were performed in each section, to establish unified standard about filing and retention period allowance and to improve searching system through classification and proper number allowance. Especially, the problem was that each number system and classification system bring about different result due to dual operation of record registration and archives registration, and that strict management through mutual contrast, searching and application are impossible. Besides, various problems such as filing tools, arrangement method, preservation facilities & equipment, lending service and use method were raised also. In the process this study for the system improvement of records and archives management, they recognized that records and archives are the identical thing and reached to create a successive management method of records and archives called "Records and Archives Chain Management Method(文書檔案連鎖法)" as a potential alternative. Several principles that records and archives management should be performed unitedly in each organization by the general record recipient section and the general archives section under the principle of task centralization, a consistent classification system should be used by classification method decided in advance according to organizational constitution and work functions and an identical number system should be used in the process of record management stage and archive management stage by using a card-type register were established. Though, this "Records and Archives Chain Management Method" was developed to the stage of test application in several organizations, but it was not adopted as a regular system and discontinued. That was because the administrative reform of the Nationalist Government was discontinued by the outbreak of the Chinese-Japanese War. Even though the administrative reform in the middle of 1930s didn't produce practical results but merely an experimentation, it was verified that the reform against tradition and custom conducted by the Nationalist Government that aimed for the construction of a modern country was not only a field of politics, but on the other hand, the weak basis of the government operation became the obstacle to the realization of the political power of the revolutionary regime. Though the subject of records and archives administrative reform was postponed to the future, it should be understood that the consciousness of modern records and archives administration and overall studies began through this examination of administrative reform.
