The purpose of this study is to analyze the compositions and characteristics in cultural programs of the 1988 Seoul Olympics and the 2018 PyeongChang Winter Olympic Games. A research method was considered the developmental aspects of Cultural Olympics in all-time Olympic Games and the cases of Cultural Olympics in a host country through a documentary research method. The compositions and characteristics in cultural programs of the 1988 Seoul Olympics and the 2018 PyeongChang Winter Olympic Games were diversely analyzed. The results are as follows. First, a concept of a cultural program was deepened and developed at the 1992 Barcelona Olympics. In the wake of the 2010 Vancouver Olympics, IOC published the Cultural Olympic Guide. Through the 2012 London Olympics, the Cultural Olympic Guide was revised. Second, the cultural programs of the 1988 Seoul Olympics and the 2018 PyeongChang Winter Olympic Games showed the characteristics of image change & status and of the international exchange strengthening in a host country and a holding city. Third, in terms of cultural programs, the 1988 Seoul Olympics comprised the celebrations, performances & exhibitions amid the Culture and Arts Festival, and the International Academic Conference. The 2018 PyeongChang Winter Olympic Games were composed of performances, exhibitions, festivals, humanities & experience, and educational events. Fourth, the 1988 Seoul Olympics included the key element of forming a program that equally has the characteristics with the harmony between tradition and modernity, with the promotion of the excellence in Korean traditional culture & the spread in a bond of sympathy, and with various cultures and arts in each region. Also, the 2018 PyeongChang Winter Olympic Games pushed ahead with the strategy dubbed 'The Olympics in which there is culture day after day, in which provincial residents participate, and in which the cultural heritage is left' in order to systematically expedite the cultural Olympics.

Olympic uniforms emphasize aesthetics along with sports fashion trends and tendencies to display national competitiveness through colorful designs that use the national flag or colors as motifs. Korea needs to enhance the national brand through international sporting events such as the 2018 PyeongChang Olympic Games (30 years after the 1988 Seoul Olympic Games); therefore, a multilateral analysis is required to promote a global image of Korea. This study presents a development direction for more diverse national brand values for Korea through design research on Olympic uniforms. Research methods investigated the concepts and changes of the Geongongamli, and Taegeuk symbols as well as Olympic uniforms based on literature data and existing studies using uniforms. An Olympic uniform using symbols of the Korean flag was designed through a case analysis of Olympic uniform designs of countries that participated in the 2012 London Summer Olympic Games and 2014 Sochi Winter Olympic Games that reflect the countries' image. The research scope excluded uniforms for the actual games and limited the uniforms to official uniforms for the opening ceremony that represent the characteristics of each country; consequently, we analyzed 70 uniforms of 162 countries of the Winter Olympic Games. As a result, official national symbols were more frequently reflected than unofficial symbols in the uniform designs of the Summer and Winter Olympic Games with more frequencies of direct reflection than indirect reflection. Korea's national brand is expected to enhanced through a uniform that expresses Korea's image at international events and global exchanges.

This thesis analyzed that which countries won the Olympic medals more efficiently at the Olympic Games. Unlike the previous studies, I measured efficiency under the CRS, found implications for investment to improve sports skills through understanding the characteristics of sports race. A methods for research is a DEA-based approach which measures efficiency by using the data only, not assuming the parameters. The inputs are total population and GDP, the output is Olympic medals at 2004 Athens Olympic Games and 2006 Turin Winter Olympic Games. I applied different weights based on the medal colors. The results showed the tendencies that the larger the scales of total population and GDP were, the lower efficient values were. These tendencies imply that sports skills are related with the law of diminishing returns and international convergence. According to these phenomenons, surging investments for sports performance are hard to get proper justification. In the case of limited resources, investing uniformly in various sport entries is more productive than in just one or two sport entries.

The Pyeongchang 2018 Olympic Winter Games is a good example of functionalism in integration theories. President Moon Jae-in is extremely lucky to play host to the Winter Olympics. Moon should be particularly happy to have declared the 23rd Winter Games open, because a handful of North Korean athletes marched into the Pyeongchang Stadium as members of a joint team from "Corea," the result of his strenuous efforts to have the North participate in the world festival of sports on snow and ice. But the president of this divided nation hardly draws envy from other world leaders, as he is faced with the daunting task of accommodating the selfish positions of surrounding powers concerning North Korean nuclear and missile threats. North Korea, a trivial competitor in winter sports, scored big outside the games' sporting arenas by inviting President Moon to summit talks in Pyongyang. As a precondition for a 2018 summit, Pyongyang will first ask for the cessation of the annual joint Korea-US military exercises. President Moon invested a lot in the Olympic delegates from the North. Korea's leader will now have to start a truly difficult game which will require the best of best strategies as well as a great deal of wisdom and tenacity not only to deal with the weapons of mass destruction-toting North Koreans, but also with allies. On the other hand, Moon needs to make the effort to reset domestic politics with tolerance and compromise, so he can better concentrate on the conundrum of North Korean nuclear and missile threats.

Recently, various types of information and communication technology (ICT) such as cloud computing, big data, and virtual reality have been progressed in the world. Also, it is expected that there are many domestic and foreign visitors in Gangwon-do due to the Pyeongchang winter olympic games in 2018. In this environment, it is necessary to improve the competitiveness of Gangwon-do in winter sports areas exploiting both existing IT infrastructure and application technologies. In this paper, for sustainable development of Gangwon-do winter sports IT industry after the Olympics, we propose efficient implementation methods of 3 winter sports IT convergence services and Gangwon-do ICT activation strategy. The proposed 3 winter sports IT service areas are as follows. 1) Realistic winter sports IT service, 2) Winter sports medical IT service 3) Winter sports record analysis IT service.

OBJECTIVES : The objective of this study is to estimate the appropriate storage required for deicing materials in Gangwon-do for successful snow removal operations during the 2018 Pyeongchang Winter Olympic Games. The final estimates of the deicing chemicals can be used by public agencies to aid decision making. METHODS : First, the database that exists in the road snow-removal management system (RSMS) of the Ministry of Land, Infrastructure, and Transport, South Korea was used to determine historical characteristics of snow removal experiences in Gangwon-do. The database includes historical information, including regional and road weather data and number of snow-removal works. Second, both the maximum and the actual amount of storages used for deicing materials in the past three years were analyzed. Lastly, the final estimates of the deicing materials were evaluated using an additional equation. It considers frequency of salt spray application, total administrative road length estimated by road agencies, and number of days required for snow removal works in Gangwon-do. Consequently, the results show that significant differences were not observed between the final estimates and the maximum amount used during the past three years. RESULTS : The final estimates of the deicing materials are almost similar to the maximum amount used during the past three years in Gangwon-do. CONCLUSIONS : The study shows that the estimates of deicing chemicals can be useful when decision making is required for the snow-removal policy.

The effects of recent climate change on hydrological systems could affect the Winter Olympic Games (WOG) because the event is dependent on suitable snow and ice conditions to support elite-level competitions. We investigate the long-term variability and change in winter total precipitation (P), snowfall water equivalent (SFE), and ratios of SFE to P during the period 1973/74~2015/16 in Gangwon province. The climatological percentages of SFE relative to winter total precipitation were 71%, 28%, and 44% in Daegwallyeong, Chuncheon, and Gangneung, respectively. The winter total P, SFE, and SFE/P has decreased (but not significantly), although significant increases of winter maximum and minimum temperature were detected at a 95% confidence level. Notably, a significant negative trend of SFE/P at Daegwallyeong in February, the month of the WOG, was attributable to a larger decrease in SFE related to the increases in maximum and minimum temperature. Winter wet-day minimum temperatures were warmer than climatological minimum temperatures averaged over the study period. The 20-year return values of daily maximum P and SFE decreased in Yongdong area. Since the SFE/P decrease with increasing temperature, the probability of rainfall rather than snowfall can increase if global warming continues.

Design is already an integral part of our lives and is in many different forms. Creating a variety of designs has made it more important to establish the value of the design, and maintaining consistency through correct use and distribution of the developed design as important as development. The 2018 Pyeongchang Winter Olympic Games and the Winter Paralympics, which were held at the groval level, played an important role in creating and operating diverse contents to promote Korea to the world. He created emblems with the motif of " Hangul, " which can reflect Korean characteristics, and a mascot that reveals the identity of the competition. The generated contents were created as design guides for the convenience of users (sponsors, media, relevant agencies, etc.) and managed through the Design Distribution System (DDS). The researcher wants to determine the effectiveness and value of the design distribution and management system based on the results obtained by operating the DDS of POCOG.
