Regulatory Pathways for Siting and Permitting Offshore Wind Facilities (해상풍력발전시설의 부지 및 허가에 관한 승인절차)

  • According to the increasement of demand for energy around globe, the concern degree of advanced countries for ocean energy including offshore wind power becomes excited. In domestic case, the government set up a goal that jumps up to the third ranked powerful nation of offshore wind in the world until 2020 and announced "The plan for 2.5-gigawatt wind farm off the south-west coast by 2019". Also the legal basis was created in order to support development of offshore wind power as 'A law on development, use, supply and promotion for New energy and renewable energy' was established by law. However to promote offshore wind power projects, there are much difficulties that developers should be applied by permitting use of public water surface and regulations of several domestic public institution. Therefore in this paper, we suggested an alternative to promote efficient offshore wind power projects by comparative analysis between domestic and foreign on regulatory pathways for siting and permitting offshore wind facilities.

On the Development of 2012 El Niño (2012 엘니뇨의 발달 분석)

  • Using various observed data, we examined the evolution of tropical Pacific sea surface temperature (SST) during 2011-2012, with focusing on the development of 2012 El Ni$\tilde{n}$o. It is observed that a La Ni$\tilde{n}$a event during 2011 was followed by a moderate El Ni$\tilde{n}$o during 2012 summer. The 2012 summer El Ni$\tilde{n}$o initiated near the west coast of South America on February 2012, and continued to expand westward till August. Given this evolutionary pattern, the 2012 summer El Ni$\tilde{n}$o can be categorized as 'Eastern Pacific (EP) El Ni$\tilde{n}$o' because Ni$\tilde{n}$o-3 index is greater than Ni$\tilde{n}$o-4 index, and it may be the first well-defined EP El Ni$\tilde{n}$o since 2001. On February 2012, this event was initiated mainly by the local air-sea interaction, and at the same time the ocean heat content was accumulated over the tropical western Pacific due to the easterly wind anomaly over the tropical western Pacific. Then, the accumulated heat content slowly propagates to the tropical eastern Pacific, which attributes to maintain El Ni$\tilde{n}$o state during 2012 summer. After August, the positive SST anomaly over the equatorial eastern Pacific decays possibly due to the exhausted heat content and the weakening of air-sea interaction, but the weak positive SST anomaly over the central Pacific remains till now (2012 November).

Study of the Early Life of Kjellmaniella crassifolia and Its Growth in the Eastern Coast of the Korean Peninsula (동해안 개다시마 Kjellmaniella crassifolia Miyabe (Phaeophyta)의 초기배양과 생장특성 연구)

  • Kjellmaniella crassifalia Miyabe is one of the valuable seaweed crops cultured in the Korean coastal waters of the East Sea. Unfortunately recent environmental changes have adversely influenced its growth, prompting the need to develop techniques for species restoration. To obtatin biological information, the growth of the species was monitored for one year. The maximum blade length, $110{\pm}45cm$, was attained in July, and zoospores were released in November. The optimum culture conditions allowing juvenile sporophytes to grow to young blades consisted of $20{\mu}mol/m^2s\;at\;10^{\circ}C$ under which the blade length grew to $1,732.5{\pm}143.3{\mu}m$ in 42 days. Sporangial sori started to form in September, reaching 85% maturity in November and 89% maturity in December. Examining the growth of the species according to depth, the individuals growing at 5 meters grew the most, reaching a blade length of $75.9{\pm}18.9cm$ in August.

Proximate Composition and Nutritional Evaluation of Fisheries Products from the Korean Coast (한국 연안산 수산물의 일반성분 조성 및 영양평가)

  • To measure the proximate composition of fisheries products and to evaluate their nutritional value, we collected individuals from 101 species from the east (Pohang), west (Gunsan), and south (Tongyeong) coasts of Korea: 51 fish species, 32 species of molluscan shellfish (Gastropoda and Bivalvia), 6 species of Cephalopoda, 8 species of Crustacea, and 4 other species. The proximate composition of fish was $75.3{\pm}5.0%\;moisture,\;19.1{\pm}2.7%\;protein,\;3.8{\pm}4.1%\;lipids,\;0.4{\pm}0.3%$ carbohydrates, and $1.4{\pm}0.3%$ ash. The proximate composition of molluscan shellfish was $79.1{\pm}3.2%\;moisture,\;14.2{\pm}3.2%\;protein,\;0.7{\pm}0.6%\;lipids,\;3.9{\pm}1.9%$ carbohydrates, and $2.1{\pm}0.4%$ ash. We observed clear regional variation in the lipid content of some fish species. Specifically, the lipid content of gizzard shad (Clupanodon punctatus) was highest in the autumn, while the lipid contents of red seabream (Pagrus major) and purple pike conger (Muraenesox cinereus) were highest in the winter. The daily average intake of the proximate composition through fisheries products consisted of 11.7 g of protein, 1.9 g of lipids, 1.1 g of carbohydrates, and 1.1 g of ash. The respective intakes of protein, lipids, and carbohydrates from fisheries products were about 19.3, 3.6, and 0.3% of the nutrient reference values set by the Korean Food & Drug Administration. Therefore, fisheries products playa very important role as a source of protein.

Distribution and Northernmost Limit on the Korean Peninsula of Three Evergreen Trees (상록활엽수 3종의 한반도분포 및 자생북한계지)

  • The distribution of three typical warm-temperate evergreen trees, Quercus acuta Thunb., Neolitsea sericea (Blume) Koidz., and Machilus thunbergii Siebold & Zucc., were surveyed on the Korean Peninsula based on field and specimen investigations and the distribution maps of the three species were prepared. The distribution patterns of the species correspond to the south coast floristic region in Korea, which includes the distributional areas of Jeju-do, Isl. Ulleung, the southern coastal areas, and the areas up to the islands around Incheon in the Yellow Sea. The northernmost limit of the distribution of Quercus acuta is Isl. Nap of Incheon in the west, and a new distribution was found at Isl. Ulleung in the East Sea; additionally, the limit of Neolitsea sericea is the Deojoek archipelago of Incheon. The northernmost limit of Machilus thunbergii is Isl. Daecheong of Incheon, which is the highest latitude among those of the three species. This distribution survey of evergreen broad-leaved trees in Korea can be used as basic data for the delimitation of floristic regions and as a bio-indicator of climatic change.

A Study on the Protection Plan of Fisheries Resources against Illegal Fishing of Chinese Fishing Vessel (중국 어선의 불법조업에 대한 우리나라 수산자원의 보호방안)

  • Today, all the countries of the world newly recognize importance of sea, which are focused on efforts for security of marine territory and fishes resources. Many of the coastal state, to strengthen the rights of their own country EEZ, marine survey and continental shelf development, travels through such maritime jurisdiction in the territorial sovereignty and the EEZ overlaps, deepening complex interests between neighboring countries cooperation activities of the fierce competition, the domestic and foreign been has been carried out. Under such circumstances, is devastated coastal of China, our territorial waters and EEZ has been violated more and more, in spite of the powerful crackdown maritime public power, illegal fishing more resistance intensified. They tend to be gradually organization, collectivization and atrocities. Currently, illegal fishing of Chinese fishing boats in the West Sea of Korea, including the waters near Yeonpyeong Island is prevalent as operating in the coast of the country. Furthermore regrettable one is illegal on a scale and the situation where South Korea of scale of damage caused by it have not been accurately grasp of the operation, but that there is damage of Korea official duty enforcement to crack down the increase to illegal operations year after year have occurred. Violent, illegal fishing of Chinese fishing boats, in order to eradicate the operations of insane at our sea, we investigated to the infringement situations of fisheries resources by multiple fields. each of problems presenting a specific preservation plan in accordance with the function and role of the maritime enforcement organization and other government organization the point. at the same time we will try to seek measures such as a scheme that it is possible to increase the capacity.

Analysis on the navigation risk factors in Gunsan coastal area (1) (군산 연안 해역 항행 위해 요소 분석 (1))

  • The Coastal VTS will be continuously constructed to prevent marine traffic accidents in the coastal waters of the Republic of Korea. In order to provide the best traffic information service to the ship operator, it is important to understand the navigation risk factor. In this study, we analyzed the navigational hazards of Gunsan coastal area where the coastal VTS will be constructed until 2020. For this purpose, major traffic flows of merchant ships and density of vessels engaged in fishing were analyzed. This study was conducted by Automatic Identification System (AIS) and Vessel Pass (V-PASS) data. The grid intervals are 10 minute ${\times}$ 10 minute (latitude ${\times}$ longitude) based on the section of the sea. A total of 30 sections were analyzed by constructing a grid. As a result of the analysis, the major traffic flows of the merchant vessels in the coastal area of Gunsan were surveyed from north to south toward Incheon, Pyeongtaek, Daesan, Yeosu, Pusan and Ulsan, and from east to west in the port of Gunsan Port, 173-3, 173-6, 173-8, 183-2, 183-5, 183-8, 183-3, 184-1 and 184-2. As a result of the study, the fishing boats in Gunsan coastal area mainly operated in spring and autumn. On the other hand, the main traffic flow of merchant ships and the distribution of fishing vessels continue to overlap from March to June, so special attention should be paid to the control during this period.

An analysis of the fishing characteristics of Korean large purse seine fisheries in Japanese waters (우리나라 대형선망어업의 일본수역 조업특성 분석)

  • The breakdown of the Korea-Japan fishing negotiations since 2016 has made it impossible for many domestic fishing vessels to operate in the Japanese EEZ water, and large purse seine fishing vessels are one of them. Mackerel is a highly migratory fish species, circulating in the East China Sea, South Sea, West Sea and East Coast throughout the year, and goes through a period of wintering, spawning, growth and feeding migration. In this study, in order to find out the dependence of large purse seine fishing vessels on mackerel fishing in the Japanese EEZ waters, we analyzed the characteristics of mackerel by large purse seine fisheries in the Japanese EEZ waters from 2010 to 2016. The catch and fishing details were investigated. The total catch of mackerel by large purse seine fishery, the average catch rate of mackerel in Japanese EEZ is 4 percent per year. The amount is estimated at 10.2 billion won per year. Although there was an effect, it was not judged to be a significant factor, and it was found that the amount of catch and fish price in the domestic waters had a greater influence on the total catch than the Japanese EEZ waters.

Spatio-temporal Distribution of Surges and Tsunamis in the Korean Peninsula from 1392 to 1910 (조선시대(1392-1910) 해일 발생의 시공간적 분포 특성)

  • Analysis and prediction of storm surges are very important because the global warming has raised sea levels and increased the frequency of massive typhoons, accelerating damage of coastal flooding. However, the data for storm surge prediction is lacking due to the short history of observation in South Korea. The purpose of this study is to investigate the spatial and temporal characteristics of the previous surges and tsunamis based on the historical documents published during the Joseon Dynasty. In addition, we tried to evaluate the damage and spatial extent of such disasters, using the expressions about surge records including heights and number of administrative divisions. As a result, a total of 175 records of surges and tsunamis were compiled from 1392 to 1910: 145 events were extracted through the analysis of the ancient documents, and 30 events were from the previous research. Most of the strorm surges occurred along the west coast during summer season. More than half of the total surges were concentrated for 120 years from the mid 1600s to the mid 1700s, which was estimated to be highly relevant to the climate conditions in East Asia during the Little Ice Age. Hazardous areas by storm and tidal surges were also extracted, including Asan, Ganghwa, and Siheung during the Joseon Dyanisity period.

Dynamic Downscaling for Regional Ocean Climate Modeling Around the Korean Peninsula and Its Application in Fisheries (한반도 주변 해역 해양기후모델 구축 및 수산분야 적용)

  • We developed a regional ocean climate model using dynamic downscaling in the Northwest Pacific Ocean to build a climate model for the Korean Peninsula. The past marine environment was reproduced through historical simulations, and the future marine environment in 2100 was predicted according to the shared socioeconomic pathways (SSP) climate change scenario. The future sea surface temperature of the Korean seas is predicted to rise about 1-4℃, and the increase in water temperature in the East Sea is expected to be the largest. The National Institute of Fisheries Science has monitored abnormal seawater temperatures such as high and low seawater temperatures in coastal and inland waters, and predicted that the number of high seawater temperature days in the East, West, South Sea, and the coast of Jeju Island will increase in the future. In addition, the occurrence of Ciguatera fish poison plankton around Jeju Island was projected to increase. This study is expected to provide accurate forecasting information for fishery issues. The aim of this study was to analyze future ocean environment changes around the Korean Peninsula using climate change SSP scenarios and predict fisheries issues through future projections of the regional ocean climate model.
