Evolution of Aviation Safety Regulations to cope with the concept of data-driven rulemaking - Safety Management System & Fatigue Risk Management System

  • Article 37 of the International Convention on Civil Aviation requires that rules should be adopted to keep in compliance with international standards and recommended practices established by ICAO. As SARPs are revised annually, each ICAO Member State needs to reflect the new content in its national aviation Acts in a timely manner. In recent years, data-driven international standards have been developed because of the important roles of aviation safety data and information-based legislation in accident prevention based on human factors. The Safety Management System and crew Fatigue Risk Management Systems were reviewed as examples of the result of data-driven rulemaking. The safety management system was adopted in 2013 with the introduction of Annex 19 and Chapter 5 of the relevant manual describes safety data collection and analysis systems. Through analysis of safety data and information, decision makers can make informed data-driven decisions. The Republic of Korea introduced Safety Management System in accordance with Article 58 of the Aviation Safety Act for all airlines, maintenance companies, and airport corporations. To support the SMS, both mandatory reporting and voluntary safety reporting systems need to be in place. Up until now, the standard of administrative penal dispensation for violations of the safety management system has been very weak. Various regulations have been developed and implemented in the United States and Europe for the proper legislation of the safety management system. In the wake of the crash of the Colgan aircraft, the US Aviation Safety Committee recommended the US Federal Aviation Administration to establish a system that can identify and manage pilot fatigue hazards. In 2010, a notice of proposed rulemaking was issued by the Federal Aviation Administration and in 2011, the final rule was passed. The legislation was applied to help differentiate risk based on flight according to factors such as the pilot's duty starting time, the availability of the auxiliary crew, and the class of the rest facility. Numerous amounts data and information were analyzed during the rulemaking process, and reflected in the resultant regulations. A cost-benefit analysis, based on the data of the previous 10 year period, was conducted before the final legislation was reached and it was concluded that the cost benefits are positive. The Republic of Korea also currently has a clause on aviation safety legislation related to crew fatigue risk, where an airline can choose either to conform to the traditional flight time limitation standard or fatigue risk management system. In the United States, specifically for the purpose of data-driven rulemaking, the Airline Rulemaking Committee was formed, and operates in this capacity. Considering the advantageous results of the ARC in the US, and the D4S in Europe, this is a system that should definitely be introduced in Korea as well. A cost-benefit analysis is necessary, and can serve to strengthen the resulting legislation. In order to improve the effectiveness of data-based legislation, it is necessary to have reinforcement of experts and through them prepare a more detailed checklist of relevant variables.

Use of Peristeum as a Source of Endothelial-like Cells (혈관내피유사세포 채취의 원천으로 골막의 활용)

  • Purpose: The periosteum is a well-known source of osteogenic precursor cells for tissue-engineered bone formation. However, cultured endothelial or endothelial-like cells derived from periosteum have not yet been investigated. This study focused on endothelial-like cell culture from the periosteum. Methods: Periosteal tissues were harvested from the mandible during surgical extraction of lower impacted third molars. The tissues were treated with 0.075% type I collagenase in phosphate-buffered saline (PBS) for 1 hr at $37^{\circ}C$ to release cellular fractions. The collagenase was inactivated with an equal volume of DMEM/10% fetal bovine serum (FBS) and the infranatant was centrifuged for 10 min at 2,400 rpm. The cellular pellet was filtered through a $100{\mu}m$ nylon cell strainer, and the filtered cells were centrifuged for 10 min at 2,400 rpm. The resuspended cells were plated into T25 flasks and cultured in endothelial cell basal medium (EBM)-2. Results: Among the hematopoietic markers, CD146 was more highly expressed than CD31 and CD34. The periosteal-derived cells also expressed CD90 and CD166, mesenchymal stem cell markers. Considering that the expression of CD146 was constant and that the expression of CD90 was lower at passage 5, respectively, the CD146 positive cells in passage 5 were isolated using the magnetic cell sorting (MACS) system. These CD146 sorted, periosteal-derived cells formed tube-like structures on Matrigel. The uptake of acetylated, low-density lipoprotein, labeled with 1,1'-dioctadecyl-3,3,3',3'-tetramethylindocarbocyanine perchlorate (DiI-Ac-LDL) was also examined in these cells. Conclusion: These results suggest that the CD146-sorted positive cells can be referred to as periosteal-derived CD146 positive endothelial-like cells. In particular, when a co-culture system with endothelial and osteoblastic cells in a three-dimensional scaffold is used, the use of periosteum as a single cell source would be strongly beneficial for bone tissue engineering.

A Study on Sedimentology of the Mesozoic Munamdong Formation, Northeastern Gyeonggi Massif, Korea (경기육괴 북동부에 분포하는 중생대 문암동층의 퇴적학적 연구)

  • The Munamdong Formation is a small scale sedimentary deposit which is located in Yuljeonri, Naemyeon, Hongcheon Gangwon-do. In order to understand the depositional environment and its sequential change in the formation, sedimentary facies analysis was conducted. The result indicates that the Munamdong Formation began to be deposited in alluvial fan system accompanying volcanic activity and gradually deposited in lake system. As well, U-Pb, K-Ar and $^{40}Ar/^{39}Ar$ ages are determined from the Munamdong Formation. The SHRIMP U-Pb Phanerozoic Eon age of the detrital zircons in the middle part of the Munamdong formation yields $229.8{\pm}2.5Ma$. The K-Ar and $^{40}Ar/^{39}Ar$ ages of the volcanic rock in the lowermost part of the Munamdong formation are $203.7{\pm}3.9Ma$ and $227.4{\pm}8.4Ma$ respectively. These results confirm that the Munamdong Formation was deposited during the Late Triassic, indicating that the basin might be formed due to post-collisional rifting or collapsing.

Spectral Properties of the Sound From the Mechanical Valve Employed in an Implantable Biventricular Assist Device (이식형 양심실 보조 장치에 사용된 기계식 판막의 음향 스펙트럼 특성)

  • This paper considers the acoustical characteristics of the closing click sounds of the mechanical valves employed in an implantable biventricular assist device (BYAD) and their re1evance to the Physical states of the valved. Bj rk Shiley Convexo Concave tilting disk valve was chosen for the study and acoustic measurement was made for the BYAD operated in a mock circulatory system as well as implanted in an animal (sheep). In the BYAD operated in the mock circulatory system. three different states of the valve were examined, ie. normal. mechanically damaged. pseudo-thrombus attached. Microphone measurement for the BVAD implanted in the animal was carried out for five days at a regular time interval from one day after implantation. Characteristic spectrum of the sound from the valve was estimated using Multiple Signal Classification (MUSIC) in which the optimal order was determined according to Bayesian Information Criterion (BIC) . It was observed that the mechanical damage of the valve resulted in changes of the structure of the acoustic spectrum. In contrast. the thrombus formed on the valve did not change much the basic structure of the spectrum but brought about altering the spectral Peak frequencies and energies. Maximum spectral Peak (MSP) with the greatest energy was seen at 2 kHz for the normal valve and it was shifted to 3 kHz for the calve attaching the Pseudo-thrombus. Unlike the normal valve, strong spectral Peak appeared around 7 kHz in the sound from the valve mechanically damaged. In the case of the BYAD implanted in the animal. as the thrombus grew, acoustic energy was reduced relatively more in the low frequency components (〈 2 kHz) and the frequencies of the 1st, 2nd and 3rd MSP were increased little. The thrombus formation would result in reduction in both the variability of the 1st, 2nd and 3rd MSP and the value of the BIC optimal order.

Evaluation of Lethality by Chemical Marker (Chemical Marker를 이용한 살균도 예측)

  • The rate constants and activation energies for formation of two chemical markers, M-1 and M-2 at sterilization temperatures were determined in a meatball system. Destruction rates for bacterial spores were also determined. The rate constants for M-1 and M-2 formation at $121^{\circ}C$ were 0.03 and 0.28 Abs/min, respectively. The activation energies for M-1 and M-2 were 27.9 and 24.6 Cal/mol. M-2 was formed faster than M-1 and reached a maximum and decreased. M-1 formation continued up to 30 min at $121^{\circ}C$ and 10 min at $131^{\circ}C$, which makes M-1 a more useful chemical marker for high $F_0$ values. The D-values for spores (B. stearothermophilus ATCC 12980) at 111, 114.4, 117.7 and $121^{\circ}C$ were 7.5, 4.5, 1.9 and 0.58 respectively. At temperatures between 111 and $121^{\circ}C$, there was a liner correlation between destruction of the spores and the M-1 formation. It was difficult to get accurate D-value at $126^{\circ}C\;and\;131^{\circ}C$, because almost all spores were dead before temperature at the center of the meatball reached $126^{\circ}C$. These data suggest that the chemical marker should be used to evaluate overprocessing as well as microbial lethality in aseptic processing.

Structure and Evolution of a Numerically Simulated Thunderstorm Outflow (수치 모사된 뇌우 유출의 구조와 진화)

  • The structure and evolution of a thunderstorm outflow in two dimensions with no environmental wind are investigated using a cloud-resolving model with explicit liquid-ice phase microphysical processes (ARPS: Advanced Regional Prediction System). The turbulence structure of the outflow is explicitly resolved with a high-resolution grid size of 50m. The simulated single-cell storm and its associated Kelvin-Helmholtz (KH) billows are found to have the lift stages of development maturity, and decay. The secondary pulsation and splitting of convective cells resulted from interactions between cloud dynamics and microphysics are observed. The cooled downdrafts caused by the evaporation of rain and hail in the relatively dry lower atmosphere result in thunderstorm cold-air outflow. The outflow head propagates with almost constant speed. The KH billows formed by the KH instability cause turbulence mixing from the top of the outflow and control the structure of the outflow. Ihe KH billows are initiated at the outflow head, and pow and decay as moving rearward relative to the gust front. The numerical simulation results of the ratio of the horizontal wavelength of the fastest growing perturbation to the critical shear-layer depth and the ratio of the horizontal wavelength of the billow to its maximum amplitude are matched well with the results of other studies.

Stuidies on the Trial Manufacture of Telesounder and its Application III -Fish Behavior in a Set Net- (원격어군탐지기의 시작 및 그 응용에 관한 연구 III - 정치망내에서의 어군행동 조사 -)

  • A remote telesounder system was manufactured to investigate the behavior and distribution characteristics of fish and was tested to verify its performance and effects int he set net fishing ground located off the Namhae island, Oct. 26~27, 1994. The activity pattern of fish was observed at the buoy station installed in a set net and it was also analyzed simultaneously at the remote base station on land located at distance of about 1.5km away from the buoy station. Several findings at both the buoy station and the base station were as follows: The images of color display monitor at the base station on land were very well coincident with the records observed at the buoy station. The lower part of slope net and bagnet fluctuated irregularly, and its variations were about 3.6m and 6.0m, respectively. In the daytime, the fish school entered playground, passed slope net with 5~7m depth, moved dispersedly at night and at twilight the entrance was rare. In the bagnet, in the daytime the fish school swam in the layer of 8m in depth, at night the fishes dispersed in the entire layer and at twilight they formed dense school. The fishes caught by the set net were about 500kg with 20 species. Anchovy was the most dominant species. In conclusion, the remote telesounder was a convenient and powerful system for investigating the distribution pattern and the swimming behavior of fish entering in set net.

Dynamic Behavior Study Using Videomicroscopy in Systems Containing Polar Oils and Nonionic Surfactant (극성 오일, 비이온성 계면활성제를 포함한 계에서의 Videomicroscopy를 이용한 동적 거동에 관한 연구)

  • Enhanced videomicroscopy was used to observe the dynamic behavior which occurred when water containing pure nonionic surfactant was carefully contacted with equal volumes of polar oils such as oleyl alcohol and oleic acid at various temperatures. A key component of the system is a vertical-stage microscope which provides for stable interfaces by locating the oil above the denser aqueous phase. This arrangement allowed intermediate phases formed at the surface of contact to be clearly observed, as well as any spontaneous emulsification which developed. Contacting experiments with $C_{12}E_5$ as the surfactant and with pure oleyl alcohol and oleic acid soils showed little activity below the cloud point but vigorous activity at higher temperatures including formation of an intermediate lamellar liquid crystalline phase. Diffusion path theory, which allows prediction of spontaneous emulsification resulting from diffusion and of intermediate phase formation during contacting processes, was used to understand the dynamic behavior seen during contacting experiments. Tentative diffusion paths for the contacting experiments with pure oleyl alcohol were presented with the aid of a partial phase diagram of the oleyl alcohol-water-$C_{12}E_5$ system.

  • Recently varieties of user groups are formed as the number of people using cyber chatting gets increased and there are many changes in the range and field of its use. But because most of the cyber chatting systems are being operated to enlarge the additional sonics use, the using environments are stereotyped. And as its function is being various as well, it can not provide with a user-centered environment. So this thesis compares and analyzes the problems derived from the usability evaluation for solving the problems in using cyber chatting systems, and presents the guidelines of emotion-intended user interface design for improving the usability as the result of the analysis. First, this study investigates cyber chatting systems as a means of web communication tools through the existing literatures. Secondly, this study finds out the problems in using them through satisfaction evaluation, heuristic evaluation, performance evaluation, and observation evaluation and presents a way of solving the provisional problems in using them as the analysis of the result of usability evaluation. And this was proceeded for the purpose of applying and activating the better usability evaluation of cyber chatting systems later. Through the usability evaluation, it is found out that the structuralization of chatting function, the screen visibility by the size and arrangement of the compositional elements of a screen, and the improvement and development of the proper metaphor use of images and functions by the communication environment are necessary.

Geochronology and Petrogenetic processes of the so-called Hongjesa granite in the Seogpo-Deogku Area (석포(石浦)-덕구간(德邱間)에 분포(分布)하는 소위(所謂) 홍제사화강암(洪濟寺花崗岩)의 지질연대(地質年代)와 생성과정(生成過程)에 대(對)한 硏究(연구))

  • Main aspects of this study are to clarify geochronology and petrogenetic processes of the so-called Hongjesa granite, which is a member of various intrusive rocks exposed in the northeastern part of the Ryongnam Massif, one of the Precambrian basements of South Korea. In this study, the Hongjesa grainte is divided into four rock units based on the geologic age, mineralogical and chemical constituents, and texture: the Precambrian Hongjesa granite gneiss (Hongjesa granite Proper) and leucogranite gneiss, the Paleozoic gnessic two mica granite, and the Jurassic muscovite granite. The Hongjesa granite gneiss is identified by its grayish color, slight foliation, and porphyroblastic texture. The leucogranite gneiss is distinct by its light gray color, sand medium to coarse grained texture. The gneissic two mica granite is distinguished from others by its strong foliation, containing gray-colored feldspar phenocrysts with biotite and muscovite in varying amounts. The muscovite granite occurs as a small stock containing feldspar phenocrysts along margin of the stock. These granitic rocks vary widely in composition, reflecting the facts that they partly include highly metamorphosed xenolith and schlierens as relics of magmatic and anatectic processes. In particular, grayish porphyroblasts of microcline perthite is characteristic of the Hongjesa granite gneiss, whereas epidote and garnet occur in both the Hongjesa granite gneiss and leucogranite gneiss. These minerals are considered to be formed by potassic metasomatism and contamination of highly metamorphosed rocks deeply buried under the level of the Hongjesa granite emplacement. The individual synchronous granitic rocks plotted on Harker diagram show mostly similar trends to the Daly's values. The plots of the Hongjesa granite gneiss and gneissic two mica granite concentrate near the end part of the calc-alkalic rock series on the AMF diagrams, whereas those of the leucogranite gneiss and muscovite granite indicate the trend of the Skaergaard pluton. These granitic rocks plotted on a Q-Ab-Or diagram (petrogeny's residua system) fall well outside the trough of the system. This can be attributed to the potassic matasomatism of these rocks. On the ACF diagram, these rocks appear to be dominantly I-type prevailing over S-type. The K-Ar ages, obtained from a total of 7 samples of the leucogranite gneiss, gneissic two mica granite, muscovite granite, porphyritic alkali granite, and rhyolitic rock, in addition to the Rb/Sr ages of the Hongjesa granite gneiss by previous workers, permit the rock units to be arranged in the following chronological order: The middle Proterozoic Hongjesa granite gneiss (1714-1825 m.y.), the upper proterozoic leucogranite gneiss (875-880 m. y.), the middle Paleozoic gneissic two mica granite (384 m. y.) the upper Jurassic muscovite granite (147 m. y.), the Eocene alkali granite (52 m. y.), and the Eocene rhyolitic rock (45 m. y.). From the facts and data mentioned above, it is concluded that the so-called Hongjesa granite is not a single granitic mass but is further subdivided into the four rock units. The Hongjesa granite gneis, leucogranite gneiss, and gneissic two mica granite are postulated to be either magmatic or parautochtonous, intrusive, and the later muscovite granite is to be magmatic in origion.
