In this paper, the researcher looked into major issues in the "Act (Draft) on Remedy for Damage from Medical Accident and Medical Dispute Mediation, etc." which was proposed by the Health & Welfare Committee, the National Assembly of the Republic of Korea, and which was pending with the Legislation & Judiciary Committee. Then the researcher pointed out worrisome problems therein and presented suggestion" to improve problematic situations. First of all, the researcher examined the following items which are major points in the aforementioned Act: 1) Establishment of Korea Medical Dispute Mediation and Arbitration Center, 2) Procedures for mediation and arbitration of medical disputes, 3) Establishment of Medical Injury Compensation Association, 4) Introduction of proxy payment for damages, 5) Compensation for no-fault medical accidents, 6) A system concerned with special cases on criminal punishment. Next, the researcher closely reviewed the following possible issues: 1) Limit of arbitrary mediation, 2) Postponement of the system concerned with special case on criminal punishment, 3) Examination of reasons for rejection, 4) Function and role of the Appraisal department, 5) A possibility of being reduced to an evidence collection procedure for lawsuit, 6) A possibility of no-fault compensation rather than injury compensation, 7) Operational issues related proxy payment for damages. Lastly, the researcher presented suggestions on how to improve each problematic issue.
When we consider changes in agro-fishery systems instigated by environmental changes in islands, rise in sea levels, and natural disasters such as tsunamis, there is an urgent need to carry out initiatives to enhance life standard and conserve ecosystem in island and coastal regions. To protect the region's landscape from the effects of climate change, it is necessary to develop an integrated management system for ecosystem conservation, human settlements, and the local economy. This paper discusses the outline of a preliminary national plan for a sustainable island management system for remote (inhabited and uninhabited) islands in Korea. Two main ideas to enhance life standard are adapting to the natural environment by applying traditional knowledge and utilizing ecological resources of islands, i.e., improving the quality of life and creating added value. As a technique for improving the quality of life, the establishment of eco-villages based on energy-efficient passive houses and ecological welfare is suggested. Another technique for creating added value, the development of sea-farming islands that utilize islands' new recyclable energy is also proposed. Finally, the suggested ideas are discussed in relation to island ecotourism and carbon zero islands.
We performed field measurements of the behavioral changes in cultured chub mackerel (Scomber japonicus) caused by tide-induced changes in the shapes of their small-sized tetragonal fish cages. The field measurements were conducted in two separate periods: neap tide, a period in which the shape of the fish cages was stable; and spring tide, a period in which the fish cages are significantly deformed, which was expected to have significant influences on fish behavior. In the spring tide, the cages were deformed greatly by the moving water, with different water velocities affecting the cages to different degrees; the volume loss was estimated at 4.9% and 7.3% for v = 0.114 m/s and v = 0.221 m/s, respectively. The fish exhibited significantly different behaviors between the neap tide and spring tide. During the neap tide, the fish remained in the lower part of the cage, but during the spring tide they made frequent upward and downward movements, and their horizontal distribution changed significantly due to the changes in the shape of the cage. The cage deformation during the spring tide greatly influenced the swimming behavior of fish.
The purpose of this study is to constitute the background theory and framework for developing the family-empowering program of Healthy Family-Support Center(HFSC). For this purpose, first, this study emphasizes that the development of integrated and differentiated program for HFSC is needed. Second, this study shows the theoretical background including ecological system theory, family system analysis theory, and family life coaching process. Third, assessment and evaluation system and subsystems are suggested as a basic frame for developing family life diagnosis tool. This system is based on the comparative analysis about the studies relating family life planning and case management. Fourth, the process of family empowering program is suggested to accomplish the family needs and goals. This process include the assessment, family life coaching for problem solving and/or family life planning, and following education and counselling. Last, this study shows how this program is related to other programs of HFSC. Family members can participate various programs of this center for preventing or solving the problem on the basis of evaluation results. Family-empowering program for making family healthy can be a representative and integrating program for this center.
The social services for the elderly have been expending in order to respond to the rapid speed of aging. However, low utilization, exclusion and duplication have been pointed out as significant problems in service utilization of the elderly. This study tried to find out the utilization patterns of social services for the elderly: what kinds of and how many social services the elderly receive from what kinds of and how many organizations, and factors influencing utilization of the social services. It surveyed the entire population of the public assistance recipient elderlies at Kyonggi province in 1999. The results show that duplication is not so significant problem as the low utilization of social services. However, the fact that more than forty five percent of the elderly receives social services from more than two organizations requires the efforts for service linkage and coordination in social service delivery system. The factors, which have relatively big influence on the number of organizations which the elderly use for each social service, were sex and age among the predisposing factors, "living alone" and place for residency among the enabling factors and the number of illness, Activities of Daily Living, Instrumental Activities of Daily Living and inconvenience of housing among the needs factors. These results call for expansion of social services for the elderly especially in the way of achieving distribution balance between the rural and urban area and activation of case management practice and local association of social service delivery agencies for service linkage and coordination.

This study attempted to develop integrated family policy. For this purpose, a delphi survey was conducted twice among 15 professionals regarding the general contents of family policy, the goals and outcomes of president Roh's administration, the direction and plan of action for future family policy. The results of this study are as follows: Firstly, the main results of president Roh's administration were the creation of the Ministry of Women and Families, and the Healthy Families Law. Nevertheless, that government had no long-term vision or action programs. Secondly, there are two aspects of family policy which one is family members based and the other is family life cycle based. Accordingly the subjects of this study insist that family policy has to cover people's whole life, all families regardless of family structure, and has to integrate the plans and programs which have been served to individuals, for example, women, child, youth, and elderly. Thirdly, the orientations of future family policy are to be toward happiness, health, equality, coexistence, harmony, growth, generosity, diversity, self-control, and a sustainable society. So the concept of the integrated family policy has to cover all aspects of the family and the diversity of family life. Therefore, the service delivery system for family policy has to converge into the Healthy Family Center.
This study aims to investigate the factors on help-seeking behaviors among the disabled experiencing lifelong domestic violence and suggest practical plans to address the problems. According to an analysis of the data of the "2010 Domestic Violence Survey of South Korea", the occurrence rate of lifelong physical violence is 12.1% and that of severe physical violence is 6.2% among 273 adults with disabilities. The rate of help-seeking among the disabled experiencing lifelong domestic violence is 26.3%, which means two-thirds of the disabled experiencing domestic violence do so for a long time. The results of the study show that the experience of severe physical violence(p<.05), attitudes toward violence(p<.05), and awareness of domestic violence and related laws(p<.05) were found to have an impact on help-seeking behaviors among adults with disabilities experiencing domestic violence. However, an accepting attitude of disability and social connections of disabled were not found to have an impact on help-seeking behaviors. Based on these results, this study suggested raising awareness about domestic violence among the disabled, educating people with disabilities not to tolerate violence and informing them about the domestic violence-related legal system, and training service professionals (social workers, health professionals etc.) to screen the disabled for domestic violence and prevent them from becoming domestic violence victims.
This study analyzed 2,794 elderly people aged 65 or older receiving public pensions using data from the 2022 Korean Welfare Panel in order to identify the factors affecting subjective well-being of the elderly receiving public pensions. For data analysis, descriptive statistics, correlations, and stepwise multiple regression analysis were used using IBM SPSS 29. As a result, the effects on subjective well-being of senior pensioners were in the order of self-esteem, family life satisfaction, leisure life satisfaction, family income satisfaction, depression, health status, social relationship satisfaction, and total annual pension. This model explained 34.6% of the total variation in subjective well-being of the elderly receiving pensions (F=168.15, p<.001). This study also attempted to examine the effect of pension on the subjective well-being of senior pensioners, but it was regarded that the effect would be relatively low due to the insufficient total pension amount. In order to improve the stable life and happiness of the elderly, it is necessary to supplement the pension system, develop programs in the community, make efforts to apply them practically, and carefully apply the government's medical and welfare services.
Forming health care management model in small-scale enterprises was the purpose of this study. For the purpose, we tried to investigate the characteristics of small-scale enterprises and analyzed the pattern of their health care management. The results are as follow: 1. The strength of health managing agency and technical supporting program lies in team approach by specialized manpower. However, if the liaison between each part of the organization is not smooth, the overall management will be very difficult. 2. Small scale enterprises are characterized by their short life after the establishment, use of rental building, lack of welfare facilities, weakness in sanitary management and aggregation of factories of similar type of industry. Because of these characteristics, it is very difficult to solve problem basically, such as improvement of working environment. Therefore, it is important to focus on health education and community based approach. 3. Many workers in small-scale factories are in middle and old age. They have health problems mainly related to personal habits. Implementation of an appropriate health promotion program is needed. 4. The number of workplaces, which should be managed by health managing agent. is increasing rapidly. But the number of health managing agent is limited. In the aspect of the requirement of manpower and equipment, training personal agent is more urgent than founding institutional agent. 5. The uniform method of health management hampers the choice of employer and workers. The types of provision of health management should be diversified. 6. For an efficient management, a frequent visit of personal agent and the following referral to a specialist should be done. The specialists in charge of secondary management are from the field of occupational medicine, occupational hygiene, ergonomics, etc. 7. The health management of small-scale facilities should have six components. They are community-based approach, multi-disciplinary cooperative system, program based on the need of recipient, forming partnership of employer and worker, change of lifestyle, and evidence-based program.
Background: As prevention of coronavirus disease 2019 (COVID-19) transmission in healthcare settings has become a critical component in its effective management, COVID-19 specific infection prevention and control (IPC) guidelines were developed and implemented by numerous countries. Although largely based on the current evidence-base, guidelines show much heterogeneity, as they are influenced by respective health system capacities, epidemiological risk, and socioeconomic status. This study aims to analyze the variations and concurrences of these guidelines to draw policy implications for COVID-19 response and future guidelines development. Methods: The contents of the COVID-19 IPC guidelines were analyzed using the categories and codes developed based on "World Health Organization guidelines on core components." Data analysis involved reviewing, appraising and synthesizing data from guidelines, which were then arranged into categories and codes. Selection of countries was based on the country income level, availability of COVID-19 specific IPC guideline developed at a national or district level. Results: The guidelines particularly agreed on IPC measures regarding application of standard precautions and providing information to patients and visitors, monitoring and audit of IPC activities and staff illnesses, and management of built environment/equipments. The guidelines showed considerable differences in certain components, such as workplace safety measures and criteria for discontinuation of precautions. Several guidelines also contained unique features which enabled a more systematic response to COVID-19. Conclusion: The guidelines generally complied with the current evidence-based COVID-19 management but also revealed variances stemming from differences in local health system capacity. Several unique features should be considered for benchmark in future guidelines development.
