This study analyzes the policy-making process to promote the artists' welfare. In the problems stream, the artists have been found to suffer without any governmental support. In the policy stream, there have been various alternatives but they were not actualized. Meanwhile, a writer died of illness and famine in 2011. In the political stream, the public opinion to require the promotion of the artists' welfare, was strengthened. It made the policy-window open and resulted in the legislation of the Artists Welfare Law. Based upon these analyses, this article concludes that Kingdon's model is applicable to this case. Especially, this study shows that this policy was made with accidental events and the roles of informal participants such as netizen were more critical. However, it should be noted that the content of this Law was modified and trimmed because there was no policy entrepreneur to persuade the dissenters. It could made the policy-making process of this Law distinguished from others.

This study analyzed the issue and limit of artists's Welfare Law. The issue is about artists' labor, their status, and the process for buying social insurance. In this study, we used the literature method the existing data collection clean up, analysis, and evaluating. The solution plan for the vitalization of the guarantee of social insurance for stage actors is as follows. First, based on social insurance law, is to grant an exceptional status to stage artists. Second, the process for buying social insurance has to be changed to posterior judgement by Ministry of Culture, Sports, and Tourism after buying social insurance through Ministry of Employment and Labor. And when a theater company as a leaseholder rent a theater, it should be mandatory for it to get existing industrial accident compensation law. As a new numerical formula, there are an unemployment insurance numerical formula considering distinct characteristics of artists' labor and a formula of calculating insurance fee for industrial accident compensation. Last, there needs to be an introduction of exceptional method allowing a preparatory period for the production of a play and stage actors' side job.

This study aims to find improvements to problems including investigation public affairs for the activities of artists focusing on the Korean Artists Welfare Foundation since established in 2012. Hence, Gilbert and Terrell's analytical framework for social policy is used with these public affairs in terms of allocation, benefit, service delivery system and finance for this research and pointed at issue. As a result of analysis, the identification of artist is vague for the allocation and the benefit and delivery are not effective in actual practice. In addition to this, the source of fund should become independent financially not to depend on the public funding. Therefore, the follow-up research is necessary that the system of verification for the artists to benefit from the public supports with fair and effective opportunities and developments to secures the funds prospectively.

In this paper, I tried to pursue health and social welfare together through medical convergence based on the main subject of a culture of convergence. Artists' drug accidents are never ending. Now Korea is also out of the drug cleansing country. it is impossible to get rid of them with the national public power. It is time for a treatment plan for these. They need a certain period of time and regular periods of rest and control over sports. Our humanities are researching to understand the changing human images of today. In parallel, medical convergence will also have to be transformed in various ways for human healing. Recently, we can see the case of healing with the combination of oriental medicine, natural healing and western medicine. Furthermore, the structure of medical convergence for the fight against disease can be analyzed as an example. South Korea is also preparing for various convergence programs focusing on natural sciences such as engineering, medical care, and the environment. In order to prevent drug addiction it is important to determine the department responsible for handling the problem of substance abuse. we need to improve the environment that they can be combined with Ondol therapy and natural healing therapies. Furthermore, I expect that fusion medicine will contribute to improving the quality of life of drug addicts and become a successful model to revitalize local economies in particular.
