Dual Earner Families' Child Care Alternatives and Policy Implications (맞벌이 가족의 자녀양육방식을 통해 본 아동양육지원의 정책적 함의)

  • This study investigated various alternatives for childcare among dual-earner families and discussed implications for public policy development. Eight employed married women and two of their husbands were interviewed about work-family balance. All the interviewees complained that taking cue of the children in dual-earner families is a challenge. They resort to all available alternatives because public childcare support is insufficient and inadequate. There were five different types chilcare: extended family network, public and private institutions, paid help (nannies), rearranging work schedules, and training their children to take cue of themselves. However, all these alternatives entail various problems. More and better childcare facilities and programs should be built and after-school programs should be designed. On the other hand, parents should also make more effort to prioritize children's needs in finding a balance between work and family.

A Phenomenologic Study on the Children's Living under the Institutional Care (시설아동의 삶(현상학적 접근))

  • The purpose of this study was to discover knowledge about the sources and meanings of the children's living who is under the care of welfare institution. Participants were high school girls in Kwangju who offered unstructured description of their experience through interviews. The research was performed from March 2001 to September 2001. The results, analyzed and interpreted according to Gorgi's method of phenomenology, describe the structure of the phenomenon "living experience of the children under the institution care" with a relational perspective. The analysis revealed seven core themes : (1) anguish of heart against custom of institution, (2) resistance against their livelihood, (3) mortification on the distorted prejudice, (4) desire to escape, (5) fearfulness for the unreliable future, (6) self-pity, (7) challenge to the future. The foregoing argument suggest that children under the institutional care be supported by more mental health intervention and nurses be disciplined by supportive conversation technique.

  • In recent years welfare of animals is the biggest challenge because animals, especially dogs are widely recognized as pet as well as they are using as service animals. So, for the wellbeing of the dog it is necessary to perform objective assessment to track their behavior in everyday life. In this paper, we have proposed an automatic behavior assessment system for dogs based on a neck worn and tail worn accelerometer and gyroscope platform, and data analysis techniques that recognize typical dog activities. We evaluate the system based on the analysis of 8 behavior traits in 3 dogs, incorporating 2 breeds of various sizes. Our proposed framework able to reproduce the manual assessment that is based on the video recording which is treated as gold standard that exhibits the real-life use case of automated dog behavior analysis.

Angiogenesis Markers in Breast Cancer - Potentially Useful Tools for Priority Setting of Anti-Angiogenic Agents

  • Background: Breast cancer is the most common malignancy among women in both developed and developing countries. The burden is increasing in low-income and middle-income countries (LMCs) and threatens the public health of such societies. Introduction of expensive monoclonal antibodies to cancer treatment regimens poses a real challenge in the health systems of LMCs. Despite controversy of cost-effectiveness of bevacizumab in breast cancer, some studies indicate gain of patients from this drug. The present study aimed to propose a priority setting model for administration of anti-angiogenic agents in breast cancer via assessment of tumor angiogenesis by the microvessel density (MVD) method and associations with clinicopathological characteristics (including simultaneous mutations of TP53 and HER-2 genes). Materials and Methods: Age, axillary lymph nodes status, tumor size, stage and grade, estrogen and progesterone receptors status, HER-2/neu status (by immunohistochemistry and FISH test), TP53 mutation, Ki-67 (for proliferation assay) and CD34 (for angiogenesis assay) were assessed in 111 breast cancer patients. The molecular subtype of each tumor was also determined and correlations of simultaneous mutations of HER-2 and p53 genes with angiogenesis and other clinicopathological characteristics were evaluated. Results: There were significant associations between simultaneous mutations of HER-2 and p53 genes and all other parameters except tumor size. The degree of angiogenesis in the ERBB2 subtype was greater than the others. Younger patients showed a higher angiogenesis rate rather those older than 50 years. Conclusions: Our results demonstrated that patients with simultaneous mutations of HER-2 and p53 genes, those with ERBB2 molecular subtype and also younger women (often triple negative) seem more eligible for obtaining anti-angiogenic agents. These results suggest a model for priority setting of patients with breast cancer for treatment with anti-angiogenic drugs in LMCs.

The effect of notification disposition in the current juvenile justice system from the perspective of institutionalized children's welfare (시설보호아동의 복지 관점에서 본 소년법상 통고제도)

  • Taking the perspective of children's welfare, this study aimed at critically analyzing the system of notification disposition which institutionalized children have experienced. Notification disposition is a juvenile justice process that, when a child (10 th 18 years old ) has been delinquent or is at risk for delinquency, is initiated without investigation or prosecution procedures by direct notification to a judge from the caregivers, school principals, chief probation officers, or directors of child care institutions. The data used in the analysis included case records of probation offices, and court sentencing documents of juvenile protective dispositions. Results showed that notification cases were initiated by directors of child shelters/care institutions. The most common reasons of notification were theft, runaway, physical violence, drinking, and smoking. Furthermore, there were more controversial reasons, such as "bad influence on another institutionalized children", "showing no remorse", "no sense of guilt"and "challenge of rearing in institutions" Based on the results, we discussed three problematic aspects of the direct notification system by directors of childcare institutions : (1) too much reliance on the judicature judgment of juvenile court; (2) less stability of the judicial status of notified children, and (3) inadequacies of the notifying eligibility for directors of child care institutions.

Influence of Elderly People's Lifestyle on Successful Aging (노인의 라이프스타일이 성공적 노후에 미치는 영향)

  • This study aimed at investigating the effects of sub-variables of elderly people's lifestyle health and leisure oriented pursuits, outdoor and challenge pursuits, security and material pursuits, family oriented pursuits, and peer oriented pursuits on what they perceive to be successful later years. The background of this study was that there has been few study on the older population in Korea with focus on their cultural and traditional norms. The objective of this study was to investigate the effects of elderly people's lifestyle on what they perceive to be successful later years, thereby identifying practical implications for better social welfare associated with successful later years. Analysis was carried out of self reported questionnaires and self-interviews with elderly people aged over 65 frequenting a welfare center for elders and a community center in a city in Korea. In order to examine the effects, a reliability test, a descriptive analysis, a correlation analysis, and a multi-regression analysis were performed. The results of the analysis for sub-variables of lifestyle showed that health and leisure oriented pursuits, outdoor and challenge pursuits, security and material pursuits, family oriented pursuits, and peer oriented pursuits had significant positive impact on successful later years. The two most influential were peer oriented and family oriented pursuits. Drawing on the results, this study suggests that what is needed for dejected and lonely elderly members in the society is to provide them with opportunities for developing and keeping good relationships with friends and family members and there is a need for a system where old people, as consumers of cultural capital, can have easy access to a variety of cultural resources and activities at a local and regional level.

The Study of the Disability Education Experience of the Mothers for their Children with Brain Lesions - Hermeneutic Grounded Theory Methodology - (중증뇌병변장애인 자녀를 둔 어머니들의 장애자녀 교육경험에 관한 연구 -해석학적 질적연구-)

  • This study examined the meanings of the disability education of the mothers who reared their children with brain lesions. For this purpose, Rennie's hermeneutic grounded theory was applied and the consented 7 mothers participated in this study. With the in-depth interviews, 53 meaning units, 16 subordinate categories and 7 hermeneutic categories were classified. These 7 hermeneutic categories were 'wailing miserably everyday', 'social mobilization of the surroundings', 'straight forward', 'smash rock with the eggs', 'looking at a faraway', 'learning together' and 'subjectivation of disability education.' The experience of disabled children education process was concurrent experience of frustration and hoping that moving toward a big hope through the resignation stage, the chasing stage, the vision stage, the challenge stage, and the small achievement stage. Repetitive common patterns of behavior revealed three types: wishy-washy type, realistic-strategy type, and indomitable-challenge type. Moreover, the core category of educational experience was concluded to be 'a pedagogical process of turning despair from severe disabilities into hope through education.' Based on the analysis results, concrete intervention plans for social welfare practice were suggested to support the disabled children's lives with high quality of education.

A Study on the Factors Affecting Drop-out from the Domestic Violence Offenders' Treatment group Programs in Korea (한국 가정폭력가해자 치료프로그램의 중도탈락요인)

  • The purpose of this study was to determine the factors affecting the drop-out from the domestic violence offenders' treatment group programs in Korea, on the assumption that it would be an important challenge to prevent the domestic violence offenders from dropping out from their treatment group programs in order to protect the victim women and improve effectiveness of the programs. For this purpose, the researchers sampled a total of 280 domestic violence offenders who had participated in the domestic violence offenders' treatment programs operated by 65 domestic violence counselling organizations throughout the nation. As a result, it was found that 159(56.8%) out of the 280 offenders had completed the programs, while 121(43.2%) had dropped out from the programs. As a consequence of comparing the two groups, it was disclosed that they differed significantly in terms of cohabitation with spouse and attitude toward sex role. As a result of the logistic regression analysis for the factors affecting the drop outs from the treatment group program, it was found the significant factors were employment, path of being referred to the program and attitude toward sex role.

The Responsibility of the State for Financing of the National Health Insurance (의료보험 재정에서의 국가 책임)

  • The finance of the National Health Insurance(NHI) in nearly every Nation in the world has been traditionally based on premiums of the workers and employers. But in Korea, the government has been guaranteeing financial supports to regional health corporations. After the unification of the different corporations in the NHIC, the government will not have to give financial support to the NHIC. Then this will be a serious financial challenge to NHIC, which has usually had financial deficit. The purpose of this paper is to review the problems of the premium based financing of the NHI and to exam whether such problems will be solved through the financial support from the state to the NHI. The analysis in this paper focused on five viewpoints; 1) work relatedness 2) redistribution effect 3) financial burden of business firms through the premium 4) risk pooling 5) management hegemony of the NHI. As a result, it was found that there are many problems in every five aspects and these problems could be solve through the financial aid from the state. But, it does not without any restriction mean to suggest that the financing mode of the korean NHI should be wholly transformed to a tax based financing mode. Because there are many things to be considered in oder to alter the financing mode of the NHI. Nevertheless, this paper would give a logical background to enlarge the financial aid form the state to NHI, or at least, to maintain it at a present level.

  • This study aimed to explore the experiences of community case managers in COVID-19 situations. For this study, the qualitative research was carried out for six social workers who are in charge of case-management in social welfare agencies. From results of research, the three themes were derived, such as 'a field of crises and opportunities'. Anxiety and efforts to resolve the problem caused by the introduction of new and unfamiliar methods' and 'responding to the clients' situations changes'. Case managers have endeavored to indirectly provide services with new, but unaccustomed ways even in the situations with keeping non-contact and being given limited resources and actively explored the ways to utilize public services to respond to the clients' needs according to the changes of conditions. Therefore, the meaning of this research was concluded to be 'A breathtaking battle to the continuous challenge'. Based on the results of research, the competences equipped by case managers and the direction of their practices were suggested to improve the community welfare currently in the middle of dealing with With-Corona-Era.
