Many recent satellites have mission periods longer than 10 years; thus, satellite-based local space weather monitoring is becoming more important than ever. This article describes the instruments and data applications of the Korea Space wEather Monitor (KSEM), which is a space weather payload of the GeoKompsat-2A (GK-2A) geostationary satellite. The KSEM payload consists of energetic particle detectors, magnetometers, and a satellite charging monitor. KSEM will provide accurate measurements of the energetic particle flux and three-axis magnetic field, which are the most essential elements of space weather events, and use sensors and external data such as GOES and DSCOVR to provide five essential space weather products. The longitude of GK-2A is $128.2^{\circ}E$, while those of the GOES satellite series are $75^{\circ}W$ and $135^{\circ}W$. Multi-satellite measurements of a wide distribution of geostationary equatorial orbits by KSEM/GK-2A and other satellites will enable the development, improvement, and verification of new space weather forecasting models. KSEM employs a service-oriented magnetometer designed by ESA to reduce magnetic noise from the satellite in real time with a very short boom (1 m), which demonstrates that a satellite-based magnetometer can be made simpler and more convenient without losing any performance.
Currently, Korea is developing a Cheollian follow-on satellite program, named as Geostationary Korea Multipurpose Satellite 2 (GK-2), which consists of two satellites. One satellite (GK-2A) is dedicated to the meterological mission, while the second one (GK-2B) hosts two main payloads for the ocean and environmental application. As GK-2A is dedicated to the meteorological mission unlike Cheollian, there have been discussions on the possibility of transferring the responsibilities of the GK-2A program to the Korea Meteorological Administration. To help resolve any consumptive disputes or to find an efficient way for the GK-2A program, the events happened after the successful launch of the first meteorological satellite TIROS-1 in the U.S. in April 1960 are investigated. With the successful demonstration of usefulness of TIROS-1 for the meteorological applications, organizations such as the Weather Bureau and the Department of Defense, responsible for the real time application of the TIROS 1 data, strongly requested for an operational meteorological satellite program which resulted in the plan for the National Operational Meteorological Satellite System (NOMSS). The plan was strongly supported by Kennedy Adminstration and was put forwarded for the new program under the responsibility of Weather Bureau to the Congress. However, the responsible Committee on Science and Aeronautics sided with NASA and requested major revision of the responsibility. Due to many unfavorable conditions, Weather Bureau accepted the requests and signed with NASA on the agreement for the operational meteorological satellite. However, with the delay of Nimbus satellite which is planned to be used for the prototype of the operational satellite and changes of the unfavorable situations, the Weather Bureau could draw a second agreement with NASA. The new agreement reflected most propositions requested by the Weather Bureau for the NOMSS plan. Until now the second agreement is regarded as the basic principles for the operational meteorological satellite program in the U.S. This study investigates the backgrounds and processes of the second agreement and its implications for the GK-2 program.
Benefits of the next generation geostationary meteorological satellite observation (e.g., GEO-KOMPSAT-2A) are qualitatively and comprehensively described and discussed. Main beneficial phenomena for application can be listed as tropical cyclones (typhoon), high impact weather (heavy rainfall, lightning, and hail), ocean, air pollution (particulate matter), forest fire, fog, aircraft icing, volcanic eruption, and space weather. The next generation satellites with highly enhanced spatial and temporal resolution images, expanding channels, and basic and additional products are expected to create the new valuable benefits, including the contribution to the reduction of socioeconomic losses due to weather-related disasters. In particular, the new satellite observations are readily applicable to early warning and very-short time forecast application of hazardous weather phenomena, global climate change monitoring and adaptation, improvement of numerical weather forecast skill, and technical improvement of space weather monitoring and forecast. Several policy plans for expanding the application of the next generation satellite data are suggested.

In support of the National ATM Reformation and Enhancement Plan (NARAE), a trajectory-based aviation weather service is under development through the NARAE-Weather project. Specifically, weather data presented in a standardized digital format facilitates the seamless integration of digital weather data with air traffic information. Thus, this paper introduces an approach that entails structuring numerical model data to integrate aviation weather information and flight trajectory data. The extraction results using structurally transformed data showed superior performance compared to the results extracted from the original data in terms of performance, and this research is poised to enhance the safety and efficiency of airline operations.
In this study, it was purposed to investigate that the student's understading and usage of weather information for the students of elementary, middle and high school The questionaire of 20 questions of 5 categories which included how to get weather information, the understanding of reason for variation of weather elements, the abilities of reading weather map, understanding of weather forecast and the necessity and usefulness of weather map and clouds pictures of weather satellite were prepared and 2 classes of elementary school 5th grade each one class of 2nd and 3rd grade of middle school and 2 classes of high school were tested. followings were revealed in this study; 1) Students of all school are fond of TV watching to get weather information as they used to. 2) They think air temperatures is the most important weather elements and then rainfall. 5ut they seems to unknown the reason why weather elements are vary. 3) They seems to have poor ability of reading weather symbols in weather map and the distribution of air pressure systems. 4) They can read and understand about the reports of words on weather forecast, but most of them can't make weather forecast by the reading of weather map. 5) More than half of students think that the weather map is helpful and especially the cloud pictures from weather satellite is useful for usage of weather information.
Numerous operational anomalies and satellite failures have been reported since the beginnings of the "space age". Space weather effects on modern spacecraft systems have been emphasized more and more as increasing their complexity and capability. Energetic particles potentially can destroy and degrade electronic components in satellites. We analyzed the geostationary (GEO) satellite anomalies during 1997-2009 to search possible influences of space weather on the satellite anomalies like power problem, control processor problem, attitude control problem, etc. For this we use particle data from GOES and LANL satellites to investigate space weather effects on the GEO satellites' anomalies depending on Kp index, local time, seasonal variation, and high-energy electron contribution. As results, we obtained following results: (1) there is a good correlation between geomagnetic index(Kp) and anomaly occurrences of the GEO satellite; (2) especially during the solar minimum, occurrence of the satellite anomalies are related to electron flux increase due to high speed solar wind; (3) satellite anomalies occurred more preferentially in the midnight and dawn sector than noon and dusk sector; (4) and the anomalies occurred twice more in Spring and Fall than Summer and Winter; (5) the electron with the lowest energy channel (50-75keV) has the highest correlation (cc=0.758) with the anomalies. High association between the anomalies and the low energy electrons could be understand by the facts that electron fluxes in the spring and fall are stronger than those in the summer and winter, and low-energy electron flux is more concentrated in the dawn sector where the GEO satellite anomalies occurred more frequently than high-energy electron flux. While we could not identify what cause such local time dependences, our results shows that low-energy electrons (~100keV) could be main source of the satellite anomaly, which should be carefully taken into account of operating satellites.
We have developed solar and space weather monitoring system for space weather users since 2007 as a project named 'Construction of Korea Space Weather Prediction Center'. In this presentation we will introduce space weather monitoring system for Geostationary Satellites and Polar Routes. These were developed for satisfying demands of space weather user groups. 'Space Weather Monitoring System for Geostationary Satellites' displays integrated space weather information on geostationary orbit such as magnetopause location, nowcast and forecast of space weather, cosmic ray count rate, number of meteors and x-ray solar flux. This system is developed for space weather customers who are managing satellite systems or using satellite information. In addition, this system provides space weather warning by SMS in which short message is delivered to users' cell phones when space weather parameters reach a critical value. 'Space Weather Monitoring System for Polar Routes' was developed for the commercial airline companies operating polar routes. This provides D-region and polar cap absorption map, aurora and radiation particle distribution, nowcast and forecast of space weather, proton flux, Kp index and so on.

This paper represents an attempt to bring together and analyses the measurement data measured by the Satellite Signal Monitoring Center in Korea and the Korea Meteorological Administration/Korea Meteorological Research Institute in close cooperation with this study team. This paper presents the signal characteristic of GEO satellite operating in frequency range 1 to 20GHz associated with Asian Sand Dust (the so-called Yellow Sand Dust). The downlink signal power (dBm) for L-, S-, C-, Ku-, and Ka-band frequencies from GEO satellites were measured in a clear weather and in Asian Sand Dust weather by the Satellite Signal Monitoring Center. The measured signal power(dBm) were compared to the total number concentration and size distribution of Sand Dust that were measured by the Korea Meteorological Administration/Korea Meteorological Research Institute and the possible correlation between these sets data were analyzed. The results demonstrate that the downlink signal level (dBm) of GEO satellite is attenuated by Asian Sand Dust. Hitherto, merger information has been reported as to the influence of sand dust on satellite communications operating in regions affected by sand dust.
While it is well known that space environment can produce spacecraft anomaly, defining space environment effects for each anomalies is difficult. This is caused by the fact that spacecraft anomaly shows various symptoms and reproducing it is impossible. In this study, we try to find the conditions of when spacecraft failures happen more frequently and give satellite operators useful information. Especially, our study focuses on the geosynchronous satellites which cost is high and required high reliability. We used satellite anomaly data given by Satellite News Digest which is internet newspaper providing space industry news. In our analysis, 88 anomaly cases occurred from 1997 to 2008 shows bad corelation with Kp index. Satellite malfunctions were likely to happen in spring and fall and in local time from midnight to dawn. In addition, we found the probability of anomaly increase when high energy electron flux is high. This is more clearly appeared in solar minimum than maximum period.

The researchers, who seek geological and environmental information, depend on the remote sensing and aerial photographic datum from various commercial satellites and aircraft. However, the adverse weather conditions and the expensive equipment can restrict that the researcher can collect their data anywhere and any time. To allow for better flexibility, we have developed a compact, a multispectral automatic Aerial photographic system. This system's Multi-spectral camera can catch the visible (RGB) and infrared (NIR) bands (3032${\ast}$2008 pixel) image. Our system consists of a thermal infrared camera and automatic balance control, and it managed and controlled by a palm-top computer. And it includes a camera gimbals system, GPS receiver, weather sensor and etc. As a result, we have successfully tested its ability to acquire aerial photography, weather data, as well as GPS data, making it a very flexible tool for environmental data monitoring.
