The study examines the present condition and prospects of venture firm accumulation center in the case of kwan-ak venture town. The survey shows most of companies have been founded since 1997. Their major items are software development and the average employees are under 10 workers. According to the questionary about the type of R&D and the level of innovation, technology innovation such as the development of new product is advanced whereas tacit innovation like inter-firm cooperation is very weak. And the source of idea and information is concentrated on the within-firms and research center As a result of the analysis of regional linkage, the dependence of production and R & D is large on kwan-ak-gu, but sales and information services have emphasis on Seoul area. In the light of the affiliation of inter-firm, they response sympathy with cooperation, but could not strengthen their commercial ties yet. At last, the policy for venture firm accumulation center must intend to make tacit measures through inventing of system instead of the simple means such as the assistance of location, finance and tax.
This paper aims at analyzing the practice of job rotation in the Korean government and putting forward policy suggestions. The Korean government is often accused of low capacity and weak competitiveness, which mainly result from the low expertise of public officials. Considering the high quality of human resources flowing into the public sector in Korea, solutions should be found from the structure of the system. This paper regards frequent position changes due to excessive job rotation as a key factor undermining the accumulation of expertise and conducts in-depth analyses. The current practice of frequent rotation shows that the average tenure period of government officials at director level and above is only about one year, far shorter than those in major developed countries, which causes many problems such as low efficiency, lack of accountability and policy consistency, and low opportunity for accumulating expertise. Simple models are set up to analyze job rotation and other alternative personnel management systems. Analyses find that it would be desirable to have each individual experience various positions during the initial rotation period to find his/her own aptitude, and then accumulate expertise by settling in at a certain specialized field for a prolonged period of time based on the revealed aptitude in mid and high positions. This turns out to be in line with the structure of the Career Development Program which is being introduced. The model-based analysis of this paper distinguishes this study from preceding ones conducted in the traditional framework of personnel management study. Practical measures to mitigate the problems of frequent job rotation include rotating within the area of specialty, narrowing the scope of transfer, and reinforcing the minimum tenure period. However, since the current frequent rotation is fundamentally attributable to the rank system based on seniority, the present civil service classification system needs to be converted into a position classification system in the long run.
These days open source softwares are being introduced and applied in many countries in the world. Especially, both government and private companies tend to become an spearhead in vitalizing the open source software. In this paper we try to check the degree of vitalizations in open source GIS software and to draw implications in vitalizing ecosystem of open source GIS software. Key players of open source GIS software ecosystem are government, private companies, academic and research institutes, and nonprofit foundations. Government does not have very little policies related to the investment and the support of open source GIS software. Private companies related to the open source GIS software are very few in the number and do not have any clear business model to make a profit. Academic and research institutes are weak in using the open source GIS software, which can be an major obstacle to cultivate software developers. OSGeo Korean branch, established in 2009, is the only nonprofit foundation in Korea which makes an effort to vitalize the open source GIS software, but its results are not very strong up to now in view of both quality and invigoration. In order to vitalize the open source GIS software ecosystem, lots of efforts of key players are needed. Especially, government efforts are very important because it can provide a trigger in vitalizing the open source GIS software ecosystem. The tasks that government should propel are R&D investment, test bed projects in the area of public sector, professional manpower training, and international cooperation and marketing.

The Electric Multiple Unit (EMU) has many types of door system such as sliding door, plug door etc.al. according to customer's requirements. The sliding door is widely used in Korea but has weak point in the noise problem. In the low operation speed, the noise coming from outer side of the EMU is not an important factor. As the speed is higher than before, noise is increased and make a problem. The main cause of noise is the imperfect air tightness in the EMU. The plug door system has advantages for the noise reduction characteristic in the high speed area. We have been developing electric plug-in door. The door is controlled by Door Control Unit(DCU) following the order of Automatic Train Protection (ATP) that is a kind of train signalling system. DCU has to simultaneously open and close the doors and the operation of it is related to the passengers safety. So DCU is a safety device that is important to reliability and safety. DCU is composed of several devices of control, motor driving, Input/Output, communication and power. In this paper, we will describe the functions, characteristic, requirement, subsystem and test results of DCU used for the electric plug-in door.

Temporal and spatial variations of temperature and salinity around Ganjeol Point during January, April, August and November 2011 were studied using the data from CTD observations and temperature monitoring buoys deployed at 20 stations in the southeast coast of Korea. Temperature and salinity were nearly homogeneous through the whole depth by mixing of the seawater in spring and winter related to the sea surface cooling. Stratification induced by the river runoff and the bottom cold water was clear in summer. In autumn, sea water had vertical mixing initiated from surface layer and weak stratification at the middle and bottom layers. Low temperature and high salinity emerged throughout the year near Ganjeol Point, which inferred from turbulent mixing and upwelling by its topographical effect. Major periods of 1/4~1.4 day temperature fluctuations were recorded for the most part of the stations. According to the cross spectral density analysis, high coherence and small time lag for temperature fluctuation between layers were shown at Ganjeol Point. However, those features at the northen area of Hoeya river were opposed to Ganjeol Point. From analyses, thermohaline structure and its fluctuation around Ganjeol Point were characterized into those three parts, the south of Ganjeol Point, Ganjeol Point and the north of Ganjeol Point.

Interfacial evaluation of the untreated and treated Jute and Hemp fibers reinforced different matrix polypropylene-maleic anhydride polypropylene copolymer (PP-MAPP) composites were investigated by micromechanical technique and dynamic contact angle measurement. For the statistical tensile strength of Jute and Hemp fibers, bimodal Weibull distribution was fitted better than the unimodal distribution. The acid-base parameter on the interfacial shear strength (IFSS) of the natural fiber composites was characterized by calculating the work adhesion, $W_a$. The effect of alkaline, silane coupling agent on natural fibers were obtained with changing MAPP content in PP-MAPP matrices. Alkaline treated fibers made the surface energy to be higher due to removing the weak boundary layers and thus increasing surface area, whereas surface energy of silane treated Jute and Hemp fibers decreased due to blocked high energy sites. MAPP in the PP-MAPP matrix caused the surface energy to increase due to introduced acid-base sites. Microfailure modes of two natural fiber composites were observed clearly differently due to different tensile strength of natural fibers.
Background and Objectives : The concentration of sulfur dioxide($SO_2$) gas in the ambient air appears increasing in the industry and urban area day by day. It was known that $SO_2$ is noxious gas. $SO_2$ can be irritating to the eyes, nose, throat, upper respiratory tract and skin. It produces sulfurous acid on contact with water and is extremely irritating to the nasopharynx and respiratory tract. Laminin is a family of extracellular matrix glycoproteins localized in the basement membrane that separates epithelial cells from the underlying stroma. The biological activities of laminin are to promote cell migration, wound healing, growth and differentiation. Meterials and Methods : The histologic changes and the expression of laminin in tracheal mucosa sacrificed at every weeks (to 7 weeks) after continued $SO_2$ exposure of 250ppm for 30 minutes a day were studied in rats. Results : Pathologic tissue was formed at the tracheal mucosa and the underlying tissue by the infiltration of monocytes and epithelium was transformed to the single cell layered epithelium above 5 weeks after exposure. At the 6 weeks after exposure, epithelial cells were partially lost and epithelial cell layer was transformed to be leaf-shaped. Submucosal tissue was transformed to be lymphatic tissue. An intense positive staining for laminin was found in apical cytoplasm and lateral surface of the normal epithelial cells and basement membrane but at the 5 and 6 weeks after exposure, laminin activity was decreased to the moderate activity. At the 7 weeks after exposure, laminin activity was decreased to the weak activity. Conclusion : Our finding suggests that $SO_2$ makes histologic damage on the tracheal mucosa and decreases immunoreactivity for laminin. Longer duration of the exposure of $SO_2$ makes more histologic damage on the tracheal mucosa and decreases immunoreactivity for laminin.
The biggest characteristic of Social Network Game(SNG) is that games are played through competition and cooperation with the actual acquaintances based on SNS. Even though such competition and challenge spirit have been dealt importantly as preceding factors having influence on the flow in games in the existing game area, it is rare to find researches deeply considering the characteristics of ranking competition between acquaintances in SNG. Moreover, it was not considered that such acquaintances could be the targets of competition and also challenge at the same time in SNG. Therefore, this study examined the achievements(big differences in ranking, small differences in ranking) of the targets for comparison and closeness(strong ties, weak ties) with the targets for comparison as factors having influence on competition and challenge spirit, and also empirically analyzed the influence of such factors and interactions between factors on players' competition and challenge spirit in the ranking competitive society, by analyzing the characteristics of ranking competition between acquaintances in the mobile puzzle, SNG based on SNS through the analysis on the preceding research on the self-evaluation maintenance model of the social comparison theory. In the results, when preferentially exposing competitors with small difference in ranking and also exposing competitors with stronger ties, players' competition is stimulated, so that it can improve their challenge spirit. Such results of this study can be expected to a lot contribute to the actual design work of SNG ranking table contents.
The purpose of this study is to have a preliminary study in order to develop a test which can comprehensively measure anxiety of elementary schoolchildren in middle grade. Following things are conducted to meet this task; first, to look into compositions of the anxiety of elementary schoolchildren in middle grade, to prepare proper questions to measure it and to develop a test; second, to look into whether such questions are fully understood by schoolchildren; third, to look into whether reliability and adequacy thereof are proper or not. Conclusion of the study is as follows; anxiety test of elementary schoolchildren in middle grade showed all the things related to general anxiety, social anxiety, study anxiety, examination anxiety, announcement anxiety. However, there were differences as per subordinate factor and detailed area. And reliability and adequacy of anxiety test for elementary schoolchildren in middle grade were appropriate. and such data could be valuably used for preparing anxiety test. To summarize the study result above, the test developed in this study supplements weak point of existing test instrument and reveals anxiety experienced by elementary schoolchildren in middle grade, and harmoniously composes all the kinds. It is meaningful that the test lowered applicable object to schoolchildren in middle grade who are in anxiety formation stage and also feel anxiety most strongly. In addition, it may be used usefully for living guidance and consultation to efficiently cope with anxiety by measuring base line regarding anxiety of individual schoolchildren in middle grade.
The spreading Cocuoainim polykikoides bloom in the southern coastal waters of Korea was simulated using numerical model including the physical processes of water flow and the chemical processes of increasing cell of C. polykikoides by uptake of dissolved nutrients. The circulation of sea water was simulated by two dimensional tide model reflecting the main four tidal components of $M_2,\;S_2,\;K_1,\;O_1$, and permanent current was driven by inflow/outflow across open boundaries. According to the result of model which tidal and permanent current were reflected simultaneously, eastward flows entering the southern waters from the western waters of Korea are dominant but westward flows are weak relatively. These result suggest that it is difficult for initial C. polykikoides bloom generated in the coastal waters of Goheung to move to the western coast of Korea through Jeju Strait. For spreading model of C. poiyhikoides, the range of generating distribution and the generating time of C. polykikoides bloom in coastal area are similar to those of observation data in the field. Wind is the most important factor in moving and distribution of red tide. Permanent current flowing eastward is also considered to be important factor and tidal current was a little influenced.
