Regulatory Pathways for Siting and Permitting Offshore Wind Facilities (해상풍력발전시설의 부지 및 허가에 관한 승인절차)

  • According to the increasement of demand for energy around globe, the concern degree of advanced countries for ocean energy including offshore wind power becomes excited. In domestic case, the government set up a goal that jumps up to the third ranked powerful nation of offshore wind in the world until 2020 and announced "The plan for 2.5-gigawatt wind farm off the south-west coast by 2019". Also the legal basis was created in order to support development of offshore wind power as 'A law on development, use, supply and promotion for New energy and renewable energy' was established by law. However to promote offshore wind power projects, there are much difficulties that developers should be applied by permitting use of public water surface and regulations of several domestic public institution. Therefore in this paper, we suggested an alternative to promote efficient offshore wind power projects by comparative analysis between domestic and foreign on regulatory pathways for siting and permitting offshore wind facilities.

A study on the Occupants' Apprasials of Newly Consturcted Apartment (신축 공동주택의 주거환경에 관한 입주자 평가)

  • Recently, large APT complexes are newly constructed in Taegu city and among them, large APT complexes aggegate densly espically in Weolsung and Jisan complexes of Dalsuh-gu and Susung-gu districts. The purpose of this thesis is to perform occupants' apprasials about residential environment on the housewifes residing at new constructed APT who seem tn have different apprasials on the residential environment by the zones. The results of the investigations are as follows. 1. House possessed type and house sire got elevated in comparison with them before shifting residence in respect to residential property and it was revealed they moved to short distance in the change of their lands. And most occupants could choose their houses by looting-out and there's some difference in the choice motive according to the zones. 2. As a result of studying the relation between demographic and residential properties, there were deep differe-nces in the Possessed house type before move, possessed house size after move, preferenti-al degree of house and move plan. 3. In the degree of satisfaction on residential environment, the result was high in the order of heating facilities, water-supply and draining facilities and lighting and was low in the order of room's size, interior decoration and soundproofin. According to zones, there was a great difference in the items of room's size, privacy, heating facilities, securi-ty from calamity, ventilation, convenience of traffic and school group and facilities for extracurricular activities and the degree of satisfaction was high in Jisan zone in othe items except for room's size and heating facilities. 4. In the tenants' apprasials on tile inside and outside spaces of the zones, important factors were "Cultural Institutions", "Green Areas", "Level of Welfare Facilities" and "Utility degree of welfare facilities" and in the classification of important factors according to the zones, the first and the third factors were changed each other. I think this is because they attached importance to somethings dissatisfied in present circumstances.

Beyond the clinical walls: registered dietitian nutritionists providing medical nutrition therapy in the home setting

  • BACKGROUD/OBJECTIVES: Registered dietitian nutritionists (RDN) are providers of medical nutrition therapy (MNT) to address health and chronic disease. Traditionally, RDNs have provided care in healthcare facilities including hospitals and private care facilities. The purpose of this study was to determine how RDN individualized MNT in the home impacted nutrition, physical activity, and food security. SUBJECTS/METHODS: This is a secondary data analysis. The mean age of the participants (n = 1,007) was 51.6 years old with a mean body mass index (BMI) of 34.1 kg/m2. Individualized MNT visits were delivered by an RDN in the home setting from January to December 2019. Participants were referred by healthcare professionals or self-referred. Participants had MNT benefits covered by their health insurance plan (43.3% Medicaid; 39.8% private insurance; 7.9% Medicare, 9% other). Health outcomes related to nutrition care were measured. Outcomes included self-reported consumption of nutrition factors and physical activity. Our secondary outcome focused on food security. The changes in weight, BMI, physical activity, and nutrition factors were analyzed by a linear regression model or linear mixed model, adjusting for age, sex, baseline value, and number of appointments. Food security was summarized in a 2 by 2 contingency table. RESULTS: Baseline values had significantly negative impacts for all changes and number of appointments was significant in the changes for weight and BMI. Increases in physical activity were significant for both female and male participants, 10.4 and 12.6 minutes per day, respectively, while the changes in weight and BMI were not. Regarding dietary factors, the consumption total servings per day of vegetables (0.13) and water (3.35) significantly increased, while the consumption of total servings of whole grain (-0.27), fruit (-0.32), dairy (-0.80) and fish (-0.81) significantly decreased. About 24% (of overall population) and 45% (of Medicaid population) reported improvements in food security. CONCLUSIONS: This study found that home visits were a useful setting for MNT delivered by RDNs. There is a strong need for individualized counseling to meet the participants' needs and personal goals.

  • Influx of exotic fishes is the reason of destruction of the ecosystem and Eco-Diversity Recently, River project was conducted to consider environmental function. Therefore, farmlands structure along the river was removed such as vinyl greenhouse. In order to supply water eco-diversity, ecological park was built. In spite of nature river improvement, the ecological system in river will be break down by exotic fishes. This study was conducted to investigate analyze the fish faun and prevailing species occupancy in Nakdong river. This data will be used to make the management plan of exotic fishes in ecological park around Nakdong river.

Model Analysis of AI-Based Water Pipeline Improved Decision (AI기반 상수도시설 개량 의사결정 모델 분석)

  • As an interest in the development of artificial intelligence(AI) technology in the water supply sector increases, we have developed an AI algorithm that can predict improvement decision-making ratings through repetitive learning using the data of pipe condition evaluation results, and present the most reliable prediction model through a verification process. We have developed the algorithm that can predict pipe ratings by pre-processing 12 indirect evaluation items based on the 2020 Han River Basin's basic plan and applying the AI algorithm to update weighting factors through backpropagation. This method ensured that the concordance rate between the direct evaluation result value and the calculated result value through repetitive learning and verification was more than 90%. As a result of the algorithm accuracy verification process, it was confirmed that all water pipe type data were evenly distributed, and the more learning data, the higher prediction accuracy. If data from all across the country is collected, the reliability of the prediction technique for pipe ratings using AI algorithm will be improved, and therefore, it is expected that the AI algorithm will play a role in supporting decision-making in the objective evaluation of the condition of aging pipes.

Mitigation of Greenhouse Gases by Water Management of SRI (System of Rice Intensification) in Rice Paddy Fields (논에서 SRI (System of Rice Intensification) 물 관리 방법을 적용한 온실가스 저감 효과)

  • Water competition among domestic, industrial and agricultural sectors has been gradually heightened recently in Korea as the lack of water supply is expected in the near future. About 46% of nation's water use is consumed in paddy farming to produce rice. And the conservation of water resource and quality in agricultural sector is a pending issue in the nation's long term water management plan. New paddy rice farming techniques that use significantly less irrigation water are urgently required. System of Rice Intensification (SRI) that is now well known to produce more rice with less water consumption has not been tried in Korea yet. And environmental effect of SRI on greenhouse gases (GHGs) has not been well investigated. The objective of this study was to measure the effect of SRI on GHGs as well as water use and rice yield in a Korean paddy condition. Three experimental runoff plots $5{\times}15m$ in size were prepared at an existing paddy field. Runoff, GHGs emission and water quality were measured during the 2011 growing seasons while a Japonica rice variety was cultivated. Rice plants grew better and healthier in SRI plots than in continuously flooded (CF) and intermittently drained (ID) plots. Rice yield from SRI plots increased 112.8 (ID)~116.1 (CF)% compared with CF and ID plots. Irrigation requirement of SRI plots compared to CF plot reduced by 52.6% and ID plot reduced by 62.0%, meaning that about 37.9~47.4% of irrigation water could be saved. GHGs emission from SRI plots reduced by 71.8% compared to that from CF plot and by 18.4% compared to that from ID plot, meaning that SRI could help contribute to ease the greenhouse gas accumulation in the atmosphere. It was believed that SRI is a promising paddy farming technique that could increase rice yield, and reduce irrigation water requirement and GHGs emission not just in Korea but also other rice farming countries all over the world. However, it was recommended that long term studies under different conditions including rice variety, soil texture, water source, climate need to be conducted for reliable data for the development of environmental policies related to GHGs emission control and management.

Development of 3D Underground Information Construction and Visualization System Based on IUGIM (지하공간통합지도 기반 3차원 지하정보 구축 및 가시화시스템 개발)

  • Due to recent underground space accidents, are a frequent occurence in Korea, the government established the basic plan for the construction of the IUGIM (Integrated Underground Geospatial Information Map) in 2015 as a measure for safety management of underground spaces. The development of IUGIM was partially completed as of 2021. The underground space management entity and related organizations are utilizing it. This study is being carried out as part of a plan to improve the usability of IUGIM, and to build a visualization system that compares real-time field data with stored data. A system, equipped with a visualization function for borehole data and 6 types of underground facilities built and managed on IUGIM; a tool capable of comparative analysis with real-time data measured in the field, is being built. The 6 types of underground facilities are water supply pipe, sewage pipe, power pipe, gas pipe, communication pipe, and heating pipe. The completed system was demonstrated at three locations in Seocho-gu, Gangnam-gu in Seoul. The field demonstration was carried out by accessing the mobile center and downloading IUGIM data, visualizing IUGIM data (surface creation, borehole information, underground facilities), and visualizing the GPR(Ground Penetrating Radar)-based data acquired at the field. As a result of the empirical results of IUGIM data and GPR-based field data, it was judged to be suitable. As a result of this study, it is judged that it can be helpful for safe construction at the excavation site.

Economic Feasibility Study of the Life Extension by Reactor Type of Nuclear Power Plant in Korea (우리나라 원자력발전의 노형을 고려한 계속운전의 경제성 비교 연구)

  • This paper evaluated the economic feasibility of the life extension of Kori unit 1 and Wolsong unit 1 according to the types of the nuclear power plants (NPPs) and the life extension period comparing to the levelized costs of energy (LCOE) of the new NPPs, coal-fired plants (CFPs), and combined cycle gas turbine (CCGTs) which proposed in the $7^{th}$ Basic Plan for Electricity Supply and Demand. The economic feasibility of the life extension of NPPs using LCOE method is affected by the types of NPPs, lifetime extension periods, discount rate, and capacity factor. According to the analysis results, the pressurized light water reactor (PWR) is more economical than the pressurized heavy water reactor (PHWR). Comparing the economical efficiency between the life extension of NPPs and other alternatives, the operation of the PWR for 20 years is more economical than the one of new NPPs and CFPs. However, 20 years of life extension of PHWR is more economical than the CCGTs, but less economical than new NPPs and CFPs. In summary, the 20 years of life extension of the NPPs seems to be more, especially for the PWR, which is more cost effective than other generation alternatives. Therefore, the government policy of the life extension of NPPs need to be a selective approach that simultaneously considers both safety and economics rather than closing all NPPs.

Analysis Actual Conditions of Arid Progress and Prevention Management of Hwaeom Wetland in Yangsansi (양산시 화엄늪의 산지화 진행실태 및 예방관리 방안)

  • Mountainous wetland have many species such as II grade endangered species of wild flora and fauna(Drosera rotundifolia) and environmental indicator species(Utricularia racemosa, Habenaria linearifolia, Parnassia palustris, Molinia japonica, etc.). Accordingly, the mountainous wetlands is very important. However, most mountainous wetlands will disappear by natural or artificial aridness processes. Thus, it needs to manage mountainous wetland for protecting from aridness. This study has found out the wetland status of the environmental ecology and aridness processes moreover, it has suggested ways of improving wetland conservation plan and wetland aridness management plan. According to the results of topography structure survey, Hwaeom wetland's altitude is ranged within 750~810m(87.4%), and slope is less than $10^{\circ}$. There was ideally suited mountainous wetland. However, the water supply(1.6 meters depth and 0.8 meters wide) was built on under the wetland. For that reason, there was concerned about the aridness processes by sweeping away peat layer and dropping the water level. The distribution area of hygrophyte was narrowed to 6.7% whereas, woody plants and xerophytic plants was achieved a dominant position. If it leaves the situation as it is, the mountainous wetland will be developed next succession as forest ecosystem. Therefore, in order to sustain the mountainous wetland from aridness, it is set to the base direction of conservation and management as main schemes. Moreover, we have suggested that setting the vegetation conservation and management area which considering a ecological vegetation characteristics, managing the ecotone vegetation, setting the buffer zone for protection of ecological core areas, protecting the mountainous wetland indicator species and designating the management vegetation. In conclusion, in order to sustain and maintain a soundly wetland ecosystem, it needs to several management of wetlands damage factors. 1) suppression of the excessive groundwater to basin, 2) stabilization of wetland via hydrologic storage, 3) suppression of changing and transforming wetland into forest by succession via management of xerophytic plants.

Removal and Release Velocities of Nutrients by Submerged Plants in Flood Control Reservoirs around Juam Lake (주암호 홍수조절용지내 침수 식물체의 영양염류 제거속도 및 용출속도)

  • BACKGROUND: Eutrophication occurs occasionally in flood control reservoirs around Juam lake in summer and early autumn. Lakeside macrophyte which is one of internal pollutants effects on water quality when it is submerged during water surface is rising after rainy season. METHODS AND RESULTS: To improve water the quality of water from water supply source and to establish the management plan of submerged plants in flood control reservoirs around Juam Lake, the removal and release velocities of nutrients by submerged plants in site 1 and 2 were investigated. Removal or release velocity constant (K) of COD by Carex dimorpholepis Steud in column was 0.07~0.18 $day^{-1}$ at 0~4 days after flooding, -0.23~-0.17 $day^{-1}$ at 5~19 days after flooding and -0.28~0.03 $day^{-1}$ at 20~33 days after flooding. Removal or release velocity constant (K) of T-N by Carex dimorpholepis Steud was 0.02 $day^{-1}$ at 0~4(8) days after flooding, -0.13~-0.10 $day^{-1}$ at 5(9)~33 days after flooding in column. Removal or release velocity constant (K) of T-P by Carex dimorpholepis Steud was 0.05~0.06 $day^{-1}$ at 0~4 days after flooding, -0.14~-0.09 $day^{-1}$ at 5~33 days after flooding. Release velocity constant (K) of nutrients by Miscanthus sacchariflorus Benth was lower than that by Carex dimorpholepis Steud. In site 1, the amount of nutrients release by Carex dimorpholepis Steud was 6,719 kg/month/area for COD, 2,397 kg/month/area for T-N and 466 kg/month/area for T-P. The amounts of nutrients release by Carex dimorpholepis Steud were higher than those by Miscanthus sacchariflorus Benth in both sites. CONCLUSION(s): The results of this study suggest that COD, T-N and T-P in water quality of Juam lake were strongly influenced by submerged plants in flood control reservoirs.
