The purpose of this study is to assess the environmental carrying capacity of Chongju City for the environmental management and the urban growth management. The urban environmental carrying capacity assessment of the city by the index of ecological footprint(EF), shows that the ecosystem of the city has been overloaded and most of the deficiencies has come from outside of the city. The EF index, the area of land per capita required for production and consumption in the city, was 1.731 ha per capita in 1989 and 1.901 ha per capita in 1999. On the other side, the ecologically productive land is 0.0175 ha per capita. It means that every citizen owes 1.88 ha per capita to the ecosystem in 1999. The land consumption of the city has increased by 0.1705 ha per capita during the last 10 years. The capacity of infrastructure and the service supply estimated by the Onishi model does not exceed the demand of the city in 1999. But the rapidly increasing population and fast urban growth need the expansion of the capacity. The water supply capacity of the city appears to be sufficient in 1999, but the water supply demand will increase in the future. The capacity of sewage treatment facilities seems to be sufficient, but the higher level of sewage treatment facilities should be adopted for the improvement of water quality as the generation of sewage will increase and its characteristics will also make the wastewater treatment difficult. Due to the decrease of solid waste generated, the land fill capacity for solid waste disposal is not insufficient at present, but the capacity will be saturated in the near future. Therefore, the scientific management system of solid wastes should be introduced. The air quality of the city meets both the national air quality standard and WHO recommendation standard, but the strong regulation and control of automobile emission gas such as CO, $CO_2$, NOx and HC is required for clean air.

The Life Cycle Assessment (LCA) as an environmental impact assessment tool has received increasing attention over the years. Unlike the water footprint (WF) and carbon footprint (CF) assessments whose focus is only on a single environmental aspect, the LCA systematically analyzes the different impacts along the entire life cycle, making possible the identification of potential environmental tradeoffs. In Korea, LCA has drawn much attention from both industry and academia since the mid-90s. However, the level of Korea-related LCA studies with respect to different sectors in the past 20 years has not been analyzed. This study, therefore, sought to assess the status of environmental Life Cycle Assessment (LCA) studies in Korea, with a view to understanding the current level of sustainability reporting and identify potential research gaps. Online searches of English written articles published between 2000 and 2019 were conducted on Google, Google scholar, Scopus, and Web of Science databases using the Keywords "life cycle assessment", "lca", and "Korea." At the end of the search, about 88 LCA related studies were identified for Korea within the study period. Majority of these studies focused on the construction (49%) and energy (31%) sectors with fewer environmental studies on the transportation (9%), manufacturing (8%), agriculture (2%), and information and communication (1%) industries. Based on publication trend, results show that LCA studies in Korea have been on the rise in the past 20 years, even though the number of publications has not followed a constant pace. In comparison with the economic sectors of the country, reports show an inadequacy in the coverage of major industries of growing economic relevance like the tourism, health, and agriculture, suggesting a need to further increase and improve LCA related studies in these sectors.
This study was carried out to evaluate carbon footprint during unhulled rice production and to compare mitigation technologies of methane, main carbon source during rice production, Carbon footprint of unhulled rice was a sum of $CO_2$ emission of agri-materials manufacture, rice cultivation and waste treatment. It was emitted 1.40 kg $CO_2$ during unhulled rice production, its distribution was 71.1% by $CH_4$ emission of rice cultivation, 11.8% of $N_2O$ emission by nitrogen application and 7.6% of complex fertilizer manufacture. $CH_4$ emission could be mitigated by some technologies; cultivation of the early maturing rice variety emitted lower by 44.4% than the mid maturing variety, intermittent drainage of submerged water by 43.8% than the continuous flooding condition, direct seeding by 32.0% than transplanting cultivation, no-ploughing by 20.9% than ploughing cultivation. It means that LCA on Global Warming Potential and the statistical data on innovated technical practice are key tools to systemize Measurable-Reportable-Verifiable (MRV) system for carbon footprint and carbon emission trade in the farm base.

The objective of the study is to develop life cycle inventory (LCI) database of dam, a major facility for irrigation water supply. The types of database developed are three out of nine dams according to the size of the wate r storage capacity: two kinds larger than 500,000 $m^3$ depending on gate for discharging (Type 1) and the other dam smaller than 500,000 $m^3$ (Type 2). According to the LCI analysis, type 1 larger than 500,000 $m^3$ storage capacity with gate has the lowest environment impact in the 6 impact categories. The impact of the type 1 accounts for 7~35 % of the type 2 for supplying irrigation water. Comparing with the environment impacts of water for other uses such as drinking and industrial water, the impacts of 1 $m^3$ irrigation water supply is 4~45 % of the one for industrial water supply and 1~16 % of the drinking water's. The three types of LCI DB on the irrigation water by dams will be useful in the application of Life Cycle Assessment in agricultural products and environmental labelling including carbon footprint since it is complied to the guidelines of LCI DB constr uction issued by Ministry of Environment and Ministry of Knowledge Economy.

가상수(假想水, Virtual Water)란 일정량의 농산물, 축산물, 공산품과 같은 생산품 혹은 서비스 제공에 필요한 물의 양을 뜻하는 것으로 1990년대 초반 Tony Allan 교수가 처음 제시하였다. 본 연구는 Chapagain and Hoekstra(2004)이 제시한 농축산물 및 공산품의 단위 가상수량 산정방법을 분석 및 적용하여 1998년부터 2007년까지 우리나라의 가상수 수출입량을 산정하였다. 또한 가상수 수출입을 국가간 정량화하는 방법론으로 물발자국(Water Footprint)이론을 이용하였다. 그리고 2006년 우리나라 농작물 생산량에 단위 가상수량을 적용하여 수자원장기종합계획(건설교통부, 2006)의 농업용수 수요량과 비교함으로써 단위 가상수 사용의 적절성을 검토하였다. 연구결과 현재 우리나라는 연평균 320억$m^3$의 가상수를 농축산물 및 공산품의 무역을 통하여 순수입하고 있으며 그 양은 지속적으로 증가추세를 보이고 있다. 생산되는 농작물의 가상수량과 농업용수 수요량의 차이는 약 6억$m^3$으로서 전체 수요량이 약 160억$m^3$인 점을 감안한다면 상대적으로 근소한 차이로서 본 연구에서 적용한 단위 가상수량 산정방법이 타당함을 입증하였다.

'물발자국(Water Footprint)' 개념은 가상수의 개념이 확장된 것으로 제품 생산과 서비스 전 과정에서 사용된 물의 양을 나타낸다. 따라서 한 국가내의 수자원 총량의 산출 시에 국제 무역을 통해 수출-수입되는 가상수의 양까지 고려하여 국가 물 총합(Water Budget)을 계산한다. 본 연구는 가상수의 수자원 활용에 관한 산업적 차원의 비교를 위하여 산업별 물발자국 산정모델을 구축하고자 하였다. 산업별 물발자국을 산정하기 위하여 첫째, 산업별 용수사용량에 기초하여 물발자국을 산정하였고, 둘째, 단위 물발자국에 기초하여 산업별 물발자국을 산정하였다. 먼저 산업별 용수사용량에 기초한 물발자국 산정은 하향식 접근법을 적용하였다. 국가 산업별 물발자국을 산정한 결과, 산업 전체 물발자국은 약 330억$m^3$이며 그 중 농업계가 연간 118.8억$m^3$으로 전체 물발자국의 36%를 차지하였다. 그 다음은 생활계로 전체의 34%인 111억 4천만$m^3$이다. 축산계의 물 사용량은 연간 2억 6천 7백만$m^3$ 정도이지만, 오염물질을 정화하는데 필요한 물인 회색수의 양이 많아 물발자국이 73억 $m^3$으로 비교적 높게 산정되었다. 공업계의 가상수량은 연간 26억$m^3$으로 타 산업에 비하여 오염부하량이 높지 않아 회색수량이 작게 나타났다. 다음으로 단위 물발자국에 기초하여 산업별 물발자국을 산정하였다. 단위 물발자국과 생산량을 활용하여 산정하는 상향식 접근법을 활용하였다. 1980년대부터 2014년까지 쌀 외 18개 품목에 대한 농산물 생산의 물발자국을 산정한 결과, 전체 물발자국은 평균 90억$m^3$으로 추정되었다. 한편, 2차 산업의 물발자국은 산업연관분석을 활용하여 산정하였다. 산업연관분석을 위하여 한국은행의 산업연관표와 경제총조사의 용수비 항목을 활용하였다. 2차 산업의 총 물발자국을 산정한 결과, 60억 $m^3$으로 추정되었다. 3차 산업의 물발자국도 이와 동일한 방식으로 산업연관표를 활용하여 산정하였다. 산업연관분석을 활용한 3차 산업의 물발자국 산정한 결과, 숙박 및 음식점업에서의 물발자국이 가장 큰 것으로 산정되었다. 이에 따라 Case Study로서 국내 워터파크 대상으로 물발자국을 산정하였다. 자료가 없는 부분을 제외하고 연간 총 840만 $m^3$의 물발자국을 가지는 것으로 나타났으며, 이 중 직접수는 70만 $m^3$, 간접수는 770만 $m^3$으로 간접수의 비율이 92%를 차지하였다.

The aim of this study is to analyze the contribution of regional water resources through the gap between water used for rice production and water used for consumption. The blue water use for rice production and for consumption was quantified and the regional blue water flows were estimated using the virtual water concept from 1995 to 2010. About $1134.4Mm^3/yr$ of blue water flowed among the provinces and metropolises of Korea, and about 28.5 % of total blue water flows came from Jeonnam province. In addition, blue water usage for rice was classified into three categories: water for production, internal consumption, and overproduction in each region. In Jeonnam, $633.8Mm^3/yr$ of blue water totally used for rice production, and 50.9 % and 15.5 % were used for external and internal rice consumption, respectively. The other 33.6 % was used for over production of rice for food security. This study assumed the blue water flows depended on the gap between virtual water use for rice production and consumption. However, the analysis of regional blue water usage and flows might show the importance of other region's water resources, and make policy decision-makers aware of the integrated water management among the regions.

한국은 전체곡물 자급도가 27.2 % (2007년 기준)로 낮기 때문에, 농산물 수입에 의한 가상수 수입이 다른 나라들에 비해 매우 크다. 이와 같이 물 수입 의존도가 높은 한국의 경우, 국제적인 가상수 흐름이 식량 안보, 농업 수자원 정책 등의 국가적인 수자원 정책에 있어서 매우 중요한 고려 사항이 될 수 있다. 본 연구에서는 2003년부터 2007년까지의 국제적인 무역통계를 바탕으로 우리나라에서 수출입이 이루어지고 있는 곡물 중 큰 비중을 차지하고 있는 밀, 벼, 옥수수 및 대두 등의 4개 작물에 대하여 주요 농산가공품의 가상수량을 산정하고, 이를 바탕으로 농산가공품 교역에 의한 가상수 수입량을 산정하였다. 그 결과 원료 작물 기준으로 밀, 벼, 옥수수, 및 대두의 가상수의 순수입량을 보면, 밀이 4,026.28 $M\;m^3$, 벼가 449.17 $M\;m^3$, 옥수수가 6,152.94 $M\;m^3$, 대두가 5,369.16 $M\;m^3$으로 나타나 옥수수가 가장 많은 가상수를 순수입하여 전체 순수입량의 38.5%를 차지하는 것으로 나타났다. 본 연구 결과는 국제적인 가상수 교역량을 바탕으로 한 우리 나라의 물발자국 (water footprint) 산정에 있어서 기초 자료로 활용될 수 있을 것으로 판단된다.

유역의 물안정성은 공공의 건강, 식량안전과 생태계 보호과 밀접한 연관이 있기에 그에 대한 관심사가 커지고 있다. 본 연구에서는 청색물발자국와 녹색물발자국 개념을 도입하여 물부족과 취약성을 지표로 한 한강의 물안정성을 평가하였다. SWAT모형을 적용하여 청색물 흐름, 녹색물 흐름, 녹색물 저류량을 계산하였다. 청색물은 유역의 물생성량와 지하수 저류량의 합으로 계산되고 녹색물은 실제 증발산량과 토양 수분 함유량의 합으로 계산되는데, 이러한 수문성분들은 SWAT 모형의 결과에서 얻을 수 있다. SWAT 모형은 SUFI-2 최적화 알고리즘을 이용하여 1990-2013년의 관측데이터에 대하여 보정 및 검증을 하였다. 계산결과 청색물의 시간적 분포는 강우패턴의 영향을 받고, 실제 증발산량인 월 녹색물의 흐름은 뚜렷한 계절 패턴을 보여주는 것으로 나타났다. 유역의 물안정성은 생활, 농업과 산업활동 등 인간활동의 물수요와 필요한 환경유지유량을 고려하여 산정하였다. 본 연구에서는 한강유역의 물부족과 취약성에 대한 시간적 변동성을 보여줌으로써 물자원 상황에 대한 이해도를 향상시키고 물 스트레스 기간을 제시하여 물자원의 계획과 관리를 개선 하고자 한다.

World population has increased rapidly following the industrial revolution, reaching 7 billion in 2012. Several forecasts estimate that this number will rise to about 8 billion in 2025. Improvements of living standards in developing nations have also raised resource and energy demands worldwide. In consequences, human beings have faced many global and urgent problems, such as global warming, water and food shortages, resource and energy crises, and so on. Many ocean utilization technologies for avoiding or reducing such big problems have been developed, for examples $CO_2$ ocean sequestration, seawater desalination, artificial upwelling, deepwater mining, and ocean energies. It is important, however, to assess such technologies from the viewpoints of sustainability and public acceptancy, since the aims of those technologies are to develop sustainable social systems rather than conventional ones based on fossil resources. Inclusive Marine Pressure Assessment and Classification Technology Research Committee (generally called IMPACT Research Committee) of Japan Society of Naval Architects and Ocean Engineers, has proposed Inclusive Impact Index "Triple I" as an indicator, which can predict both environmental sustainability and economical feasibility, in order to assess the ocean utilization technologies from the viewpoints of sustainability and public acceptancy. This index was considered by combining Ecological Footprint and Environmental Risk Assessment. The Ecological Footprint and the Environmental Risk Assessment are introduced in the first part of this paper. Then the concept and the structure of the Triple I are explained in the second part of this paper. Finally, the economy-ecology conversion factor in Triple I accounting is considered.
