Domestic Status for Acceptance of Various International Conventions relating to Marine Environment Management (해양환경관리 관련 각종 국제협약의 국내 수용 현황)

  • Domestic laws such as Korea Marine Pollution Prevention Law which has been made and amended according to the conclusions and amendments of various international conventions, especially by MARPOL 73/78, were reviewed and compared with major contents of international conventions, and several alternative measures for legislating new laws or amending existing laws such as Korea Marine Pollution Prevention Law in accordance with new contents and recent amendments of existing and new international conventions were proposed. Annex VI of MARPOL 73/78 has been recently accepted in Korea Marine Pollution Prevention Law which should be applied to ships which are the moving point sources of air pollution at Sea rather than in Korea Air Environment Conservation Law which should be applied to automobiles and industrial installations which are the line and/or point sources of air pollution in land. International Convention for Ship's Ballast Water/Sediment Management should be accepted in Korea Marine Pollution Prevention Law or by a new law in order to prevent domes marine ecosystem and costal environment from the invasion of harmful exotic species through the discharge of ship's ballast water. International Convention for the Control of Harmful Anti-Fouling Systems on the Ships should be accepted in Korea Marine Pollution Prevention Law which should be applied to ships which are navigating in open sea and coastal waters rather than in Korea Noxious Chemicals Management Law. Basel Convention which shall regulate and prohibit inter-nations movements of noxious chemical substances should be accepted in Korea Marine Pollution Prevention Law in order to prevent the movement and transfer of scrap-purpose tanker ships containing bilge water of oil/water mixtures and chemicals remained on board from advanced countries to developing and/or underdeveloped countries and to conserve global marine environment after all.

Experimental analysis of the sedimentation processes in the movable weir by changing the channel slope considering weir operation (가동보 운영 및 하상경사 변화에 의한 보 상류 퇴사과정의 실험적 분석)

  • This study investigates the sediment processes the Improved-pneumatic-movable weir through laboratory experiments considering changing channel slopes. Experimental results show that the delta migrates towards the weir and the delta height increases as time passes. Moreover, as the delta approaches the weir, the delta migration speed decreases. As the dimensionless delta location increases, the effective height of dimensionless delta and the dimensionless reservoir capacity increases. Therefore, under the same slope conditions, the sediment deposition volume of the delta is small as the channel slope is mild. This means that the channel slope affects the development of the delta in the upstream of the Improved-pneumatic-movable weir. At the beginning of the experiment, the foreset slope is mild. However, the foreset slope of the delta increases with water depth as the delta migrates downstream. Moreover, as the slope is mild, the ratio of delta front length to delta height is close to 1, and the dimensionless delta height and the dimensionless delta migration speed decrease. As the delta height increases, the water depth, the velocity approaching to the weir and the delta migration speed decrease.

Evaluation of Saltwater Intrusion to Coastal Aquifer by Using Probability Statistics (확률통계기법을 이용한 해안지역 대수층의 염수침입 평가)

  • Saltwater intrusion in coastal regions can be detected by using numerous geochemical constituents in groundwater. However, insufficient numbers of groundwater data can often make us difficult to interpret saltwater intrusion. Probability statistics technique enables statistical prediction using a limited numbers of water quality data for a wider range and can make to effectively evaluate saltwater intrusion through a characterized distribution of probability. This study evaluated saltwater intrusion by applying probability statistics to the chemical constituents in groundwater, coastal discharge, and stream water in the coastal areas of Busan City. By the result of the study, it is proven that Na+, Mg2+, K+, SO42−, and Cl, abundantly contained in seawater, are valuable indicators for evaluating saltwater intrusion. On the other hand, it is judged that Si4+, Fe2+, NO3, and PO43−, showing similar probability distribution in groundwater, coastal discharge, and stream water, are not appropriate indicators for the detection of saltwater intrusion.

  • The purpose of this research is to evaluate the scenic value of the Gyungin Ara waterway in real estate prices. Apart from the multi-functionality such as transportation of passengers and freight, prevention of floods, and provision of leisure areas, the Ara waterway possesses a scenic function which offers people esthetic value through unique and beautiful scenery. This scenic function is an externality for apartment residents living nearby. The applied methodology for this research is the Hedonic Price Model (HPM) which creates a cause and effect model between real estate prices and attributes. Variables such as apartment sale prices, complex characteristics, location characteristics, timely characteristics have been deduced through data collected from a total of 4,207 households that have experienced actual transactions during the same period, all located within the scenic benefit boundaries of the waterway. Landscape variable has been derived from algorithm designed by a combination of digital map and Google Mapview. The scenic value of the waterway estimated through the application of HPM on these variables is 165,000 Won per area (pyeong). The regional asset enhancing effect caused by the landscape view of the waterway is estimated to be 89.1 billion won.

An Assessment Model on Sustainability of Local City (지방도시의 지속가능성 평가모형)

  • This study aims to find basic data for using the quantitative assessment of the sustainability and establishing the systematic index of the planning for local cities to consider the environmentally sound and sustainable development. The research designs to review professional responding to surveys preceded by separate questionnaires and interviews from book reviews, and suggests to make an assessment model of the sustainability for local cities. The research found consequently as follows. Firstly, the research survey items were decides totally 52, grouped 9 assessmental issues and distributed under 4 assessmental domains for the sustainability from the references of book reviews. Secondly, the research result concentrated on the followings from the professional responding to surveys. 1. A most influent factor is the distribution of animals and plants in a nature domain. The next influent factors are the ratio of mass-transportation systems, the numbers of the species of animals and plants, the acreage of conservative forestry, the numbers of reused water resources, and the usage number of water supply, orderly in the nature domain. 2. A most influent factor is the usage number of synthetic detergents in a pollution domain. The next influent factors are the volume of waste water, the number of registered vehicles, the degree of soil pollution, and the charge of development imposition, orderly in the pollution domain. 3. A most influent factor is the acreage of athletic facilities, in an urban domain. the next influent factors are the acreage of recreational facilities, the number and acreage of cultural assets, the number of cultural facilities, the acreage of landscape conservation area, the charge of cultural asset management, orderly in the urban domain. 4. A most influent factor is the number of waste disposal facilities in a participation domain. The next influent factors are the capacity of reused waste, the usage of synthetic detergents, the ratio of waste water disposal, orderly in the participation domain. 5. A most contributed influent domain to the assessment of the sustainability for local cities is the urban domain. The next influent domains are nature domain, participation domain, and pollution domain, orderly in the contribution of the assessment of the sustainability. But, the pollution domain is little relationship with the sustainability. Therefore, it is clear that the abundant greens and the improved level of culture are dominant influences on the sustainabiligy, as like improving the ratio of roadside trees, the acreage of parks, and enlarging the number of cultural facilities.

Estimation on Filling Performance of Thixotropic Grout for Increasing Front-Water Depth of Gravity-Type Quay Wall (중력식 안벽 구조물의 증심 시공을 위한 가소성 그라우트의 충진성능 평가)

  • Recently, as the size of transportation vessels has increased, there is a growing need for securing the front-water depths of existing port facilities. The method of deepening front-water depth is securing the depth of the port facility, and it is reinforced by grouting after excavating the rubble-mound to the required depth. The purpose of this study is to investigate the reinforcing performance and filling performance of thixotropic grout as a grouting material for reinforcing rubble-mound. Compressive strength tests were carried out for two types of thixotropic grout, and 5 specimens with a diameter of 400 mm and a height of 530 mm were manufactured and evaluated for filling performance. The required strength of reinforced rubble-mound required to ensure the safety of the structure is 6 MPa. All the thixotropic grouts used in this study were found to satisfy the required strength over 9 MPa at 7 days of age. As a result of visual observation of filling state of the filling performance test specimens, it was confirmed that the thixotropic grout was well filled up to the desired fillet height.

  • The purpose of this study was to investigate the effect of withering on mechanical properties for optimizing the condition of transportation and storage of fresh leafy vegetables which they would be easily able to be suffered the physical damage. Experimental material used were spinaches and leeks which were easily apt to be withered. The breaking stress, elastic modulus and viscosity were measured in the range of temperature $3{\sim}37^{\circ}C$ and water content $70{\sim}95%$ by the four element model, being used the creep tester made by author. As a result of this study, while water content was decreased, breaking stress was increased. The elastic modulus and viscosity of the specimens were not influenced on temperature, but on water content. In reversibility test of the withering, the appearance, water content and elastic modulus of the specimens were completely recovered to the initial freshness, but the viscosity was not.

  • This study investigates the hydraulic characteristics and the delta development processes in the improved-pneumatic-movable weir by considering the standing angle of the weir through laboratory experiments. The delta migration speed decreases rapidly with time. As the ratio of delta height to water depth increases, the dimensionless delta migration speed decreases at the delta point. Therefore, the water depth decreases as the delta height increases. Although the delta volume is large due to the effective height of the delta, the delta migration speed and sediment deposition decreases because of the backwater effect on the delta. On the same bed slope condition, the larger the weir height, the larger the delta volume and the ratio of delta height to delta front length is close to 1.0. The delta development could be suppressed when the weir is high. Therefore, the condition that the weir is high has the suppressing effect on the delta developments.

  • Domestic railway industry has grown in numbers, scale of railway ndustrial and operation because was focused on an environmentally sustainable transportation. However, it is not enough to treat and prevent heavy metals which occur as the railway operation increases. The heavy metals occurred when the operating railway and it will be flow into water system with rainfall effluent during rainfall. will flow out along with the rainfall effluent when rainfall comes. In case of a railway bridge, In particular, heavy metals were flow into the water system without any treatment from railway bridges where located nearby rivers and lakes. So, rainfall effluent from railway facilities was occurred pollution of water system. For the prevent of heavy metal runoff during rainfall, the adsorptivity of material in railway roadbed is important.In this study, adsorptivity of gravel which is main gravel and blast-furnace slag were conducted adsorption test and deducted Freundlich's and Langmuir's isothermal adsorption equations. Safety as railway subbase course material was evaluated using modeling. As a result, absorption amount of slag, Cd and Cu, was shown higher than gravel and Pb along with Zn showed higher absorption amount of gravel. However, absorption amount of slag was shown higher than gravel used as railway subbase course material as time passes by. Absorption features had more suitable determination coefficient of heavy metals in warm absorption type such as Langnmuir compared to warm absorption type like Freundlich. To add, they showed less transformation by about 10% compared to gravel in safety evaluation through modeling. This is a railway subbase course material that prevents water outflow of heavy metal thus we can know slag is needed to be used.

Global Trends of In-Situ Resource Utilization (우주 현지자원활용 글로벌 동향 )

  • In contrast to the short-term nature of lunar missions in the past, lunar missions in new space era aim to extend the presence on the lunar surface and to use this capability for the Mars exploration. In order to realize extended human presence on the Moon, production and use of consumables and fuels required for the habitation and transportation using in-situ resources is an important prerequisite. The Global Exploration Roadmap presented by the International Space Exploration Coordination Group (ISECG), which reflects the space exploration plans of participating countries, shows the phases of progress from lunar surface exploration to Mars exploration and relates in-situ resource utilization (ISRU) capabilities to each phase. Based on the ISRU Gap Assessment Report from the ISECG, ISRU technology is categorized into in-situ propellant and consumable production, in-situ construction, in-space manufacturing, and related areas such as storage and utilization of products, power systems required for resource utilization. Among the lunar resources, leading countries have prioritized the utilization of ice water existing in the permanent shadow region near the lunar poles and the extraction of oxygen from the regolith, and are preparing to investigate the distribution of resources and ice water near the lunar south pole through unmanned landing missions. Resource utilization technologies such as producing hydrogen and oxygen from water by hydroelectrolysis and extracting oxygen from the lunar regolith are being developed and tested in relevant lunar surface analogue environments. It is also observed that each government emphasizes the use and development of the private sector capabilities for sustainable lunar surface exploration by purchasing lunar landing services and providing opportunities to participate in resource exploration and material extraction.
