  • The comparison of demand and supply is needed for efficient ecosystem services planning. However, the gap between them cannot be analyzed as existing studies mainly dealt with only the supply of ecosystem services. This study compares the demand and supply of ecosystem services in Shiheung using environmental complaints and urban planning by semantic network analysis. As a result, 'air' and 'water' quality are magnified in demand, 'energy' and 'water' are crucial in supply. This result presents that citizen ask for the improvement of air quality in regulation services, although local government has plans for energy support in provisioning services. Periodic ecosystem services demand and supply monitoring will be the base of effective ecosystem services planning, which reduce insufficiency and surplus.

Ability and Willingness to Pay for Waste Water Management Services: A Case Study in Lampung Province, Indonesia

  • This study aims to estimate and calculate the ability to pay (ATP) and the willingness to pay (WTP) of households for wastewater management services (IPAL), the relationship between ATP and WTP, and factors that affect WTP. The location of IPAL construction is in the area of Lampung Province, Indonesia. There are 158 selected households for this study. The study employs a purposive sampling method in which the characteristics of households are classified into 3 categories - former households, newcomer households who had come to this area and have no experience of using water supply services, and newcomer households who have experience of using water supply services such as PDAM. The results of this study are, ATP and WTP values were not always in the same direction. The highest ATP was for newcomer households with experience of water supply services but the WTP was the lowest, on the contrary, the lowest ATP was for former households, but the WTP was the highest. Furthermore, experience and cognitive reference are positively correlated with WTP. Service quality perception, education/knowledge of respondents about environmental conservation, and level of income correlate with WTP.

A study on the equity and influencing factors of local water supply services in Korea (지방상수도 서비스의 형평성과 영향요인에 대한 연구)

  • This study was conducted with the purpose of focusing on local water supply services, identifying equity and influencing factors, and analyzing the results. Using the Coulter model for 152 local governments across the country, equity was measured for six variables, including average unit price, rates of recovering costs from water price, revenue water ratio, water supply rate, number of employees, and customer satisfaction. Among them, the level of inequality in the average unit price was the highest. As a result of trend analysis, the degree of equity of most variables decreased. In addition, through Tobit analysis, factors influencing equity such as financial independence, local tax burden, and administrative district level were confirmed. In order to provide equitable water supply services, institutional changes such as rate increases are needed. And the government and local governments must pursue various water supply plans.

  • Saemangeum development project is the world's largest tidal flat reclamation project. It is currently under construction, and proceeding with phased developments. The construction of agricultural areas within the Saemangeum reclamed lands is also a part of this project. These areas will have multi-functional complexes aiming to produce mainly eco-friendly horticultural crops and livestock products for the purpose of export. The major concern is to obtain sufficient water with appropriate quality to supply to those areas. The objective of this study is therefore to provide available water supply plans for agricultural purpose, especially for horticulture and livestock complexes. Alternative methods for water supply are purifying water from the Saemangenm lake or using water supply services providing by K-water or local governments. This study investigates to find an economical water supply plan through comparisons of these methods. As a result, the water purification method with Saemangeum lake water could be advantageous for given water supply conditions to horticulture and livestock complexes.

  • In this study, the effect of hot water supply flow rates on energy consumption for radiant floor heating system in apartment were researched by computer simulation. The parametric study of different hot water supply flow rates was done with regard to energy performance and control characteristics, respectively. Also the effect of different hot water supply flow rates on the hot water supply temperatures is studied. As a result, energy consumption were reduced but the response time is increased by reducing the supply flow rate. And energy consumption can be saved by adjusting the hot water supply temperatures with different supply flow rates.

  • Water flow characteristics of an apartment complex consisting of 12 buildings and 635 units in total have been investigated numerically. The complex incorporates two zone booster pump water supply system, and some units have pressure reducing valves in them. Input data to a commercial code Flowmaster7 include survey results on the water usage for the last three years, dimension of the water supply system and its operation condition, etc. Calculated static pressures at the inlet of all units are compared with their design and measured counterparts, and they agree quite well with each other. Then, the pressure distributions and volumetric flow rates at all 635 units are estimated. Flow balancing is also attempted by varying the ratio of angle valve of each unit to improve the non-uniformity of flows.

  • It is essential to carry out an economic analysis on public water supply projects so that policy makers and water enterprises are aware of the actual value of the project. However, many popular approaches based on discounted cash flow analysis do not capture the uncertainties inherent in cash flow. In order to analyze the economic values of the water supply project of local governments, we utilize real option model, which considers uncertainty in future water price behavior and captures the value of real life flexibility. The real option model is designed to incorporate the option to expand and abandon, and it is applied to a local government case. Furthermore, we assess the project by exploring Luehrman's option space to accommodate the more efficient decision making. The results show that substantial amount of potential value is included in the public water supply service, and the overall value is greater than the value obtained from the discounted cash flow model.

  • This study is the survey of a transition procedure of building services systems(heat source, HVAC, water supply) through the survey of existing office buildings, building design documents. The preference & major consideration of system selection is the engineer's opinions. The results of this survey can be used in selection of building services system design. In this survey, "Hot & cold water generator system" and "single duct CAV+FCU system", "Elevated water tank system" are selected. The most important consideration in system selection is the energy saving in heat source system, and comfort in HVAC system, and water pressure in water supply system. They prefer "steam boiler+absorption chiller system" for heat source system, "steam boiler+ice thermal storage system", "hot & cold water generator system", "district heating+absorption chiller system" : "single duct CAV+FCU system" and "single duct VAV+convector system" for HVAC system: and "booster pump system" for water supply system.

Plurality of urban governance in Nigeria and its implications on delivery of environmental services

  • This paper discussed plurality in urban governance in Nigeria and its implication on delivery of urban environmental services, with a focus on water supply, sanitation and solid waste disposal. Conceptually, it explained urban governance as the sum total of the ways of achieving an inclusive city and expressed the urban governance system of Nigeria based the legal framework set for them. The paper explored the environmental implications of urban governance in Nigeria. It concluded that urban governance has several implications on delivery of urban environmental services in Nigeria. The dualism in urban governance is a factor contributing towards inefficient delivery of environmental services such as water supply, sanitation and solid waste management in Nigeria. The paper recommended, among others, a constitutional reform that will guarantee efficient urban governance and delivery of environmental services in Nigeria.
