기후 변화 대응을 위한 상수도 시설 적응형 관리의 필요성: 2008-2009 광동댐 취수 제한 사례 연구 (Adaptive Management of Water Supply Systems to Deal with Climate Changes: A Gwangdong Dam Case Study)

  • From the engineering standpoint, this study puts a special emphasis on application of adaptive management. To do this, we analyze the recent issue about water scarcity of the Gwangdong dam. Using the system dynamics model, we defined the system including water balance in the dam, dam manager's operation rules, regional water supply and local water distribution, and customer damage. It was expected that the model is useful to explain the real case, and also water scarcity of Gwangdong led to total damage of about 2.56 billion won, mainly to customers in the Taebaeck city. Two adaptive management options (i.e., optimal allocation of limited water resources, and early control of dam storage) were applied to the model in order to examine whether adaptive management is effective to mitigate the damage, it is concluded that the case study could largely reduce or entirely avoid the damage with adaptive engineering options.

Impact of Climate Change on Variation of the Aridity and Evaporative Indexes in South Korea

  • The aridity index, which is determined as the ratio of potential evapotranspiration to precipitation, is one of key parameters in drought characterization. Whereas the evaporative index, which is defined as the ratio of actual evapotranspiration to precipitation, represents the fraction of available water consumed by the evapotranspiration process. This study investigates variation of the aridity and evaporative indexes due to climate change during the 21st century in South Korea. Estimations of the aridity and evaporative indexes are obtained using SWAT mode based on ensemble of 13 different GCMs over 5 large basins of South Korea for 2 RCP scenarios (RCP 4.5 and RCP 8.5). The results shows the opposite trends of the two indexes, where the aridity index is projected as always increase, while the evaporative index is expected to decrease in all of 3 future period (2011-1940, 1941-1970, 1971-2099). The estimated results also suggest that land cover influenced significantly evapotranspiration along with the change of climate. The study indicates that South Korea will be facing with a high risk of water scarcity in future due to climate change, which is seriously challenging for water planing and management in the country.

K-HAS와 비율보정 계수를 이용한 농업용 저수지의 비상연계 용수공급 가능량 분석 (Analysis of the Emergency Water Supply Capacity in Agricultural Reservoirs Using K-HAS and Ratio Correction Factors)

  • As the frequency of drought increases due to climate change, water scarcity in agriculture would be a main issue. However, it seems difficult to solve the water scarcity by securing alternative water sources. The aim of this study is to analyze optimal water supply capacity of agricultural reservoir for emergency operation connecting reservoirs and dams. First, we simulated the water storage of agricultural reservoir playing the role emergency water supplier to other water facility such as dams and other reservoirs. In particular, the results of simulation of water storage through K-HAS model was calibrated using the optimization process based on ratio correction factors of outflow and inflow. Finally, the optimal amount of water supply securing water supply reliability in emergency interconnection operation was analyzed. The results of this study showed that Janchi reservoir could supply 12.8 thousand m3/day maintaining 90 % water supply reliability. The result of this study could suggest the standard for connecting water facilities as emergency water supply.

수분 수착 MOF를 이용한 건조한 지역의 대기 중 워터하베스팅 기술의 최근 동향 (Recent Advances on MOF-assisted Atmospheric Water Harvesting at Dry Regions)

  • 전 세계적인 물 부족을 해결하기 위한 유망한 방법으로 수착제를 이용하여 공기 중에서 물을 수확하는 기술은 수자원이 부족한 지역에서 식수를 전달할 수 있는 큰 잠재력을 보여주고 있음. 본 총설에서는 대기 중 물을 수확하기 위한 수착제로 금속유기골격구조(MOF)를 사용하는 최근 연구에 대해 소개함. 제올라이트나 실리카 기반 물질과 같은 다른 수착제 물질에 비해, MOF는 상대습도 10% 부근에서 물 수착 곡선의 변곡점을 보이는 특성 덕분에 건조한 사막지역에서 물을 수확하기에 적합한 특성을 가지고 있음. 이러한 특성으로 말미암아 최근 MOF를 이용하여 물을 수확할 수 있는 실용적인 물 수확 장치를 개발하기 위한 연구가 활발히 진행되고 있음. 이 기술은 전 세계 어느 곳에서나 지리 환경적 영향을 받지 않고 대기 중의 물에 접근할 수 있기 때문에, 미래 지속가능한 수자원 확보 기술 측면에서 새로운 패러다임을 제시할 것으로 기대됨.

오염집약도와 국제경쟁력의 변화: 1993~98

  • The purpose of this paper is to perform empirical studies on the impact of pollution intensity on international competitiveness using 1993 and 1998 data, and to estimate the change in environmental regulation level faced by the firms during 1993~1998. Collecting relevant data and providing them for further studies in the area are another purposes of the paper. The first method is the regression of various indices of international competitiveness on factor costs, such as labor, capital, R&D and pollution abatement costs. Goal of the regression analysis is to estimate the scarcity and comparative advantage effect of each production factor, especially environmental resource. Regression results show that those industries which employ more environmental resource have higher comparative advantage in both years, which implies that Korean firms are endowed with abundant environmental resource compared to other countries. The second method is to compute the relative scarcity indices(HOVL indices) of production factors, proposed by Leamer based on Vanek's generalized Hecksher-Ohlin Theorem. This method estimates the relative scarcity of production factors by computing factor costs embodied in import and export of commodities. This method shows similar results as the regression method; i.e., trade pattern of production factors implies that the manufacturing sector in Korea is endowed with abundant environmental resource compared to other countries. Considering population density, water resource endowment, intensity of economic activity per unit area and current air and water pollution levels, it is evident that Korea is never endowed with abundant environmental resource compared to other countries. Then the abundance of environmental resource revealed by the trade patterns of commodities and production factors implies that Korea's environmental regulation level is excessively generous compared to environmental capacity, and that this increased the environmental resource endowment supplied to firms and thus distorted the inter-industry comparative advantages. Both regression and HOVL methods, on the other hand, show that overall environmental regulation level faced by the firms has been strengthened during 1993~1998.

Effect of water scarcity during thermal-humidity exposure on the mineral footprint of sheep

  • Objective: Combination of two stressors on alteration of mineral footprints in animals needs due attention to meet maximum production and welfare, particularly in grazing sheep. This study tested whether ewes (Ovis aries) exposed to water deprivation and thermal-humidity stressors had altered mineral footprints in their wool, serum, urine, and feces. Methods: Nine ewes (age = 3 years; mean body weight = 41±3.5 kg) were divided among a control group with free access to water, and treatment groups with water deprivation lasting either 2 h (2hWD) or 3 h (3hWD) after feeding. Using a 3×3 Latin square design, animals were assigned to treatment groups for three sampling periods of 21 days each (n = 9). Blood was collected by jugular venipuncture. Wool was collected at the end of periods 2 and 3. Metabolic crates designed with metal grated floors were used for urine and feces collection. We measured sodium (Na), magnesium (Mg), phosphorus (P), chloride (Cl), calcium (Ca), manganese (Mn), copper (Cu), iron (Fe), and zinc (Zn). Results: The wool mineral levels did not differ between the treatment groups, although K was marginally lower (p = 0.10) in the 2hWD group. The serum and urine mineral levels did not differ between the treatments (p>0.05). Fecal K was significantly lower in the 2hWD group than in the other groups (p≤0.05). Conclusion: In conclusion, water deprivation and thermal-humidity exposure altered the excretion of K, but not of other minerals, in the wool, urine, feces, or serum of ewes. Thus, no additional mineral supplementation is needed for water deprived ewes during thermalhumidity exposure.

  • This paper sought to provide information regarding the water resources in the Philippines, focusing on the issues of water quality, status of water use and water scarcity, and other threats to water availability. Although the country has sufficient amount of water resources, it was found out that water availability is still threatened by some major water resources problems: increasing water demand due to drastic growth in population, water resources pollution, droughts and flooding and weak institutional framework to address these problems. Water quality problems include increasing groundwater and surface water pollution. Moreover, drought and flooding have also increased damages in recent years due to deteriorating watersheds and high economic and population growth. In relation to these, the Government enacted national laws to define and deal with water control and quality management. The objective of this research was to present and evaluate current conditions and issues on Philippine water resources.

기후변화의 비정상성 대비 댐 운영 개선을 위한 Robust-SDP의 개발 (Development of Robust-SDP for improving dam operation to cope with non-stationarity of climate change)

  • 기존의 저수지 운영 연구들은 미래의 기후가 과거와 유사하다는 정상성의 가정을 전제로 하였다. 하지만 기후의 비정상성으로 인해 불확실성이 더욱 커질 경우에는 큰 불확실성에서도 안정된 최적해를 찾을 수 있는 로버스트 최적화 과정(Robust Optimization, 이하 RO)이 필요하다고 알려져 있다. RO는 입력자료의 비정상성으로 인해 야기되는 불확실성을 제어하는 로버스트 항을 목적함수에 추가하여 기존의 최적화 방법을 개선한다. 본 연구는 기후변화의 비정상성을 대비하는 저수지 운영규칙 산정을 위해 추계학적동적계획법(Stochastic Dynamic Programing, 이하 SDP)과 RO를 결합하는 Robust-SDP를 제안하였고, 이를 최근 4년간 가뭄을 겪었던 보령댐에 적용하였다. 즉, 비정상성이 반영된 미래 유입량 자료를 생성하고 이를 6가지의 평가지표와 2가지의 의사결정 지원그림을 사용하여 과거 유입량 자료로부터 산출된 저수지 운영규칙의 수행능력을 평가하였다. 그 결과, Robust-SDP가 기후의 비정상성 하에서 극단적인 물 부족 사건의 발생률과 물 부족 사건의 실패의 크기를 감소시켰지만, 작은 크기의 물 부족 발생률은 증가하는 상충관계(trade-off)를 가져옴을 확인할 수 있었다. 이를 바탕으로 의사결정자가 우선시하는 평가지표의 결과에 따라 최적화 모형을 선택할 수 있음을 제안하였다.

Changes in the Winter-Spring Center Timing over Upper Indus River Basin in Pakistan

  • The agriculture sector plays a vital role in the economy of Pakistan by contributing about 20% of the GDP and 42% of the labor force. Rivers from the top of Himalayas are the major water resources for this agriculture sector. Recent reports have found that Pakistan is one of the most vulnerable country to climate change that can cause water scarcity which is a big challenge to the communities. Previous studies have investigated the impact of climate change on the trend of streamflow, but the understanding of seasonal change in the regional hydrologic regimes remained limited. Therefore, a better understanding of the seasonal hydrologic change will help cope with the future water scarcity issue. In this study, we used the daily stream flow data for four major river basins of Pakistan (Chenab, Indus, Jhelum and Kabul) over 1962 - 2019. Utilizing these daily river discharge data, we calculated the winter-spring center time and the summer-autumn center times. In this study Winter-spring center time (WSCT) is defined as the day of the calendar year during which half of the total six months (Jan-Jun) discharge volume was exceeded. Results show that the four river basins experienced a statistically significant decreasing trend of WSCT, that is the center time keeps coming earlier compared to the past. We further used the Climate Research Unit (CRU) climate data comprising of the average temperature and precipitation for the four basins and found that the increasing average temperature value causes the early melting of the snow covers and glaciers that resulted in the decreasing of 1st center time value by 4 to 8 days. The findings of this study informs an alarming situation for the agriculture sector specifically.

Progresses in membrane and advanced oxidation processes for water treatment

  • At present water crisis is not an issue of scarcity, but of access. There is a growing recognition of the need for increased access to clean water (drinkable, agricultural, industrial use). An encouraging number of innovative technologies, systems, components, processes are emerging for water-treatment, including new filtration and disinfectant technologies, and removal of organics from water. In the past decade many methods have been developed. The most important membrane-based water technologies include reverse osmosis (RO), ultrafiltration (UF), microfiltration (MF), and nanofiltration. Beside membrane based water-treatment processes, other techniques such as advanced oxidation process (AOP) have also been developed. Some unconventional water treatment technology such as magnetic treatment is also being developed.
