수상레저기구 등록 시스템의 문제점과 개선 방안 (A Study on Problem and Improvements of Registration System in Water Leisure Crafts)

  • 본 연구의 목적은 신종 유망 산업인 해양레저산업 발전에 일조하고 있는 수상레저기구 등록 제도의 기원과 현황, 문제점을 분석하고, 개선 방안을 모색하는 데 있다. 등록 제도의 기원과 변천 과정에 대해서는 2000년대 초반에 제정 시행되어온 "수상레저안전법"상의 수상레저기구 등록 대상, 등록 절차, 그와 관련된 개정 내용을 토대로 살펴보았고, 현황과 문제점에 대해서는 현재 전국 시 군 구청에서 사용 중인 수상레저기구 등록 시스템에서 제기된 문제점을 검토하여 도출된 시사점을 토대로 등록 시스템 운영 내역과 시스템과의 연계를 분석하였으며, 그 결과는 다음과 같다. 첫째, 수상레저기구 등록은 건수위주의 파악방식이라 운영자 및 수요자가 필요로 하는 다양한 정보를 제공하지 못하는 근본적인 한계를 갖고 있었다. 둘째, 등록시스템을 통해서 운영자의 의도에 따른 정보의 활용 및 재구성이 불가능 했다. 등록 시스템은 행정자치부의 자료 공유 기능이 없어 기초자치단체의 행정 업무가 원활하게 연계되지 못하고, 여타 전자정부 시스템과의 연계가 미흡한 실정이었다. 이와 같은 문제점들을 개선하기 위한 새로운 등록 정보 시스템의 구축이 필요하다. 단순한 등록업무와 관련된 파일처리나 자료관리 차원이 아닌, 수상레저기구 구매자에 대한 관리학습을 유도하고, 등록 이용자 및 수상안전 관리자에게 다양한 정보를 제공하는 전자정부 서비스가 되어야 한다.

서울지역 학교급식 위생관리 수행수준 평가 (Assessment of Food Safety Management Performance for School Food Service in the Seoul Area)

  • Effective and systematic sanitation management programs are necessary to prevent foodborne disease outbreaks in school foodservice operations. The purpose of this study was to identify the elements to improve in order to ensure the safety of school food service by evaluating sanitation management practices implemented under HACCP-based programs. The survey was designed to assess the level of hygiene practices of school food service by using an inspection checklist of food hygiene and safety. Fifty-four school foodservice establishments considered as poor sanitation practice groups from two year inspections by Seoul Metropolitan Office of Education were surveyed from September to December in 2005. Inspection checklists consisted of seven categories with 50 checkpoints; facilities and equipment management, personal hygiene, ingredient control, process control, environmental sanitation management, HACCP system and safety management. Surveyed schools scored $68.0{\pm}12.42$ points out of 100 on average. The average score (% of compliance) of each field was 10.7/20 (53.3%) for facilities and equipment management, 7.4/11 (67.2%) for personal hygiene, 7.4/11 (74.1%) for ingredient control, 22.4/32 (69.8%) for process control, 8.9/12 (73.8%) for environmental sanitation management, 4.2/7 (59.7%) for HACCP systems management, and 7.2/8 (89.7%) for safety management, respectively. The field to be improved first was the sanitation control of facilities and equipment. The elements to improve this category were unprofessional consultation for kitchen layout, improper compartment of the kitchen area, lacks of pest control, inadequate water supply, poor ventilation system, and insufficient hand-washing facilities. To elevate the overall performance level of sanitation management, prerequisite programs prior to HACCP plan implementation should be stressed on the school officials, specifically principals, for the integration of the system.

중학교 과학실에서 사용되는 유해 화학물질의 관리방안에 관한 조사 연구 (A Study on the Management of Harzardous Chemlcals from the Middle School Science Class)

  • The management and disposal of harzardous chemicals from the middle school science class was studied for the safety of student and for the protection of the environment. This study was undertaken by analysis of 5 kinks of current middle school science text book and questionnaire survey, and reviewed on the recommended methods for the disposal of harzardous chemical wastes from science class. There are 237 chemicals determined in the middle school science text books and 87 among them actually used in middle school science laboratory. 51 chemicals are classified as harzardous ones and 49 highly hazardous according to the 'Law of Toxic Chemicals management'. 116 chemicals are defined as water pollutants and 10 are highly hazardous water pollutants according to the 'Water Quality Control Law' as well are 91 chemicals as air pollutants and 19 are highly hazardous air pollutants according to the 'Air Quality Control Law' Questionnaire survey results the identification of toxic chemicals, need for education, awareness of toxic effects and current problems in the management. Disposal of toxic chemicals in middle school science class has been undertaken without any treatment, which could be caused of environmental pollution. Most of science teacher wanted to have opportunities to attend supplement courses for the management and disposal of chemicals for the safety and environmental protection. Simple and applicable methods for the management and disposal of chemicals at middle school science level should be strongly recommended to be installed.

식중독 경험 및 식품안전에 대한 인식 조사 (Survey on the Foodborne Illness Experience and Awareness of Food Safety Practice Among Korean Consumers)

  • 본 조사는 한국 소비자들의 식중독 경험여부, 식중독 원인균에 대한 지식 및 식품안전과 식중독 예방을 위한 행동에 있어서의 인식 정도를 알아보기 위하여 2001년 11월 일반성인 총 1,040명을 대상으로 전국적으로 전화조사를 실시하였다. 그 결과 12.4%는 연 1회 이상 식중독을 경험하고 있으며, 0.3%는 식중독으로 인해 병원에 입원하는 것으로 나타났다. 식중독이 발생한 원인장소로는 일반음식점에서의 음식 섭취가 37.2%로 가장 높게 나타났고, 가정에서의 부주의가 21.2% 등으로 나타났으며, 원인식품으로는 고기 등의 육류 및 가공품이 41.7%, 생선 등 어패류 및 가공품이 18.7% 등으로 나타났다. 식중독 원인균에 대한 인식에서는 콜레라(75.5%), 비브리오(73%), 이질(65.5%), 장티푸스(51.8%), 살모넬라증(47.5%)의 순으로 잘 알고 있는 것으로 나타났지만 리스테리아증(9.9%), 브루셀라중(8.3%)에 대해서는 대부분이 모르거나 음식물로 인해 발생하지 않는 것으로 인식하고 있는 것으로 나타났다. 한편, 조사자료를 바탕으로 3가지 모델로 구분 즉, Model 1은 식중독 원인균에 대한 지식, Model 2는 식품안전에 대한 인식, Model 3은 식중독 예방을 위한 행동에 대한 인식으로 구분하였고, 각 모델들은 조사자의 일반사항에서 나타난 변수와 식중독 경험여부 별로 다중회귀분석(Multiple regression analysis)을 수행하였다. 그 결과 식중독 원인균에 대한 인식(Model 1)은 여러 변수 중 교육수준(OR 0.536), 결혼상태(OR 0.529)가 영향요인으로 나타났으며, 특히, 과거 식중독 경험이 가장 중요한 영향요인으로 나타났다(OR 1.714). 식품안전에 대한 인식(Model 2)에서는 교육수준이 중요한 영향요인으로 나타났으며(OR 0.702), 식중독 예방을 위한 행동에 대한 인식(Model 3)에서는 교육수준(OR 0.816)과 성별(OR 0.650)이 중요한 영향으로 나타났으며, 과거 식중독 경험이나 식품안전에 대한 인식정도는 식중독 예방을 위한 행동에 대한 인식과는 상관관계가 없는 것으로 나타났다. 결론적으로 식품안전에 있어 경험과 지식은 실제 식중독 예방을 위한 행동에는 크게 영향을 미치지 않음을 의미하는 것으로 볼 수 있다.

Production of Chemistry Laboratory Class for Senior High School Freshmen

  • Chemistry laboratory class was produced for senior high school freshmen with the cooperation of university staffs, high school teachers and the university students. Although the students who will take the lab class are senior high school freshmen, we decided to prepare four experiments that are simple and have highly visible reactions or transformation. That is, 1) Water purification, 2) Surface modification, 3) Briggs-Rauscher reaction, and 4) Polymer synthesis and characterization. After the safety guideline and experiment instructions by the faculty staffs, two teaching assistants (TAs) supervised each experiment. Since taking a direct part in it will provide stronger impact than only being one who is just watching the experiment, all experiments contained some process that the high school students must handle the reagents, tools or the equipment, by themselves. Although, the operation performed by the students was limited to a series of simple actions, the various unique phenomena presented by the experiments impressed the students. The lab class was fruitful not only for high school students, but also good for university students. The lab class provided good opportunity for them to improve the abilities to teach and guide someone.

Experimental study on air-water countercurrent flow limitation in a vertical tube based on measurement of film thickness behavior

  • The gas-liquid counter-current flow limitation (CCFL) is closely related to efficient and safety operation of many equipment in industrial cycle. Air-water countercurrent flow experiments were performed in a tube with diameter of 25 mm to understand the triggering mechanism of CCFL. A parallel electrode probe was utilized to measure film thickness whereby the time domain and frequency domain characteristics of liquid film was obtained. The amplitude of the interface wave is small at low liquid flow rate while it becomes large at high liquid flow rate after being disturbed by the airflow. The spectral characteristic curve shows a peak-shaped distribution. The crest exists between 0 and 10 Hz and the amplitude decreases with the frequency increase. The analysis of visual observation and characteristic of film thickness indicate that two flooding mechanisms were identified at low and high liquid flow rate, respectively. At low liquid flow rate, the interfacial waves upward propagation is responsible for the formation of CCFL onset. While flooding at high liquid flow rate takes place as a direct consequence of the liquid bridging in tube due to the turbulent flow pattern. Moreover, it is believed that there is a transition region between the low and high liquid flow rate.

가정에서 잠재적 위험성 식품을 다루는 주부들의 습관과 섭취방법에 관한 연구 (Study on Handling Practices and Consumption of Potentially Risky Foods in Family Home)

  • 본 식품안전 설문지 조사 연구는 가정에서 주부들이 육류, 가금류, 어패류, 날달걀, 육류 가공 식품, 신선한 과일과 야채와 같은 잠재적 위험성 식품을 취급하는 류관 및 섭취방법을 알아보기 위해 행해졌다. $40\%$ 이상의 응답자가 잠재적 위험성 식품을 다룬 후 손은 비누를 사용하지 않고 씻거나 행주로 닦는다고 대답하였다. 과반수 이상의 응답자가 날달걀이 가지고 있는 잠재적 위험성을 인식함이 없이 완전히 조리가 되지 않은 달걀 요리를 먹었다고 하였다. 특히, 날달걀을 깨뜨린 후 $34.0\%$가 손을 세척 하지 않아 날달걀을 다루는 동안 교차 오염의. 위험성이 높음을 나타내었다 채소, 과일의 세척은 $60\%$ 이상의 조사 대상자가 흐르는 물에 그냥 닦는다고 응답하였다 지난 1년 간 잠재적 위험성을 지닌 음식의 섭취를 살펴보면, ‘생선 초밥이나 회'와 ’생굴‘의 섭취가 $78.9\%$$45.2\%$로 각각 높게 나타났다. 본 연구 결과에 따르면 많은 주부들이 잠재적 위험성 식품을 취급하고 섭취할 때 특히 '교차 오염', 냉각 습관', ’냉장 보관기간', ‘섭취 방법' 등에서 안전하지 못한 행동들 함으로써 많은 위험성이 내재되어있음을 보였다. 따라서 자녀를 둔 주부들의 학교 급식 참여도를 고려할 때, 주부들이 안전하게 잠재적 위험성 식품을 다루도록 하기 위해 주부들을 위한 식품안전 교육프로그램이 필요하다.

부산항내 선박통항 안전성 평가에 관한 연구 (A study on the vessel traffic safety assessment of Busan Harbor)

  • As invigoration plan of the marine tourism, Busan City has the plan to operate the cruise ship inside of the harbor, but the area has narrow water way with heavy traffic. As a result it is requested to evaluate the safety for the preparation of actual navigation. In this study, the Ship Handling Simulation (SHS) Assessment was conducted, which is regulated by the Maritime Traffic Safety Audit Scheme (MTSAS) in compliance with the Marine Safety Law and the Maritime Traffic Risk Assessment System based on the Electronic Chart Display and Information System (ECDIS). The proximity assessment, control assessment and subjective assessment were implemented, which is enacted by the Marine Safety Law by using the SHS. In the case of proximity assessment, the probability of trespass was not analyzed. As the control assessment, the swept path was measured at 11.7 m and 11.5 m for port entry and port departure respectively, which exceeded the width of the model vessel, 10.4 m over; it was considered as a marginal factor. As a result of the subjective evaluation of the navigator, there would be no difficulty on ship maneuvering by paying particular attention to the mooring vessel nearby the Busan Bridge and Yeongdo Bridge as well as the coming vessel from the invisible sea area when the vessel is entering and departing the port. The Marine Traffic Risk Assessment System analyzed as [Cautious] level until the vessel passed the Busan bridge and the curved area at 5 kts and it became to [Dangerous] level from where it left 75 m to the Busan Bridge. When the vessel passed the Busan Bridge and the curved area at 10 kts and entered the narrow area, it indicated the [Dangerous] level and became to [Very dangerous] level from where it left 410 m to the Busan bridge. In conclusion, the vessel should maintain at the speed of 5 kts to reduce the risk when it passes this area.

  • 경제적 성장과 주 5일 근무제 시행에 따라 국민들의 삶의 질 향상과 다양한 삶을 추구하고자 하는 가치관의 형성으로 특히 해양에서의 레저 활동의 참여가 증가하고 있다. 다양한 해양 레저 활동 중에서 스킨스쿠버다이빙의 활동이 상대적으로 가장 높은 비율을 차지하고 있지만, 이와 관련한 제도적 체계는 이를 따르지 못하고 있다. 이에 스킨스쿠버다이빙과 관련한 여러 가지 제도적 체계의 현황을 고찰하여 문제점을 확인하고 개선방안을 도출하고자 한다.

Effect of hydraulic distribution on the stability of a plane slide rock slope under the nonlinear Barton-Bandis failure criterion

  • In this paper, stabilities of a plane slide rock slope under different hydraulic distributions were studied based on the nonlinear Barton-Bandis (B-B) failure criterion. The influence of various parameters on the stability of rock slopes was analyzed. Parametric analysis indicated that studying the factor of safety (FS) of planar slide rock slopes using the B-B failure criterion is both simple and effective and that the effects of the basic friction angle of the joint (${\varphi}_b$), the joint roughness coefficient (JRC), and the joint compressive strength (JCS) on the FS of a planar slide rock slope are significant. Qualitatively, the influence of the JCS on the FS of a slope is small, whereas the influences of the ${\varphi}_b$ and the JRC are significant. The FS of the rock slope decreases as the water in a tension crack becomes deeper. This trend is more significant when the flow outlet is blocked, a situation that is particularly prevalent in regions with permafrost or seasonal frozen soil. Finally, the work is extended to study the reliability of the slope against plane failure according to the uncertainty from physical and mechanics parameters.
