Water quantity and quality monitoring at Taipei Watershed Management Bureau (WRATB) is not only a daily business but also a long term job. WRATB is responsible for providing high quality drinking water to about four millions population in Taipei. The quality of drinking water provided by WRATB is among one of the best in Taiwan. The total area is 717 square kilometers. The water resource pollution is usually divided into two categories, point source pollution and nonpoint source pollution. Garbage disposal is the most important component of the point source pollution, especially those by tourist during holidays and weekends. Pesticide pollution, fertilizer pollution, and natural pollution are the major contributions for nonpoint source pollution. The objective of this paper is to implement remote sensing, geographic information systems, and global positioning systems to monitor water quantity and water quality at WRATB. There are 12 water quality monitoring stations and four water gauge stations at WRATB. The coordinates of the 16 stations were determined by GPS devices and created into the base maps. MapObjects and visual BASIC were implemented to create application modules for water quality and quantity monitoring. Water quality of the two major watersheds at WRATB was put on Internet for public review monthly. The GIS software, ArcIMS, can put location maps and attributes of all 16 stations on Internet for general public review and technical implementations at WRATB. Inquiry and statistic charts automatic manipulations for the past 18 years are also available. Garbage disposal by community and tourist were also managed by GIS and GPS. The storage, collection, and transportation of garbage were reviewed by ArcMap file format. All garbage cart and garbage can at WRATB can be displayed on the base maps. Garbage disposal by tourist during holidays and weekends can be managed by a PDA with a GPS device and a digital camera. Man power allocation for tourist garbage disposal management can be done in an integration of GIS and GPS. Monitoring of water quality and quantity at WRATB can be done on Internet and by a PDA.
Depending on the change of lifestyle and the improvement of people's living standards and rapid industrialization, urbanization of recent, demand for water is increasing rapidly. So emissions of domestic wastewater and various industrial waste water has increased, and water quality is worsening day by day. Therefore, in order to provide a measure against the occurrence of water pollution accident, this study was tried to simulate water pollution accident. This study simulated 2008 Gimcheon phenol accident using 1,2-D model, and analyze scenario for prevent of water pollution accident. Consequently the developed 1-D model presents high reappearance when compared with 2-D model, and has been able to obtain results in a short simulation run time. This study will contribute to the water pollution incident response prediction system and water quality analysis in the future.
Water quality of the Lake Youngrang in the Sokcho City is eutrophic. Jangcheon is the largest inflow source to the lake. Major pollutant sources are stormwater runoff from resort areas and various land uses in the Jangcheon watershed. A storm sewer on the southern end of the lake is also an important pollution source. In this study, water quality modelling for Lake Youngrang was carried out considering the rainfall-runoff pollution loads from the watershed. The rainfall-runoff curves and the rainfall-runoff pollutant load curves were derived from the rainfall-runoff survey data during the recent 4 years. The rainfall-runoff pollution loads and flow from the Jangcheon watershed and the storm sewer were estimated using the two kinds of curves, and they were used as the flow and the boundary data of the WASP model. With the measured water quality data of the year 2005 and 2006, WASP model was calibrated. Non-point pollution control measures such as wet pond and infiltration trench were considered as the alternative for water quality management of the lake. The predicted water quality were compared with those under the present condition, and the improvement effect of the lake water quality were analyzed.

Load Duration Curve (LDC) can be used as a method for load management of point and non-point pollution source because the LDC easily assesses the water quality corresponding to hydrological changes in a watershed. Recently, the application of LDC to total pollution load management is a growing interest in Korea. In this regard, A desktop-based LDC assessment system was developed in this study to provide convenience to users in water quality evaluation. The developed system can simply produce the LDC by using streamflow and water quality data involved in its database. Also, The system can quantitatively inform the success or failure of the achievement for a target water quality at monthly scale. Furthermore, seasonal water quality and point/non-point pollution load in a watershed can be estimated by this system. We expect that the developed system will contribute to establish local and national policies regarding water management and total pollution load management because of its advantages such as the pollution tracking investigation and the analysis of water quality and pollution loading amount in an ungauged watershed.
In-situ water quality sampling is used for accurate water quality assessment. However, in-situ water quality sampling offers limited samples and requires much time and intensive labors. Remote sensing approach has recently applied for water quality assessment. It has shown the advantage of offering a synoptic view but also more efficient and economical. In this study, we utilized Landsat Imagery to estimate the water quality of the Tamsui River basin, considered as one of the most important rivers located in the north of Taiwan. In order to monitor water quality of Tamsui River basin, a linear regression relation between the value of spectral radiance and four water quality parameters are investigated with 38 water sampling stations. Through the regression model, we could estimate river pollution index (RPI) from the predicted value of four water quality parameters. By using RPI, we can examine the pollution level of Tamsui River. The accuracy of RPI conversion of this study ranged from 32.2% to 68.2%.
The water quality in the rural areas is degrading due to a variety of causes such as the increase of the urban sewage and industrial wastes, the disposal of solid wastes, the growth of livestock waste, the growth of leisure facilities, the establishment of agricultural industry estates and etc. The water pollutants are scarce while the effluent is increasing from wide scattered sources. The technology specifically designed for the rural wastes water treatment plant needs to be implemented with improvement of agricultural water quality. 1. An integrated management measures against water pollution sources. The prevention of water pollution is the best measures in the environmental pollution. Hence, the most effective measures needs to be against the sources. Small-scale water treatment plants needs to be constructed in each village in the rural areas. As for the industrial effluent, the effluent discharge needs to be strictly monitored. Government subsidy for the establishment of treatment plant for livestock wastes is necessary. 2. The establishment of national-wide network for agricultural water quality. The network for agricultural water quality have been operated to conserve the agricultural water quality, and to develop management policies by the assessment of water pollution in the rural areas. The results of agricultural water quality network indicates that the water quality is degrading not only around urban areas but also in the distant rural areas, and the water quality at the pumping stations and weirs is worse than that of reservoirs. 3. The legal, systematic, and technical approaches for the agricultural water quality management. The actions currently implemented for the improvement of agricultural water quality involve temporary measures such as the improvement of irrigation facilities. These contingency measures are not effective in the long-term, and sometimes bring secondary pollution. Therefore, integrated measures covering the whole water environment such as the flow, quality, river morphology, aquatic ecosystem, and the surrounding environment, need be invented and implemented. Besides, the legal, systematic, and technical frameworks for the management are not fully established so far. The technology for the treatment of rural water pollution should be refined afterwards, and the research for the development of rural waste water treatment plant should be carried out.
For effective watershed management, it is very important to select the tributaries through selection and concentration of targeted tributary catchments for improving water quality within the limited financial conditions. This study introduced the selection and diagnosis procedure of tributary catchments for improving water quality at Chungcheongnam-do based on water quality and flowrate monitoring, stream grouping method. The tributaries with high value of water quality and flowrate were selected for improving water quality according to stream grouping method. The diagnosis of selected tributaries for improving water quality was performed with analysis of the pollution load (generated, discharged, delivered) and point source discharged pollution load density. The plans for improving water quality of tributaries were suggested thorough various diagnosis of tributary catchments. For improving water quality of tributaries in Chungcheongnam-do, the tributary catchments in the Dangjin, Asan, Yesan, Cheonan, Hongseong area should be preferentially considered. The water quality improving plans for those tributary catchments, in accordance with the reduction of sources of pollution by population and livestock, should be established.
In the northernmost basin of the Bukhan River, pollution sources can have a concentrated distribution. In these basins, small streams show low flow with various and rapid water quality change in low pollutants load. Therefore, a water quality improvement plan of small streams and main stem will be necessary to establish the characteristics of small streams. This study selected a representative Hwacheon-gun in the northernmost basin of the Bukhan River. Hydro analysis was performed with GIS tools using DEM. A total of 152 small streams were listed. A total of 51 survey locations were selected after applying the selection criteria. Flow rate and water qualities were investigated. Pollution sources and pollutants loads were calculated for each basin. Pollution grade and typological classification were performed by cluster analysis using standardized environmental condition factors. As a result, G04, G01, H01 locations were found to have the worst pollution grades whereas J01, P01, and P02 had less pollution. Typological analyses were able to classify six types for the surveyed small streams. An effective water quality improvement plan was obtained based on the results of pollution grade and typological analysis using environmental condition factors of this study.
This research was conducted with the aim of efficiently managing large scale of rivers such like Songyang-river through predicting water quality change with analyzing the characteristics of the flowing in nutrients and pollutants. The main result will be used as basic data for effectively operating reservoirs through controling water quality and quantity. The relationship between quantity of flow and water quality was analyzed and pollution loading into the basin was estimated. Three areas of Soyang-river upstream and one area of Suip-cheon in Yanggu-gun were selected as research sites. Flow and water quality were measured simultaneously. The relation between quantity of discharge and pollution concentration and between quantity of discharge and pollution loading were analyzed by statistical method, respectively. We provided a rating curve through measuring quantity of discharge(collecting quantity of discharge) and pollutograph and pollution loading curve through water quality data. Also, we analyzed the correlation between quantity of discharge per unit area and pollution loading per unit area in each basin. As resurt of this research, Buk-cheon spot revealed an excellent first grade water quality for the items including $BOD_5$, DO, and SS. The correlation coefficient between Buk-cheon spot's quantity of discharge and pollution loading was 0.896~0.996, showing the validity of analysis applying correlation curve formula of quantity of discharge and pollution loading in the same spot. Also, pollution loading per unit area of the items including $BOD_5$, COD, DO, SS, T-N, T-P increased as the area of basins get increased following the sequence of Buk-cheon, Suip-cheon, Naelin-cheon spots.
Anyang Stream including its main branch is the biggest branch stream of Han River in Korea. The geological and geomorphological characteristics were investigated to the affected area of Anyang Stream, in which rainfall characteristic was analyzed. The water quality surveyed that the analysis of water pollution used to biotic index and biological water pollution. The rainfall pattern in this area was like to that of typical Korea, but the rate of trigger and runoff during summer season(June~August) is more higher than mean of Korea. Before 2003, a dried stream is severe status, which was due to abundant runoff, but this status are improved. After 1997, water quality of stream is recovering status such as water pollution of stream steeply decreased. Especially after 2003, this trend is more quickly improved. Although, owing to the increasing of a T-N and SS at upstream wastewater were due to bad collection of industrial factories, livestock's and mans living, the water quality worsted at upstream. Water quality in total section of main stream was severely contaminated that water-quality limit is 5 with polysaprobic by water self-purification. That of main branch was 1~3limits with ${\alpha}$- and ${\beta}$-mesosaprobic in Anyang city area, But water quality in all area about another branch of Anyang stream except Anyang city area was almost under of 3 grades. Though trying of Anyang city for recover movement(completion of 2nd Sewage Treatment Plant and Water supply pipe system) on Anyang stream, water pollution states of upper branch in Anyang stream was not better than its of 2002 because it may be difference of control area on other cities.
