Proposed optimal fishing-ground plan to increase productivity in the Ki-jang coastal region of Busan, Korea (양식어장 생산성 향상을 위한 적정배치방안-부산 기장연안을 중심으로-)

  • The purpose of this paper was to examine the status of unlawful actions in the fishing grounds located in the Ki-jang coastal region of Busan, Korea, and to develop an optimal fishing-ground plan that will increase the productivity of fisheries resources. We examined the impacts of important factors influencing the basic environment of the fishing grounds at the study site, as including the physical environmental conditions of water temperature and qualies. In addition, we administered a survey that focused on the necessity of enhanced maintenance of the fishing grounds at this site. As a result, we identified some required management action for the fishing grounds and proposed an optimal fishing-ground plan to increase productivity in the Ki-jang coastal region of Busan.

  • A floating dry dock is an advanced structure that can provide a solution for dry dock space shortages. The critical point in floating dock operation is compensating the deflection caused by a heavy payload by adjusting the water level in the ballast system. An appropriate ballasting plan warrants safe and precise construction on a floating dock. Particularly, in the case of a 2D floating dock, ballasting plan evaluation is crucial due to complex deformation modes. In this paper, we developed a method to calculate the optimal ballasting plan for accurate and precise construction on a 2D floating dock. The finite element method was used for considering the flexibility of the floating dock as well as the construction blocks. Through a gradient-based optimization algorithm, the optimal ballasting plan for the given load condition was calculated in semi-real time (5 min). The present method was successfully used for the actual construction of an offshore structure on the 2D floating dock.

  • In recent years, several problems occur due to irrational development in rural areas. The first, disorderly development and Encroachment of farmland, Small factory built in rural areas leads to a lack of infrastructure. it is the damage factors of good scenery in the rural areas. Water pollution and environmental pollution from the accommodations and restaurants in the good scenery area is serious. To solve this problems, we should establish the systematic land use plan and landscape plan, and integrated spatial and business plan in rural areas. In order to increase the effectiveness of land use planning in rural projects, We should establish the land use plan in rural areas of the city, state, and national levels of regional plan. We need to prescribe in "National Land Use Planning Law" the facilities, can install it according to the characteristics of rural land programming. we can prescribe the detail regulations by "Rural Maintenance Law". In order to solve the problems the lack of professionalism of the current agricultural policies of the Review Committee, We need to consider a new "rural planning committee" consisting.

A discussion on the water management organization of the Korean government in the era of one water management (물관리일원화 시대를 맞이한 정부의 물관리 조직에 관한 논의)

  • In this paper, the current water management organization of the Korean government and those of foreign countries were analyzed to draw out a plan to build a more rational water management organization. And then, the two organization reform alternatives were discussed on which alternatives can effectively manage the water. Through the analysis, deployment of three divisions including the water policy, the wastewater policy and the division of water industries and business are the best alternative in terms of water equality, sustainability and efficiency, which are the three main goals of the new Water Management Act, Water Management Basic Act. With much efforts, the Korea has come to the era of One Water Management. The water management paradigm proposed in this opinion is expected to become a new engine of economical growth of the nation.

Improvement Plan for Groundwater Management in Korea by Examining Overseas Cases (해외사례조사를 통한 우리나라 지하수 관리의 개선방향)

  • This study aims to suggest an improved groundwater management plan for future policy decisions in Korea by examining representative groundwater management cases abroad. In the United States, the Ground Water Resources Program is operated both locally and regionally. In order to manage appropriate levels of groundwater in Japan, groundwater resource management programs are conducted according to small, medium, and large watersheds. In Europe, the watershed unit manages groundwater and surface water by way of an integrated approach. In Korea, groundwater development at the national level is designated and managed in a top-down manner, whereas in the United States and Japan, groundwater is managed from small-scale regional units to large-scale watersheds. In order to evaluate the sustainability of groundwater resources, groundwater must be evaluated through a dynamic process including continuous monitoring, groundwater flow analysis, and management priorities.

Analysis of Non-Point Source Pollution Reduction using Water Sensitive Urban Design in Gimhae, South Korea (김해시 물 순환 개선 도시계획에 의한 비점오염물질 저감효과 분석)

  • This study was performed to analyze the effects of a water circulation green area plan on non-point source pollution in Gimhae South Korea. A quantitative analysis of Arc-GIS data was conducted by applying a watershed model based on Fortran to investigate the changes to direct runoff and pollution load. Results showed that prior to the implementation of the water circulation green area plan in Gimhae, direct runoff was $444.05m^3/year$, total biological oxygen demand (BOD) pollution load was 21,696 kg/year, and total phosphorus (TP) pollution load was 1,743 kg/year. Implementation of the development plan was found to reduce direct runoff by 2.27%, BOD pollution load by 1.16% and TP pollution load by 0.19% annually. The reduction in direct runoff and non-point source pollution were attributed to improvements in the design of impermeable layers within the city.

  • Recent inundation damage has frequently occurred due to heavy rainfall in urban area, because rainfall has locally occurred exceeding the capability of a flood control plan by the exiting design rainfall from the data of Seoul weather station. Accordingly the objective of this study is to predict new design rainfall in order to make a future flood control plan considering climate change. In this study, for considering spatial characteristics of rainfall in urban area, data of AWS was used and for retaining insufficient rainfall data, WGR model was estimated the application of target area. The results were compared with the observation data and consequently show reasonable results. In addition, to prepare for climate change, design rainfall was calculated by applying for various climate scenarios and the result would be used in order to establish future flood control plan.

Proposal for the groundwater based countermeasures to secure water resources considering regional characteristics of water resources vulnerable areas (국내 수자원 이용 취약지역의 지역 특성을 고려한 지하수 기반 수자원 확보 방안 제시)

  • This study is a follow-up study of vulnerable areas according to the vulnerability assessment of groundwater resource management in Korea. In this study, an optimal operation plan for groundwater resource management was proposed for areas vulnerable to groundwater resource management in Korea derived from previous studies. Prior to presenting the optimal operation plan for groundwater resource management, this study grasped the current status of changes in groundwater level and seawater penetration area for vulnerable areas using MODFLOW, a groundwater flow analysis program. As a result of the analysis using basic data for 10 years from 2009 to 2018, the groundwater level fell and the sea infiltration area increased. The final purpose of this study, the optimal operation plan for groundwater resource management, was selected as a total of four alternatives that can be expected to have positive effects to increase groundwater level and reduce seawater penetration. As a result of analyzing the amount of change in groundwater level and seawater penetration by applying the selected optimal operation plan, positive effects were found in all methods. It is expected that the optimal operation plan for groundwater resource management proposed in this study will be applied not only to vulnerable areas of groundwater resources in Korea but also to areas requiring development to establish efficient groundwater resource management measures.

Contributions to the Impaired Water Bodies by Hydrologic Conditions for the Management of Total Maximum Daily Loads (수질오염총량관리 목표수질 초과지역에 대한 유황별 초과기여도 분석)

  • It is important to analyze the status of water quality with relation to the stream flow to attain water quality goal more effectively in the unit watersheds for the management of Total Maximum Daily Loads (TMDLs). This study developed a flow duration-water quality distribution graph to figure out water quality appearances on the flow variation and analyzed contributions of water quality observations to the impaired water bodies quantitatively by hydrologic conditions. Factors relating to water quality variation can be analyzed more precisely and assessed on the base of quantified contributions. It is considered that this approach could be utilized to establish a more effective plan for the water quality improvement including the prioritization of pollution reduction options.

The Influence on the Runoff Charateristics by the Land Use in Small Watersheds (II) (소유역의 토지이용이 유출특성에 미치는 영향 (II))

  • In the forthcoming 21C, the development of cultural lives depends on that the water demand will increase or not. On the opposite site of that circumstance, many factors of the small watersheds will influence directly on how to cover the surface of watersheds with land use, no planning developing watersheds, and the rearrangement of small rivers. Especially as the extraordinary climatic Phenomena, exhaust of $CO_2$ and destruction of 03 layer, water resource and water foresting content of the small watersheds will be decreased by confusing on the malting a plan of water resources. For example, those are Typhoon Rusa in 2002, Typhoon Maemi in 2003 and heavy storms in 2004. This study area has three group and one of them having three small watersheds, total five small watersheds. That is, Sabukmyeon small watersheds in Chuncheon, Three small watersheds in Wonju(Jeoncheon, Jupocheon and Hasunamcheon), and Suipcheon in Yanggu-Gun which are located far away each other three group and different precipitation data. According to the land use such as dry field(or farm), rice field, forest land. building site and others in small watersheds, the amount of runoff will be impacted by monthly precipitation. The comparison between the runoff was getting from Kajiyama Formula and calculated runoff from multi-linear regressed equations by land use Percentage was performed with different precipitation data and different small watersheds. Its correlations which are estimated by coefficient of correlation will be accepted or not, as approached 1.0000 values. As the monthly water resources amount is estimated by multi-linear regressed equations with different precipitation data and different small watersheds having no gauging station, we make a plan in order to demand and supply the water quantity from small river watersheds during return periods.
