소유역의 협의체 구성을 통한 유역통합관리방안 (Institutional Setting for Integrated Small Watershed)

  • 통합수자원관리에 있어 가장 중요한 요소는 바로 지역 혹은 국가별로 상이한 수자원의 특수성에 대한 고려이고 결국 수자원의 지역적 특수성의 고려가 보다 효과적인 IWRM을 도출하게 되는 것이다. 수자원과 관련된 특수성은 수자원과 관련된 수문학적, 수리학적 그리고 기상학적인 특수성뿐만 아니라 수자원과 관련된 사회, 경제, 제도적인 특수성까지도 포함된다고 할 수 있다. 본 논문은 통합수자원관리의 단위(Unit)라고 한 수 있는 유역통합관리 방안을 소유역별로 접근하여 통합수자원관리의 실행방안을 시도하였다. 특히 소유역중심의 유역관리에 반드시 요구되는 재정문제와 재정확보방안에 대한 제안을 하였다.

Hydrological aspects of a non-managed artificial forest watershed of Chamaecyparis obtuse Endl.

  • In this report, we first introduce the plan of the Japanese Council of University Experimental Forests to establish Long-Term Forest Hydrological Network, and propose the cooperation between Japan Society of Hydrology and Water Resources (JSHWR) and Korean Water Resources Association (KWRA) to fulfill the plan. Then we introduce our hydrological researches conducted in a non-managed artificial forest watershed of Kyushu University Forests in 2002. Though hydrological phenomena have not sufnciently investigated, we introduce the hydrological aspects obtained in 2002 to initiate cooperative researches on Forest Ecosystems with KWRA.

도시근교 택지개발지역의 경관계획지표 적용방안 (Applying of Indicators for Landscape Planning in Building Lots Development District around Urban Fringe)

  • In terms of the indicators by the type for the landscape plan per the district nit, geographic ecology indicators were the items such as water, water system, topography and climate, while biological ecology indicators were the items such as green zone size, green zone ratio, biotope size and distribution. The sensory and visual indicators were the items such as view point, view axis and skyline, and the accessibility indicator items for the green zone were applied as the socially used indicators. As for the application method according to each indicator, the water or water system was expressed and applied through the slopes and elevation topographic analysis drawings, the climate was expressed and applied through the main direction of the wind and the cold wind pass alley drawings. As for the green zone size and green zone ratio, the land use according to the status and housing area development was compared to present the measured figures. In case of the biotop size and the distribution item, the range was limited to the preparation of the biotope drawings for the focused preservation. As for the view point and view axis, the view point was selected according to the view point to prepare and apply the view analysis drawing in which the view area to be preserved is analyzed. As for the skyline, its landscape photo was composed with the housing area shape, and then skyline photography was applied as the plan in order to propose and consider the various shapes of the skyline. As for the accessibility to the peen zone, the network drawing was drawn to reflect the users' accessibility and continuity of the green zone formed and preserved according to the land use plan and then the drawing was prepared and proposed as the applicable plan.

홍수피해예상지역을 고려한 홍수위험도 산정기법 개선방안 연구 (Study on the Improvement Method of Flood Risk Assessment by Flood Damage Area)

  • 본 연구에서는 우리나라 수자원 관련 최상위계획인 수자원장기종합계획에서 활용했던 홍수위험도 산정 기법인 홍수피해잠재능(PFD)와 홍수위험도지표에 대한 개선을 목표로 연구를 진행하였다. 두 방법론 모두 치수위험성을 평가하는 항목이지만 자료 활용에 대한 문제점과 특정지역에 발생한 피해를 평균개념으로 적용하였기 때문에 신뢰성에 문제가 지적되고 있다. 이에 본 연구에서는 1) 항목별 분석을 위한 분석자료 및 방법의 개선, 2) 홍수범람예상지역을 홍수피해범위로 제한하여 방향성을 설정하였다. 기법의 개선 및 최근 제공되는 GIS 자료를 홍수피해예상지역에 적용함으로써 기존 방법의 활용성을 높일 수 있는 개선방안을 제안하고, 기존 분석기법과 개선된 방법을 CASE별로 시범유역에 적용하여 비교 분석을 실시하였다.

  • This study aims at finding issues and ideas of waterfront planning through analysing planning concepts and characteristics of New York City Waterfront Comprehensive Plan(NYC WCP). The first NYC WCP in 1992 divided waterfront area as 4 functional areas which are natural, public, working and redeveloping waterfront. The characteristics of WCP in 1992 are zonning, height, setback, public access, visual corridor, floor area and so forth. After then NYC WCP revision in 2011 intergrated and developed the former plan through the eight visions which are expanding public access, enlivening the waterfront, improving water quality, restoring the natural waterfront, enhancing the Blue Network, improving government oversight and increasing climate resillience. In conclusion, NYC WCP successfully achieved both sufficient capacity of planning concepts and design guidelines for each region.

지진해일 급습에 대비한 대피 시뮬레이션 (Evacuation Simulation against Unexpected Tsunami Attacks)

  • 지진해일 재해를 저감하는 가장 바람직하고 경제적인 방법은 예측하지 못하는 지진해일의 급습이 예상되는 해안을 따라 비상대처계획을 수립하는 것이다. 비상대처계획은 과거에 발생했던 지진해일과 사전에 기획된 시나리오에 근거하여 작성해야 한다. 본 연구에서는 비상대처계획의 일부분으로 임원항에 대하여 기획된 시나리오에 따라 대피 시뮬레이션을 제작하였다. 제작된 대피 시뮬레이션은 관련기관에서 지진해일 급습에 대비한 방재훈련에 이용될 수 있다.

수질오염총량관리 시행계획에서 수립된 삭감계획의 평가 (Evaluation of the Established Reduction Scheme in Implementation Plan of Total Maximum Daily Loads)

  • It is necessary to select proper reduction methods and to calculate reasonably reduction amount for making good practice of the reduction scheme. Moreover, it is suggested that the reduction amount have to be distributed properly during the planning period. In other words, it has not to be concentrated on the specific year (especially final year of the planning period). The reason why, if the reduction amount concentrate on the final year of the planning period, allotment loading amount could not be achieved in some cases (e.g., insufficiency of budget, extension of construction duration). Even though much of the budget have been supported from national treasury (about 50%), it is thought the role of the local government must be strengthened gradually.

  • Leakage defects account for a significant proportion of defect cases in modular homes. There are factors that can cause leakage defects at each stage, and quality control measures are required to minimize them. An improvement plan to prevent leakage defects was applied from the design drawings to the site of a modular public rental apartment complex in Sejong City 6-3, and a quality control plan was proposed to minimize leakage defects in the remaining process processes.
