Development of Simplified Computer Program for the Design of Size and Culvert Outlet in Detention Pond (저류지의 규모 및 방류암거의 설계를 위한 간편프로그램 개발)

  • Recently runoff reduction facilities such as detention ponds were rarely used and limited primarily to cases. A specific installation criteria and method of design for runoff reduction facilities is insignificant in our country. Also it has difficult problems with quantification. A detention pond being installed at outfalls and generalized in our country is adopted as basic form with infiltration facilities because quantification index for runoff reduction facilities have not been developed. A processing of detention pond design has to determinate storage volume and outlet form is very complex and wasting human resources and time in the planning step. In this study, we have been unified FFC11-SimPOND being able to simply calculate size with simplified design method of culvert outlet and made a computing model (SimPOND-CO) for practical users.

Wetting Agent Performance Evaluation Using Scale Model (축소모형 실험을 통한 침윤소화약제 소화성능 평가)

  • In this study, the extinguishing performance evaluation of wetting agent for wood crib was conducted by using a scale model equipment that we designed. To confirm the optimal conditions of the experiment, a test was changed amount of fire extinguishing water and the number of timber. As a result, the discrimination of the fire extinguishing performance was seen only when 20 pieces of wood and the extinguishing water of 100 mL were used. After evaluating the extinguishing performance of domestic and foreign wetting extinguishing agents under these conditions, a reignition was occurred in only when we used water. In addition, the discrimination of extinguishing performance was seen through the temperature distribution according to the time of watering. Based on the results of this experiment, this study is expected to be able to use as a basis on presenting a method of optimized performance evaluation of wetting extinguishing agent.

Future drought assessment in the Nakdong basin in Korea under climate change impacts

  • Climate extreme variability is a major cause of disaster such as flood and drought types occurred in Korea and its effects is also more severe damage in last decades which can be danger mature events in the future. The main aim of this study was to assess the effectives of climate change on drought for an agriculture as Nakdong basin in Korea using climate change data in the future from data of General Circulation Models (GCM) of ECHO-G, with the developing countries like Korea, the developed climate scenario of medium-high greenhouse gas emission was proposed of the SRES A2. The Standardized Precipitation Index (SPI) was applied for drought evaluation. The drought index (SPI) applied for sites in catchment and it is evaluated accordingly by current and future precipitation data, specific as determined for data from nine precipitation stations with data covering the period 1980-2009 for current and three periods 2010-2039, 2040-2069 and 2070-2099 for future; time scales of 3month were used for evaluating. The results determined drought duration, magnitude and spatial extent. The drought in catchment act intensively occurred in March, April, May and November and months of drought extreme often appeared annual in May and November; drought frequent is a non-uniform cyclic pattern in an irregular repetitive manner, but results showed drought intensity increasing in future periods. The results indicated also spatial point of view, the SPI analysis showed two of drought extents; local drought acting on one or more one of sites and entire drought as cover all of site in catchment. In addition, the meteorology drought simulation maps of spatial drought representation were carried out with GIS software to generate for some drought extreme years in study area. The method applied in this study are expected to be appropriately applicable to the evaluation of the effects of extreme hydrologic events, the results also provide useful for the drought warning and sustainable water resources management strategies and policy in agriculture basins.

Determination of the Groundwater Yield of horizontal wells using an artificial neural network model incorporating riverside groundwater level data (배후지 지하수위를 고려한 인공신경망 기반의 수평정별 취수량 결정 기법)

  • Recently, concern has arisen regarding the lowering of groundwater levels in the hinterland caused by the development of high-capacity radial collector wells in riverbank filtration areas. In this study, groundwater levels are estimated using Modflow software in relation to the water volume pumped by the radial collector well in Anseongcheon Stream. Using the water volume data, an artificial neural network (ANN) model is developed to determine the amount of water that can be withdrawn while minimizing the reduction of groundwater level. We estimate that increasing the pumping rate of the horizontal well HW-6, which is drilled parallel to the stream direction, is necessary to minimize the reduction of groundwater levels in wells OW-7 and OB-11. We also note that the number of input data and the classification of training and test data affect the results of the ANN model. This type of approach, which supplements ANN modeling with observed data, should contribute to the future groundwater management of hinterland areas.

Identifiable life vest signal generator in case of marine accident (해양사고 시 식별 가능한 구명조끼용 신호발생 장치)

  • In general, life jackets are worn by people in critical situations on the water to rise to the surface without falling into water, and life jackets simply serve to prevent sinking, but do not actively help rescue disaster areas in critical situations early. In order to solve this problem, a device that automatically generates a distress signal in an emergency situation was developed. When the survivor is in hand for a while, the distress signal generator is automatically separated from the life jacket, allowing information such as location values and other information to be transmitted wirelessly and a rescue signal using LED light. As a result of the experiment, when submerged in water, the life jacket and the distress signal generator were automatically separated, and the result of wireless transmission of the coordinate value of the location received by the GPS was confirmed. By using this, the location of the distress or missing person can be identified, which can be quickly replaced in case of an emergency

A Study on the Use of Geospatial Information-Based Simulation for Preemptive Response to Water Disasters in Agricultural Land (농경지 수재해 선제적 대응을 위한 공간정보기반 시뮬레이션 활용 연구)

  • Due to global warming and changes in the natural environment, flood damage to agricultural land due to wind and flood damage continues. Although disaster prevention projects have been continuously carried out since the founding of the country, progress has been insufficient compared to the sustained period, and huge costs are still being consumed. Therefore, it is necessary to use predictive simulation for pre-emptive response to inundation of farmland. In this paper, a case of immersion analysis simulation using a GIS(Geospatial Information System) based SWMM model was introduced, and the validity was confirmed through the error rate between our simulation result and the results of other models in the US and Korea. In addition, in the direction of using the simulation for agricultural land inundation, we presented various utilization methods to supplement the current agricultural land inundation-based information policy, such as the creation of flood traces. If simulation results from more regions are accumulated in the form of the flood analysis maps in the future, it is expected that they will be able to be utilized in various applications for preemptive response to and prevention of water disasters at the national level.

New Environmental Impact Assessment Technology (신환경영향평가기술(新環境影響評價技術)의 개발방향(開發方向))

  • The purpose of this study is to identify the problems of environmental impact assessment(EIA) and to suggest new EIA technology. The problems of EIA in Korea can be summarized as follows. First, the EIA does not reflect the impact of policy, plan and program on environment. Second, the project EIA does not consider the cumulative impacts such as additive impacts, synergistic impacts, threshold/saturation impacts, induced and indirect impacts, time-crowded impacts, and space-crowded impacts. Third, the EIA techniques in Korea are not standardized. Finally, the present EIA suggests only alternatives to reduce adverse impacts. To solve above-mentioned problems, the development of new EIA technology is essential. First, the new EIA technology should be developed toward pollution prevention technology and comprehensive and integrated environmental management technology. Second, new fields of EIA for pollution prevention contain strategic environmental assessment, cumulative impacts assessment, socio-economic impact assessment, cyber EIA and EIA technology necessary after the reunification of Korean Peninsula. Third, EIA technology for integrated environmental management contains the development of integated environment assessment system and the development of packaged EIA technology. The EIA technology for integrated environmental assessment system contains (1) development of integrated impact assessment technology combining air/water quality model, GIS and remote sensing, (2) integrated impact assessment of EIA, traffic impact assessment, population impact assessment and disaster impact assessment. (3) development of integrated technology combining risk assessment and EIA (4) development of integrated technology of life cycle assessment and EIA, (5) development of integrated technology of spatial planning and EIA, (6) EIA technology for biodiversity towards sustainable development, (7) mathematical model and GIS based location decision techniques, and (8) environmental monitoring and audit. Furthermore, there are some fields which need packaged EIA technology. In case of dam development, urban or industrial complex development, tourist development, landfill or combustion facilities construction, electric power plant development, development of port, road/rail/air port, is necessary the standardized and packaged EIA technology which considers the common characteristics of the same kind of development project.

Policy Plans for the Maintenance of Public Security of Living During the War (전시 국민생활안정 유지방안)

  • Government duties in the cases of crisis are aimed at supporting efficient military operations in the fields of non-military affairs and resource mobilization, maintenance of government functions, and search for the public security of living during the war. In crisis, the government must change its functions into the total-war system with all resources available for the efficient performance of military operations, war economy, public safety and security as well as government continuance. The main contents of "Chung-Mu Plan" include the alternative measures to control the circulation of life necessities, emergency electricity, water and gas; recover public facilities from the disaster; and accommodate the wounded and refugees. Governments have practiced Ul-chi and ChungMoo exercises to improve government's management capabilities and master standard operating procedures including systematic distribution plans in the national and local level. However, such plans have not yet sufficient enough for the maintenance of public security of living. In addition to the conceptual ambiguity, major problems are the inappropriate system of the war economy, legal institutions, and administrative SOPs for the efficient maintenance of it. Thus, for the betterment of national crisis management system, the government should have the manual stated from every step and level dealing with crisis to the legal institutions. It is important to empower the National Emergency Planning Commission for the policy consistency and efficient/effective implementation. The comprehensive plans must have an integrated cooperative system of the central/local governments, military and civil society with actual practices and exercises for the maintenance of the public security of living.

Suggestion of Quantitative Assessment of Groundwater Resilience (지하수 리질리언스의 정량적 평가 방안)

  • The concept of resilience seems applicable for sustainable groundwater management. The resilience is broadly defined as the ability of a system to resist changes by external forces (EFs), and has been used for disaster management and climate change adaptation, including the groundwater resilience to climate change in countries where groundwater is a major water resource, whereas not yet in the geological society of South Korea. The resilience is qualitatively assessed using the absorptive, adaptive, and restorative capacity representing the internal robustness, self-organization, and external recovery resources, respectively, while quantitatively using the system impact (SI) and recovery effort (RE). When the groundwater is considered a complicated system where physicochemical, biological, and geological components interact, the groundwater resilience can be defined as the ability of groundwater to maintain the targeted quality and quantity at any EFs. For the quantitative assessment, however, the resilience should be specified to an EF and measurable parameters should be available for SI and RE. This study focused on groundwater resilience to two EFs in urban areas, i.e., pollution due to land use change and groundwater withdrawal for underground structures. The resilience to each EF was assessed using qualitative components, while measurements for SI and RE were discussed.

Estimation of regional flow duration curve applicable to ungauged areas using machine learning technique (머신러닝 기법을 이용한 미계측 유역에 적용 가능한 지역화 유황곡선 산정)

  • Low flow affects various fields such as river water supply management and planning, and irrigation water. A sufficient period of flow data is required to calculate the Flow Duration Curve. However, in order to calculate the Flow Duration Curve, it is essential to secure flow data for more than 30 years. However, in the case of rivers below the national river unit, there is no long-term flow data or there are observed data missing for a certain period in the middle, so there is a limit to calculating the Flow Duration Curve for each river. In the past, statistical-based methods such as Multiple Regression Analysis and ARIMA models were used to predict sulfur in the unmeasured watershed, but recently, the demand for machine learning and deep learning models is increasing. Therefore, in this study, we present the DNN technique, which is a machine learning technique that fits the latest paradigm. The DNN technique is a method that compensates for the shortcomings of the ANN technique, such as difficult to find optimal parameter values in the learning process and slow learning time. Therefore, in this study, the Flow Duration Curve applicable to the unmeasured watershed is calculated using the DNN model. First, the factors affecting the Flow Duration Curve were collected and statistically significant variables were selected through multicollinearity analysis between the factors, and input data were built into the machine learning model. The effectiveness of machine learning techniques was reviewed through statistical verification.
