Fiscal Policy Effectiveness Assessment Based on Cluster Analysis of Regions

  • The efficiency of the regional fiscal policy implementation is based on the achievement of target criteria in the formation and distribution of own financial resources of local budgets, reducing their deficit and reducing dependence on transfers. It is also relevant to compare the development of financial autonomy of regions in the course of decentralisation of fiscal relations. The study consists in the cluster analysis of the effectiveness of fiscal policy implementation in the context of 24 regions and the capital city of Kyiv (except for temporarily occupied territories) under conditions of fiscal decentralisation. Clustering of the regions of Ukraine by 18 indicators of fiscal policy implementation efficiency was carried out using Ward's minimum variance method and k-means clustering algorithm. As a result, the regions of Ukraine are grouped into 5 homogeneous clusters. For each cluster measures were developed to increase own revenues and minimize dependence on official transfers to increase the level of financial autonomy of the regions. It has been proved that clustering algorithms are an effective tool in assessing the effectiveness of fiscal policy implementation at the regional level and stimulating further expansion of financial decentralisation of regions.

  • Morphological characteristics of Kalopanox pictus Nakai were studied to examine population differentiation of this species. Based on a phenogram of using 23 morphological characteristics, differentiation of regions were distinct. Collections of 138 specimens from nine populations served as operational taxonomic unit (OTU's) were examined for phenotypic similarity and morphological variation using clustering (Ward's minimum variance method) and principal component analysis (PCA). The first three principal components were responsible for 77.0% of the total variance. Principal component 1 explained 52% of the total variance and was contributed to by the number of palmately parted, the number of pinnately lobed, and width between two lateral lobe apex.

Classification and Characteristics of the Lower Body Type of Elderly Women (노년여성의 하반신 체형분류 및 특성)

  • The purpose of this study is to provide total information for elderly women\`s clothing construction by classifying and analyzing the characteristics of their lower body types. Three hundred three subjects, between the ages of 60 and 82, were chosen. The data were collected from 37 anthropometric measurements of each subject and analyzed by the multivariate method. Through the factor analysis of principal component model, eight factors were extracted from anthropometric measurements. The most important factors were obesity, vertical size, and shape of below waistline to hip. The subjects were classified into 5 types according to cluster analysis by Ward\`s minimum variance method. The dominent types were type 1, 2. The chracteristics of type 1 are average height and sized tyoes, a greater difference between hip and waist. The charateristics of type 2 are shorter height and comparatively fat types, fatness of the waist and abdomen.

  • Concept of the comfort and fitness becomes a major concern in the basic function of the ready-made clothes. This research was performed to classify and characterize Korean adult males anthropometrically. Sample size was 1290 subjects and their age range was from 19 to 54 years old. Sampling was carried out by the stratified sampling method. 75 variables in total were applied to classify the bodytypes. Data were analyzed by the multivariate method, especially factor and cluster analysis. The high factor loading items extracted by factor analysis were based to determine the variables of the cluster analysis for the similar bodytypes respectively. In the part of the lower body, 14 variables from the data were applied to classify the bodytypes of lower part by Ward's minimum variance method. The group fanning a cluster were subdivided into 5 sets by cross-tabulation extracted by the hierarchical cluster analysis. Type 3 and 4 in lower body were composed of the majority of 53.1% of the subjects. The Korean adult males had relatively well-balanced in lower body.

  • This paper is described clustering analysis of traffic characteristics-based highway classification in order to deviate from methodologies of existing highway functional classification. This research focuses on comparing the clustering techniques performance based on the total within-group errors and deriving the optimal number of cluster. This research analyzed statistical clustering method (Hierarchical Ward's minimum-variance method, Nonhierarchical K-means method) and Kohonen self-organizing maps clustering method for highway characteristic classification. The outcomes of cluster techniques compared for the number of samples and traffic characteristics from subsets derived by the optimal number of cluster. As a comprehensive result, the k-means method is superior result to other methods less than 12. For a cluster of more than 20, Kohonen self-organizing maps is the best result in the cluster method. The main contribution of this research is expected to use important the basic road attribution information that produced the highway characteristic classification.

Accordingly a more sophiscated classification of the human morphological characteristics is strongly required for the effective clothing construction. This research was performed to classify and characterize Korean adult males anthropometrically. Sample size was 1290 subjects and their age range was from 19 to 54 years old. Sampling was carried out by the stratified sampling method. Data were collected by the direct anthropometric measurement. 75 variables in total were applied to classify the bodytypes. Data were analyzed by the multivariate method, especially factor and cluster analysis. The high factor loading items extracted by factor analysis were based to determine the variables of the cluster analysis for the similar bodytypes respectively. In the part of the trunk, 19 variables from the data were applied to classify the bodytypes of trunk by Ward's minimum variance method. The groups forming a cluster were subdivided into 5 sets by cross-tabulation extracted by the hierarchical culster analysis. Type 3 and 4 in trunk were composed of the majority of 55.6% of the subjects. The Korean adult males had relatively well-balanced bodytypes in trunk.

Classification of the Somatotypes for the Construction of Young Women's Clothing (Part 1) (청년기 여성의 의복설계를 위한 체형분류 (제1보))

  • The effective construction for ready-made clothes is one of the central concerns of both consumers and manufactuers in today's apparel industry. In order to reduce the burden of stocks and increase clothing fitness, systematic information on typical body sizes and somatotypes is essential. The purpose of this study i-: to provide basic data on young women's somatotypes for form designers and pattern makers. The subjects of the survey were 310 women of 18 to 26 years old. The study collected 84 anthropometric data for each Person. The data was analyzed by using of the multivariate method. The factor analysis was utilized in regard to the 65 items obtained from anthropometric measurement respectively. The principal component analysis was applied to the data with orthogonal rotation after extraction. The factor scores used in the factor analysis became the basis of determining the value of each variable of the cluster analysis. The cluster analysis was applied for identifying typical somatotypes. Ward's minimum variance method was applied for the purpose of extracting distance metrix by the standardized Euclidean distance. The element forming each cluster can be subdivided into several sets by crosstabulation which is obtained by the fastclus of the SAS. This research has demonstrated 3 distinctive types of silhouette contour of the trunk. Incidentally it also identified 4 of the lower body from the waistline to thigh contour respectively. The discriminant analysis showed that the most significant discriminant factor of the trunk classification were side neck point -1 scapular -1 waistiline length and waist girth. In Korea, the average somatotype of female college students tends to be tall, slim and straight. Reviewing the relationship between the classifications of three parts of body, they are related to each other to some extent but their distribution are not constant. Therefore, in view of clothing construction, a proper separation of the body surface is a necessity.

Studies on Differentiation of a Paddy Weed, Bur Beggarticks(Bidens tripartita L.) (논 잡초(雜草) 가막사리(Bidens tripartita L.) 생태종(生態種)의 분화(分化)에 관(關)한 연구(硏究))

  • Variation of morphological and physiological traits of 50 Bidens tripartita accessions were studied and the accessions were grouped through cluster analysis based on four major characters; plant type, leaf partition, achene length, days to flowering. Bidens tripartite accessions have shown significant variations in plant type, stem length, days to flowering, leaf shape, leaf partition, chlorophyll content, leaf color, stem color, achene color, achene length and achene shape. Most of Bidens tripartite accessions appeared to have strong dormancy and also photodormancy with some exceptions. Plants could be classified into 5 types from straight(I) to triangle(V), and intermediate diamond type(III) was prevalent. The plant type score has negative correlation with the stem length. None, three, and five part leaved plants were observed and most of them were three or five parted. Leaf partition had negative correlation with achene length and chlorophyll content. Average days to flowering was 108 days in the range of 94~141 days. It had positive correlation with achene length and leaf shape and negative correlation with achene color. Average achene length was 10.0mm and it had positive correlation with achene shape, stem length, days to flowering and leaf shape. It also had negative correlation with leaf color, stem color, achene color, leaf partition. Bidens tripartite accessions could be divided into identifiable six groups from the cluster analysis at the distance 0.06 using Ward's minimum-variance method.

A CEPHALOMETRIC STUDY ON SUB-GROUPINGS IN KOREAN CHILDREN WITH CLASS I MALOCCLUSIONS : A COUNTERPART ANALYSIS (Angle 1급 부정교합 아동의 안면두개골 형태의 유형적 특징에 관한 연구)

  • The present study was performed to identify morphologic sub-groupings in Korean children with Class I malocclusions, and to find out anatomic differences between the sub-groups. Standardized lateral cephalometric radiographs of 152 Korean children, aged between 6 and 12 years, with Class I malocclusions were analyzed by the Counterpart Analysis. A statistical method, Ward's Minimum Variance Cluster Analysis, was employed to divide the sample into sub-groups those with similar morphologic characteristics. The results were as follows; 1. There appeared two facial types, Type I and Type II, in Korean children with Class I malocclusions, 48.7% and 51.3%, respectively. 2. In both sub-groups, there existed strong Class III skeletal patterns due to a counterclockwise rotation of the Middle Cranial Fossa alignment, and strong Class II skeletal patterns due to the long Posterior Maxillary vertical dimension and a clockwise rotation of the Ramus alignment. 3. There were no significant differences in Upper Anterior Facial Height between Type I and Type II, $52.6{\pm}2.92mm\;and\;52.8{\pm}3.23mm$, respectively. 4. The Lower Anterior Facial Height in Type II was longer ($66.0{\pm}4.03mm$) due to the long Posterior Maxillary vertical dimension, the clockwise rotation of the Ramus alignment, and a clockwise rotation of the Mandibular plane alignment than that of Type I ($64.2{\pm}4.15mm$).

Anthropometry for clothing construction and cluster analysis ( I ) (피복구성학적 인체계측과 집낙구조분석 ( I ))

  • The purpose of this study was to analyze 'the natural groupings' of subjects in order to classify highly similar somatotype for clothing construction. The sample for the study was drawn randomly out of senior high school boys in Seoul urban area. The sample size was 425 boys between age 16 and 18. Cluster analysis was more concerned with finding the hierarchical structure of subjects by three dimensional distance of stature. bust girth and sleeve length. The groups forming a partition can be subdivided into 5 and 6 sets by the hierarchical tree of the given subjects. Ward's Minimum Variance Method was applied after extraction of distance matrix by the Standardized Euclidean Distance. All of the above data was analyzed by the computer installed at Korea Advanced Institute of Science and Technology. The major findings, take for instance, of 16 age group can be summarized as follows. The results of cluster analysis of this study: 1. Cluster 1 (32 persons means $18.29\%$ of the total) is characterized with smaller bust girth than that of cluster 5, but stature and sleeve length of the cluster 1 are the largest group. 2. Cluster 2 (18 Persons means $10.29\%$ of the total) is characterized with the group of the smallest stature and sleeve length, but bust girth larger than that of cluster 3. 3. Cluster 3(35persons means $20\%$ of the total) is classified with the smallest group of all the stature, bust girth and sleeve length. 4. Cluster 4(60 persons means $34.29\%$ of the total) is grouped with the same value of sleeve length with the mean value of 16 age group, but the stature and bust girth is smaller than the mean value of this age group. 5. Cluster 5(30 persons means $17.14\%$ of the total) is characterized with smaller stature than that of cluster 1, and with larger bust girth than that of cluster 1, but with the same value of the sleeve length with the mean value of the 16 age group.
