The purpose of this paper is to analyse wage differentials between non-regular and regular works. Data from EAPS(Economically Active Population Survey) 2005 show that the monthly wage level of non-regular worker is only 63% of regular worker and thus there exist 37% wage differentials. However, these wage differentials do not control for hours of work, the amount of human capital, job characteristics, and other individual characteristics affecting wages. If these variables are added to the hourly wage regression equation, the wage gap between non-regular and regular workers drastically decreases to 2.2%. Furthermore, decomposition of the wage differentials by Oaxaca method shows that productivity difference between non-regular and regular workers explains up to 91% of the wage gap. This implies that the magnitude of wage discrimination against non-regular workers is at most 0.2% of hourly wage of regular workers. To control for unobserved individual heterogeneities more accurately, we also construct panel data and estimate wage differentials. The results from the panel data approach show that there is no difference in the hourly wages between non-regular and regular workers. In some specifications, the wage rate of non-regular worker is rather higher than that of regular worker. These results are consistent with economic theory. Other things being equal, workers with unstable employment may require higher wages to compensate their unstability. Firms are willing to pay higher wages if they can get more flexibility from non-regular employment. Empirical results in this paper cast doubt on the view that there is wage discrimination against non-regular workers in the labor market. Public policies should be targeted for disadvantaged groups among non-regular workers, not for non-regular workers in general.
Even though the foreign currency crisis in 1997 and the introduction of Inflation Targeting(IT) have been considered as key factors for current low inflation, there have been few attempts to explain what is the contribution of the dynamics of wage and price to the low inflation. This study is to analyze the relation between wage and price especially focusing on how it through the economic events using cointegration instability tests. The result shows that the short and long-run relation between two have variables have changed through the period of 1997~1999. In the first subperiod, wage tended to respond immediately to inflation shocks, whereas price responded to wage shocks in a long-run. Moreover, the cointegration coefficient of price was equal to 1. In the second subperiod, however, the dynamics from price to wage has been weakened and the real wage has declined apparently. These findings mean that the workers have failed to raise their wage at the rate of inflation, that is, the so-called wage-price spiral was broken for the second subperiod. The implication of this study is that the relatively weak bargaining power of workers, or the condition of labor market, is one of the primary factors of the current low inflation.
Dental prosthetic restoration shows a big difference of cost per itemized unit depending on the size of dental labs, facility standard, manpower, and performance. Even the same dental labs have distinctive cost according to manufacturing performance, inflation, and the number of workers. However, in apite of such a change of circumstances, it appears to be quite stable in the relative cost per itemized unit unless the manufacturing trend of particular item changes dramatically. Therefore, if the relative number of cost per itemized unit, which is produced by costing, is indicated, we are able to utilize it effectively as a standard wage estimate. If the wage of dental prosthetic restoration is determined on the basis of cost, it is desirable that the relative value of cost and that of wage are identical. But, by means of comparative analysis, since the relative value of wage reveals mostly lower than that of cost depending on an item, it is considered that the wage is not reflecting the cost approproately. Due to the subdivision and the profession of medical technology, the new development of wage items for dental prosthetic restoration is required. This means that the need for the establishment of new wage items should be presented as the general concept of dental prothetic restroation changes and the level of pathologic technology increases. The current wage structure has differences in the degree of difficulty accroding to unit items and in the cost factors. Nevertheless, the differences are not reflected enough to the wage, so there is potential to lower the medical quality through the use of low-proce materials to avoid the increase of cost and the work process which skips a manufacturing step. The new items of dental prosthetic restoration also increases, but the development of proper numerical value system is not supported. Thus, the right proce is set mostly by applying to the wage of a similar item. Since most wages are established by an individual agreement between the dental clinic institute and the dental labs, the propriety of wage level lacks. Therefore, it is urgent to provide and promote the system of a fair work charge by a standard cost which can be applied to all medical institute.
Korean economy has contains many economic problems during past 2-3 years. One of these problems is unemployment rate rise rapidly. So Korean government has proposed many programs to deal specifically with male and female unemployment. But important things are not only administratoin's programs but also unemployed persons' reservation wage. Accordingly the purpose of this thesis is to analyze why reservation wages differ between male and female. The data we are going to use is the unemployment survey by researcher in 1998. By the result of the estimation of reservation wage functions, we are found two fact. The first is the principle of determinants reservation wage are different between male and female. In esimation of male reservation wage function, early wage and age, education level, unemployment period are very important determinants. But in esimation of female reservation wage function, early wage and education level, age, licence are very important determinants. The second is the reservation wage-setting mechanisms are different between male and fermale. Therefore we conclude that because Korean labor market is stratified labor market, reservation wage-setting mechanisms are much different by sex.
Background: The purpose of this study is to analyze the effect of the income support allowance policy for the care workers on wage level. Methods: The analysis data was constructed using database (DB) of long-term care institution, DB of long-term care personnel status, and DB of health insurance qualification and contribution possessed by National Health Insurance Services. We analyzed the wage status of care workers 2009 to 2016 through basic analysis. We used the difference-in-difference analysis method for the workers who worked in the same institution from 2012 to 2013, The effects of the income allowance policy on wage increase were analyzed. Results: As a result of the net effect of the income support allowance policy, the monthly average wage of the care worker increased by 25,676 won and the hourly wage increased by 478 won. As a result of the analysis, it can be confirmed that the income support allowance policy has achieved some of the goals of raising the wage level of the care workers, and the effect of raising wages for other occupations in the long-term care business can be confirmed. Conclusion: The low wage problem of long-term care workers such as care workers is not the only problem in Korea. In other countries, there are various wage support policies for employees. In particular, it is necessary to refer to the improvement in the treatment of care workers in Japan and wage pass-through in the United States. In addition to wages, there is a need to promote policies to provide employment motivation through efforts to improve their social status and improve their job status and career development for employees in long-term care facilities.
This study was designed to examine the demographic, economic and organizational characteristics of wage peak workers in public enterprises and their relationship between wage peak system and retirement, which is faster than other areas where the number of elderly workers is growing. The study targets 211 wage peak workers in 19 public enterprises engaged in the wage peak system, considering the level of aging and the size of wage peak workers. According to the demographic and economic characteristics, the results of the study showed that the education level, household income, post retirement cost, retirement saving and investment amount had an effect on wage peak satisfaction, wage peak acceptance, retirement preparation and retirement attitude. Next, aspects of organizational characteristics, there were differences according to position, job title, working period, remaining retirement age, participation in retirement preparation program and wage peak application. Based on these findings, effective wage peak system for the aged society was required to discuss the need for follow-up research by job group, position rank, economic level, and educational level of aged people such as welfare, education and former support.
Employing bunching estimators of Cengiz et al. (2019) for data from the "Economically Active Population Survey," this paper estimates the effect of minimum wage increases on the volume of waged employment for the period 2009-2019. A bunching estimator, which exploits yearly changes in the hourly wage distribution due to the minimum wage hike, can be easily applied to the Korean labor market, which adopts the yearly single national minimum wage. The estimation results suggest that an increase in the annual minimum wage during the period from 2009 to 2019 had a negative effect on the volume of waged employment. A 10% increase in the (real) minimum wage leads to a 1.42~1.74% decrease in the volume of waged employment. Disemployment effects of minimum wage hikes are greater in the sector with a higher proportion of minimum wage workers. It is necessary to carefully consider disemployment effects in determining the level of the minimum wage.
This study examines the relations among wage differentials, trade, and productivity in Korea, using the methodology of Granger causality and vector error correction modelling. Cointegration test results over the 1975-2004 period indicate that all the test variables are cointegrated. Therefore, wage differentials, trade, and productivity are all related in the long run. We found some evidence on long-run relationship, while there is no short-run relationship between three test variables. First, trade and wage differentials have positively and bi-directionally Granger causality in the long-run. Second, productivity Granger causes negatively wage differentials in the long-run. Finally, productivity Granger causes positively trade in the long-run. These results explain partially the current theoretical predictions for wage inequality as well as supports the productivity-led growth hypothesis in the Korean economy.
A fisher means any person employed to provide his/her labor in a fishing vessel in exchange for a wage. There is no concept of a fisher in Seafarers Act. This act shall not apply to seafarers who are in service on board a fishing vessel the gross tonnage of which is less than 20 tons. However, of the total 63,112 fishing vessels, only 2,829 fishing vessels have a total tonnage of more than 20 tons. Fishermen engaged in fishing vessels with a gross tonnage of which is less than 20 tons are not guaranteed to be paid arrears through the Wage Claim Guarantee Fund for Seafarer (Article 56). In addition, fishermen working on a fishing vessel are excluded from the Wage claim Guarantee Act. The Labor Standards Act shall apply to fishermen engaged in fishing vessels with a gross tonnage of which is less than 20 tons. Fishermen and seafarers are at a higher risk of living security than regular workers. Guaranteeing the payment of wages is essential for fishermen to improve the life and employment stability. In order to guarantee fisher wage claims, the concept of a fisher in the Seafarers Act must be realized by sources such as the Wage Claim Guarantee Fund of Ministry of Oceans and Fisheries, step by step expansion of members in the wage claim guarantee fund for seafarers and interest for delayed payment of wages, etc.
This paper estimates the public and private sector wage gap trend from 2000 to 2014 using 'Korean Labor and Income Panel Study.' We account for unobserved fixed effect by using 1st differencing log wage in order to allow the gap to vary over time. Standard OLS estimates present the public sector wage is 10% higher than private sector on average. Moreover, the public sector wage premium displays the inverted V shape: sharply increasing up to 2006 and decreasing from 2007 to 2014. However, after controlling unobserved fixed effect, the public sector wage premium disappears and does not display the inverted V shape any more.
