The Strategies for WTO DDA Telecommunications Negotiations: Focused on Foreign Equity Participation Limit (WTO DDA 통신협상을 대비한 대응전략: 외국인 지분한도를 중심으로)

  • WTO 통신협상 시 우리 나라 통신서비스 분야의 주요쟁점사안 중의 하나는 기간통신사업자의 외국인투자한도 확대이다. 주요 선진국들은 통신서비스 시장규모와 발전전망이 높은 우리 나라에 투자하기 위하여 외국인 지분한도 확대 및 외국인 대주주 허용에 많은 관심을 표명하고 있다. 외국인 지분한도 완화에 따른 긍정적 효과가 부정적 효과 보다 클 경우 국내 통신서비스 시장 발전에 유익할 것으로 예상된다. 특히 배당수익을 목적으로 하는 지분 참여를 통한 외국으로부터 자본을 도입하여 경영진이 효율적으로 사업을 주도할 경우 순기능 효과를 발휘하게 된다. 그러나 부정적 효과가 크다면 지분확대가 통신사업발전에 장해가 될 것이다. 이에 본 고에서는 우리 나라의 추가적인 외국인 지분보유 한도 확대에 앞서 기간통신사업자에게 미칠 긍정적 또는 부정적 파급효과를 분석해 보고, 외국인 지분확대에 따른 부정적 효과를 최소화하기 위한 질적 규제장치 도입 등 대응방안을 모색하고자 한다.

  • As the WTO·DDA continues to stagnate, mega FTAs such as the TPP will likely play the leading role in rule-making of trade for some time to come, creating a 'spaghetti bowl' of trade rules. FTAs, notably high-standard and broad-based regional or mega-FTAs, are the appropriate means to achieve this objective, because they cover many of the policy measures that are needed for the development of global value chains(GVC). The highest quality FTAs are increasingly adding new features like regulatory harmonization that may also foster GVC growth in partner countries. Complementary relationships among markets along value chains, involving both goods and services, also complicate analysis. This is particularly relevant when thinking about policy, since the traditional tendency to think about policies and regulate markets in unconnected silos can lead to unintended and undesirable results. This paper examines the current states of FTAs to determine which are more likely to push this latest wave of globalization further and faster, and explores the plans that are most helpful for GVC growth.

Multilateral Trade Rules on Cultural Industry : Issues and Outlook of the DDA (문화산업분야 다자통상규범 : DDA의 쟁점 및 전망)

  • Since the launch of the GATT system, one of the most controversial topics in trade liberalization has been the conflict between culture and trade. The sticking point has been the necessity of cultural exceptions in trade rules. Some countries do not wish to allow further exceptions to basic principles even in cultural industry, while many other countries make their efforts to obtain "cultural safety valve." The latter group asserts that it is indispensable for the protection of cultural identity, whereas the former seems to doubt the truth of the assertion. That is because cultural policy measure possibly constitute a means of arbitrary or unjustifiable discrimination between countries, or a disguised barriers to trade in cultural products. Unfortunately, cultural exceptions still remain unresolved in the WTO, the successor to the GATT. This paper is to review the history and rules of multilateral trading system on cultural industry, address the critical issues to deal with in the DDA negotiations, and lastly provide some perspectives on the appropriate shape of the cultural safety valve.

  • Korean rice industry is facing new challenge. Nowadays, rice price is ever rising since last year. Difference between domestic price and international price is also ever decreasing and korean rice has chance to win over foreign rice because of better quality and low price. Now is the time to discuss on tariffication of rice import. Even if Korea follows modality of DDA, Korean rice market does not give in to foreign rice. On the other hand, Korean policy makers should make efforts to find way for grain sovereignty.
