In the early industrial age which with high intensity of machine and labor, using financial measurement index was good enough to tie in company's mechanization and philosophy of management and been in efficiency. But being comply with "New Economic age," a new economic environment is full of knowledge and information, the enterprise competition had changed from tangible assets, plants to intangible innovation ability of knowledge. As recognizing the new tendency by enterprise, they value gradually the growth and influence from learning. Practice of organization learning not only needs firm structure and be in coordination with both hardware and software, but also needs an affect measurement model to offer enterprise to estimate learning performance. It's a good instrument of financial performance measure mold in the past years, But it's for measuring the past, couldn't formulate enterprise trend to future, hard to estimate investment for future, such as development of products, organization learning, knowledge management etc, as which intangible assets and knowledge ability just the key factors of being win around competition environment in the future. In 1992, Kaplan and Norton brought up Balance Scorecard (BSC) on Harvard Business Review, as an instrument helping enterprise to measure performance, which is being considered to be a most influence management instrument. It added non-financial index such as customer, internal process and learning growth besides traditional financial index, as offering enterprise an index to measure and manage intangible assets and intellectual property. As being aware of organization learning is hard to be ignored in the new economic age, this research is based on learning and growth of BSC, and citing one national material company try to let the most difficult measurement performance of organization learning, to be estimate through BSC, analyze of factor and individual case, to discuss the company how to make the related strategy and vision of organization learning to develop learning and growth of the structure of BSC, subject the matter of out put factors to be discussed, and measure the outcomes as a result of research. The research affect offers (1) the base implement procedure of carrying out BSC; (2) the reference of formulating measurement index while enterprise using BSC to estimate performance of organization learning; (3) the possibility bottleneck maybe forcing while carrying out BSC, to be an improvement or preventive for enterprise.

Drought is a natural phenomena caused by long time lack of precipitation causing varying damages in several regions which increases yearly. Specifically, in 1994$\sim$1995 and 2001 severe drought occurred in almost every region of Korea. Small and medium sized water supply reservoirs exposed their bottoms and also raised considerable economic losses. In spite of this fact, damages and impacts from the drought can still be minimized by well defined drought management plans with optimal management of water supply facilities. Throughout this research, integrated drought information system is proposed to used in monitoring the drought of Korea in real time. And the expert system for the management of water supply facilities has developed using Shared Vision Model (SVM) to enable the Virtual Drought Exercise (VDE). To find a better way to manage water during drought and to develop the enhanced abilities to respond to drought, virtual drought exercise is the most effective approach and process. The proposed process of virtual drought exercise using integrated drought information system can be used as an effective tool to prepare the optimal water supply plans during the drought.
Recently, traffic congestion has become serious due to increase of private car usages. Carsharing or other innovative public transportation systems were developed to alleviate traffic congestion and carbon emissions. These measures can make the traffic environment more comfortable, and efficient. Cloud Transportation System (CTS) is a recent carsharing model. User can rent an electronic vehicles with various traffic information through the CTS. In this study, a concept, vision and scenarios of CTS are introduced. And, authors analyzed the location of CTS rental stations and estimated CTS demands. Firstly, we analyze the number of the population, employees, students and traffic volume in study areas. Secondly, the frequency and utilization time are examined. Demand for CTS in each traffic zone was estimated. Lastly, the CTS rental station location is determined based on the analyzed data of the study areas. Evaluation standard of the determined location includes accessibility and density of population. And, the number of vehicles and that of parking zone at the rental station are estimated. The result suggests that Haewoondae Square parking lot would be assigned 11 vehicles and 14.23 parking spaces and that Dongbac parking lot be assigned 7.9 vehicles and 10.29 parking spaces. Further study requires additional real-time data for CTS to increase accuracy of the demand estimation. And network design would be developed for redistribution of vehicles.
Water demand and resource at a watershed scale were investigated to prepare for long-term water planning of the Namgang sub-basin. The quantity of water resource was defined as average annual runoff by a simple Tank model with three serial tanks, and water demand for public, industrial, agricultural and the other uses was determined using the per-unit method employed in the Water Vision 2020, the Ministry of Construction and Transportation. The results showed that total amount of water resources in the Namgang sub-basin was estimated as about $935,414{\times}10^{3}m^3/yr$ for a 10-year period from 2000 to 2009 and the water withdrawals in public, industrial, agricultural and other sector were derived as $105,493{\times}10^{3}m^3/yr$, $32,686{\times}10^{3}m^3/yr$, $243,194{\times}10^{3}m^3/yr$, and $81,615{\times}10^{3}\;m^3m^3/yr$, respectively. In addition, the Namgaram Inno-city project could increase the overall water demand by $17,156{\times}10^{3}\;mm^3/yr$ due to the population influx.
Purpose: The hotel industry needs a leader who can actively demonstrate leadership to respond to and accept changes in the organization in a highly competitive and fast-changing environment. Therefore, the role of leaders who instill clear vision and goals of the organization in their members, listen to their opinions, and empathize is paramount. Leaders should encourage successful organizational activities based on active participation by employees and create the best environment for working with a sense of mission and responsibility. This study aims to identify the relationship between empathy leadership and job engagement as a result variable of team cohesion in the hotel culinary department and conduct empirical studies on the role of empathy leadership and job engagement. Research design, data, and methodology: The data were collected from employees who work in culinary department at a five-star franchise hotel located in the Seoul metropolitan area. Because it is difficult to conduct a survey through face-to-face contact with employees due to the COVID-19 pandemic, the online survey was conducted from February 1 to February 28, 2020. A total of 330 questionnaires through online were distributed and 268 employees completed the survey, yielding a response rate of 81%. Of the 268 returned responses, 27 responses were not usable due to missing information. Thus, a total of 241 responses were used for analysis. Results: The study results are as follows. First, it has been shown that the empathy leadership of culinary department in hotel companies has a significant positive impact on the job engagement. Second, it has been shown that job engagement has a significant positive effect on members' team cohesiveness. Third, empathy leadership of hotel companies' culinary department has a significant positive impact on members' team cohesiveness. Fourth, job engagement has a significant positive (+) mediating effect in the relationship between empathy leadership and team cohesiveness in culinary department. Conclusion: This study supports the theory that an emotional and empathic leader's behavior or ability can change the effectiveness or atmosphere of a rapidly changing hotel culinary team organization by presenting a research model on the effect of empathic leadership on job engagement and team cohesiveness. And hotel chefs should be more aware of the importance of empathic leadership and make them a human resource of the organization through formal and informal communication with culinary employees.

In recent years, Convolutional Neural Networks (CNNs) have achieved outstanding performance in the fields of computer vision such as image classification, object detection, visual quality enhancement, etc. However, as huge amount of computation and memory are required in CNN models, there is a limitation in the application of CNN to low-power environments such as mobile or IoT devices. Therefore, the need for neural network compression to reduce the model size while keeping the task performance as much as possible has been emerging. In this paper, we propose a method to compress CNN models by combining matrix decomposition methods of LR (Low-Rank) approximation and CP (Canonical Polyadic) decomposition. Unlike conventional methods that apply one matrix decomposition method to CNN models, we selectively apply two decomposition methods depending on the layer types of CNN to enhance the compression performance. To evaluate the performance of the proposed method, we use the models for image classification such as VGG-16, RestNet50 and MobileNetV2 models. The experimental results show that the proposed method gives improved classification performance at the same range of 1.5 to 12.1 times compression ratio than the existing method that applies only the LR approximation.

Recently, according to the development of measurement techniques, it has become possible to take complicated and time-consuming field measurements in a simple and convenient manner. In this background, this study estimated the tension of cables under ambient vibration using minimized measurement and signal processing. The VBDM using video-only by low-cost equipment was used as a minimized measurement. An estimation of the natural frequency using the mirror frequency concept was also proposed to solve the shortage of frequency band in this case. Furthermore, the FDD method was adopted for a natural frequency estimation in the ambient vibration related to field application. Experimental studies using a cable-stayed bridge model were carried out to examine the properties of the mirror frequency and the applicability of FDD with the proposed minimized system. The results showed that FDD for ambient vibration also works properly in an estimation of the natural frequency using the minimized system. In addition, the mirror frequency concept can allow a high natural frequency estimation even in a distorted signal by low-speed recording, which can overcome the limit of the minimized system. Overall, the proposed minimized system can be effective for the tension estimations of a cable under ambient vibration.

This study was undertaken to analyze factors influencing the emotional labor and emotional intelligence of a dental hygienist on organizational effectiveness. The study was conducted between September 4, 2018 to December 7, 2018, enrolling a total of 233 dental hygienists living in the Jeollabuk-do province. The data were analyzed by independent t-test, one-way ANOVA, $Scheff{\acute{e}}$ test, Pearson's correlation coefficient, and stepwise multiple regression, using SPSS 18.0. The regression model obtained was F=138.917, P<0.05, with an explanatory percentage of 58.2. Emotional labor (${\beta}=0.608$) was determined to be the most influential variable among independent variables, and other factors affecting the organizational effectiveness of a dental hygienist include the highest level of education, career, and emotional intelligence. We conclude that in order to improve organizational effectiveness among dental hygienists, it is necessary to establish an effective plan for reducing emotional labor and promote emotional intelligence.
Irregular workers, which have recently caused various socio-economic issues and conflicts, generally have low loyalty to the organization and job satisfaction due to anxiety about employment. As a way to improve this, this study attempted to analyze the effect of organizational communication satisfaction of irregular workers on job satisfaction and organizational commitment. Among the 7th Human Capital Companies panel survey data, irregular workers survey data were collected and analyzed using the structural equation model analysis. The results were as follows: First, it was analyzed that organizational communication recognized by irregular workers had a positive(+) effect on job satisfaction and organizational commitment. Second, it was analyzed that job satisfaction had a positive(+) effect on organizational commitment. Third, it was analyzed that job satisfaction plays a mediating role in the relationship between communication satisfaction and organizational commitment. This study is significant in that it expanded the research subject to irregular workers from the existing service industry-oriented research, and that it included more diverse industries. The results of this study suggest that mission and vision sharing and communication activation system are needed to improve organizational effectiveness of irregular workers.
