This paper is intended to deduce the planning elements of Eco-village through theory contemplation and preceding researches in order to be used as practical data of resident participating Eco-village by contemplating characteristics demonstrated in planning element utilization methods within the village. Resident participating Eco-village aims for residents who will reside in the relevant village to participate from village plans to construction. Unlike other Eco-village, residents of resident participating Eco-village make decisions autonomically through planning direction, planning elements, discussions and meetings, which are uniquely distinctive from other Eco-villages. It appears, however, that analysis on the planning element utilization methods of resident participating Eco-village is inadequate. There are various methods of village resident participation, and the methods cannot rule out the close relationship with planning elements. Hence, programs for resident participation should be devised at the time of village planning. Resident participating Eco-village should suggest measures and guidelines through finding problems in order to implement sustainable and environment-friendly life that prevent a retrograde step.
In order to give back-to-farm residents the stable settlement environment in the rural area, the 'community village' is desirable as the village type and its village planning guideline should be supported as well. The purpose of this study was to develop a guideline for the planning of back-to-farm community village in the living and social environmental aspects, based on the comprehensive comparative analysis about items that field survey and literature suggested. The guideline for the living environment was developed for 6 items; village structure(adequate size, lot, outer space for household), village landscape(allocation, space composition), road system and transportation(parking lot in village, placement of bus stops, village trail, public transportation, road and pedestrian system), common living facilities and common space(number, size, location & placement, plan type, planning type of common facilities), transfer space, individual housing(type, size, planning type). The guideline for the social environment was developed for 3 items; village making and establishment(resident participation type, resident participation tool, residents' construction participation) and resident education in the course of planning, resident participation(gathering resident opinion, decision making, composition of construction committee, community newsletter).
The purpose of this study is to grasp effectiveness of Mountain Village Package Development Work. Mountain Village Package Development Work was started for the welfare and economic activation plan of residents of village from 1995. We want to grasp a practical economic and welfare of residents of village through the village that is enforced Mountain Village Package Development Work after two-three years. The process of this study is as follows. First, we select the village that Mountain Village Package Development Work finished. Second, we grasp the status of Mountain Village Package Development Work through a field study on destination village. Third, we investigate the resident satisfaction.
This study has purpose to make a report on the newly established rural villages in this country, and to find out the success factors of the rural village project focusing the developers who succeeded in the sales of rural village with emphasized community function. For this study, 123 projects informed from the website(www.welchon.com) were analyzed on the frequency and the officials in charge were interviewed by telephone on the step of projects. In addition, 4 personnel of development companies answered the semi-structured questionnaire on the location, development theme, preparative resident meeting, and success factors of 7 projects which was dealt with content analysis. The result was as follows. 1) Among the projects, more than 50% were the detached housing type with less than 50 units, and also were the resident-driven development projects. Only 5 projects were completed. 2) The personnel of development companies pointed at the location, environment for the economic activity, project theme and continuous resident meeting, as success factors of project. The barriers for rural village development policy are inadequate regulation and long administrative procedure. The preparative resident meeting is an important success factor, so that the system and the cost to run a professional program have to be guaranteed.
The purpose of this research is to survey resident's perceptions on the development of ecotourism village and to provide basic data far ecotourism vitalization. This research has been carried out four villages at Seogwipo city in Jeju province. A survey was implemented to investigate the resident's perceptions toward ecotourism development. The Ministry of Maritime Affairs and Fisheries has been promoting the 'Fishing Village Specialization Capacity Enhancement Project' to pursue sustainable development of villages such as income generation by using local tangible and intangible resources led by local residents at the village level since 2013. For the fishing village-Specialization capacity enhancement project, six training sessions (mainly in the village unit) are selected by the public offering method, and the project (income generating business, village development project, etc.) is developed for the selected village residents. It has a process of establishing a village project plan (a preliminary plan for village development or a sixth preliminary industrialization plan) based on the training of experts 5 times, practice or excursion 1 time). In this study, four villages in Gangwon-do fishing villages (two coastal villages and two inland water villages) were surveyed on the perception and satisfaction of fishing village development projects before and after training. The survey analysis was conducted by dividing the analysis of resident capacity and satisfaction into personal, interpersonal, and social dimensions. As a result of this analysis, it has been empirically proven that provision of training projects through resident participation is a very important factor for the success of the fishing village project. Therefore, rather than fostering local leaders, training and community activities to strengthen personal capacities of residents participating in the project, it is necessary to operate the software business with a focus.
The purpose of this study was to explore the characteristics, outcomes and successes associated with newly established rural villages founded by the Rural Village Development Policy in Korea. For this study, four operatives associated with development companies who successfully implemented rural villages with strong community function structures answered a semi-structured questionnaire on the developmental theme, location, preoperational resident meetings, and success factors of seven projects. The Questionnaire dealt with content analysis. The results of the study were as the follows. The operatives of the development companies identified locations, environments for economic activities, project themes and regular resident meetings as success factors. Barriers for successful rural village development policy were identified as inadequate regulation and lengthy administrative procedures. In particular, preoperational resident meetings were seen as an important success factor, requiring an organized and well-funded professional program.
The purpose of this thesis is to analyze and evaluate issues and performance of development projects of Gurye Banggwang villages' key projects, especially directly or indirectly related to resident income augmentation. The agricultural products processing factory, the valley resting, the urban and rural exchange center, and the village festival have been closely selected as directly or indirectly related to the resident income. Analysis of survey of resident and two agriculture unions' members led the performance and problem of Banggwang villages' development projects. The income project has the difficulties of recruiting members, lack of professionalism of people in production and marketing of processed products, and conflict between members etc. For this reason, income projects being adopted as the comprehensive rural village development project is often negative. Compare to the other cases, Banggwang village has more reflection of the income project, and has lot of interest by policy makers whether it be pursued successfully. It is too early to evaluate a performance properly because it is the beginning of income projects and the experience are not yet being sufficient. However, the performance is appearing gradually from various sides. For example, dividend of business profits, employment opportunities and sales of agricultural products are developing increasingly. Income projects have strengthens the residents' participation and interest in comprehensive rural village development project and with securing stable funding it will help to maintain the facilities.
Since the village maintenance type public housing project was introduced in 2015, the resident needs for regional revitalization and pleasant living conditions are not being met due to the poor performance of the public housing complexes that reflect the surrounding area maintenance plan (village plan) and regional characteristics. The purpose of this study is to suggest a plan to revitalize the village maintenance type public housing project in consideration of regional characteristics as a result of analyzing the needs of local residents through the problems of the village maintenance type public housing project being promoted so far and resident satisfaction. As a result of the analysis based on the public housing project implementation status analysis and resident satisfaction, the plans to activate the village maintenance type public housing project are as follows. First, in order to secure the effectiveness of the village plan, it is desirable to promote the public housing project and the village plan at the same time. It is necessary to secure a budget according to the selection of public offering projects in the village plan, such as promoting public housing projects without setbacks by prioritizing land purchases for public housing sites and establishing specialized strategies considering regional characteristics. Second, a public housing project that responds to local demand is required. The evaluation factors such as continuous promotion of the urban architecture integration plan and strengthening of regional linkage plans such as specialization of regionally tailored designs should be supplemented so that regional resources and village plans are linked with the public housing specialization plan.
