The road traffic noise has emerged major noise as the overcrowding of the urban population and the explosion of car storage capacity. There are limits for establishing the measures to meet noise standard because of the increase of high-rise building and insufficient distance between residential areas and road in urban center areas. Therefore, this study analyze the problem of the application of national road noise standard, and present the alternatives to achieve environmental standards in conjunction with the soundproofing measures. To reduce the population ratio exposed to road noise on seoul motorway, we suggest some action plane are as follows: i) Roadside noise standard of nighttime beside daytime is the first noise reduction goals ii) Noise standard of Noise and vibration control act is priority in case of existing area iii) Noise standard of basic environmental policy act is priority in case of new area.

One of the main objectives of noise control act is to define and ensure application and respect of noise exposure limits. Most European countries have prepared a legal framework for noise limits either by national laws, ordinances or municipal by-laws. This paper presents the current European standards.

The study show that things about the noise control are indicated at The Noise & Vibration Control Act and the other Act. Also, the details program and total government ministries' program for the noise control are indicated what are the advance noise control plan. The study consist of the four part which are "Draw up the environmental noise infrastructure plan; the install shall be done the noisemap & the automatic noise measurement devices", "Resetting of environmental noise standard at the application area and Introduce of indoor noise; the guide for region classification of the noise standard & indoor noise", "Setting of aircraft noise standard and Program of measurement point operation; the noise-assessment-standard shall change from WECPN to new index($L_{den}$, $L_{dn}$, $L_{Aeq\;24h}$) & the operation and control of aircraft noise measurement changes from local environmental office to central control center" and "The method of noise regulation at construction site and the plan on making of standard for vibration regulation; It shall be made that the guideline of construction noise should include a target-construction, noise standard etc & the ministries shall unify control about construction vibration of the blasting vibration". The advance noise-policy will improve efficiency to deal with civil appeal & damage on residents about noise.

The aim of the product noise labeling is to harmonize the noise control act relating to noise emission standards, conformity assessment procedure, marking, technical documentation and collection of data concerning the noise emission in the environment of equipment for use outdoors. It will contribute to the smooth functioning of the internal market, while protecting human health and well-being.

Aircraft noise is the serious problem for inhabitants near an air force base. Noise by ground test of aircraft, however, can be minimized through test room construction. In this study, environmental effects of the noise by aircraft ground test were investigated by experiments under the standard act and by performance, prediction of the Hush house, constructed for the noise reduction.

국가의 발파진동과 소음에 대한 규제 기준은 공학적인 기술검증 절차에 의해 설정되어져야 한다. 발파진동에 의한 공해는 인체에 미치는 영향과 구조물이나 시설물에 미치는 영향이 전혀 다르게 나타나므로 각각의 특성에 맞는 기술적인 검증을 거쳐 규제기준이 설정되어져야한다. 현재 국가에서 규정하고 있는 발파진동에 대한 규제 기준은 환경부의 소음 진동 규제법과 건설교통부의 터널시방서의 발파진동허용기준이 전부이다. 환경부의 발파진동 규제기준은 사람의 주거환경을 대상으로 설정하였으므로 인체에 대한 발파진동의 반응현상을 근거한 선진국의 연구자료와 법규정 등을 인용하여 부분적으로는 문제점이 있으나 비교적 타당성이 있는 기준이 설정되었다고 사료된다. 그러나 건설교통부에서 발파진동 규제 기준으로 제시한 터널시방서의 발파진동허용기준은 발파공학적인 기술특성을 알지 못한 상태에서 부실하게 규제 기준을 만들어 정상적인 발파 공사를 방해할 뿐만 아니라 선진국과 국내에서 지극히 정상적으로 발파 공사를 수행하고 있는 공법까지도 발파진동허용기준에 저촉되어 공법을 폐기해야하는 문제점이 발생되었다. 본고는 건설교통부의 발파진동허용기준에 대한 문제점을 지적하고 합리적인 발파진동허용기준에 대한 방안을 제시하고자 한다.

The underwater radiated noise can be reduced by decreasing the structure borne noise of the on-board equipment. Therefore, the structure borne noise of the onborad installed equipment is strongly restricted by ROK navy with MIL-Std 740-2. Usually, the vibration transmissibility from the equipment to the hull of the ship is dependent on its mount characteristics. Even though the double mount structure is proper to apply for ship board application rather than single mount, it is not widely applied due to the weight and volume resriction of the ship. Therefore, in this research, the base using sandwitch panel which can act as double mount structure is suggested and its noise reduction capacity is verified with analytic calculation as well as experiment.

Most advanced countries have prepared a legal framework for noise limits either by national laws, ordinances or municipal by-laws. A large number of advaced countries have adopted the Leq index for the main sources of noise(road, railway, industry). The exception is aircraft noise for which regulatory practice is highly disparate. These differences in the indices adopted, the periods and areas to which regulations apply, definitions of measurement conditions and ways in which noise levels are calculated make it difficult to compare the current advanced countries standards. This study presents the current noise abatement policy of the advanced countries and proposes the improvement of the current noise abatement policy of Korea to catch up with it of the advanced countries.
