설문조사를 통한 연안개량안강망어업의 조업 실태 및 어선 구조 개선에 관한 의견 분석 (Analysis of the operation status and opinion on the improvement of fishing vessel structure in coastal improved stow net fishery by the questionnaire survey)

  • In order to understand basic data for improving the fishing system and fishing vessel structure in coastal improved stow net fishery, a questionnaire survey and on-site hearing were conducted from May 10 to June 11, 2019 to analyze opinions on the improvement of operation status and fishing vessel structure. The questionnaire survey consisted of ten questions on the operation status of coastal improved stow net fishery and six questions on the improvement of fishing vessel structure, and the results of each question were analyzed by the region, the captain's age, the captain's career and the age of fishing vessel. As a result of analyzing opinions on the operation status of the coastal improved stow net fishery, it was found that the average time required for casting net was 32.8 to 33.0 minutes and that the average time required for hauling net was 41.0 to 42.2 minutes which took 10 to 12 minutes more than for casting net. The most important work requiring improvement during fishing operation (the first priority) were 'hauling net operation,' 'readjustment and storage of fishing gear,' and 'fish handling' and the hardest factor in fishing management were in the order of 'reduction of catch,' 'labor shortage' and 'rising labor costs.' The most institutional improvement that is most needed in coastal improved stow net fishery was an 'using fine mesh nets.' Most of the respondent to the questions on the experience in hiring foreign crews was 'either hiring or willing to hire foreign crews,' and the average number of foreign crews employed was found to be 2.3 to 2.4 persons. The most important reason for hiring (or considering employment) foreign crews was 'high labor costs.' The degree of communication with foreign crews during fishing operation were 'moderate' or 'difficult to direct work.' The most important problem in hiring foreign crews (the first priority) was an 'illegal departure.' As the survey results on the opinion of structural improvement of coastal improved stow net fishing vessel, the degree of satisfaction with fishing vessel structure related to fishing operation was found to be somewhat unsatisfactory, with an average of 3.3 points on a five-point scale. The inconvenient structure of fishing vessel in possession (the first priority), the space needed most for the construction of new fishing vessel (the first priority) and the space considered important for the construction of new fishing vessel (the first prioprity) was a 'fish warehouse.' The most preferred equipment for the construction of new fishing vessel were 'engine operation monitoring' and 'navigation safety devices.' The average size (tonnage class), the average horse power and the average total length of fishing vessel for proper profit and safety fishing operation was between 13.8 and 14.0 tonnes, 808.3 to 819.5 H.P. and 23.4 to 23.5 meters, respectively. The results of the operation status of coastal improved stow net fishery and the requirement for improving the fishing vessel structure are expected to be provided as basic data for reference when we build or improve the fishing vessel.

선박디젤기관에 있어서 바이오연료가 배기배출물특성에 미치는 영향 (Effects of the Characteristics of Exhaust Emissions by Using Bio Fuel in Marine Diesel Engine)

  • 최근 지구 온난화는 세계 경제발전으로 화석연료 사용이 주범으로 인식하고 있다. 이러한 화석연료를 감소하기 위한 연구는 여러 대체에너지 산업으로 발전하고 있으며, 그 중 우리나라에서 생산할 수 있는 연료는 바이오연료이다. 바이오연료는 화석연료에 의해서 발생하는 환경오염 문제를 줄이면서 경제적인 이익을 주는 지속 가능한 연료이다. 그래서 바이오연료를 친환경에너지로 전환시키는 재생에너지 등에 많은 연구가 진행되고 있다. 따라서 본 실험은 어선에서 사용했던 기관을 다시 리모델링하여 실험장치를 직접 제작 설치하였고, 여러 바이오연료를 사용하여 선박의 경제적이고 친환경적인 운항에 도움을 주고자 연구하였다. 유채유, 대두유, 폐유채유의 배기배출 물특성에 미치는 영향을 종합적으로 분석한 결과는 연료의 물리적, 화학적 성분이 비슷하여 선박용 엔진에 사용이 가능하고, 연료소비율과 NOx는 약간 증가하였으나, 매연은 많이 감소하는 경향이 확인되었다.

설문에 의한 6급 기관사 면허 면접시험 응시자의 성향 분석 (Propensity Analysis for Oral Exam Candidates of Sixth Class Engineer Officer's License using Questionnaire)

  • The propensity analysis for oral exam candidates of sixth class engineer officer's license was conducted to serve as a basic data for improving the ability of seamanship and a stable workforce supply using a questionnaire. A general information of them was identified as 62.1% of offshore fishing, 59.3% of over 50, 59.4% of less middle school education, 52.4% of under 100 gross tonnage, 75.2% of under 1,500kW engine output, 72.5% of over 10 years experience, 72.4% of engine department, which means they are from mainly less than 100 gross tonnage of offshore fishing vessel, less educated, and long term experienced in the engine job. The reason why they took the test was mainly due to their will (51.7%). And 45.5% of them took the test for the first time, 45.5% of answers responded they are lack of knowledge about a written exam and text of KIMFT in preparation data for an oral exam 35.9%. Given the fact that 74.5% of respondents experienced marine accidents with engine damage on board, the need for marine casualty reduction education was verified. Even after obtaining a license, they showed a higher preference of boarding that they embarked before the examination. Also, 61.4% of them have a plan for long-term boarding at least three years, thus leading to supply of workforce in coastal and offshore areas.

정속항해 시 함정 주 추진 디젤엔진의 배기가스 배출량 예측 (Emission Prediction from Naval Ship Main Propulsive Diesel Engine under Steady Navigation)

  • 본 연구는 해군함정에 탑재되어 있는 주 추진 디젤엔진에서 배출되는 입자상 물질, 황산화물, 이산화탄소 및 질소산화물의 배출량 예측에 초점을 두었다. 국제사회 및 각국의 정부는 인간의 건강 및 환경을 보호하기 위해 선박의 배기가스 규제를 엄격히 적용하고 있으며 선박 제작사들은 이러한 법규에 대응하기 위해 다양한 기술을 선박에 적용시키고 있다. 엄격히 적용되는 배기가스 법규는 선박의 크기에 따라 차이를 보이고 있지만 함정은 규제대상에서 제외된다. 다양한 연구결과에 의해 선박의 배기가스 배출량 계수(emission factor)는 지속적으로 최신화되고 있으나 함정의 배출량 계수는 그 특성의 차이 때문에 설정이 어려운 실정이다. 본 논문은 함정 엔진의 연료소모량과 함정에서 사용하고 있는 연료의 황성분 함량을 분석하여 항해 시 선박에 적용되고 있는 오염물질 기여도 조사(emission inventory) 방법론을 해군함정에 적용시켜 정속항해 조건에서 배기가스 총 배출량을 예측하는 것이다.

Case study on operating characteristics of gas fueled ship under the conditions of load variation

  • The use of gas as fuel, particularly liquefied natural gas (LNG), has increased in recent years owing to its lower sulfur and particulate emissions compared to fuel oil or marine diesel oil. LNG is a low temperature, volatile fuel with very low flash point. The major challenges of using LNG are related to fuel bunkering, storing, and handling during ship operation. The main components of an LNG fuel system are the bunkering equipment, fuel tanks, vaporizers/heaters, pressure build-up units (PBUs), and gas controlling units. Low-pressure dual-fuel (DF) engines are predominant in small LNG-powered vessels and have been operating in many small- and medium-sized ferries or LNG-fueled generators.(Tamura, K., 2010; Esoy, V., 2011[1][2]) Small ships sailing at coast or offshore rarely have continuous operation at constant engine load in contrast to large ships sailing in the ocean. This is because ship operators need to change the engine load frequently due to various obstacles and narrow channels. Therefore, controlling the overall system performance of a gas supply system during transient operations and decision of bunkering time under a very poor infrastructure condition is crucial. In this study, we analyzed the fuel consumption, the system stability, and the dynamic characteristics in supplying fuel gas for operating conditions with frequent engine load changes using a commercial analysis program. For the model ship, we selected the 'Econuri', Asia's first LNG-powered vessel, which is now in operation at Incheon Port of South Korea.

해군 함정 VRTU의 과열방지를 위한 열전소자 냉각장치의 적용에 따른 기관실 및 VRTU 내부 열 유동특성 분석 (An Analysis of the Thermal Flow Characteristics in Engine-Room and VTRU in accordance with Application of Thermoelectric Device Cooling System to Prevent Overheating of the Korean Navy Ship VRTU)

  • 본 연구에서는 대한민국 해군 함정의 하절기 운용 및 적도지병 파병 간 발생하고 있는 VRTU 과열로 인한 고온경보 발생과 장비정지 발생현상을 해결하기 위하여 해군 군수사령부 함정기술연구소와 공동연구를 수행하였다. 열전소자 냉각장치 설치에 따른 냉각효과를 확인하고, 전산 열 유동해석을 수행하여 VRTU 내부 열 유동특성을 분석하였다. 또 해석을 통해 기관실(디젤엔진룸) 내부의 온도분포를 살펴보고 VRTU 과열방지를 위한 최적의 설치위치를 알아보았다. 분석결과, 냉각장치를 설치함에 따라 VRTU 내부 평균 체적온도가 약 10 ℃ 감소하는 것을 확인하였으며 냉각장치에 설치된 Fan은 열 순환을 원활하게 하여 냉각효과를 높였다. 기관실 내부는 디젤엔진 상부에서 높은 온도분포를 나타냈고 통풍관 디퓨저 하부에서 가장 낮은 온도분포를 보였다. 열전소자 냉각장치는 높은 냉각성능을 나타내었으며, VRTU는 과열방지를 위하여 기관실의 통풍관 디퓨저 하부에 설치하는 것이 적절할 것으로 판단된다.

소형 어선용 디젤기관에서의 연료유 성상에 따른 배기배출물 특성에 관한 연구 (An experimental study on characteristics of exhaust emissions with fuel properties changes in a diesel engine for small-sized fishing vessel)

  • In order to test the applicability of bunker-A in a diesel engine for small-fishing boat, the investigation of the engine performance and the exhaust emission was performed under various conditions of fuel property, intake air pressure and fuel temperature. It was also performed based on IMO NOx Technical code. At high load, the energy consumption rate of bunker-A was lower than that of diesel oil, and the characteristics of exhaust emission of bunker-A were similar to those, and NOx emission rates of both fuels satisfied the IMO NOx emission regulation limits. The energy consumption rate and characteristics of exhaust emission were improved as the intake air pressure was increased, but these were not improved remarkably as the temperature of bunker-A was heated. However, at low load the energy consumption rate, CO emission rate and HC emission rate of bunker-A were higher than those of diesel oil, but NOx emission rates of the fuels were about the same. In addition, at low load the energy consumption rate and CO emission rate of bunker-A were increased as the intake air pressure and the temperature were higher than normal conditions. Accordingly, it is thought that the use of bunker-A in a kind of test engine is possible at high load. On the other hand, it is thought that more research is needed to improve the combustion efficiency under low temperature and low load condition.

선박엔진의 NOx 배출량 산정 (Estimation of Exhaust NOx Emission for Marine Engines)

  • Considering international status of our country as world class ship builder and geographical characteristics encircled by sea in three facets, controlling of air pollutants emission from marine engines becomes more and more important issue in recent days. Implementation of immediate pollutants emission control regulation and standardization of test and certification procedure are required to reduce air pollution from marine engines. But cost increments due to additional equipment of emission control device and development and certification test expenses as well as depreciation of fuel economy should be considered. To satisfy those air pollution reduction and economic requirements, we should make our own interpretation of IMO standard and implementation schedule depending on our country's status. For this purpose we measured NOx emission from small and middle class marine engines to calculate emission factor and total pollutant emission in our country. With the comparison and analysis of other countries emission control regulation we proposed basic data of total emission from marine engine and future emission control standard in our country. According to our estimation, 62% of total NOx emission of marine engines comes from fishing boat and 38% from commercial vessels. The portion of NOx emission from marine engine is 18.6% of whole country NOx emission. Due to the voyage characteristics of middle and large vessel and necessity of international harmonization of marine engine pollutants emission control standard, it is inevitable to adopt IMO standard for middle and large marine engines. But considering technological and cost effect of fishing boat operating in near sea, it is resonable to set a standard within 80% of measured value at the moment and gradually implement the same IMO standard in near future.

소형선박 종사자 사용용어 실태 분석 및 표준화 방안 (Analysis and the Standardization Plan of the Terms Used by Seafarers on Small Vessel)

  • 2019년 8월을 기준으로 우리나라에서 소형선박의 범주에 포함될 수 있는 30톤 미만의 선박은 3,782척으로 전체 등록선박 8,890척 대비 42.5 %를 차지한다. 문제는 소형선박의 종사자들이 주로 외래어에서 기형적으로 파생된 비표준어를 많이 사용함으로써 선내 의사소통의 단절, 해기사 면허시험이나 해기 관련 교육수강 시 의사소통의 어려움을 겪는 등 많은 문제에 직면하고 있으며, 이는 소형선박 종사자들의 직무능력 저하로 이어지고 있다는 점이다. 이에 본 연구에서는 소형선박 종사자들의 사용용어를 면밀히 분석하고, 이를 바탕으로 표준화 방안을 제안하였다. 사용용어 분석을 위하여 해기사 면허시험의 기출용어, 소형선박 교육교재의 다빈도 용어를 식별하였고, 이에 해당하는 비표준어를 조사하였다. 조사된 내용을 토대로 전문가 회의를 개최하여, 주요 용어에 대한 잘못된 일본식표기, 영어표기, 표준어를 제시하여 어느 표기에 가장 친숙한지에 관해 설문을 시행하여 분석하였다. 설문 분석결과 항해 용어의 경우 비교적 표준어 사용의 비율이 높으나, 기관 용어의 경우 잘못된 일본식 표기를 더 많이 사용하고 있으며, 연령별, 톤수별 분석결과도 일본식 표기를 전반적으로 많이 사용하며, 영어식 표기의 사용빈도는 낮은 것으로 분석되었다. 이를 토대로 소형선박 종사자의 표준어 사용을 위한 단기 및 장기방안을 제안하였고, 이에는 소형선박 종사자들이 사용하는 용어에 대한 표준어사전의 제작, 표준어 사용에 대한 중요성 홍보, 교육기관을 통한 적극적인 교육, 외국인 선원들을 대상으로 하는 한국어교육에 대한 체계적인 준비 및 이행 등이 포함된다.

Dynamic Behavior of Liquid Propellant in Reusable Rocket Vehicle

  • For the prediction of sloshing in the propellant tank of rocket vehicle utilized in RVT (reusable rocket vehicle testing) conducted by ISAS/JAXA, the flow field in the propellant tank during the ballistic flight was experimentally reproduced with the sub-scale model of it. The lateral acceleration as large as about 0.8 G was provided with a mechanical exciter and the deformation of liquid surface in the vessel was visualized with a high-speed camera. The several con-figurations of damping devices were installed and tested in the vessel, which should keep the ullage gas away from the outlet port. It was consequently suggested that the combination of a baffle plate and a perforated cylinder could be effective against the gas suction before the re-ignition of the engine. The sloshing phenomena were also simulated with the CFD code, called CIP-LSM. The numerical results showed good agreement with the corresponding data obtained in the experiment.
