Amendment Research of Safety Standard of Urban Railroad Vehicle for LRT (경전철 차량 안전기준 적용을 위한 개정 연구)

  • LRT is eco-friendly transportation system and can be constructed at less than half cost of subway. Therefore many local governments have planned to construct a various type of LRT and some of them were already under construction. In Para. 2 of Art. 22 of the "Enforcement Decree of Urban Railroad Act" - safety standard of urban railroad vehicle, It can't be operated if "structures and devices" don't come up to standard required to safety operation. Constructor or operator should give an order or operate according to safety standard in Art. 3 of the Safety Standard of Urban Railroad Vehicle. Safety Standard of Urban Railroad Vehicle of 2000 was reformed once to tighten fire safety standard in 2004 after subway accident in Daegue. It was entirely made for medium and large-sized electric motor car. LRT, based on driverless operation and articulated bogie, has different safety standard in signalling devices and the axle load. etc. So many institutes related LRT have required to amend. In this paper, we described features of LRT vehicle and necessity of amendment and discussed how it should be amended.

  • In this paper, we conduct a study on the design that can secure the safety of the EPLA system by performing safety activities based on the ISO 26262 standard for vehicle functional safety. In the case of a company developing a detailed system, it is responsible for verification through hardware design and safety analysis in the overall flow of safety activities, and safety analysis according to the ASIL safety level must be properly performed. At this time, there are cases where the safety goal quantitative metric value suggested by the ISO 26262 standard cannot be satisfied only by the hardware design of the basic function, so it is necessary to design and install the safety mechanism. Based on ISO 26262 safety activities, it is possible to derive an effective design plan through hardware safety analysis.

  • The Korea's safety standards for vehicle have been strengthened to reduce casualties from traffic accidents since 1962. The standards have a rather complicated structure. The safety standards are composed of the main text and asterisks, and the safety standard implementation rules are composed of the main text, asterisks and appendices, and items of the same name are stipulated in other chapters within the safety standards. This study is to suggest improvement measures such as simplifying the structure of these safety standards and integrating safety standard items with the same name. Through this, users' understanding of the standards will be improved, and it is expected that the system will be more efficient such as securing safety quickly through harmonization with international standards following the development of rapidly changing new technologies such as automated vehicles.

  • Green car such as a hybrid electrical vehicle and fuel cell vehicle is developed as a commercial target. UN/ECE/WP29 is developing GTR of HFCV and establishing the regulation and standard of electrical safety by ELSA. The regulation and standard about Electrical safety of vehicle are prescribed in ISO, UN/ECE, FMVSS, Japanese Attachment and so on, in case of insulation resistance is referred to keep more than 100/Vdc, 500/Vac. However, accurate method to measure insulation resistance agreeable to structure of vehicle does not exist now, it is actually that correctness of measurement drops according to the feature of battery and fuel cell stack. In this paper, the method to measure insulation resistance for protection against electrical shock by direct contact or indirect contact in Green Car will be indicated by making a comparison between the insulation measurement in standard of electrical safety and the experiment results for HEV and HFCV.

Assessment of Vehicle Safety Standard Requirements for New Micro-mobility Vehicle (초소형자동차의 자동차안전기준에 대한 효과분석)

  • In general, an assessment of the benefits and costs with regard to vehicle safety standards are validated before regulations are implemented. This paper performs this validation for the mandatory automobile safety devices requirement for new micro-mobility. The reviewed car safety standards involved the installation of seat belts, airbags, ABS, crash speed standards, and pedestrian warning system. The benefit was estimated as the cost of accident reduction due to the installation of vehicle safety standards. As a result, the safety belt showed a B / C of 4.0 or higher, and it was found that the seat belt should be installed from 2017. After the seatbelt regulation in 2017, the results of the scenarios with the airbag, ABS, crash speed of 40 km/h, and the pedestrian warning system showed B / C of 1.0 or more according to the year of regulation. This study can be useful as a tool in the decision-making process with regard to the timing and type of vehicle safety standards requirement of micro-mobility in the future.

A Study on the Inspection Standards and Methods of Two-Wheeled Motorcycle Headlight (이륜차 전조등 검사기준 및 검사방법에 관한 연구)

  • This paper has presented the headlight inspection standards and methods of two-wheeled motorcycles considering Korean Motor Vehicle Safety Standards (KMVSS), Korean Motor Vehicle Inspection Standards (KMVI) and the inspection standards of the International Motor Vehicle Inspection Committee (CITA). As a result of analyzing the headlight luminous intensity test result with fixed inspection equipment, 21% does not meet the inspection standard proposed in this study, and 33.3% in mobile inspection equipment does not meet. The average luminous intensity of motorcycle less than 50 cc is 8,340 cd, so all the lightweight small sized motor cycles do not meet the proposed headlight inspection standard.

  • Although the urban rail vehicle is exposed to the fire disaster, most country, except only a few advanced country, is insufficient to take a measure against the fire accident. Safety regulation modification, fire safety standard of the materials. and each material's fire resistance of the rail vehicle have been upgraded until the Daegu fire disaster in Korea. For that reason, In this study, current techniques of fire safety evaluation are analyzed and fire safety degrees of rail vehicles are compared with the change of interiors which is met to the fire safety standard of urban rail vehicle.

A Study on the Warning Characteristics of LDWS using Driver's Reaction Time and Vehicle Type (차량 종류 및 운전자 인지반응 시간을 이용한 LDWS 경고 특성에 관한 연구)

  • More than 80 percent of traffic accidents related with lane departure believed to be the result of crossing the lane due to either negligence or drowsiness of the driver. Lane-departure related accident in the highway usually involve high fatality. Even though LDWS is believed to prevent accident 25% and reduce fatalities by 15% respectively, its effectiveness in performance is yet to be confirmed in many aspects. In this study, the vehicle lateral locations relative to warning zone envelop (earliest and latest warning zone) defined in ISO standard, ECE and NHTSA regulations are compared with respect to various factors including delays, vehicle speed and vehicle heading angle with respect to the lane. Since LDWS is designed to be activated at the speed over 60 km/h, vehicle speed range for the study is set to be from 60 to 100 km/h. The vehicle heading angle (yaw angle) is set to be up to 5 degree away from the lane (abrupt lane change) considering standard for lane change test using double lane-change test specification. The TLC is calculated using factors like vehicle speed, yaw angle and reaction time. In addition, the effect of vehicle type and reaction time have been considered to assess LDWS safety.

  • Nowadays many two-wheeled motorcycles are used in leisure and express delivery industries. But studies of the electromagentic compatibility on motorcycles have seldom been performed and published. This paper has studied the electromagnetic safety of motorcycles considering international and domestic regulations and standards. Also, a series of experiments have been performed to evaluate the level of electromagnetic compatibility of commercially available motorcycles. As a result, detailed experimental procedures are proposed to secure the electromagnetic safety and can be used to confirm or revise the Korea Motor Vehicle Safety Standards.

A Study on the Characteristics of Domestic Vehicle on the Roof Crush Test Considering the Enhanced Safety Standard, FMVSS 216 (북미 법규 강화를 고려한 국내 자동차의 천정강도 시험특성에 관한 연구)

  • In order to reduce the risk of roll over crash, one of the greatest risk events, National Highway Traffic Safety Administration(NHTSA) issued Notice of Proposed Rulemaking(NPRM) enhancing the safety standard on roof crush resistance, FMVSS No. 216 and changing some part of the test procedure. According to this NPRM, the boundary Gross Vehicle Weight Rating(GVWR) of the vehicles applied by this standard is extended from 2,722kg(6000 lb) to 4,536 kg(10000 lb) and the applied test force is increased from 1.5 times to 2.5 times of Unloaded Vehicle Weight (UVW). Also the current limit on the amount of roof crush, 127mm(5 inch), is replaced with a new requirement of maintaining enough headroom without touching the head of a seated 50% male dummy. In this paper, we carried out the rollover crash test on some domestic cars and investigated their safety due to the KMVSS No. 92 and the enhanced safety standard, FMVSS No. 216, respectively. The result shows that most of them can satisfy the new standards but further tests will be necessary, especially for heavier cars.
