A Study on the Development of Training Course for VTS Operators in Korea (우리나라 VTS 운영요원의 교육훈련 프로그램 개발에 관한 연구)

  • This stud was projected to develop the training course for VTS operators in Korea. The studying method was literature survey and questionnaire. It was properly used and analyzed that such as the concerned literature international symposium results and letters from Canada USA Japan and other countries in order to compare their contents This study proposed the basic training course for VTS operators in Korea on the basis of these data. and also concluded as followings. First the number and level of Korea VTS should be decided. Second the training organization and staff should be build and pointed. Third the VTS trainee should selected and the training level & period should be eatablished, Fourth The training should be the VTS training curriculum. Fifth The VTS operator certificate should be issued by proper test. But this need further study through the analysis for the questionnaire regarding to Korea VTS Training Program.

  • The purpose of this study is to develop the training programme for VTS operators in Korea. The methodology used are literature and questionnaire survey. The literature, proceedings of international symposia and letters from Canada, USA, Japan and other countries were properly used and analyzed in order to compare their contents. Through the results of this study, I proposed the basic training programme for VTS operators in Korea as followings. First, the number and level of Korean VTS should be properly decided. Second, the training organization and staff should be built and appointed. Third, the VTS trainee should selected, and the training level & period should be established according to their qualification and experience. Fourth, the training should be acted by the VTS training curriculum. Fifth, The VTS operator certificate should be issued through proper test. This paper concluded as followings through the analysis of the questionnaire regarding to VTS training programme in Korea. First, the proposed curriculum were properly constructed and the independence among them was existed through the reliability and correlation analysis. Second, the difference of the curriculum importance among the questionnaire group was nearly not found through the Analysis of Variance(ANOVA). Third, the required days per each curriculum was limited to maximum 5days.

An Analysis of the Relative Importance of Modules for Vessel Traffic Services Operator Training

  • The International Association of Marine Aids to Navigation and Lighthouse Authorities(IALA) model course recommends specific aspects of basic curriculums for Vessel Traffic Services(VTS) operator education such as modules, course hours, contents, etc. Most domestic training programs for newly appointed VTS operators comply with such recommendations. The objective of this study is to determine whether such modules for VTS operator training recommended by the current IALA model course correspond to the actual opinions of VTS operators who are currently working in the field. To this end, the relative importance of basic modules for vessel traffic services operator training was analyzed using the Analytic Hierarchy Process(AHP) method. A questionnaire was designed to include 8 modules recommended by the IALA model course, and the survey results of 52 individuals working at 5 VTS centers were analyzed. The result showed that, unlike the assumption by the IALA, domestic VTS operators viewed Nautical Knowledge as the most important modules, followed by Emergency Situations, Traffic Management, Language, Equipment, VHF Radio, Communication Co-ordination, and Personal Attributes, in that order.

  • Part 2 of the Questionnaire Survey on Marine Safety and VTS in the Philippine Coastal Waters presents the alternatives to risk reduction, modifying the VTS, the qualification and competency of a VTS operator and effectiveness of the services and assistance rendered by VTS. This study finds that majority of respondents chose "Improved education and training of mariners" as the best alternative to risk reduction and the "Strict enforcement of ship safety regulations" as the best alternative based on the respondents' ranks last served onboard and areas of familiarity. In modifying the VTS, the areas with VTS chose to "Improve or upgrade" and for those without, is to "Implement" the system. The best VTS system is the "Port and Approaches" type and the PCG is selected to operate, maintain and supervise the system. As a VTS operator, the necessity of shipboard experience is considered "Essential" and the experiences include "Ship-handling and Communication", and "Management level" experiences. The effectiveness of the assistance and services rendered by VTS are considered "Very Important". Based on these findings, this study recommends improvement of education and training of mariners and users of the waterways including the training of VTS operators manning the VTS centers, strict enforcement of ship safety regulations along the busy and main ports of the country and installation of VTS system with the most appropriate type with the supervision of PCG.

A Study on Internet based Simulator for Training VTS Operators (인터넷 기반의 해상교통관제사 훈련용 시뮬레이터에 관한 연구)

  • Basing on the recommendation and guideline of IALA, Korean VTS authority made an instruction about the training and qualification of VTS operators, and three model courses for training have been performed at a training institute which has one VTS simulator. However, the simulator has not been enough to make training fully satisfactory because of several signs of limitations including inaccurate method for calculating ship's movement and inconvenient location for training. In this paper, a new simulator was proposed to make up for the weak points replacing the current simulator. The proposed simulator adopts mathematical model for calculating exactly ship's movement which heightens the effect of training with simulator. And also it can be used through Internet so as to make long-distance training possible without visiting the training center. The effectiveness and the convenience of training with the proposed simulator are expected to be improved.

  • Although it is expected to provide fundamental data for advanced VTS system by analyzing traffic accidents in VTS area, there is no quantitative analysis to find it.. In this research, it is examined and analyzed marine casualties records(1999-2004), data of Port-MIS and data of each VTS center. The results of this research are as below. 1) It is necessary to reduce traffic accident and to improve VTS operating system. 2) It is discovered for statistical discrepancy between vessels controlled by VTS and vessels not controlled by VTS in accident cause, visibility, perception distance and cause of late perception in collision accidents 3) It is necessary for VTS assistance to be positive and to made in ample time consecutively. 4) As the result of traffic accident prediction model, it is necessary to develop a system improving VTS operators' ability to identify dangerous ships.

  • The purpose of this paper is to suggest the development of the Guidelines on VTS English language competency test, according to IALA Guideline 1132 - VTS Voice Communications and Phraseology. As the foundation for improving VTSOs' communication capabilities throughout their career lifecycle in terms of training, accreditation, and revalidation, a development of a VTS-specific language testing system with explicit language testing evaluation criteria becomes more critical. With the aim of facilitating the discussion, a range of suggestions to be considered in the development of Guidelines on the VTS English competency test are made

A Proposal on the Marine Traffic Supporting System in VTS area

  • In port and its approach channel, traffic accidents such as collision, aground, minor collision have reached about 77% of total marine casualty in the area. In this paper, an attempt to enhance the safe navigation was proposed by offering marine traffic supporting system which helps VTS operator assist vessel effectively with the quantitative assessment on difficulty of each vessel. The system collects navigation data from onboard AIS, assesses the data in assessment mode to analyze the navigation difficulties of each vessel and displays the degree of danger of each vessel on the ECDIS in real-time to decide the intervention time or order of priority for VTS operator. The effectiveness of the system was verified by the VTS operators in Korea.

  • The purpose of this study are analyzing marine incident occurred in Busan VTS area, establishing standard of marine incident based on the data, and presenting the way to activate marine incident system. As implement this system, it is figured out that marine incident system could contribute to preventing similar accident, standing out role of VTS and improvement of VTS officer's ability. It includes efficiency of VTS marine incident and matters which necessary to implement this system.

  • Since March 15, 2022, the korea coast guard has revised the qualification standards for VTSO so that they can take the VTSO recruitment test under the korea coast guard without boarding experience to diversify their recruitment routes. By this study, we looked into VTS working circumstances and reviewed important provisions about enactment and revision of VTS regulations and VTS certificate system so far to compare and analyze pros and cons of each control task performance method by illustrations which are occasions in both home and foreign control operation. And also, I suggest ways to improve VTSO task in future make a VTSO credential demonstration system settle down successfully.
