Due to the strong relationship between Baekje, one of the ancient Korean Kingdom and Japan through the same religion, Buddhism, it is possible to find many similarities in remains, such as temples, and pagodas, and in many relics, in both cities. However, from the point view of urban planning, Buyeo, originally designed as the fortress city, has a different city planning strategies from that of Kyoto which is a straight-lined city. After Buyeo was destroyed by Silla, one of the Three Kingdoms in Korea, it got deemphasized in Korean history. Later, Buyeo's recent city planning was directly affected and implanted in Japanese Imperialism period (1910-1945) one which emphasizes the layout of Japanese temple which serves as the center of the ceremonies for their ancestors. Thus, it is possible to find cultural interrelation in urban planning between two cities throughout the history of Korea and Japan.

The purposes of this paper are to review the shifts and changes in urban planning environment, and to grasp how the new 'National and Urban Planning Law' accommodates these changes. In order to accomplish proposed schemes, I suggest that the following three details should be considered for the proper way of Urban Planning Information System(UPIS) from the beginning stage. First, new techniques are required to realize the new concepts in 'National and Urban Planning Law' with GIS and constructed DB by NGIS, as planning support systems. Second, the status of UPIS rises to the highest status among land-related information systems. Third, to adapt the UPIS to the decision support system, the restructuring of urban planning itself should be proceeded under considering the changes of concepts, paradigms and techniques.

Purpose: In spite of many Healthy Cities projects in Korea, there are few research about healthy urban planning. So we tried to use available recent models to a Healthy Cities project in a medium sized city in Gyeongnam province. Methods: Using mainly European Healthy Urban Planning Model and opinion leader survey, SWOT analysis, forum and discussion have been done to a city. Secondary city health indicator obtained from Ministry of Statistics. Results: There are strong need to develop health industry, green traffic and healthy living from survey using Healthy Cities policy direction of Korean Health Promotion Fund. Among the Healthy Urban Planning objectives, improvements of physical environments, prevention of accidents and crime, improvements of healthy esthetics rated highly. Although environmental pollution was problem local government push forward to the pilot healthy urban project as active healthy water-front development. Considering secondary healthy city indicators, change of external forces and internal capacity final task for healthy urban planning for Yangsan city were development of riverside physical education park and active living and anti-ageing environments etc. Conclusions: Comprehensive assessment and plan was possible through MAPP Model using European Healthy Urban Planning objectives to draw the direction of future urban planning for Healthy Cities Projects. Further research and formal introduction would be needed.

In this study, we developed a method to quantify urban social costs using mobile sensing data, providing a novel approach to urban planning. By collecting and analyzing extensive mobile data over time, we transformed travel patterns into measurable social costs. Our findings highlight the effectiveness of big data in urban planning, revealing key correlations between transportation modes and their associated social costs. This research not only advances the use of mobile data in urban planning but also suggests new directions for future studies to enhance data collection and analysis methods.

To make more beautiful and exciting scenery of a city, the design of private buildings has to be controlled in a way to improve the public amenity by the proper design of buildings ensuring views to natural assets in the city. And it is important to provide an urban landscape solution, while solving the afflictions of architects between their dream in individual architecture and the significances of Urban landcape as a whole. This research is based on the survey of the experts and public officers in the field of Urban landcape planning and administration in Gwang-ju City and Chonnam Province in Korea. The search reveals the following fact. Comparing the fact that some of foreign countries have proper systems of planning, regulations, guidelines, and design awards for the improvement of Urban landcape long time ago, the systems of Urban landcape planning and related administration in Korea is still in a primitive stage, due to the lack of the consideration of local characteristics and resources, variety of solutions, and setting of goals and objectives. Consequently, public enlightening of the importance of Urban landcape and the development of relevant contents in Urban landcape planning and administration are mostly required, to build up the system that can allow people to live in beautiful and good scenery of a city.

After UNECD(United Nations Conference of Environment and Development) in 1992, ESSD (Environmental Sound and Sustainable Development) is an important concept of urban planning in Korea. The introducing environmental assessment system of urban planning and the district unit planning system were representative cases. In this process, Landchaftplanung(ecological landscape planning) was introduced from Germany. This study was executed for applying ecological landscape planning to Eunpyung New Town in Seoul city, and analyzing the problem to apply this system. The process of ecological landscape planning was followed to (1) the site survey, (2) the analysis and assessment of survey data, (3) the establishing ecological landscape planning. Three master architects participated in all investigations. The major fields of them were landscape architecture, architecture, and urban planning. Master Architects helped many aspects. In conclusion, ecological landscape planning was feasible to be applied to develop other New Town in Korea. However the mediation system is very weak, if different situations are confronted with ecological landscape plan and land use plan in the operative legal framework of Korea. Thus, the legislation of mediation system is necessary for an establishment of ecological landscape planning.

Planning Support System (PSS), an alternative framework of computer-aided planning system combining geographic information system (GIS), urban models, and visualization tools, has been actively researched and applied in many developed countries. This paper introduces a PSS-based land use change model, What if\ulcorner PSS, by applying it to Chongju City, Korea. This model application study used the spatial database, Restricted Development Zone (RDZ), and other hypothetical land supply- and demand-related policies of Chongju City. The collaborative PSS model supported land use planning process by helping users to speedily and easily create and test policy-oriented scenarios. The study found that the fully operational PSS model was readily applicable and useful to Korean local land use planning. The paper discusses the conceptual model framework, data requirement, application process, model output, and practical usage. This study would be considered as a prototypical approach of PSS-based land use plan making for Korean cities.

The aim of this paper is to review the environmental assessment of urban climatic factors relating to urban planning in Korea and Germany, and suggest efficient ways to consider climatic factors in the environmental assessment process for urban planning in Korea. For these purposes, current assessment systems concerning urban master plan and urban management plan in Korea were reviewed to know how urban climatic factors are assessed. Furthermore, two German cases of Strategic Environmental Assessment were investigated to know how urban climatic factors are assessed and considered in the urban and regional planning of Germany. Based on the results, efficient ways to consider climatic factors in the environmental assessment for urban planning were suggested from three aspects of factors, methods and available data for climate assessment.

Ever-developing information and communications technology has changed the ways of life from that of industrial society to the information-oriented community, and is widely used in a variety of social and economic contexts. Besides, urban problems in today's society are intricately involved so that the possibility of any reliable breakthrough may not to be likely. To work out these complicated problems as well as to understand the crux of the matter more comprehensively, ubiquitous urban planning has been laid out, and as a result attempts to reflect this system are cautiously made in metropolitan areas. However, most u-City planning, integrating uibiquitous technology, has focused on creating urban infrastructure and its services, therefore neglecting the importance of housing in urban space. Consequently, thorough u-City planning has yet to be defined in relation with urban space, and housing planning, established on the basis of the user-oriented housing environment, needs to be urgently made. Centering on the importance of housing in the construction of an improved future urban environment, this study aims to discuss the role of urban environment planning where metropolutan residents can enjoy a comfortable and convenient life. As well, this research paper seeks to focus attention on the consideration for users that is often disregarded but requires reflecting in the u-City planning.
