  • This study analyzed the factors affecting urban residents' expectations and participation in community gardens to present basic data of guidelines for community garden management. Urban citizens valued the necessity of community gardens overall, especially residents with outdoor gardens. The experience of private gardens was important in perceiving the need for community gardens, which are public spaces. The creation of community gardens had high expectations for social aspects such as improving quality of life, health promotion, and community revitalization. In particular, residents living in individual housing have high expectations for revitalization of the community, and community gardens can be a mediator for forming and maintaining local communities. Through this, the citizens' perception on the role and function of the garden as a community space could be examined. Expectations for quality of life, health promotion, and community revitalization are factors affecting the necessity of community garden. Participation was high in the creation and management of the community garden, and the necessity of community gardens, expectation for community revitalization, and expectation for environmental purification are factors that affect participation in the management of community gardens. The amount of donations that the residents are willing to pay for community garden management was KRW 75,222 /year on average. Overall, residents with higher need for community gardens and higher social expectation showed higher participation. Urban citizens have high expectations for community gardens, and they perceive the importance of social aspects more than personal aspects such as community revitalization and quality of life. As a strategy for increasing community involvement, it is necessary to set up the processes, determine participants' composition and roles, and establish a system to promote participation. Considering welfare aspects such as community revitalization and improvement of residents' quality of life, motivation and administrative support for participation in the creation and management of community gardens will serve as important factors.

  • The purpose of this paper is to study the relationship between the sense of place attachment and citizen participation in urban park management. This case study focuses on the 'Shim-Teo' Children's Park in DongDaeMun-Gu in Seoul. This study used questionnaires. The data was collected from June 24 to 26, 2002 from a random sampling of visitors to the park who were over twenty years old. Final analysis utilized a total of 83 samples from the 91 respondents. This suey included Questions on Place attachment and the sense of the citizen participation. The results of this study can be summarized as follows; 1. For citizen participation in urban park management, it showed that the more respondents had a sense of the place attachment, the more they had a sense of responsibility for citizen participation in urban park management. The significant difference of the sense of the citizen participation between the two groups was their sense of place attachment. 2. For respondents reasons not to participate in park management, there was a tendency that the less respondents had a sense of place attachment, the more they answered that 'they have no idea how to participate in park management' and 'they have no time to participate in park management'. And the significant difference in the sense of citizen participation between the two groups was the place attachment. 3. It was shown that the respondents sense of citizen participation in urban park management was directly related to their sense of place attachment to the park. It was also shown that the reasons which dissuaded them from participating in urban park managements were other factors.

  • Increase of impervious areas due to expansion of housing area, commercial and business building of urban is resulting in property change of stormwater runoff. Also, rapid urbanization and heavy rain due to climate change lead to urban flood and debris flow damage. In 2010 and 2011, Seoul had experienced shocking flooding damages by heavy rain. All these have led to increased interest in applying LID and decentralized rainwater management as a means of urban hydrologic cycle restoration and Natural Disaster Prevention such as flooding and so on. Urban development is a cause of expansion of impervious area. It reduces infiltration of rain water and may increase runoff volume from storms. Low Impact Development (LID) methods is to mimic the predevelopment site hydrology by using site design techniques that store, infiltrate, evaporate, detain runoff, and reduction flooding. Use of these techniques helps to reduce off-site runoff and ensure adequate groundwater recharge. The contents of this paper include a hydrologic analysis on a site and an evaluation of flooding reduction effect of LID practice facilities planned on the site. The region of this Case study is LID Rainwater Management Demonstration District in A-new town and P-new town, Korea. LID Practice facilities were designed on the area of rainwater management demonstration district in new town. We performed analysis of reduction effect about flood discharge. SWMM5 has been developed as a model to analyze the hydrologic impacts of LID facilities. For this study, we used weather data for around 38 years from January 1973 to August 2014 collected from the new town City Observatory near the district. Using the weather data, we performed continuous simulation of urban runoff in order to analyze impacts on the Stream from the development of the district and the installation of LID facilities. This is a new approach to stormwater management system which is different from existing end-of-pipe type management system. We suggest that LID should be discussed as a efficient method of urban disasters and climate change control in future land use, sewer and stormwater management planning.

  • Background and objective: With the revision of the Act on Urban Parks, Green Areas, Etc. in 2013, the "urban agricultural park" was newly established under the subcategory of "themed park," thereby establishing the institutional basis for the creation of urban agricultural parks. However, urban agricultural parks are still in the early stages of their introduction. There is a lack of research on direction setting and specific operation management that considers urban residents' needs and the city's physical infrastructure. Methods: We utilized the public service design process suggested by the Ministry of the Interior and Safety of the Republic of Korea in 2019 to identify problems and develop directions for urban agricultural parks. The process consisted of the following four steps: Understanding, Discovering people's needs, Defining real problems, and Developing ideas. Results: As four types of ideas for revitalizing urban agricultural parks, 'information users want to know,' 'user participation in design,' 'venue for local communities,' and 'urban agricultural parks as health and rest areas' were derived. This means that urban agricultural parks must provide the information users want; users must plan, decide, and implement such information by directly participating in the creation and efficient management and operation of urban agricultural parks; and urban agricultural parks must be used as a venue for local communities. Urban agricultural parks should also be spaces for health and relaxation. Conclusion: Urban agricultural parks should avoid the unified space and passive participation patterns of existing urban parks, and become real spaces for resident participation that can satisfy all the production, leisure, landscape, ecology, and psycho-social needs of the users of urban agricultural parks. Furthermore, it is necessary to introduce a more systematic and diverse operating system so that it can work to revitalize the local community and connect organically with the function of the city.
