  • Closed-circuit television(CCTV) is a facility that forms the backbone of the ubiquitous services provided by the Integrated Management Center of the Ministry of Land, Infrastructure and Transport and the Integrated Control Center of the Ministry of the Interior. However, it is installed and managed according to different laws, as it is operated and managed by each department. Moreover, because there are no regulatory grounds for unified management of CCTV, each municipality responsible for the actual management manages it based on the individual standards of each department. Thus, the purpose of this study is to develop a standardized management form to establish an integrated management plan. The author inspected the existing situation by examining the legal system and public data and through hands-on worker interviews, and discovered the managed element by reviewing the specifications of the bidding system. The management form for integrated management comprises the above requirements along with the management histories and linkage of intelligent facilities. A uniform management form for integrated management containing specifications of the CCTVs installed by various departments is created, and is easily searched for facilities to check requirements for joint use. The result of this study can contribute to building the database of facility management system for integrated management of facilities at the integrated management center as well as for a detailed simulation of the selection of location of CCTV depending on the CCTV's specifications.

  • Construction accidents in Korea are continuously increasing. Safety signs with high visibility color can diminish such accidents in dangerous places. In order for safety color to be more effective as a global communication means in construction sites, it needs to be checked out whether safety color standard reflect the characteristics of construction industry such as worker or work environment. This paper compared safety color standards among Korea, the US, the UK, and Australia. First, blue color was included in all, which should be corrected considering aged workers increasing in construction industry. Because with age, the ability to distinguish between blue, purple, and gray colors decreases. Second, Korea, which has only single code designated to safety colors, should find alternatives like tolerance to be applicable to a variety of light environments on construction sites, as the contrast which affect the visibility may decrease in dark conditions.

  • With the aging of the population and the slowdown of the job market, elderly workers make up a large portion of the construction workforce. Also, due to the nature of the construction industry, where outdoor work is frequent, the weather has a more sensitive impact on elderly workers than on younger ones. The study aims to analyze the degree of weather risks exposed to elderly workers in the construction industry using the measure of work loss days. To that end, construction accidents that affected 28,514 elderly workers in seven cities from 2012 to 2016 (a total of 12,789 days) were analyzed to calculate work loss days per different weather factors. The results show that the elderly workers were seriously affected when the temperature was between $-12^{\circ}C$ and $-10^{\circ}C$, humidity between 55% and 60%, precipitation between 128mm and 181mm, and wind speed between 5.5m/s and 6.5m/s, with the highest work loss days. The combined effects between the weather factors were also analyzed to identify the conditiosn that leaded to high work loss days of elderly workers. This study contributes to effective safety management and pleasant working environment between weather factors and shedding light on the relationship between weather factors and work loss days of elderly workers.

The study population was 310 health workers engaged in seven urban health centers in Taegu City area. A questionnaire method was used to collect data and response rate was 81.3 percent or 252 respondents. The following are summaries of findings: Profiles of study population: Health workers were predominantly female(62.3%); had college education(60.3%); and held medical and nursing positions(39.6%), technicians(30.6%) and public health/administrative positions(29.8%). Perceptions on health center's resources: Slightly more than a half(51.1%) of respondents expressed that physical facilities of the centers are inadequate; equipments needed are short(39.0%); human resource is inadequate(44.8%); and health budget allocated is insufficient(38.5%) to support the performance of health center's activities. Decentralization and health services: The majority revealed that the decentralization of government system would affect the future activities of health centers(51.9%) which may have to change. However, only one quarter of respondents(25.4%) seemed to view the decentralization positively as they expect that it would help perform health activities more effectively. The majority of the respondents(78.6%) insisted that the function and organization of the urban health centers should be changed. Target workload and job satisfaction: A large proportion (43.3%) of respondents felt that present target setting systems for various health activities are unrealistic in terms of community needs and health center's situation while only 11.1 percent responded it positively; the majority(57.5%) revealed that they need further training in professional fields to perform their job more effectively; more than one third(35.7%) expressed that they enjoy their professional autonomy in their job performance; and a considerable proportion (39.3%) said they are satisfied with their present work. Such areas as health education, oral health, environmental sanitation, and integrated health services are needed to be strengthening. Regarding the community attitudes towards health workers, 41.3 percent of respondents think they are trusted by the community they serve. New areas of concern identified which must be included in future activities of health centers are, in order of priority, health care of elderly population, home health care, rehabilitation services, and such chronic diseases control programs as diabetes, hypertension, school health and mental health care. In conclusion, the study revealed that health workers seemed to have more negative perceptions and attitudes than positive ones towards organization and management of health services and activities performed by the urban health centers where they are engaged. More specifically, the majority of health workers studied revealed to have the following areas of health center's organization and management inadequate or insufficient to support effective performance of their health activities: Namely, physical facilities and equipments required are inadequate; human and financial resources are insufficient; personnel management is unsatisfactory; setting of service target system is unrealistic in terms of the community needs. However, respondents displayed a number of positive perceptions, particularly to those areas as further training needs and implementation of decentralization of government system which will bring more autonomy of local government as they perceived these change would bring the necessary changes to future activities of the health center. They also displayed positive perceptions in their job autonomy and have job satisfactions.

  • The aim of this study is to take hold of the present situation as well as the perspective of the domestic alcohol specialized hospitals. The structured questionnaire was prepared to understand the type of services, manpower and systematic programs. Among eight hospitals that stand for the alcohol addiction specialized hospitals, six hospitals agreed to participate in the survey, which was made from Jun. 17 to July 15, 2010. The average number of beds of the surveyed hospitals was 208. They were mostly private ones(66.7%), located in urban area(50%), and had experiences of alcohol treatment less than five years(50%). While all of them practiced both the inpatient and outpatient services, only 33% provided the systematic outpatient program that was at least 2 or 3 hours per week. All hospitals practiced the physical and individual psychological evaluations, but only 16.1% had the daytime programs. The beds of protective ward were 72% of all beds, and the beds of night and day occupied 7.6% and 2.6% respectively. It was found that although the average number of mental health social worker and mental health nurse was larger than that required in the regulation of mental health law there are significant deviations between hospitals. However, the manpower of psychiatrists and nurses were comparatively large. The first problem indicated by clinical experts was the patient's refusal of care, which results in an inefficiency in the treatment. The next problem was the lack of local health care institutions that can attend on the discharged patients were important issues. Also the low reimbursement and indifferences to the alcohol abuse were considered as important issues.

  • In this county, the gap between the urban 'haves' and the rural 'have-nots' continues to be an increasing problem. WHO and UNICEF see primary health care(PHC) as the key to achieving an acceptable level of health throughout the world as a community development. PHC is essential health care made accessible to individuals and families in the community by means acceptable to them. It is the first level of contact of individual, the family, and community with the national health system. It includes at least education on health system. In Korea, the category of PHC worker includes the physician as public doctor and nurse as primary health care practitioner and community health leader as village health worker. PHC workers of the aboves will thus function best if they are appropriately trained to respond to the health needs of the community. However in this country, since the national PHC service project launched in 1980, the government has not developed and performed appropriate and enough education and training activities. In light of above reasons, several categories of health education activities had been planned and performed being aimed at above specific target groups and the main focus was on the village health workers for about one year from July 1991 to July 1992 in Yeoju Kun of Kyonki Province. • This study examines the conditions and causes of income inequality and seeks assignments for mitigating income inequality. An analysis of the conditions and causes of income inequality is summarized as follows. First, income inequality, which rapidly increased after the economic crisis, increased and reduced repeatedly during 1999-2004, and remained a level in 2005 as high as that of the year directly after the economic crisis. Second, an analysis of the causes of income inequality by utilizing the long-term data(1985-2004) shows that unemployment rate, nonstandard employment rate, and the rising rate of land prices positively affect income inequality. Third, an analysis of the causes of income inequality by utilizing the data before and after the economic crisis(1995-2004) demonstrates that unemployment rate, nonstandard employment rate, and the workers' income ratio between large enterprises and small enterprises positively affect income inequality. Fourth, the rising rate of land prices which significantly affects income inequality in the data of 1985-2004 does not affect income equality in the data of 1995-2004, and the workers' income ratio between large enterprises and small enterprises which does not affect income inequality in the data of 1985-2004 significantly affect income equality in the data of 1995-2004. These results suggest several implications for mitigating income inequality. First, alternative plans to reduce unemployment rate must be prepared. Second, policies to reduce nonstandard employment rate should be established. Third, programs to stabilize or lower the land prices must be deliberated. Fourth, a master-plan to support small to medium enterprises must be carried out in order to reduce the wage differentials between large enterprises and small to medium enterprises.
